The risk of COVID-19 in higher education has affected all its degrees and forms of training. To assess the impact of the pandemic on the learning of university students, a new reference framework for educational data processing was proposed. The framework unifies the steps of analysis of COVID-19 effects on the higher education institutions in different countries and periods of the pandemic. It comprises both classical statistical methods and modern intelligent methods: machine learning, multi-criteria decision making and big data with symmetric and asymmetric information. The new framework has been tested to analyse a dataset collected from a university students’ survey, which was conducted during the second wave of COVID-19 at the end of 2020. The main tasks of this research are as follows: (1) evaluate the attitude and the readiness of students in regard to distance learning during the lockdown; (2) clarify the difficulties, the possible changes and the future expectations from distance learning in the next few months; (3) propose recommendations and measures for improving the higher education environment. After data analysis, the conclusions are drawn and recommendations are made for enhancement of the quality of distance learning of university students.

Abstract Starting from the three challenges in the field of the higher education: relevant character, quality and international cooperation (…), this work represents an analysis of the impact of quality culture on the increasing of Romanian universities competitiveness on the European market of education. Analyzing the literature in the branch, we find out that the main changes recorded at the level of the tertiary education are the diversification and the consistent development of education at a higher level, on the ground of the intensified difficulties as far as it regards insuring resources and an increased demand of responsibility. We are also witnesses, in present, of the development of a “consumption” view over the universities and passing from a higher education for elites, to a mass one, where the performance seems often to be uncertain. As far as it concerns as suring the quality in the higher education environment, it can be noticed that its implementation is made almost in a mechanical way, on the ground of a quality management that is not enough developed and a weak involvement of direct beneficiaries in the project of the quality system. In this regard, we recommend developping of a system of total quality management at university level, beginning from the student’s needs, identifying some new performance items in education and development of some effective instruments of ensuring higher education quality.

In this article, the authors analyze various aspects of the distance learning discourse of the countries participating in the Bologna Process from the point of view of the impact of the pandemic on the development of higher education. The author pays special attention to the practical aspects of the activities of Russian universities during the pandemic, their interaction with each other and the problems of cooperation in the context of distance learning. Naturally, the stress caused by the epidemic and the transition to distance learning, especially for senior teachers, could not but affect the quality of training, but competently and professionally selected materials provided students with an educational result, and teachers with positive feedback and opportunities for self - development. The aim of the article is to demonstrate the experience of distance learning in the context of the pandemic and its impact on the higher education system. The author used the following methods: comparative research; methods of collecting empirical information; conceptual and terminological analysis; a method for solving problems. The results of the study can certainly be considered as revealing the positive dynamics of the development of the Bologna process in the higher education system, especially in the context of the pandemic.

A particular goal for Nakano is creating a high-quality higher-education environment in which students with visual impairments can flourish. As part of this, he and his team are working to create an accessible textbook system and accessible test conditions for students with visual impairments.

COVID-19 pandemic intensified the transition to online learning practices. The article aims to analyse how students perceive distance education quality compared to face-to-face education mode. The author argues that the groups of social actors, interested in the promotion of distance education in higher schools, include: university leadership, geographically and physically disadvantaged students. In the period 2015-2020 the group of USUE researchers conducted a series of students’ surveys. Analysing the survey findings, the author states that despite the benefits of distance education, students consider that the quality of distance learning is inferior to the traditional face-to-face education mode. Among the problems faced by students in distance learning, is their inability to select information, assess its reliability, and differentiate significant information from insignificant. It is concluded that it is of great importance to continue research into the impacts of digitalization on the quality of higher education.

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

The article reports the results of the empirical study of the impact of volitional qualities development on the level of academic achievements of higher education institution students. The article gives a theoretical analysis of the main types of volitional qualities that affect the assimilation of educational material by students. There was established the level of their development and the relationship with academic achievements. The article also identifies the main psycho-pedagogical and organizational peculiarities that affect the success of mastering the knowledge by university students. The psychological and pedagogical recommendations for forming, developing and supporting the volitional sphere of students are developed.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

But in recent years the government did not give permission to those who want to establish a college. One reason is the government not only menginginkankan development in terms of quantity alone, but must be accompanied by good quality of any existing college.The number of colleges that exist today is already growing its own competition. The high level of competition among private universities is happening now requires every college has the right strategy to attract the interest of new students. Each college offers the advantages of each. However, not all universities have a particular brand image compared with other universities.One of the determining factors of brand image is the satisfaction of its customers. While satisfaction itself arises as a result of service perceived by the customer.College is not only required to provide a good quality education, but they also must be able to provide good service to students as well. Good service is expected to provide satisfaction for students. Of course in the long term, the impact of satisfaction that will form a good image for the college concerned anyway.STIE IBBI Medan is one of the private high school that has a good image in the city of Medan. However, STIE IBBI still have to further improve the quality of services provided to students. It is necessary to maintain the good image that has been owned STIE IBBI today.The plan of the research will be conducted in STIE IBBI Medan. The population is all students STIE IBBI. The long term goal of this research is to STIE IBBI to increase public confidence in higher education that will take in high school applying good quality excellent service. Expected from the results of this study, STIE IBBI can also implement appropriate marketing strategies to improve the quality of service to students. In addition, the results of this research can be a good reference for prospective new students who will pursue higher education in the STIE IBBI Medan.
