The article examines the beginning of the creation of symbols for the new raions (districts). In 2020, Ukraine underwent an administrative reform to merge most of the existing 490 districts, resulting in the creation of 136 new raions. We have proposed three options for solving the problems with the coats of arms and flags of the new districts. The practical implementation of these methodological developments is considered in the example of the Chervonohrad raion (the Lviv region). The symbols of this district were developed and approved in the summer of 2021. They managed to combine the symbols of the ancient historical land, and the current administrative center, and the old districts.

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. The practical implementation of the system of these models is a separate software product - an interdisciplinary digital platform for participants in the creation of new high-tech products and their components.

This article discusses the urban spaces of the pseudo-colonial city via the urban transformation in the eastern area of Bangkok between 1855 and 1932. During this period, the Thai royal government was under pressure from colonialism in the Southeast Asian region. To prevent colonization of the country, the kings aimed to strengthen their economic and political powers through administrative reform, educational development, infrastructure construction, and land commodification Thus, the urban spaces in Bangkok were significantly transformed. The eastern area became a transitional zone between the administrative center of the royal government and the commercial center where foreign traders resided. Furthermore, this transitional zone continued expanding into the area of rural communities, and, consequently, the traditional settlements of the local people gradually lost population.

Land reclamation is important in the development of agricultural production for unfavorable climatic conditions. This necessitates the improvement of scientific and methodological approaches to the creation and operation of water management and reclamation facilities, including drainage systems, which are adapted to these changes. Approaches to the type and design of drainage systems based on a combination of a modern progressive optimization approach with the traditional water balance method, hydrodynamic and hydraulic methods are presented. Approaches to the systemic optimization of technological and design solutions for the creation and operation of drainage systems have been determined. It seems that the drainage system is a complex natural and technical ecological and economic system. Finding the general optimum in such a system based on the system optimization consists in substantiating local optima for all its main components of heterogeneous elements in the system effect - mode - technology - design in their interconnection. The practical implementation of a complex of predictive-simulation and optimization calculations in projects for new construction, reconstruction and modernization of drainage systems based on the developed scientific, methodological, information and software can be carried out using the appropriate toolkit, which is CAD and modern BIM technologies. The transition to optimization methods will improve the feasibility and overall technical, technological, environmental and economic efficiency of the creation and operation of water management and reclamation facilities in accordance with modern requirements.

Over the past 25 years, there has been a dramatic increase in the number of subnational administrative units within developing countries. Existing literature argues that presidents create new units to deliver patronage to citizens. But proliferation at lower tiers of the state, that are too administratively distant from the president to credibly serve as patronage, does not follow this logic. We build from the premise that the creation of a new lower level unit comes with the appointment of a local administrator who develops a neopatrimonial relationship with the legislator whose constituency subsumes their jurisdiction. Presidents leverage this neopatrimonial relationship and create lower level units for copartisan legislators to ensure legislative support and prevent party defections. We find evidence supporting this argument using new data from Kenya. These findings illuminate how leaders can use administrative reform to undermine legislative checks against executive power.

The article is devoted to the theoretical and methodological aspects of the digitalization of the management system of the administrative-territorial units of Ukraine. The authors studied the main problems of the modern administrative-territorial structure of Ukraine and their consequences, the definition and criteria for assigning settlements to the corresponding categories of administrative-territorial units and clearly presented their classification. Analyzed the administrative-territorial reform in Ukraine and assessed its practical implementation. Based on the study, they proposed a mechanism for the digitalization of the management system of administrative-territorial units of Ukraine. They showed, using an example, an assessment of the current state of readiness for digitalization of the system of administrative-territorial units of Ukraine. Further aspects of improvement, the authors highlighted the creation of a roadmap for the digitalization of the management system of administrative-territorial units of Ukraine.

The development Program project of road transport and tourism infrastructure «The roads of Power´s Soul» is presented in the article. The program was developed by the Coordinating Council for the development of tourism in the Central Federal District (CFD) of the Association of interregional social and economic interaction «Central Federal District» and the Russian State University of Tourism and Service. The urgency of the creation of generalizing, integral tourism and tourist services development programs for all regions of the CFD is justified in the article. It was noted that tourism is the rapidly growing sector of the economy CFD. But comprehensive solution of issues related to creation of the new tourism products cannot be provided by the only development of the infrastructure. This hinders the development of effective promotion tools, introduction of innovative technologies, staff training in the tourism and service of district. The creation of a unified tourism space is the one of the main directions of the tourism sector development in the Central Federal District. Such approach can only be implemented within a unified inter-regional program of tourism development in district and creating a tourist cluster with the active participation of each subject of the CFD. The program development project of road transport and tourism infrastructure in 2015 - 2025 is proposed in the article. The goals, objectives, stages, outcomes of the program are defined. The scheme of the complex federal automobile segmented tourist ring route through the territory of all the regions - subjects of the CFD is proposed. The main results of a comprehensive analysis of tourist routs, facilities and activities recommended for inclusion in the program are rep- resented. The criteria for selection of destinations and also companies and organizations of tourism infrastructure for inclusion in the Program are substantiated. It is concluded that practical implementation of developed Program is very important; it might be very effective for the tourism development in the Central Federal District and Russia as a whole.

The experience of military conflicts in recent decades shows changes in the nature of warfare performance, which differ significantly from those conditions for which existing types of armoured fighting vehicles were created. The conducted analysis of the works on the designing of advanced armoured fighting vehicles shows that these changes have not yet been sufficiently taken into account. It still focuses on the creation of high-value combat vehicles with high combat performance for direct (contact) actions. Given the limited economic opportunities of the most countries this inevitably leads to unreasonable expenses. This article presents a conceptual approach to design up to date of armoured fighting vehicles which is based on the asymmetrical principle of their development. Given that the practical implementation of the proposed approach is complex and high-cost, the results of simulation modelling of typical situations of combat use of the offered types of armoured fighting vehicles are given as evidence.

The purpose of the article is to identify the features of the genre ofUkrainian choral miniature and to identify the basic principles of theirimplementation in the choral works by Lesya Dychko. The purpose of thework determines the relevant tasks, which are in identifying the genrestyle landmarks of the musical language of L. Dichko, available in selectedchoral miniatures for poetic texts and, based on their analysis, outline anumber of immanent features inherent in the creativity of the composer.The methods of the research is formed by the using of empiricalapproaches of scientific investigation, namely observations, analyzes and generalizations, which allow the practical implementation of this studyingthemetic destination. The textological and semantic analytical approachesof the poetic text are also used in the work. The scientific novelty of thearticle is determined by the factor of primacy of the complex analysis ofselected choral miniatures from the standpoint of revealing immanentgenre-stylistic traits of L. Dychko’s creativity. Conclusions. The analysisof choral miniatures „Winter”, „Na chovni”, „Spring” on poetic textsallows to classify them as extremely bright, artistically expressiveexamples of modern interpretation of the genre with a relief display ofnationally characteristic stylistic features, which can be considered as anexample of the synthesis of neo-folklore neo-romantic orientation ofcreativity of L. Dychko. The choir miniature of Lesya Dychko is nowfirmly in the repertoire of numerous choirs of Ukraine. The composerforms a comprehensive outlook model of being in interaction with creativethinking. Her vision of the artistic text takes place at the same time in thedimension of literature, music and painting due to the constantinvolvement of elements of the visual arts vocabulary in her works,orientation to „painting”, and work with poetic images.

The article is devoted to the problem of proletarian culture, the history of the creation and functioning of the Proletkult organisation. The author considers its theoretical basis, the practical implementation of which proved to be problematic. The work shows that all Marxist intellectuals believed that proletarian culture has nothing to do with the bourgeois one. Alexander Bogdanov, the most infl uential ideologist of the Proletkult, believed that the proletarian culture is developed by the newest proletariat, which he called «industrial». An analysis of the majority of his statements shows that the intelligentsia and peasantry was not even considered to be involved in the creation of the new culture by Alexander Bogdanov. However, during its heyday, the Proletkult was a refuge for intellectuals who devoted themselves to the service of Revolution and the Communist Party. The article also draws attention to the problem of the relationship of the creators and organisers of the Proletkult with the Soviet state and the Bolshevik Party. The Proletkult claimed autonomy in the sphere of culture, completely rejecting the idea of submission to any state institution. However, Lenin evaluated the Proletkult negatively, considering it to be not only useless, but also harmful. Part of Lenin’s problem with the Proletkult was Alexander Bogdanov personally, as he would be the rival of the former at one time and, possibly, could be the political rival in future, using the Proletkult as an organisational base
