Higher education is an education unit that able to carry out academic, professional and / or vocational programs. Lecturers are professional and scientific educators with the main task of transforming and developing, and disseminating science, technology and art through education, research and community service. The performance evaluation applies seven criterias, namely: attendance, teaching, research, dedication, loyalty, cooperation and responsibility. The problems are; the lecturers’ performance evaluation is not optimal yet because there is no specific method to implement it. Therefore, it is necessary to build a decision support system by applying the Technique For Others Reference by Similarity to Ideal Solution (TOPSIS). This system will later help us in determining the best lecturer in accordance with the regulation. The TOPSIS method uses the principle that the chosen alternative must have the longest (farthest) distance from the negative ideal solution from geometric point of view using the relative proximity of an alternative. The alternative means the lecturers’ performance with predetermined criterias. This method produces a lecturers rankings based on the best performance on numerical scores and sorted by the greatest preference scores. The particular study used 5 lecturers as alternative to be tested. They were Lecturers 1, Lecturers 2, Lecturers 3, Lecturers 4, and Lecturers 5. The results showed that Lecturer 1 was the best lecturer with the biggest preference score of 0.612.

The Happy Savings and Loan Cooperative is one of the non-bank financial institutions in the form of cooperatives that serve the needs of its members in lending services with collateral in the form of member deposits, land or building certificates, books for motorized or automobile owners (BPKB) with the aim of providing services and facilities for candidates creditors in the economy. needs Lending funds to prospective creditors must also with the approval of the head of the cooperative / cooperative council. The agreement generally requires considerations such as analyzing the ability to pay prospective creditors. Because each prospective creditor has different economic conditions, it must be observant in making decisions. In determining whether a loan recipient is appropriate or not, there must be an assessment of the criteria established as a reference for decision making. TOPSIS is one of the multi-criteria decision-making methods first introduced by Yoon and Hwang (1981). TOPSIS uses the principle that the chosen alternative must have the shortest distance from the positive ideal solution and the longest distance (the farthest) from the negative ideal solution from a geometric point of view using the Euclidean distance (distance between two points) to determine the relative proximity of an alternative to the optimal solution. - Determination of outstanding teachers at Pondok Duta Islamic Middle School has been applied every year. This process is very important to improve the quality of human resources in the progress of Pondok Duta Islamic Middle School. In its implementation, the determination of teachers with pretensions is still considered subjective, because it is only based on personal opinions and is not based on certain criteria. The Simple Additive Weighting (SAW) method is often known as the weighted sum method. The basic concept of the method of Simple Additive Weighting (SAW) is to find a weighted sum of performance ratings on each alternative on all attributes. While the Technique for Order Performance of Similarity to Ideal Solution (TOPSIS) method uses the principle that the chosen alternative must have the longest (farthest) distance from the negative ideal solution from a geometric point of view using the relative proximity of an alternative. The two methods, namely the Technique for Order Performance of Similarity to Ideal Solution (TOPSIS) method and the Simple Additive Weighting (SAW) method can help in the process of determining the teacher to be prescribed who recommend results based on the main criteria that have been determined.

Analysis and design of a decision support system aims to deal with problems in selecting the best supplier which is a problem at PT. Independent male star. PT. Bintang Putra Mandiri is a company engaged in the subsidized housing contractor and developer. With the existing problems, we need a system that can help companies to help determine the best supplier. Then produced a system that can help companies by using the TOPSIS method. The development of the savings and loan business is currently growing rapidly as a financial institution in alleviating poverty . BumDes is a business owned by a village or sub-district that is engaged in lending or channeling funds to people who need to develop their business. The BUMDes conducts deliberation meetings in determining loan granting. There is often disagreement between the parties that will borrow. This resulted in unequal distribution of loans to BUMDes members. Although the determination of the granting of the loan amount is fully determined by the BUMDes However, this Decision Support System will display the highest to lowest priorities of the prospective customer , so that it will facilitate and assist the BUMDes in making decisions. TOPSIS uses the principle that the chosen alternative must have the closest distance from the positive ideal solution and the longest distance (farthest) from the negative ideal solution to determine the relative proximity of an alternative to the optimal solution.

Abstract Sustainability is a holistic and complex multi-dimensional concept comprising economic, social and environmental issues. The EU Sustainable Development Goals’ indicator set, developed by European Commission, is implemented online in Eurostat’s database and constitutes the basis for assessing the level of sustainability assessment in different areas. The integration of the sustainability indicators was carried out in many studies by using the multi-criteria techniques. This work proposes a new methodological framework based on extended TOPSIS procedure, which takes into account EU targets and/or national targets in building positive ideal solution and negative ideal solution. This algorithm allows compensatory and non-compensatory approach in integrated sustainability assessment from the target point of view. This framework has been applied to measure sustainable development in the area of education in 28 EU countries in 2015. The results of this research also illustrate the complexity of measuring sustainable development, where multiple sustainability criteria and targets are considered.

The main task is to analyse the issue from the point of view of public administration. Such evalua­tion is analyzed in comparison with other instruments of public management (performance / internal audit, activity management). The main evaluation functions (improvement of strategic planning, accountability, knowledge production, marketing, community con­solidation, enlightening and learning) are described. The present research emphasizes that evaluation users attempt to ensure several functions. The choice of the functions depends on the aim of the user of evaluation information, evaluation type or even the approaches of evaluation organization in the country. For assessing library performance, the four-level approach comprising the infrastructure of a library, its innovativeness, human resources, the quality of the place is presented. Valuing information, the information services as well as the overall public sector performance and its results are still challeng­ing for libraries all over the world. Articulating and demonstrating the value and impact of information services in libraries as well as the whole library per­formance are still a major challenge for information management. It makes particular difficulties for de­veloping an adequate institutional management and library administration. A lot of efforts to find the best ways for creating and implementing evaluation cul­ture for information institutions, including libraries, are being made. Education has an important role as an effort to educate the nation. Education is the right of everyone, but not everyone can continue higher education for various reasons. One of them is limited financial and financial resources. TOPSIS is a multi-criteria dynamic strategy or elective decision which is an elective that has the littlest good ways from the positive ideal arrangement and the largest distance from the negative ideal solution from a geometric point of view using the Euclidean distance. This study aims to determine the criteria for scholarship recipients that can be implemented in a campus, school, or other social institution that provides funds for scholarship assistance. The research results are expected to serve as a reference for the decision making process. The results showed a preference value of 0.66 which is based on academic achievement

It is known in the selection of the scholarship will certainly experience difficulties because of the many criteria for scholarship applicants and the number of criteria used to determine the grantee's decision as expected. Therefore the need for a system of decision-makers to take into account all the criteria that support decision making by using rule-based and forward chaining, because the rule-based and forward chaining will implement a counting system for certain that the admin just entering data and will gain value in accordance with the criteria.In this study, the author tries to analyze the main points of the discussion and the results are intended to develop information systems that can be used in AMIK Jombang. System decision makers have preferred to build a decision matrix, decision making matrix is normalized, weighted normalized decision making matrix, determine the positive and negative ideal solution, calculate separation, calculate the relative proximity to the positive ideal solution, rank the alternatives. The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

The purpose of this study is to develop an extension of CODAS method using picture fuzzy sets. In this respect, a new methodology is introduced to figure out how picture fuzzy numbers can be applied to CODAS method. COmbinative Distance-based Assessment (CODAS) is a new MCDM method proposed by Ghorabaee et al. Picture fuzzy sets (PFSs) are a new extension of ordinary fuzzy sets for representing human’s judgments having possibility more than two answers such as yes, no, refusal and neutral. Compared with other studies, the proposed method integrates multi-criteria decision analysis with picture fuzzy uncertainty based on Euclidean and Taxicab distances and negative ideal solution. ERP system selection problem is handled as the application area of the developed method, picture fuzzy CODAS. Results indicate that the new proposed method finds meaningful rankings through picture fuzzy sets. Comparative analyzes show that the presented method gives successful and robust results for the solutions of MCDM problems under fuzziness.
