This paper assesses the impact of a major disruptive event at the port of Gothenburg, Scandinavia’s largest container port. Automatic Identification System (AIS) data is analyzed, in combination with official port statistics on container handling in the four main container ports in Sweden, from 2014–2018. Particular attention is paid to the relationship between container volumes handled and calculated performance metrics at the specific times of the intense labour dispute at the port of Gothenburg during the periods Q2 (2016) and Q4 (2016)–Q2 (2017). The paper concludes that the decline in container volumes handled at Gothenburg over the period is specifically due to fewer ships calling at the port following each of the intense periods of the labour dispute. It is also concluded that the effect on competitor ports in the region were significant in terms of both increased volumes of gateway container traffic and the resulting short-term and medium term impacts on both port user profiles and port efficiency levels.

Objective: Performance funding (PF) policies allocate a portion of state funding to colleges based on student outcomes. This study is the first to account for policy type and design differences, and explores the impact of performance funding on three levels of credential completions: short-term certificates, medium-term certificates, and associate’s degrees. Method: We create a panel dataset of 751 two-year colleges from years 1990 to 2013 using data from the Integrated Postsecondary Education Data System. We conduct a series of analyses using difference-in-differences with the inclusion of college- and state-level control variables. Results: We find that, on average, performance funding produces no significant changes in completions of any of the three credentials. Policy types characterized by a greater proportion of funding tied to the base budget, mission differentiation in performance metrics, inclusion of underrepresented student metrics, and longer periods of operating years produce an increase in short-term certificates, no significant change in medium-term certificates, and a decrease in associate’s degrees. Contributions: This study’s findings suggest that because awarding more short-term certificates is a relatively quick and cost-effective way to capture performance funds, colleges might be engaging in a path of least resistance by churning out short-term certificates and redirecting focus away from associate’s degrees, which is concerning given that short-term certificates generally offer limited labor market benefits compared to medium-term certificates and associate’s degrees. Our results also underscore the importance of policy designs in explaining differential impacts on credential completion.

Ship collision is the most common type of accident in the Northern Baltic Sea, posing a risk to the safety of maritime transportation. Near miss detection from automatic identification system (AIS) data provides insight into maritime transportation safety. Collision risk always triggers a ship to maneuver for safe passing. Some frenetic rudder actions occur at the last moment before ship collision. However, the relationship between ship behavior and collision risk is not fully clarified. Therefore, this work proposes a novel method to improve near miss detection by analyzing ship behavior characteristic during the encounter process. The impact from the ship attributes (including ship size, type, and maneuverability), perceived risk of a navigator, traffic complexity, and traffic rule are considered to obtain insights into the ship behavior. The risk severity of the detected near miss is further quantified into four levels. This proposed method is then applied to traffic data from the Northern Baltic Sea. The promising results of near miss detection and the model validity test suggest that this work contributes to the development of preventive measures in maritime management to enhance to navigational safety, such as setting a precautionary area in the hotspot areas. Several advantages and limitations of the presented method for near miss detection are discussed.

Abstract Background Little interest has been paid to expiratory muscle strength, and the impact of expiratory muscle weakness on critical outcomes is not known. Very few studies assessed the relationship between maximal expiratory pressure (MEP) and critical outcomes. The aim of this study was to investigate the relationship between MEP and critical outcomes. Methods This work was a secondary analysis of a prospective, observational study of adult patients who required mechanical ventilation for ≥ 24 h in an 18-bed ICU. MEP was assessed before extubation after a successful, spontaneous breathing trial. The relationships between MEP and extubation failure, and short-term (30 days) mortality, were investigated. Univariate logistic regressions were computed to investigate the relationship between MEP values and critical outcomes. Two multivariate analyses, with and without maximal inspiratory pressure (MIP), both adjusted using principal component analysis, were undertaken. Unadjusted and adjusted ROC curves were computed to compare the respective ability of MEP, MIP and the combination of both measures to discriminate patients with and without extubation failure or premature death. Results One hundred and twenty-four patients were included. Median age was 66 years (IQR 18) and median mechanical ventilation duration was 7 days (IQR 6). Extubation failure rate was 15% (18/124 patients) and the rate for 30-day mortality was 11% (14/124 patient). Higher MEP values were significantly associated with a lower risk of extubation failure in the univariate analysis [OR 0.96 95% CI (0.93–0.98)], but not with short-term mortality. MEP was independently linked with extubation failure when MIP was not included in the multivariate model, but not when it was included, despite limited collinearity between these variables. This study was not able to differentiate the respective abilities of MEP, MIP, and their combination to discriminate patients with extubation failure or premature death (adjusted AUC for the combination of MEP and MIP: 0.825 and 0.650 for extubation failure and premature death, respectively). Conclusions MEP is related to extubation failure. But, the results did not support its use as a substitute for MIP, since the relationship between MEP and critical outcomes was no longer significant when MIP was included. The use of MIP and MEP measurements combined did not reach higher discriminative capacities for critical outcomes that MEP or MIP alone. BackgroundSeasonal fluctuation in suicide has been observed in many populations. High temperature may contribute to this, but the effect of short-term fluctuations in temperature on suicide rates has not been studied.AimsTo assess the relationship between daily temperature and daily suicide counts in England and Wales between 1 January 1993 and 31 December 2003 and to establish whether heatwaves are associated with increased mortality from suicide.MethodTime-series regression analysis was used to explore and quantify the relationship between daily suicide counts and daily temperature. The impact of two heatwaves on suicide was estimated.ResultsNo spring or summer peak in suicide was found. Above 18 °, each 1 ° increase in mean temperature was associated with a 3.8 and 5.0% rise in suicide and violent suicide respectively. Suicide increased by 46.9% during the 1995 heatwave, whereas no change was seen during the 2003 heat wave.ConclusionsThere is increased risk of suicide during hot weather.

Topicality. The successful operation of an economic entity, in the development of the innovative technologies market, is largely determined by the innovative potential of its human resources - by the people who work for it - their knowledge, talents, and skills. The wrong combination of these elements, lack of employees who have the necessary qualifications, lack of harmony in the relationship between employers and employees can inevitably lead to serious financial and economic problems. Improving the efficiency of the use of the innovative potential of human resources in the development of the innovative technologies market is one of the most urgent tasks for any business entity. The competitive advantages of business entities, financial and economic indicators of their activity, ensuring sustainable development of entrepreneurship in general, are depending on the degree and balance of its use. Aim and tasks. The purpose of the work is to analyze and develop on its basis recommendations for increasing the level of the innovative potential of human resources in the context of the development of the innovative technologies market in Ukraine. Research results. The article analyzes the main structural elements of the innovative potential of human resources and identifies the factors influencing its level in Ukraine. The results of the analysis allowed us to build an economic and mathematical model of the relationship between innovation capacity, as an indicator of the development of the innovative technologies market and components of the innovative potential of human resources in Ukraine. This made it possible to predict the level of innovation capacity as an indicator of the innovative technologies market development in Ukraine in the short term. The obtained results allowed us to identify problems and develop recommendations for increasing the level of the innovative potential of human resources in the context of the innovative technologies market development in Ukraine. Conclusion. Based on the developed economic and mathematical model, calculations were made that characterize the relationship between innovation capacity as an indicator of the innovative technologies market development and components of the innovative potential of human resources in Ukraine. As shown in the calculations, the proposed economic and mathematical model with high accuracy allows to assess the impact of components of the innovative potential of human resources on innovation capacity and identify major obstacles for its development, which made it possible to predict trends in innovation capacity as an indicator of the innovative technologies market development in Ukraine in the short term.

The Very High Frequency (VHF) Data Exchange System (VDES) is a new radio communication system being developed by the international maritime community, with the principal objectives to safeguard existing Automatic Identification System (AIS) core functions and enhance maritime communication applications, based on robust, efficient and secure data transmission with wider bandwidth than the AIS. VDES is also being considered as a potential component of the R-mode concept, where the same signals used for communication are also used for ranging, thus mitigating the impact of disruptions to satellite positioning services. This paper establishes statistical performance bounds on the ranging precision of VDES R-mode, assuming an additive white Gaussian noise propagation channel. Modified Cramér-Rao bounds on the pseudorange estimation error are provided for all waveforms currently proposed for use in terrestrial VDES communications. These are then used to estimate the maximum usable ranges for AIS/VDES R-mode stations. The results show that, under the assumed channel conditions, all of the new VDES waveforms provide better ranging performance than the AIS waveform, with the best performance being achieved using the 100 kHz bandwidth terrestrial VDE waveforms.

This study examines the organizational dynamics of social media crowds, in particular, the influence of a crowd’s emotional expression on its solidarity. To identify the relationship between emotions expressed and solidarity, marked by sustained participation in the crowd, the study uses tweets from a unique population of crowds—those tweeting about ongoing National Football League games. Observing this population permits the use of game results as quasi-random treatments on crowds, helping to reduce confounding factors. Results indicate that participation in these crowds is self-sustaining in the medium term (1 week) and can be stimulated or suppressed by emotional expression in a short term (1 hour), depending on the discrete emotion expressed. In particular, anger encourages participation while sadness discourages it. Positive emotions and anxiety have a more nuanced relationship with participation.

Purpose – This paper aims to develop a conceptual framework, in an effort toward building a contingent theory of drivers and consequences of managerial metric use in marketing mix decisions, this paper develops a conceptual framework to test whether the relationship between metric use and marketing mix performance is moderated by firm and managerial characteristics. Design/methodology/approach – Based on reviews of the marketing, finance, management and accounting literatures, and homophily, firm resource- and decision-maker-based theories and 22 managerial interviews, a conceptual model is proposed. It is tested via generalized least squares – seemingly unrelated regression estimation of 1,287 managerial decisions. Findings – Results suggest that the impact of metric use on marketing mix performance is lower in firms which are more market oriented, larger and with worse recent business performance and for marketing and higher-level managers, while organizational involvement has a lesser nuanced effect. Research limitations/implications – While much is written on the importance of metric use to improve performance, this work is a first step toward understanding which settings are more difficult than others to accomplish this. Practical implications – Results allow identification of several conditional managerial strategies to improve marketing mix performance based on metric use. Originality/value – This paper contributes to the metric literature, as prior research has generally focused on the development of metrics or the linking of marketing efforts with performance metrics, but paid little attention to understanding the relationship between managerial metric use and performance of the marketing mix decision and has not considered how the relationship is moderated by firm and managerial characteristics.

While the relation between terrorism and tourism has been an important topic for tourism research, the questions whether terrorism affects tourism immediately and how long after a terrorism event tourism recovers are, as yet, not clearly answered. The aim of this article is to better understand the magnitude and temporal scale of the impact of terrorism on tourism. To this end, a research model differentiating between short-term and long-term effects of terrorism on tourism is developed and analyzed for the destination Israel using data on tourists from Germany. The results show both short-term and long-term impacts with a time lag between the terrorist event and the beginning of tourism decline of 1 or up to 6 months. An economic influence on the development of tourist arrivals was not detected, but seasonality plays an important role in the relationship between terrorism and tourism.

In this paper we study the relationship between oil prices and macroeconomic performance by investigating the impact of oil price shocks on key macroeconomic variables of Vietnam over the 2001–2012 period. In order to test the relationship between oil prices and the value of industrial production, we use cointegration method to consider the long-term relationship and Error Correction Model (ECM) to ponder the short-term one. The test results show that the price of oil and the value of industrial production in Vietnam are positively correlated in the long term, whereas in the short term the volatility of oil prices in the last two months will negatively affect the fluctuation in the value of the current industrial production.
