Land reclamation is important in the development of agricultural production for unfavorable climatic conditions. This necessitates the improvement of scientific and methodological approaches to the creation and operation of water management and reclamation facilities, including drainage systems, which are adapted to these changes. Approaches to the type and design of drainage systems based on a combination of a modern progressive optimization approach with the traditional water balance method, hydrodynamic and hydraulic methods are presented. Approaches to the systemic optimization of technological and design solutions for the creation and operation of drainage systems have been determined. It seems that the drainage system is a complex natural and technical ecological and economic system. Finding the general optimum in such a system based on the system optimization consists in substantiating local optima for all its main components of heterogeneous elements in the system effect - mode - technology - design in their interconnection. The practical implementation of a complex of predictive-simulation and optimization calculations in projects for new construction, reconstruction and modernization of drainage systems based on the developed scientific, methodological, information and software can be carried out using the appropriate toolkit, which is CAD and modern BIM technologies. The transition to optimization methods will improve the feasibility and overall technical, technological, environmental and economic efficiency of the creation and operation of water management and reclamation facilities in accordance with modern requirements.

Relevance of research. Land reclamation is important for stabilizing the resource and food security of our state and the world in a whole. Food production security is extremely important in extreme years of weather conditions. Land reclamation has a high social significance, especially given the global climate change and land policy formation, taking into account European and world experience. Water, hydraulic, agro-technical, and other types of land reclamation require modern innovative solutions. These solutions must be created to achieve sustainable food, energy, the environmental and economic security of the state. Therefore, it is extremely important to change the approaches to constructing and functioning water reclamation facilities. It is also important to improve water management technologies that will be adapted to these changes. Research goal is to develop a general theory of optimization and development of methods and models for optimal regime, technological and technical parameters of drainage systems on an ecological and economic basis. Research methods are based on the application of systems theory with system analysis and modeling when developing the approaches to the optimization of regime, technological and technical solutions for constructing and functioning drainage systems on an ecological and economic basis. The system approach includes research of drainage systems as complex natural, technical, ecological and economic systems; research of their elements, laws of functioning and development; decomposition of complex problems of mainly hierarchical nature; application of the methodology of the hierarchy of analysis and synthesis when developing forecasting and optimization models and the methods of their implementation. Research results and main conclusions. Finding the general (global) optimum for a drainage system on the basis of system optimization is a substantiation of intermediate local optimums for all its basic elements (effect, regime, technology, design). The general principles of construction and realization of complex models of system optimization which include the model of economic optimization have been developed. This model is built on the traditional economic and mathematical approach, and its environmental component determines the correctness of the optimal economic solution. The criteria of economic and ecological optimization of different levels of management decisions in time (1-project, 2-planned operation, 3-management) have been considered. We also present a complex of forecasting and simulation models for long-term forecasting on a multivariate basis, taking into account the variable natural agro-ameliorative conditions of a real object. Prospects. The application of optimization methods requires a change in the design technology of water reclamation facilities based on the use of a multivariate approach, modern information and computer technologies. The use of system optimization will increase the overall technical, technological, environmental and economic efficiency of constructing and functioning drainage systems.

Purpose of research. To analyze the basic tendencies and prospects of the development of construction, reconstruction and restoration of irrigation and drainage systems in Ukraine and to outline the main areas of researches and achievements of Reclamation Department of the Institute on the issues of reliable and effective functioning of water management and reclamation complex. Research Method - Analytical, Statistical. Study results and main findings. The article analyzes the current state of the irrigation and drainage sector in Ukraine in the context of climate change and emphasizes its decisive role in obtaining stable and predictable crop yiels, increasing land productivity and further developing agricultural production. The history of development and the nascent stages of the scientific departments of the Institute of Hydraulic Engineering and Land Reclamation (now the Institute of Water Problems and Land Reclamation of the National Academy of Sciences of Ukraine) dealt with the issues of water management construction, operation, maintenance, repair and restoration of the engineering infrastructure of irrigation and drainage systems, sprinkling equipment, hydraulic structures and equipment were considered. The results of multi-year researches, main areas of scientific activity, developments and achievements of the specialists of the departments of irrigation and drainages, operation of water management and drainage systems, drainage and irrigation reclamation of the Institute on the issues of reliable and efficient functioning of  water and land reclamation complex were systematized. Technical and technological basis for improving the infrastructure of irrigation and drainage systems were justified and the ways of solving the existing problems were proposed. It was noted that at present, given climate change and management conditions, increasing productivity and sustainability of agriculture requires searching for new scientific, methodological, technical and technological approaches to the restoration and further development of irrigation and drainage. Prospects. At the same time, reforming the management of the water sector supported by an appropriate legislative framework and the active involvement of water users in management processes is a prerequisite. The necessity of implementing the provisions and measures proposed in the “Irrigation and Drainage Strategy of Ukraine for the Period until 2030”, prepared with the participation of the specialists from IWPLR NAAS, was emphasized, which will contribute to the effective use of irrigation and drainage systems potential to increase the agricultural production in the conditions of climate change.

The Burana Land-Reclamation Board is an interregional water board operating in three regions and five provinces. The Burana Land-Reclamation Board operates over a land area of about 250,000 hectares between the Rivers Secchia, Panaro and Samoggia, which forms the drainage basin of the River Panaroand part of the Burana-Po di Volano, from the Tuscan-Emilian Apennines to the River Po. Its main tasks are the conservation and safeguarding of the territory, with particular attention to water resources and how they are used, ensuring rainwater drainage from urban centres, avoiding flooding but ensuringwater supply for crop irrigation in the summer to combat drought. Since the last century the Burana Land-Reclamation Board has been using innovative techniques in the planning of water management schemes designed to achieve the above aims, improving the management of water resources while keeping a constant eye on protection of the environment.

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. The practical implementation of the system of these models is a separate software product - an interdisciplinary digital platform for participants in the creation of new high-tech products and their components.

The article analyzes the current state of the irrigation and drainage systems of the Ryazan region. It is shown that the lack of technical operation of the drainage network led to its failure and failure to perform its functions. Irrigation, in spite of the fact that it gives stability in the years of droughts due to aging and the dismantling of machinery and equipment is not carried out. It is shown that for the reconstruction and / or modernization of irrigation and drainage systems it is necessary on the basis of inventory to determine the environmentally optimal and economically viable systems, their parts and structures that require rehabilitation, reconstruction and / or modernization. The decision to reconstruct may include not only the ameliorative system as a whole, but also some part of it, for example, a canal, pipeline or a separate hydraulic structure, taking into account the justification of economic feasibility. In dry periods, for the Meshcherskaya lowland and areas with peat soils, it is necessary to provide for land-reclamation systems for dual regulation of soil moisture, which reduces the possibility of peat ignition and the spread of fire. It should be borne in mind that the reconstruction of land-reclamation systems has its specific features, which include: socio-economic (increasing the productivity of agricultural land, obtaining additional income, creating modern infrastructure, increasing employment, living conditions, labor, etc.) ; ecological (creation of cultural landscapes, ensuring their ecological sustainability, prevention of land degradation processes, improvement of recreational conditions, elimination of waterlogging, flooding, salinization, erosion, etc.). Reclamation activities are carried out in compliance with the requirements of land, water, forestry legislation of the Russian Federation, as well as the legislation of the Russian Federation on the protection of the environment, on the subsurface, on the plant world and on the animal world.

Natural ventilation is gaining more attention from architects and engineers as an alternative way of cooling and ventilating indoor spaces. Based on building types, it could save between 13 and 40% of the building cooling energy use. However, this needs to be implemented and operated with a well-designed and integrated control system to avoid triggering discomfort for occupants. This paper seeks to review, discuss, and contribute to existing knowledge on the application of control systems and optimisation theories of naturally ventilated buildings to produce the best performance. The study finally presents an outstanding theoretical context and practical implementation for researchers seeking to explore the use of intelligent controls for optimal output in the pursuit to help solve intricate control problems in the building industry and suggests advanced control systems such as fuzzy logic control as an effective control strategy for an integrated control of ventilation, heating and cooling systems.

Reasons why water storage reservoirs are necessary in accordance with the sustainable development strategy are described in the paper. The main positive and negative impacts of reservoirs on the environment are analyzed. The most important are: the improvement of hydrological regimes (decreasing maximal and increasing minimal flows), the creation of optimal water management, utilization and protection of water, and the creation of better conditions for river and coastal ecosystems. Negative impacts and measures for its mitigation or elimination are also analyzed. The conclusion is that water storage reservoirs can be harmoniously incorporated into the environment. Serbia has a limited number of locations suitable for the construction of reservoirs, therefore it is necessary to retain these areas for storage in regional development plans and other legal acts.

The article reflects the issues of the current state of scientific research at the FSBSI FSVC, shows the directions and prospects for the development of selection and seed production of vegetable crops. The main mission of the selection and seed-growing work of the FSVC is the creation and reproduction of varieties and hybrids of vegetable and melon crops of a new generation, characterized by resistance to abiotic and biotic stressors, high productivity and product quality. One of the main ways to increase the efficiency of the breeding process is the use of modern methods of biotechnology and molecular genetics, which make it possible to obtain new genotypes and reduce the time of breeding. Success has been achieved in the creation of homozygous lines of cabbage, squash, cucumber, carrots. For the first time, it was possible to complete a full cycle of obtaining doubled radish haploids in microspore culture in vitro. The institution pays special attention to immunological research on the resistance of crops and new varieties to diseases, as well as protecting plants from pests and diseases. Phytosanitary monitoring, assessment and selection of resistant genotypes are carried every years. One of the important theoretical and practical problems solved at the institution is the development of environmentally friendly products based on preparations obtained from plants with a high content of biologically active compounds with adaptogenic properties. In the center, a new direction of research in traditional breeding has received significant development - the creation of varieties of vegetable plants with an increased content of biologically active substances and antioxidants, on the basis of which functional products are created. The persistence of modern varieties and hybrids of table carrots, depending on the biochemical composition, has been studied. Methods for enriching vegetable plants with micronutrients are being developed. A large amount of scientific research is being carried out on the development of technologies for the cultivation of new varieties and hybrids, as well as technologies for their seed production. At the branches located in different soil and climatic conditions, hospitals were established to study the interaction of factors controlling soil fertility and the productivity of vegetable crops in agrocenoses (crop rotation, soil treatment systems, fertilizers and plant protection). In general, at the FSBSI FSVC, all research is aimed at developing and improving methods in breeding and seed production of vegetable crops, creating new breeding achievements and developing varietal technologies for their cultivation.
