Crisis can occur in all organizations and institutions both private and government. It can be caused by many factors, both internal and external, which one of which is the environmental changes that requires an institution to adapt. National Population and Family Planning Board (BKKBN) is a governmental institution that has successed in the socialization of Family Planning Program in the 1960s-1990s by reducing the rate of population growth. After post-reform era happened in Indonesia, Total Fertility Rate (TFR), children average number from childbearing age couples stagnant in 2,6. Environmental changes marked by Regional Autonomy Regulations (OTDA) arrangement in January 2004 where authority of the Central Government including FP Program is devolved to Local Governments. OTDA associated with political and economic policies impacts on institutional, budget, and personnel availability.This article is using qualitative method, explaining BKKBN as a government institution in organization communication crisis after OTDA enactment. The FP Program that proven improved society welfare is no longer a priority. Communication was only one command from Central Government to Local Government, in post-reform era it hampered, as most District Heads are more concerned with short-term development because of their short tenure. The budget support even personnel for the socialization of FP Program is reduced and some have none at all. There are four important stages in the crisis by Steven Fink, prodromal stage, the acute stage, chronic stage, and resolution stage. There must be different communication strategies at each stage. BKKBN need to regain public trust to overcome the crisis. According to Hardjana, reputation is crisis antithesis and the crystallization of the image. Determining the right communication strategies is needed by BKKBN as a strategic institution in improving society welfare to regain their confidence to achieve institution’s goal, decrease TFR which impact the declining rate of population growth in Indonesia.Keywords: Crisis, Communication Management, Reputation, Government

KB (Family Planning) is an effective way to stop the high rate of population growth, the number of people in Indonesia in 2013 amounted to 248 422 956, those inhabitants number increases relatively quickly. The need policies to regulate or limit the number of birth can be addressed births, the percentage of couples use contraception at fertile age (EFA) especially husband was the IUD (3.5%), implants (4.3%), MOP (0.1 %), MOW (2.3%), pills (13.9%), injections (34.3), condoms (0.8%), and Natural (0.3%). Male contraception percentage is still low. Objective To know the knowledge and education about the husband's participation become family planning acceptors in Kampung Bali PHC in the city of Bengkulu. The research was a descriptive with accidental sampling technique, the number of samples used were 100 couples of childbearing age especially husbands on January 8, 2015 at Kampung Bali PHC in the city of Bengkulu. The results of this research indicated that the majority (61%) of respondents had less knowledge level and most (71%) were lower educated. Conclusions that can be drawn from this research was the husband's level of knowledge and education in the area of Kampung Bali PHC in Bengkulu city on the participation of a husband being acceptors was still relatively low. Suggestion: it is expected the health workers to provide better information about family planning, especially the use of condoms KB and MOP to reduce the rate of population growth.

Indonesia is currently experiencing population problems, one of which is the population explosion or the continued significant increase in population volume in Indonesia, on the other hand the population distribution is uneven. Based on a population survey in 2010, Indonesia's population was 237.6 million with a population growth rate of around 1.49%. If the government does not succeed in reducing population growth, it is predicted that Indonesia's population in 2060 will reach 475 million - 500 million. One of the government's efforts to control the rate of population growth is through the implementation of the Family Planning (KB) program for Fertile Age Couples (PUS) with the use of contraception. The use of long-term contraceptive methods (MKJP) is still very low, the total of active family planning participants, only 17.45% of them use MKJP KB. Meanwhile, 81.23% were non use of long-term contraceptive methods users and 1.32% used traditional family planning. Public health center of Pakuan Baru in 2018 there were no active family planning participants who used long-term contraceptive methods.Therefore, it is necessary to provide education to increase knowledge of fertile age woman (PUS) about MKJP and increase the coverage of long-term contraceptive methods. Implementation time in Nopember2019-Januari 2020. The targets are women of childbearing age at the public health center of Pakuan Baru. Community service methods include survey and lecture approaches. The results obtained were that fertile age woman was able to understand about long-term contraceptive methods and willing to use long-term contraceptive methods. It is recommended that the public health center maintain the extension program related to long-term contraceptive methods that has been provided.

Increasing population growth in Indonesia is a major problem facing the government. In addition, the weakening of the family planning program is not sufficient to solve the problem of population growth in Indonesia, so that the family planning program is established by the government whose goal is to form a healthy and prosperous family. The purpose of this study was to determine how the implementation of the family planning program in Percut Sei Tuan. This study uses a qualitative research method using a case study approach. Determination of informants using purposive sampling technique means that researchers select informants who are considered to know (key informants) in this study. The data collection techniques used were in-depth interviews, observation and documentation. Based on the Grindle theory which consists of several elements, including the interests of the target group, the types of benefits that can be obtained, the degree of change to be achieved, the location of decision making, program implementers, and resources that the implementation of the family planning program in Percut Sei Tuan has not fulfilled the six variables in this theory, such as there are still couples of childbearing age who do not want to participate in the implementation of the family planning program because they still believe that many children have a lot of sustenance, and are still afraid of disabilities when participating in the family planning program.

Abstract: The population growth in Indonesia is increasing rapidly every year, so to help the government control the population growth through family planning programs, especially in the city of Batam. This study explains and describes one of the Artificial Terms Network methods, namely Backpropagation, where this method can predict what will happen in the future using data and information in the past. This study aims to predict the birth rate in the city of Batam to help the government with the family planning program. The data used is the annual data on the number of births in the city of Batam in 2016-2020 at The Civil Registry Office. To facilitate the analysis of research data, the data were tested using Matlab R2015b. In this study, the training process was carried out using 3 network architectures, namely 4-10-1, 5-18-1, and 4-43-1. Of these 3 architectures, the best is the 4-43-1 architecture with an accuracy rate of 91% and an MSE value of 0.0012205. The Backpropagation method can predict the amount of population growth in the city of Batam based on existing data in the past.           Keywords: artificial neural network; backpropagation; prediction   Abstrak: Pertumbuhan jumlah penduduk diindonesia yang setiap tahun meningkat dengan pesat, maka untuk membantu pemerintah mengendalikan jumlah pertumbuhan penduduk melalui program keluarga berencana khususnya dikota Batam. Penelitian ini  menjelaskan dan memaparkan tentang salah satu metode Jaringan Syarat Tiruan yaitu Backpropagation, dimana metode ini dapat memprediksi apa yang akan terjadi masa yang akan datang dengan menggunakan data dan informasi dimasa lalu. Penelitian ini bertujuan untuk memprediksi tingkat kelahiran di kota Batam sehingga membatu pemerintah untuk perencanaan keluarga berencana. Data yang digunakan yaitu data tahunan jumlah kelahiran di kota Batam pada tahun 2016-2020 pada Dinas Kependudukan dan Catatan Sipil. Untuk mempermudah analisis data penelitian maka, data diuji menggunakan Matlab R2015b. Pada penelitian ini dilakukan proses pelatihan menggunakan  3 arsitektur jaringan yaitu 4-10-1, 5-18-1, dan 4-43-1. Dari ke-3 arsitektur ini yang terbaik adalah arsitektur 4-43-1 dengan tingkat akurasi sebesar 91% dan nilai MSE 0,0012205. Metode backpropagation mampu memprediksi jumlah pertumbuhan penduduk di kota Batam berdasarkan data yang ada dimasa lalu. Kata kunci: backpropagation; jaringan syaraf tiruan; prediksi

<em>Family planning is an increase in community awareness and participation through maturing the age of marriage, birth control, fostering family resilience, increasing family welfare to create a small, happy and prosperous family. Belawan II Village, Medan Belawan District, where most of the population lives as fishermen and laborers with a medium economic level, very dense population settlements, surrounded by wide beaches and lack of public awareness and knowledge about family planning to make family planning coverage in the village. This is still low, namely 40% of the total couples of childbearing age. From the results of the observations of the puskesmas in accordance with the indicators of healthy families, it was found that the family index value based on families participating in the family planning program was 33%. The intervention carried out to overcome this problem was to provide counseling about family planning, distribution of posters and installation of banners as a form of family planning campaign. Counseling was carried out to 73 heads of families. All the families who attended were very enthusiastic about participating in the counseling. The distribution of posters and banners is done to serve as a reminder to the public about the importance of family planning. The results of the evaluation of this activity indicate a change in public knowledge about family planning.</em>
