The experience of military conflicts in recent decades shows changes in the nature of warfare performance, which differ significantly from those conditions for which existing types of armoured fighting vehicles were created. The conducted analysis of the works on the designing of advanced armoured fighting vehicles shows that these changes have not yet been sufficiently taken into account. It still focuses on the creation of high-value combat vehicles with high combat performance for direct (contact) actions. Given the limited economic opportunities of the most countries this inevitably leads to unreasonable expenses. This article presents a conceptual approach to design up to date of armoured fighting vehicles which is based on the asymmetrical principle of their development. Given that the practical implementation of the proposed approach is complex and high-cost, the results of simulation modelling of typical situations of combat use of the offered types of armoured fighting vehicles are given as evidence.

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. The practical implementation of the system of these models is a separate software product - an interdisciplinary digital platform for participants in the creation of new high-tech products and their components.

This paper presents the development of a concept for a circular economy (CE) regional monitoring framework for European countries, an example that can be used by regional policymakers as a supportive instrument for faster and more effective implementation of the CE model of regional development. The work identifies appropriate focus areas and ‘pillars’ for such a framework, and proposes key aspects for evaluating CE-based regional development. The concept for the CE regional monitoring framework is divided into a basic (conceptual) level and an applied (practical) level in order to connect the concept of CE with its practical implementation, evaluation, and monitoring in a given region. The study also highlights the European context of the CE concept and its similarities and differences in relation to existing CE concepts around the world.

Land reclamation is important in the development of agricultural production for unfavorable climatic conditions. This necessitates the improvement of scientific and methodological approaches to the creation and operation of water management and reclamation facilities, including drainage systems, which are adapted to these changes. Approaches to the type and design of drainage systems based on a combination of a modern progressive optimization approach with the traditional water balance method, hydrodynamic and hydraulic methods are presented. Approaches to the systemic optimization of technological and design solutions for the creation and operation of drainage systems have been determined. It seems that the drainage system is a complex natural and technical ecological and economic system. Finding the general optimum in such a system based on the system optimization consists in substantiating local optima for all its main components of heterogeneous elements in the system effect - mode - technology - design in their interconnection. The practical implementation of a complex of predictive-simulation and optimization calculations in projects for new construction, reconstruction and modernization of drainage systems based on the developed scientific, methodological, information and software can be carried out using the appropriate toolkit, which is CAD and modern BIM technologies. The transition to optimization methods will improve the feasibility and overall technical, technological, environmental and economic efficiency of the creation and operation of water management and reclamation facilities in accordance with modern requirements.

The article is devoted to the theoretical and methodological aspects of the digitalization of the management system of the administrative-territorial units of Ukraine. The authors studied the main problems of the modern administrative-territorial structure of Ukraine and their consequences, the definition and criteria for assigning settlements to the corresponding categories of administrative-territorial units and clearly presented their classification. Analyzed the administrative-territorial reform in Ukraine and assessed its practical implementation. Based on the study, they proposed a mechanism for the digitalization of the management system of administrative-territorial units of Ukraine. They showed, using an example, an assessment of the current state of readiness for digitalization of the system of administrative-territorial units of Ukraine. Further aspects of improvement, the authors highlighted the creation of a roadmap for the digitalization of the management system of administrative-territorial units of Ukraine.

The development Program project of road transport and tourism infrastructure «The roads of Power´s Soul» is presented in the article. The program was developed by the Coordinating Council for the development of tourism in the Central Federal District (CFD) of the Association of interregional social and economic interaction «Central Federal District» and the Russian State University of Tourism and Service. The urgency of the creation of generalizing, integral tourism and tourist services development programs for all regions of the CFD is justified in the article. It was noted that tourism is the rapidly growing sector of the economy CFD. But comprehensive solution of issues related to creation of the new tourism products cannot be provided by the only development of the infrastructure. This hinders the development of effective promotion tools, introduction of innovative technologies, staff training in the tourism and service of district. The creation of a unified tourism space is the one of the main directions of the tourism sector development in the Central Federal District. Such approach can only be implemented within a unified inter-regional program of tourism development in district and creating a tourist cluster with the active participation of each subject of the CFD. The program development project of road transport and tourism infrastructure in 2015 - 2025 is proposed in the article. The goals, objectives, stages, outcomes of the program are defined. The scheme of the complex federal automobile segmented tourist ring route through the territory of all the regions - subjects of the CFD is proposed. The main results of a comprehensive analysis of tourist routs, facilities and activities recommended for inclusion in the program are rep- resented. The criteria for selection of destinations and also companies and organizations of tourism infrastructure for inclusion in the Program are substantiated. It is concluded that practical implementation of developed Program is very important; it might be very effective for the tourism development in the Central Federal District and Russia as a whole.

Currently, a significant part of the rural territories of the regions of Russia is characterized by low production potential, a low level of agricultural development. For such territories, tourism could be the driver of socio-economic growth and innovative development in time. It was therefore increasingly important to develop a conceptual approach to rural development based on tourism innovations, which was the aim of the study. To achieve the goal, the following methods were used: conceptual approach to rural development, economic and statistical methods, sociological survey, expert assessment, data capture and other methods of analysis and synthesis. The results of the survey: an analysis of the socio-economic situation of the rural territory was carried out on the example of the rural settlement of Zarechnoye in the Veliko-Ustyug district of the Vologda region, the main problems were identified: demographic and infrastructural, as well as a low level of productive potential. Based on the analysis, a conceptual approach to rural development was proposed through the development of tourism innovations. The conceptual goal is to increase the attractiveness and innovative development of the rural settlement of Zarechnoye based on its natural and cultural and historical potential. The projects proposed within the framework of the approach were aimed at improving and increasing the attractiveness of the territory for internal (local population) and external entities — investors, tourists, to promote the settlement in the external environment as a promising area for life and a favorable place for recreation. The target indicators for the development of rural settlement had been set: an annual increase in the number of residents registered on the territory of the settlement, and the formation of a stable inbound tourist flow. Scientific novelty: the originality of the author’s conceptual approach to the development of rural areas was determined by the possibility of their integrated development through the creation of a coastal tourist and recreational zone, which made it possible to fully realize the cultural, historical and natural potential of rural settlements. Practical significance: the main provisions and conclusions of the article can be used by regional and local authorities and management to develop programs and projects for the development of tourist activities in rural areas. Conclusion: The study suggests that the creation of tourist and recreational areas in rural areas, taking into account the cultural and natural heritage of settlements, will contrib¬ute to the effective realization of their tourism potential and can become an incentive for innovative development of rural areas in modern conditions.

The article discusses the option of modelling a business process using a logistics concept to optimise costs. The issues of influence on the formation of the model, the concept of optimising transport costs, and the costs of inventory management, in terms of production and economic efficiency, are considered. The mathematical and economic model of a typical business process is shown as a formed economic paradigm that materialises the process of conceptual integration of technological and logistic approaches in the process of implementing critical business processes of the company's current activities.The article also touches upon the issues of calculating logistics costs, both in the context of their points of origin, that is, by functional areas, and general accounting in the context of each business process. The options for calculating this category of costs are considered, in the general flow of both material and financial resources of a separate business process. From the standpoint of a logistic approach to managing the total operating costs of key business processes, options for a comprehensive study of the impact of logistics costs on the general operating activities of the company are analysed.The methodology for constructing a mathematical-economic model of a typical business process is described, taking into account the factors of influence of logistics concepts. Practical use of this methodology in real economic conditions is considered, and recommendations are given for adapting the methodology to specific parameters of the subject of the economic system. The proposed model outlines the fundamental approaches to the mathematically verified analysis of vital economic parameters that characterise the fluid nature of the economic components of the modern free market. The stated methodology, while not claiming to be complete coverage of the issues presented, nevertheless assumes the possibility of practical implementation of simulation modelling, economically crucial for current operational activities, fundamental business processes.

Coronavirus is a widespread dangerous disease in recent months, originated in China but with a great impact at the global level. As a result, the education process is choked by shut down of college & universities and maintaining social distancing for reducing the outbreak from community transmission. The purpose of this study is to explore the effectiveness of Learning Management System (LMS) in higher education to support teaching and learning in this ‘new normal’ by providing a stand-alone platform for online & distance learning. LMS is a software application for administering, documenting, tracking, reporting, automating, and delivering educational, training, or learning and development programmes; which originated directly from the concept of e-learning. With the detailed conceptual approach of LMS, the study also associates with the practical implementation of Blackboard LMS in Chandigarh University. Additionally, the study also tastes a comparative analysis between Blackboard, Canvas & Moodle LMS.

Introduction. The transformational processes that are taking place in the world lead to the creation of new relationships and institutions. The problem is the creation of an unrecognized or partially recognized States is happening everywhere and is still relevant for many centuries. Their emergence is caused by political, economic, ethnic, cross-cultural and other problems, ignoring which can lead to social explosions and military conflicts. Currently, no territory is immune from the possibility of external incitement of conflicts, which has become possible in the context of digitalization of society.Materials and methods. In the course of the research, a set of approaches and methods that are used in the framework of legal science was applied – General, General scientific, special methods of cognition: dialectical, logical,formal legal. The specificity of the research subject led to the use of a comparative approach.Results. The authors compare socio-economic indicators of the Republic of Abkhazia, the Republic of South Ossetia, the people’s Republic of Karabakh, the Pridnestrovian Moldavian Republic, the Luhansk people’s Republic and the Donetsk people’s Republic. Special attention is paid to comparing the size of territories and the population of unrecognized States before and after the conflict. Analytical information is provided on the formation of the budget of unrecognized republics and the number of people who have adopted the citizenship of the Russian Federation.Discussion and conclusion. The authors conclude that unrecognized States have all the opportunities not only to preserve, but also to increase their economic potential.
