This study aims to describe the implementation of literacy culture programs of elementary school. This study used phenomenology of a qualitative approach. The subjects were the headmaster, teachers, students who were selected by using purposive sampling technique. The validity data test used triangulation techniques by comparing the results of observations, interviews, and documentation. The results showed that: 1) The policy for implementing a literacy culture at elementary school by using the School Literacy Movement program of the government. It is based on Permendikbud No. 23, 2015 focusing on character development. (2) The implementation of literacy culture of elementary school. It is based on the habituation stage that carried out 10 minutes of reading Al Qur’an and storybooks before lessons. The development stage of the activities carried out the respond to the contents of reading books by reading independently, giving appreciation for student literacy achievements, and having a school literacy team. The learning stage is by getting used to reading textbooks and using various strategies that support learning.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

Poverty in rural areas is now reaching an alarming condition, according to the Central Statistics Agency at this time the poor in rural areas dominate the percentage of poverty in Indonesia by 60%. Efforts to improve the welfare of rural communities will not be separated from how people use and maximize their potential, especially in networking relevant to the issue of social capital. Based on the concept of social capital, there is currently a type of social capital linking, which means emphasizing how the community is able to build relationships with parties who have authority, especially in making policy. This is considered to be important to support the development of welfare for the community, especially in the Dago Creative Tourism Village. Based on this, the purpose of this study is how the community initiated the development of social capital linking in the community in Dago Creative Tourism Village. Therefore, based on these objectives, this study uses a qualitative approach with a descriptive type. The data collection is done by observation, study of documentation of relevant documents and interviews. In addition interviews were conducted on 15 informants obtained using purposive sampling technique to determine informants. The results of this study indicate that there are several ways in which people initiate government involvement in developing social capital linking, such as community legalizing organizations, people participating in activities organized by the government, and the community providing government opportunities to participate in every activity organized by the government

Teachers’ mental health not only increases their efficiency, professional growth and development but also their effects their personality. Punjab education department established Monitoring education authorities to improve quality of education by monitoring quality indicators.  Monitoring practices of Education Assistants may affect the mental health of teachers on their workplaces which culminate in low performance. The objective of this study was to determine effect of monitoring education authorities’ practices on school teachers’ mental health. 300 elementary school teachers were selected for data collection through cluster sampling technique in District Sheikhpura. Data collection was done through survey questionnaire with 17 statements. Findings revealed that a significant correlation between teachers’ performance and motivational techniques used by their heads. A pilot study was conducted to validate cronbach's alpha 0.86 which statistically significant. Furthermore, following practices of Monitoring education authorities are effecting mental health index .On the bases of these findings that it is recommended that the government might  give training to MEAs  for  improving  their behaviours  during their visits in schools.

The purpose of this study is to describea how the teacher's perception of the application of Edmodo as a tool for learning activities in Al-Falah Islamic Elementary School Jambi. This research is a study that uses a qualitative approach to the type of phenomenological research. Researchers chose a qualitative approach to the type of phenomenological research because researchers wanted to examine according to phenomena related to teacher perceptions of the application of edmodo as a learning aid in the Al-Falah Islamic Elementary School in Jambi. The informants of this study were nine Al-Falah Jambi Islamic elementary school teachers. Researchers took the "purposive sampling" sampling technique by assigning informants with special characteristics, namely teachers who knew and had used the Edmodo application as a medium or a tool in learning in the network. Data collection techniques used by researchers are questionnaires and interviews. The researcher chose technique triangulation as a test of the validity of the data. By using triangulation techniques, the researchers re-check the data from the same source with different techniques to conduct data analysis. The data obtained were analyzed using the Miles Huberman interactive model which included: data reduction, data presentation, and data verification. The results of this study indicate that the perception of teachers has a percentage of 84.86% and can be categorized as perceptions that strongly agree with the application of Edmodo as a tool for learning activities in primary schools. The teachers felt helped in the learning process using the edmodo application. With the diversity of features found in the Edmodo application, teachers can use it in online learning. The steps of learning to use the edmodo application have not been eliminated or even almost refined so that the teacher feels that the edmodo application is specifically designed for learning in the network. Just as in direct learning there are materials that can be read in the library, assignments, quizzes, correcting students' assignments and even awards given to students. The teacher is also more free because it can be done anytime and anywhere. Teachers' perceptions of the application of Edmodo regarding the constraints are only few namely regarding the programming language. As for the speed of access because online learning all depends on the network, if the network is good the learning will run smoothly. Comfort in learning using the Edmodo application is also felt by the teachers. The teachers have a desire to continue to access Edmodo as a tool for learning activities by adjusting to the needs and learning materials.

Character development in students is very important to be a better individual and understand the values that apply. Character development is done by instilling basic ethical values such as one of which is cooperation. The purpose of this research is to find out and analyze the increase in the value of cooperation of elementary school students in the city of Singkawang through the application of the traditional <em>Lompat Tali </em>game, as a form of preserving the nation's culture and building the nation's cultural character. The method used in this research is quantitative research. The study population was all elementary school students in Singkawang. Samples were selected using a purposive sampling technique as many as 50 groups. The type of data used in this survey research is quantitative data obtained from interviews, observations, and attitude scales. Analysis of the data in this study used the N-gain test to see an increase in student cooperation attitude. The results of the study based on the N-gain calculation show that the increase in the cooperative attitude of elementary school students is 0.38, which means that students of the traditional game of <em>Lompat Tali</em> can increase the cooperative attitude of elementary school students.

The study assessed the causes of inefficiencies in the WASH programme at the Demonstration Basic Schools in the New Juaben North Municipal Assembly; examined the effects of the inefficiencies on the learners at the schools, and suggested appropriate strategies to improve the WASH programme. The researcher employed a qualitative approach to achieve these objectives. The population included headteachers, teachers and learners for the study. The study used purposive sampling technique to select 8 participants. This comprised three head teachers, two teachers and three learners from the school. The findings of the study showed that challenges that confront the WASH programme at the schools were inadequate water supply, poor sanitation and hygiene systems, lack of adequate handwashing points, unclean and not properly maintained toilets, lack of quality toilet facilities, lack of menstrual hygiene management (MHM), inadequate sanitary materials, and unhygienic toilet conditions. It is recommended that the government and authorities should improve the WASH system in the school. Moreover, adequate WASH facilities should be provided considering the various guidelines for WASH to ensure that facilities are adequate, sufficient, accessible, and safe for use by learners. Also, the Ghana Education Service should infuse sanitation education into the new or existing curriculum.

Parents of children with special needs want their children to attend public schools, together with other children. The desire is supported by the government by launching an inclusive school. This study aims 1). Knowing the characteristics of children with special needs in Elementary School (Inclusion) in Palangkaraya City, 2). Knowing the impact of the presence of children with special needs in Elementary School (Inclusion) in Palangka Raya city, 3). Knowing the abilities of children with special needs in Elementary School (Inclusion) in Palangka Raya city. The research approach used is the qualitative approach. Methods of data collection using interviews, observation, and documentation. The results of this study indicate that the characteristics of children with special needs individually vary. However, its main characteristics, namely experiencing weakness in the academic field. On the other hand, children with special needs in Palangka Raya City Inclusion School have more advantages in the non-academic field.

<em>The School Literacy Movement is a government program that focus on developing the quality of literacy culture in schools. SMA Negeri Bali Mandara is one of the schools that is quite intensive in organizing this program. Even since this school was founded, literacy activities have been done as Silent Reading. Reflecting on this, this study selected students of SMA Negeri Bali Mandara as samples to identify obstacles during the implementation of the School Literacy Movement. In this study, several problems were also formulated, namely related to the implementation of the school literacy movement at the SMA Negeri Bali Mandara, various obstacles faced, and the efforts to overcome them. This research was using qualitative research as research methods and with primary and secondary data sources. The technique of determining informants were using purposive sampling technique. Data collection methods was using observation techniques, interviews, document recording, and literature study and using data analysis from Miles and Huberman. The results of this study indicated that, Bali SMA Negeri Bali Mandara had implemented the school literacy movement through three stages, namely habituation stage, development stage, and learning stage. During its implementation, the obstacles faced were identified regarding facilities and infrastructure, human resources, and time allocation. Through this research, it is hoped that the quality of literacy culture can be developed because all obstacles are known and faced.</em>

An increasing of  Small Micro Enterprises and Medium (SMEs) in Indonesia as much as 2,41 percent from 2012 to 2013 is a benchmark for the government to pay attention to the type of business that contributes to the commercial sector for economic growth in this country. National Craft Council (Dekranasda) is one of concern for the government to establish a handicraft product's marketing communication activities of SMEs from each region. The exhibition is a promotion tool Dekranasda mainstay performed by considering the characteristics of the products sold and the buyer targets to be achieved. The method of respondent selection is accidental sampling technique a number of 90 respondents. This research was did at Botani Square Bogor Mal by using quantitative method and supported by qualitative approach. The component of effectiveness is attraction, comprehension, acceptance, and persuation. Pameran ini adalah alat promosi Dekranasda andalan dilakukan dengan mempertimbangkan karakteristik dari produk yang dijual dan target pembeli yang ingin dicapai. Metode pemilihan responden adalah teknik accidental sampling sejumlah 90 responden. Penelitian ini dilakukan di Botani Square Bogor Mal dengan menggunakan metode kuantitatif dan didukung oleh pendekatan kualitatif. Komponen efektivitas adalah daya tarik, pemahaman, penerimaan, dan persuasi. Komponen tersebut cukup baik, tetapi perlu mendapatkan perbaikan untuk membuat pameran lebih efektif.Kata kunci: daya tarik, pemahaman, penerimaan, persuasi

This study aims to evaluate the implementation of the school literacy movement (SLM) program in junior high schools in Malang, East Java, Indonesia. The evaluation includes three stages of SLM: the stage of habituation, development, and learning. This study was an evaluative study using the CIPP model (context, input, process, and product) and used a qualitative descriptive approach. The sample unit consisted of 12 schools, with a category of nine public schools and three private schools. The schools were selected using a purposive random sampling technique. The research sample consisted of teachers, principals, and education personnel. Methods of data collection through observation, interviews, and examination of program implementation documents. Data analysis uses the Miles and Huberman model which consists of data reduction, data display, and conclusion drawing, while the formulation of strategic steps uses the calculation of internal strategic factors (IFAS) and external strategic factors (EFAS). The results showed that the implementation of new literacy at the habituation and development stage had not yet reached the learning stage. However, IFAS and EFAS values are 3.34 and 3.39, respectively. These results indicate that the development of the literacy program still has many weaknesses (&lt;5.00) and needs intensive efforts in order to increase student literacy.
