Introduction. The article presents an efficiency analysis of organisations performing research, development and technological work for civilian purposes based on 2017–2019 monitoring data. This analysis was carried out in the context of research areas, departmental affiliation and federal districts. Monitoring Tools. This monitoring used data from the database containing information about the efficiency of scientific organisations performing research, development and technological work for civilian purposes. Results. Having analysed scientific activity performance indicators from organisations carrying out research and development for civilian purposes (based on the monitoring results for 2017–2019), we came to the following conclusions, which were presented in the form of tables and graphs with data on the human potential of the scientific sphere, financial support for research and development, publication activity and economic efficiency from the use of the results of intellectual activity (hereinafter — RIA). The monitoring results between 2017–2019 exhibited a downward trend in the number of scientific personnel; an increase in the number of publications in the Web of Science and Scopus per employee performing research and development by the end of the analysed period; and growth in the indicators of economic efficiency for use of RIA. In the structure of budgetary financing during the analysed period, funds allocated for the implementation of state assignments predominated. Most organisations have up to 10% of the total amount of funding for research and development directed towards fulfilling state assignments. Most organisations have up to 10% of their total funding for research and development sourced by attracting funds on a competitive basis from the budgets of all levels. Conclusion. The results of the organisations' scientific performance analysis can be used to assess the overall status of the field of research and development.

The article presents an analysis of scientific performance of research and development organizations, which was conducted on the basis of a Database containing information about the performance of scientific organizations that perform research, development and technological work for civil purposes. The results of the analysis of performance indicators of scientific activities of organizations based on data for 2018 in research areas, in particular, the indicators of WoS publications, as well as the results of intellectual activity created and used by organizations, are presented.

The presented article studies the issues of accounting the results of research and development work in the institutions of the penal system. The purpose of the study is to refer to the official scientific and technical information of the penal system as an object of legal regulation. The scientific and practical significance of the work lies in its subsequent applicability in the legal regulation of activities in organizations. The research is based on the empirical method of cognition. The descriptive method of normative legal documents regulating the scientific activity in the penal system is used. The authors of the article summarize the need to create a unified database of research and development activities in the Service. The practical value of the materials presented in this article lies in the possibility of creating on their basis a single database for accounting the results of intellectual activity. Internal accounting of scientific and technical documentation will optimize the planning and control of research and development work, increase the volume of implemented developments, and expand the opportunities for exchange of experience. The creation of a departmental automated system operating on the basis of quantitative indicators, as a result, will help to improve the quality of scientific support and the efficiency of the entire penitentiary system. The main problem today in the research and development of AI is the lack of a scientific definition of Intelligence, since it is impossible to do something incomprehensible. This fundamentally delegitimizes all developments in this area and science as a whole as a product of exclusively intellectual activity, and any scientific use of the term «Intelligence» in its strict sense is unreasonable. In this paper, this problem is solved by transition to a more general universal paradigm of cognition, which allowed us to deduce the desired definition and universal formalism of Intelligence in its strong sense. Unlike previous publications, the ontology and properties of Intelligence are specified here as necessary components of Intelligence, which are subject to subsequent concretization and materialization in different niches of existence. The results of the work are of both fundamental and applied general scientific importance for all technical and humanitarian applications of Intelligence

The relevance of scientific research on the specifics of the institutional environment for the development of the Institute of Science in the Russian Federation is associated with the rapid development of the digital economy, in which the development of science is becoming the most important factor in ensuring Russia's competitiveness on the world stage. The author conducted a comprehensive study of the specifics of the institutional environment of the development of the Institute of Science in the Russian Federation. The article studies the stages of formation and development of science as a certain social institution. The paper presents the criteria of institutionalization and it is established that the Institute of Science meets them. The study highlights the purpose and functions of science as a social institution. The paper also proposes the institutional environment for the functioning of the Institute of Science, taking into account the state and the individual as an integral part of successful development. The author concludes that science as a social institution is a self-organizing, self-regulating and self-developing system based on the realization of human potential through special tools of scientific activity and special organizations and aimed at the production and dissemination of scientific knowledge.

higher education, focused on training, which will be in demand by the modernised economy in the strategic perspective, is one of the conditions for the implementation of the Decree the President of the Russian Federation of 07 May 2018. In this regard, the importance of an adequate efficiency assessment of the training system in general and in higher education is growing.Aim. In the context of the initiated discussion on methodological improvement of efficiency assessment of universities, the aims of the present article are the following: to discuss the existing criteria and indicators (proposed by the macroregulator) of the expertise; to justify the inconsistency of such criteria and indicators to obtain real information on the innovative potential and the quality of human potential of graduates.Methodology and research methods. The research work was carried out on the basis of a systematic approach and inductive research method. To confirm the hypothesis, the method of comparative analysis and the following general scientific methods were applied: analytical review of scientific literature and normative documents, generalisation, comparison and analogy.Results and scientific novelty. Based on the performance monitoring data, the author presents the results of the evaluation of some universities, recognised as centers of innovation, technological and social development of the regions according to the indicators proposed by the Ministry of Education and Science. The conducted analysis indicates the complexity of the formulation of conclusions regarding the innovative potential of universities due to the incorrectness of the approach proposed by the macro-regulator. The shortcomings of the new project proposed by the Ministry of Science and Higher Education to assess the effectiveness of universities and their leaders are revealed. It is necessary to revise the methodology applied. When assessing university efficiency, principle focus should be emphasised on: a) identifying the fact and the dynamics of the increment of knowledge and skills of trainees (primarily, the degree of formation of abilities to learn and independently gain new knowledge); b) assessment of the economic component of the human potential of graduates, involving the introduction of indicators, by which it is possible to judge their demand in the labour market. Three measurement control points are proposed: the level of remuneration at the initial stage of career, in five and ten years after graduation. As a basic indicator of the university innovation activity, it is proposed to consider the share of the profits derived from the use of intellectual activity results in the total income of the organisation. In technical universities, this indicator can be used with additional indicators: number of patents per 100 scientific and pedagogical workers; the number of patents per 100 published articles indexed in the world scientometric databases. In order to maximise the potential of in-service teachers, the principles of financing universities should be changed, as well as the target rates should be introduced to attract young scientific and pedagogical personnel.Practical significance. The research results can be used to improve the methodology for efficiency assessment of universities, as well as to avoid the institutional traps in higher education and science.

Abstractlimitations on the hard module and the lack of availability of technology-based learning media led to a lack of student motivation in learning physics. As a result, it is necessary to develop a constructivism-based electronic physics module. The objective of this research is to know the validity of constructivism-based electronic physics module for 1st student in Senior high school. This research is research and development research. Feasibility tests of the electronic module are carried out through the validation. Validation was carried out by three validators. Based on validation, it showed that constructivism-based electronic physics module that was developed is very valid with a percentage of 89.08%.AbstrakKeterbatasan pada modul cetak serta kurangnya ketersediaan media pembelajaran yang berbasis teknologi menyebabkan kurangnya motivasi siswa dalam mempelajari fisika. Untuk itu perlu dikembangkan sebuah Modul Elektronik fisika berbasis konstruktivisme. Penelitian ini bertujuan untuk menghasilkan Modul Elektronik Fisika yang valid untuk siswa Kelas X SMA. Penelitian ini adalah penelitian pengembangan (research development) dengan menggunakan model 4-D. Pada tahap develop dilakukan pengembangan modul dengan divalidasi oleh 3 orang validator. Berdasarkan hasil validasi terhadap modul elektronik fisika berbasis konstruktivisme yang dikembangkan adalah sangat valid dengan persentase 89,08%.

The article is devoted to the problems of the development of the innovative potential of regional economic systems, which determines the vector and the intensity rate of the formation of competitive goods, services and innovation environment. The object of the study is the factors of regional influence on the change in the innovation potential. The purpose of the study is to determine the role of the human factor in the system of transforming and transforming innovative potential as a driving force of socio-economic development. The research objectives are related to the increasing importance of human capital in solving complex strategic problems. The main research methods: system and situational approaches, analysis of statistics on the development of the intellectual potential index. Determining the conditions for the favourable development of the innovation process of the economic system was carried out on the basis of determining the factors that contribute to the effective development of innovations, conditionally divided into transformational and transactional. The greatest importance in this study is given to intangible assets created as a result of human intellectual activity: the foundations of intellectual potential. The active realization of intellectual potential in various socio-economic spheres creates opportunities for regional development, intensification and innovative progress. The analysis of intellectual activity was carried out on the basis of indicators of the Southern Federal District, as a result, a weak level of development and influence on the domestic product was established. Despite a sufficient number of favorable factors, the district can provide high growth rates with the participation of state support for human potential. The technical factor that affects the development of the innovative potential of the economic system is situationally manifested in high-tech industries that depend on the modernization of industry elements, which may differ in the rate of re-equipment and determine the directions of integration of the regions of the district in different ways. The results of the innovation process and the success of their integration into the real sector of the economy determine the effectiveness of digitalization of various types of economic activities and the development of more flexible innovative approaches

Teaching institutions around the world are using large, unwieldy, and expensive learning management system (LMS) packages that are beginning to have profound effects on their whole organizations. Such LMS packages in turn go to great lengths to interoperate with the desktop information productivity software that almost all institutions use, Microsoft Office System. Since a very large part of the instructional content is generated in Office, it seems sensible to investigate whether straightforward extensions of the Office System could become an LMS in their own right. This chapter describes research and development that integrated Microsoft Office System, Share- Point Windows Services, and SharePoint Portal server (SPS) as the heart of an off-the-shelf LMS. Already designed to work closely with Office, SPS features are compared against the list of features expected of an ideal LMS. Where gaps in the LMS features were discovered in SPS, a number of small extensions of standard Office applications were proposed to fill these gaps and create a credible LMS. These Microsoft tools and custom extensions were put to use in teaching and administration during a 2-semester (8-month) trial at Bond University. The SPS installation was hosted in partnership with G-Netech Pty Ltd. This Bond University/G-Netech SharePoint Alliance project (BUGSA or SharePoint Alliance) was able to call upon combined research, development, and teaching expertise provided by the partners. The outcomes of the short trial support the concept of the Office System as a viable LMS.
