Byron’s Ambivalent Modernity: Touring and Forced Migration in Don Juan

The first chapter argues that Byron’s Don Juan (1819-1824) anticipates current conversations of refugee status and migration. Byron’s revision of the epic form suggests that modern epic must operate in a world ruled by what Cindi Katz calls “vagabond capitalism,’ a world in which human beings are disabled as moral and political agents. Byron’s epic satire presents migration through a split lens, juxtaposing the aristocratic narrator’s witty sophistication with Juan’s hapless, erotic physicality. The forced migration of the poem’s hero, Juan, is presented through the voice of Byron’s aristocratically urbane narrator—a voice that appears to eschew the vulnerability of the slave or refugee. Over the course of the epic, their differences dissolve, as both figures suffer from precarity. Ultimately, Byron’s satire undermines distinctions between tourists and vagabonds, and unravels the imagined independence of the nation-state along with the aristocrat’s imagined freedom from exile and forced migration.

Population movements between countries and continents are not recent phenomena. What is new today is that migration flows are increasingly linked to the globalization process and to environmental degradation. Most of the migrants leave their homes for economic reasons, but also due to the higher frequency of natural disasters. Of the total migrant population, those who escape from conflicts or persecution still represent a smaller fraction and are entitled to obtain refugee status. This thematic issue includes eight articles that analyse migration flows and migration governance from different analytical perspectives. Five of the eight contributions examine the role that several factors play in explaining international migration flows and its effects, namely cultural diversity, information technology tools, governance, terrorism, and attitudes towards immigration. The remaining three articles are country studies that analyse the socio-economic causes/effects of migration flows to Portugal, Spain, and Germany, devoting special attention to forced migration and refugees.

An act-theoretical view on the profile of responsibility discourse shows in what sense not only all kinds of technical, pragmatic and moral reason, but also all kinds of religious motivation cannot justify a human action sufficiently without acknowledgment to three basic principles of human autonomy as supreme limiting conditions that are human dignity, sense, and justifiability. According to Thomas Aquinas human beings ultimately owe their moral autonomy to a divine creator. So this autonomy can be considered as an expression of secondary-cause autonomy and as the voice of God in the enlightened conscience.

Thus, a brief introduction to the widely usedcommunication concepts and a framework for the study of communicationwithin the context of this paper is provided.In 1909, Charles Cooley defined communication from a sociologicalperspective as:The mechanism through which human relations exist and develop -all the symbols of mind, together with the means of conveyingthem through space and preserving them in time. It includes theexpression of the face, attitude and gesture, the tones of the voice,words, writing, printing, railways, telegraph, and whatever elsemay be the latest achievement in the conquest of space and time.In 1949, two engineers, Claude Shannon and Warren Weaver, definedcommunication in a broader sense to include all procedures:By which one mind may affect another. This, of course, involvesnot only written and oral speeches, but also music, the pictorialarts, the theater, the ballet, and, in kct, all human behavior.Harold Lasswell, a political scientist, defines communication simply as:A convenient way to describe the act of communication is to answerthe following question: Who, says what, in which channel, towhom, with what effect?S.S. Stevens, a behavioral psychologist, defines the act of communication as:Communication occurs when some environmental disturbance (thestimulus) impinges on an organism and the organism doessomething about it (makes a discriminatory response) . . . Themessage that gets no response is not a commnication.Social psychologist Theodore Newcomb assumes that:In any communication situation, at least two persons will becommunicating about a common object or topic. This chapter focuses on how technologies used in the management of migration—such as automated decision-making in immigration and refugee applications and artificial intelligence (AI) lie detectors—impinge on human rights with little international regulation, arguing that this lack of regulation is deliberate, as states single out the migrant population as a viable testing ground for new technologies. Making migrants more trackable and intelligible justifies the use of more technology and data collection under the guide of national security, or even under tropes of humanitarianism and development. Technology is not inherently democratic, and human rights impacts are particularly important to consider in humanitarian and forced migration contexts. An international human rights law framework is particularly useful for codifying and recognizing potential harms, because technology and its development are inherently global and transnational. Ultimately, more oversight and issue specific accountability mechanisms are needed to safeguard fundamental rights of migrants, such as freedom from discrimination, privacy rights, and procedural justice safeguards, such as the right to a fair decision maker and the rights of appeal.

Like earlier mother activism in Latin America, the annual Caravana de Madres Centroamericanas (Caravan of Central American Mothers) through Mexico strategically activates the traditional archetype of mothers as passive, pious, suffering victims whose self-abnegation forces them, almost against their will, out of their supposedly natural domestic sphere. Three elements, however, distinguish the caravana from earlier protests staged by mothers. First, this protest crosses national borders, functioning as a transnational pilgrimage to the memory of the disappeared relative. This stage-in-motion temporarily spotlights and claims the spaces traversed by undocumented Central American migrants in Mexico, attempting to recast those migrants as victims of violence rather than as criminals. Second, through performances of both devotional motherhood and saintly motherhood, the caravana's mother-based activism de-normalizes violence related to drugs and migration. Third, performances of family reunification staged by the caravana organizers take place in the few cases in which they manage to locate family members who have not fallen prey to violence but have simply resettled in Mexico and abandoned or lost touch with families left behind in Central America. These performances of family reunification serve important functions: they shift the performance of motherhood from devotion to saintly tolerance, patience and forgiveness – even toward prodigal offspring who were ‘lost’ for years; they provide a chance for other mothers to vicariously feel joy and hope that their children are still alive; they exemplify world citizens challenging incompetent or indifferent nation state authorities; and they enact a symbolic unification of Central America and Mexico in defiance of contemporary nation state borders.

The movement of people due to environment changes is not a new phenomenon. Despite this, only in the most recent 20 years, the international community has begun to acknowledge it as an unprecedented challenge in terms of sustainable resources involved. All over the world, the number of storms, droughts and floods has tripled in the last 30 years, with devastating effects on communities. The paper presents a brief analysis of global climate change in recent years and human mobility due to this phenomenon. The research is based on international regulations addressing the interdependencies between environmental change and migration. The climate risk management with impact on human mobility involves economic, political, cultural, and demographic factors. It also shows how a devastating natural disaster shapes people's mobility towards a more friendly environment protected shelter. The development of resilience community strategies implies a joint effort of communities and stakeholders in protecting human beings against effects of natural disasters.

Purpose – The purpose of this paper is to provide a comprehensive perspective of the documented physical and mental health issues Karen refugees from Burma face as a result of war and refugee trauma, and migration. The review will address the question: What is the impact of trauma and migration on the physical and mental health of Karen refugees? Design/methodology/approach – A total of 18 articles were systematically selected for inclusion in the final review. The focal content for included articles includes qualitative and quantitative research representative of the health and migration experiences of Karen refugees. Findings – The findings of this review demonstrate significance for health providers from a public health standpoint as programs and services are targeted to meet the specific health needs of the Karen community. It also highlights the contribution of the Karen forced migration experience to the complexity of individual and community health needs, particularly as a result of the protracted conflict. Originality/value – This critical appraisal of the body of literature describing the health experiences of Karen refugees from Burma, with a particular focus on outcomes relevant to resettlement, demonstrates value as programs are developed with an integrated refugee perspective.

Human trafficking as a form of organized crime is showing its increase today, changing at the same time its structure and characteristics. Some factors that contribute to such a situation are global trends that result in huge social and economic inequalities in the world, but also turbulences and problems that are affecting certain regions (wars, political instability, ethnic conflicts, militarization etc.). Human trafficking, as a complex social phenomenon that encompasses different forms of acting, subjects and aims, can be analyzed within different concepts. One of them refers to the issue of broader migration flows and migration control policy. Namely, from the global perspective, trafficking in human beings can be mostly considered as a form of 'organized illegal migration'. Due to that, it seems important to consider the issue of routes through which this form of migration is realized today. Discovering human trafficking routes, as well as other forms of illegal movement of people and illegal forms of trade are very important from the point of view of implementing adequate measures and relocation of resources in order to suppress these forms of socially unacceptable phenomena. Creating adequate anti-trafficking activities is important on national, regional and international levels. Keeping that in mind, the aim of this paper is to look into the contemporary routes of human trafficking within Europe and find out what is the position of Serbia on these routes, as well to examine possible changes that happened in this field during past several years. This will be done on the basis of the analysis of relevant literature, as well as on some preliminary findings of the survey on male victims of human trafficking in Serbia, which is currently conducted by the Victimology Society of Serbia.

Settled people have been forced to move and nomads have been coerced into settling for as long as there has been history. Until the emergence of the Westphalian concept of the nation (where the state corresponded to the nation, groups of people united by language and culture), movement and mobility were largely recognized and accommodated. However, most contemporary academic disciplines as well as public institutions adopt a particular sedentist perspective on the nation-state. It is commonly recognized that people are displaced and move when political states collapse; they return when political security is restored. The liminal “state” outside the defined territory of the nation-state, where the displaced are found, is regarded as a threat to the world order.1 Predominant theory has been that people must be tied to territory, and thus the durable policy solutions advanced are frequently about resettlement. Reality does not support either current forced migration theory or humanitarian aid practices, however, and an epistemological change in thinking about forced migrants is urgently required. This means looking beyond the nationstate— the purview of most academic work in this area— and beyond traditional barriers between disciplines, to give cross-disciplinary attention to the self-expressions and experiences of forced migrants. Furthermore, the forced migrant creates a dilemma in how aesthetic expression is displayed, as their forms of expression cannot be squarely identified with one state or another. The dispossessed and displaced are changed by their experiences in the grey zones between states, and their migrations cannot be neatly catalogued as belonging to one state or culture.

Today, globalization is still far from creating a picture in our minds about an integrated global society with certain common values and ethics. However, the exchange and flow of people, goods, money, information and images are emerging on a transnational level and, in this global sphere, some values of dominant-particularity with pseudo-universality have prevailed. Most of these values originated in Western societies. This paper presents a tentative outline of alternative common values in the new global sphere, with reference to Japanese religions, especially Buddhist ideas, making comparison with modern rationalism that originated in the West. In the globalization process of human society, those values and norms which have been formed at the nation-state level become relativized and lead to the fluidity and instability of cultural identities. Furthermore, it also becomes clear that such dominant values based on modern rationalism have revealed their limitations. Hence, we need to search for alternative values common to all human beings. In this line of thought, it is useful to consider the possibilities or potentialities of Buddhist ideas as common values.
