ENGLISHThe first fisheries management goal is to improve small fishermen’s quality of life. The small fishermen’s quality of life depends on the amount of income earned from the fishing activities. The purposes of this research are (1) to analyze the factors that influence the production of the fishermen in Pecangaan Village, (2) to calculate the return to scale of fishermen in Pecangaan Village. This research used descriptive quantitative method and was conducted on August 2016. The research location is in Pecangaan Village, Batangan Subdistrict. It mainly used primary data derived from the respondent (the fisherman in Pecangaan village). Secondary data were derived from the government of Pecangaan Village, Batangan Subdistrict. The number of processed data was 50 samples. The data analysis used Cobb-Douglas production function, in which dependent variable was production quantities and independent variable were: the amount of solar; the number of days at sea; the number of hours at sea; the sailing distance;fishermen’s consumption during the sailing, GT boats, number of crew and net’s width. The results of the research are (1) the significant factors are the number of days at sea; fishermen’s consumption during the sailing, GT boats and net’s width. Meanwhile, the insignificant factors are the amount of solar; the number of crew, the sailing distance and the number of hours at sea. (2) The value of return to scale in the production offisherman in Pecangaan Villageis -8.699, means it is in the condition of decreasing return to scale. INDONESIATujuan pengelolaan perikanan yang pertama yaitu untuk meningkatkan taraf hidup nelayan kecil. Taraf hidup nelayan kecil berhubungan dengan jumlah pendapatan yang diperoleh dari hasil tangkapan ikan yang didapat. Tujuan penelitian adalah (1) untuk menganalisis faktor-faktor yang mempengaruhi produksi nelayan Desa Pecangaan, (2) untuk menghitung skala hasil (return to scale) nelayan Desa Pecangaan. Penelitian ini menggunakan metode deskriptif kuantitatif dan dilaksanakan pada bulan Agustus 2016. Lokasi penelitian yaitu di Desa Pecangaan Kecamatan Batangan. Jenis data yang digunakan adalah data primer berasal dari responden (nelayan di Desa Pecangaan). Sedangkan data sekunder berasal dari Pemerintah Desa Pecangaan Kecamatan Batangan. Data yang diolah berjumlah 50 sampel. Analisis data dengan fungsi produksi Cobb-Douglas, dengan variabel terikat jumlah produksi dan variabel bebas adalah jumlah solar, jumlah hari melaut, lama trip, jarak melaut, konsumsi, GT kapal, jumlah ABK dan luas jaring. Hasil penelitian adalah (1) Faktor yang signifikan yaitu jumlah hari melaut, konsumsi, GT kapal dan luas jaring. Untuk faktor yang tidak signifikan adalah jumlah solar yang digunakan, jumlah ABK, jarak melaut dan lama melaut. (2) Nilai return to scale pada produksi nelayan Desa Pecangaan adalah -8,699 artinya dalam kondisi skala hasil yang menurun (decreasing return to scale).

This research aims to and analyze the effect of APIP Ethical Codes (Integrity, Objectivity, Privacy, and Capability) through the performance of auditor in Maluku Utara Provincial Inspectorate which used quantitative method, with the multiple regression models. The research population is 44 Auditors and sampel is 44 Auditors. Primary data obtained by quistionaire distribution throughout 44 respondents which all fullfiled and operable. Independent variable of this research is APIP Ethical Codes (Integrity, Objectivity, Privacy, and Capability), and dependent variable is government performance of auditor. Regards to the result, therefore variable that APIP Ethical Codes simultaneously affect the government performance of auditor and partial that variable Objectivity affect the government performance of auditor, whereas variable Integrity, Privacy, and Capability rejected government performance of auditor.Keywords : Integrity, Objectivity, Privacy, Capability, And Performance Of Auditor

Health Chronic Disease Management Program (Prolanis) BPJS Health as a system of health services and proactive approach implemented in an integrated manner involving participants, health facilities and BPJS Health becomes an important factor because it becomes one of the indicators of the fulfillment of the commitment of service at puskesmas. This study aims to determine the management of Prolanis which includes membership, activities, availability of drugs and availability of funds Prolanis, knowing the barriers to the implementation of Prolanis and know the ratio of visits and quality of life of participants Prolanis. The research was conducted by descriptive method through interview technique, check list and WHOQoL questionnaire for quality of life measurement. Data retrieval used primary data by interviewing 40 informants and filling questionnaire on 262 participants of Prolanis. The secondary data was obtained from P-Care Puskesmas application. Analysis of the results of research was using descriptive analysis with narrative exposure accompanied by data tables. The results showed that from 20 Puskesmas 1 Puskesmas had not fulfilled the minimum requirement of Prolanis formation, 4 Puskesmas had not conducted gymnastic and educational activities, 2 Puskesmas did not implement pharmacy service standard for drug distribution Prolanis and 4 Puskesmas had not utilized Prolanis fund provided by BPJS Kesehatan. 50% in some puskesmas cause puskesmas to be in unsafe zone for assessment of capitation indicator. For measurement of quality of life of participants Prolanis obtained 95, 04% of respondents have good quality of life.

The writing of this research aims to explain the management and impact of waqf for education in SMP Muhammadiyah Ahmad Dahlan Metro City. As for the background in this writing is the demands and expectations of the community for the greater quality of education but the capacity of the government is not yet worth the demand of the community. So the waqf movement became one of the alternatives offered to answer the challenge. Waqf movement, especially in SMP Muhammadiyah Ahmad Dahlan aims to improve the quality of education in accordance with Muhammadiyah jargon namely "advanced education". This research is a qualitative study with this type of case study research.  The data sources in this study consist of primary data sources and secondary data sources. Data collection techniques are conducted in the form of observations, interviews and documentation. The methods of data analysis are data reduction, data presentation and verification. The results of this study show that the waqf movement in SMP Muhammadiyah Ahmad Dahlan Metro City is supported not only by Muhammadiyah cadres but from sympathizers and the general public. The waqf development strategy carried out at SMP Muhammadiyah Ahmad Dahlan Kota Metro consists of (1) the conversion (substitution) of waqf assets, (2) promotion and socialization, (3) the management of waqf assets by prioritizing the allocation of waqf with regard to the 2015-2027 plan, (4) establishing partnerships and (5) strengthening the teachings of Al-Ma'un Muhammadiyah. The impact of waqf has a profound effect on the quality of education such as the improvement of school facilities and the education system in the school. Keywords: Waqf Muhammadiyah, Advanced Education Penelitian ini bertujuan untuk  memaparkan pengelolaan dan dampak wakaf bagi pendidikan di SMP Muhammadiyah Ahmad Dahlan Kota Metro. Adapun yang menjadi latar belakang dalam penulisan ini adalah tuntutan dan harapan masyarakat akan kualitas pendidikan yang lebih besar namun kapasitas yag dimiliki pemerintah belum sepadan dengan permintaan masyarakat. Sehingga gerakan wakaf menjadi salah satu alternative yang ditawarkan untuk menjawab tantangan tersebut. Gerakan wakaf khususnya di SMP Muhammadiyah Ahmad Dahlan bertujuan untuk meningkatkan mutu pendidikan sesuai dengan jargon Muhammadiyah yakni “pendidikan berkemajuan”.Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus.  Sumber data dalam penelitian ini terdiri dari sumber data primer dansumber data sekunder. Teknik pengumpulan data yang dilakukan berupa observasi, wawancara dan dokumentasi. Adapun metode analisis data yang dilakukan adalah reduksi data, penyajian data dan verifikasi. Hasil penelitian ini menunjukkan bahwa gerakan wakaf di SMP Muhammadiyah Ahmad Dahlan Kota Metro tidak hanya didukung oleh kader Muhammadiyah saja melainkan dari simpatisan dan masyarakat umum. Adapun strategi pengembangan wakaf yang dilakukan di SMP Muhammadiyah Ahmad Dahlan Kota Metro terdiri dari (1) penukaran (substitusi) harta wakaf, (2) promosi dan sosialisasi, (3) pengelolaan harta wakaf dengan memprioritaskan alokasi wakaf dengan memperhatikan renstra tahun 2015-2027, (4) menjalin kemitraan dan (5) Memperkuat ajaran Al-Ma’un Muhammadiyah. Dampak wakaf sangat berpengaruh terhadap mutu pendidikan seperti peningkatan fasilitas sekolah dan sistem pendidikan di sekolah tersebut.

The problem in the health sector is one of the complicated problems faced by the government, this is evidenced by the extraordinary events (KLB) in various regions, one of which is the Hepatitis A outbreak in Depok that accumulates 306 cases. The main cause of these outbreaks is the low awareness and mentality of the public regarding the application of healthy and clean lifestyles and the government's preventive ability in terms of policies. Seeing this problem, the City Government of Depok has a strategic plan in the form of the Smart Healthy City (SHC) Depok policy as one of the policy efforts in order to improve the quality of public health through implementing technology and increasing competence in realizing the policy. This paper aims to review how the SHC Depok strategic plan policy can be collaboratively updated to carry out a mental revolution not only at the local government level, but also that policy can be understood by the public. The goal of the mental revolution is not only towards society, but also from the side of the government and various other parties. This paper was compiled from primary data in the form of in-depth interviews with various informants and secondary data from books, journals, and electronic sources. The expected outcome of the SHC Depok policy renewing itself is to improve the quality of services and improve the quality of public health based on preventive and collaborative actions.

Leprosy is a complex condition involving the physical health and quality of life of the patient. Measurement of quality of life aims to assess health and health care obtained by patients. Quality of life is closely related to the stigma. Stigma in leprosy patients can decrease the quality of life of leprosy patients. The purpose of this study is to analyze quality of life leprosy patients with post-Multy Drug Therapy at Sumberglagah leprosy hospital Mojokerto Regency. This research was an observational research, using cross sectional research design. A sample of 80 subjects, was taken by consecutive sampling. Secondary data in the form of list of leprosy patients and primary data was obtained by questionnaires. Data was analysed by Chi Square. The result showed that the distribution of leprosy patients was mostly in the productive age group of 49 people (61,3%), male gender 45 people (56,3%), low educated 58 people (72,5%), and had high social support 52 people (65%). Age factor (p=0,035), education (p=0,003) and social support (p=0,009) have positif correlation with quality of life of leprosy patients. The sex factor (p=0.623) has no relationship with quality of life of leprosy patients. The conclusions of this study were age, education, and social support factors has relationship with the quality of life of patients with post-Multy Drug Therapy mutlibacillary leprosy in Sumberglagah Mojokerto Hospital. Efforts to hold discussion groups for leprosy patients, increase the leprosy confidence of lepers to be active and productive, and conduct health promotion with socialization is expected to improve the quality of life of leprosy patients.

The objectives of the research is to increase productivity and quality of medicinal plant so it will develop the economic community. The research is an analytical descriptive research with the information and primary data was gathered through various methods such as audience with key informant and discussion. Secondary data was gathered through scientific publication review. The world demand for herbal medicine continues to increase sharply especially with the spread of Covid-19 outbreak around the world. However, until now the development of medicinal plant cultivation in Indonesia have not developed properly. Results of the research indicate that through the partnership, the herbal medicine industry will provide several facilities to farmers in obtaining access to cultivation technology, capital, seeds, fertilizers, including counseling. Because of the facilities, farmers can cultivate according to Good Agricultural Practice (GAP) principles so that the productivity and quality of medicinal plants increased. In order to achieve success of the partnership, the government should provide policies to support synergistic partnership between medicinal plant farmer and Herbal Medicine Industry. Through the partnership is expected that the upstream and downstream sides will gain benefits so it will occur sustainable synergy and lead to support government programs in empowerment of economic community.

<p align="center"><strong><em>ABSTRACT</em></strong></p><p align="center"> </p><p><strong><em>Introduction</em></strong><em>, </em><em>to establish a drinking water depot business, entrepreneurs are required to follow the conditions set by the government. Based on an initial survey of 85 water depots in Simeulue District, only 27 depots met the requirements for healthy drinking water, but as many as 35 depots did not meet the applicable provisions.</em><em> <strong>Objective,</strong> </em><em>the purpose of this study is to find out the guidance and supervision of the Health Office on the Quality of Refill Drinking Water Depots.</em><em> </em><strong><em>The method</em></strong><em>, </em><em>the research design used in this study was Cross Sectional. The population in this study was 65 depots of drinking water and samples taken by total sampling were 65 depots of drinking water. Data collection methods are primary data and secondary data. Data analysis used is binary logistic regression test. </em><strong><em>Results</em></strong><em>, </em><em>the results showed that coaching had a sig-p value of .004 &lt; .05 and supervision had a sig-p value of .001 &lt; .05 meaning that coaching and supervision had a significant influence on the Quality of Refill Drinking Water Depots. Results The odds ratio also shows that coaching is the most dominant factor, where coaching has an influence on the quality of refill drinking water depots as much as 39 times compared to poor coaching.</em><strong><em> </em></strong><strong><em>Conclusion</em></strong><em>, </em><em>the conclusion in this study is the influence of guidance and supervision on the quality of refill drinking water depots in Simeulue Regency.</em><em></em></p><strong><em>Keywords : Development, Supervision, Drinking Water Refills</em></strong>

This research aims to know the implementation of generally accepted accounting principles of substance over form of the village’s financial management and the impact of not satisfy the principle of substance over form against the trend of lapses in Financial Management Kalimadu Jember Regency Village. This research is qualitative research in methods of case studies. Primary data obtained by the method of in-depth interview to some villagers. The secondary data were directly obtained from the Government of the Kalimadu Village. The validity test was using the technique of triangulation of Data sources. The results showed that the substance over form principle wasn’t applied in every process of financial management of the village. This is impacting on the quality of the financial report of the Kalimadu village of unaccountable and could not be accounted for so that gave rise to the existence of the lawsuit to the village head and village treasurer. AbstractInternational migration has positive impacts on socio-economic development in Bangladesh. Using secondary data, this paper explores the impacts of remittances on socio-economic development in Bangladesh. The article reveals that remittance has significant impacts on Bangladesh economy and socio-economic development, for example, reducing the poverty, increasing the household expenditure, saving, leading to maintain the quality of life as well as gender equality. Therefore, the government should take necessary steps to fostering international migration as a national strategy for economic development of Bangladesh.

The research was motivated by the demands of the increasing government revenues, especially in the sector of taxation, both form all repair and fundamental change in all aspects of taxation. One of them is the demans on taxpayer compliance. Taxpayer compliance in implementing the tax obligations can not be separated from the role of the tax administration system that has been determined by the government and also the attitude of the public taxpayer itself. In addition, one of the efforts that are not less important is the government’s efforts in improving taxpayer satisfaction through improved quality of service performed by the tax authorities which is expected to have an impact on taxpayer compliance. This study aims to determine the effect of the tax administration and the quality of service performed by tax authorities to taxpayer compliance is mediated by the behavior of taxpayer. This research is explanatory reseach using a quantitative approach. This data using primary data sources are derived from filling the questionnaire and interviews whit taxpayer that registered in tax office south Malang and assisted with a variety of relevant secondary data. Data were collected using accidental sampling method and analyzed by using path analysis in SPSS version 20. The results showed that both the tax administration, the quality of service performed by the tax authorities, and the behavior of taxpayer directly have a significant impact on taxpayer compliance. The results also show that the tax administration and the the quality of service performed by the tax authorities has a significant effect when mediated through the behavior of taxpayer. Therefore, based on the reseach that has been done, then all hypotheses that have been constructed in this study is acceptable. Various limitations faced by researchers is expected to become a challenge for future research to obtain reseach results further illustrate the factor that influence the increase taxpayer compliance.
