In recent years, many techniques of fusion of multi-sensors satellite images have been developed. This article focuses on examining and improvement the usability of pansharpened images for object detection, especially when fusing data with a high GSD ratio. A methodology to improve an interpretative ability of pansharpening results is based on pre-processing of the panchromatic image using Logarithmic-Laplace filtration. The proposed approach was used to examine several different pansharpening methods and data sets with different spatial resolution ratios, i.e., from 1:4 to 1:60. The obtained results showed that the proposed approach significantly improves an object detection of fused images, especially for imagery data with a high-resolution ratio. The interpretative ability was assessed using qualitative method (based on image segmentation) and quantitative method (using an indicator based on the Speeded Up Robust Features (SURF) detector). In the case of combining data acquired with the same sensor the interpretative potential had improved by a dozen or so per cent. However, for data with a high resolution ratio, the improvement was several dozen, or even several hundred per cents, in the case of images blurred after pansharpening by the classic method (with original panchromatic image). Image segmentation showed that it is possible to recognize narrow objects that were originally blurred and difficult to identify. In addition, for panchromatic images acquired by WorldView-2, the proposed approach improved not only object detection but also the spectral quality of the fused image.

Pan sharpening methods aim to produce a more informative image containing the positive aspects of both source images. However, the pan sharpening process usually introduces some spectral and spatial distortions in the resulting fused image. The amount of these distortions varies highly depending on the pan sharpening technique as well as the type of data. Among the existing pan sharpening methods, the Intensity-Hue-Saturation (IHS) technique is the most widely used for its efficiency and high spatial resolution. When the IHS method is used for IKONOS or QuickBird imagery, there is a significant color distortion which is mainly due to the wavelengths range of the panchromatic image. Regarding the fact that in the green vegetated regions panchromatic gray values are much larger than the gray values of intensity image. A novel method is proposed which spatially adjusts the intensity image in vegetated areas. To do so the normalized difference vegetation index (NDVI) is used to identify vegetation areas where the green band is enhanced according to the red and NIR bands. In this way an intensity image is obtained in which the gray values are comparable to the panchromatic image. Beside the genetic optimization algorithm is used to find the optimum weight parameters in order to gain the best intensity image. Visual and statistical analysis proved the efficiency of the proposed method as it significantly improved the fusion quality in comparison to conventional IHS technique. The accuracy of the proposed pan sharpening technique was also evaluated in terms of different spatial and spectral metrics. In this study, 7 metrics (Correlation Coefficient, ERGAS, RASE, RMSE, SAM, SID and Spatial Coefficient) have been used in order to determine the quality of the pan-sharpened images. Experiments were conducted on two different data sets obtained by two different imaging sensors, IKONOS and QuickBird. The result of this showed that the evaluation metrics are more promising for our fused image in comparison to other pan sharpening methods.

Commonly used image fusion techniques generally produce good results for images obtained from the same sensor, with a standard ratio of spatial resolution (1:4). However, an atypical high ratio of resolution reduces the effectiveness of fusion methods resulting in a decrease in the spectral or spatial quality of the sharpened image. An important issue is the development of a method that allows for maintaining simultaneous high spatial and spectral quality. The authors propose to strengthen the pan-sharpening methods through prior modification of the panchromatic image. Local statistics of the differences between the original panchromatic image and the intensity of the multispectral image are used to detect spatial details. The Euler’s number and the distance of each pixel from the nearest pixel classified as a spatial detail determine the weight of the information collected from each integrated image. The research was carried out for several pan-sharpening methods and for data sets with different levels of spectral matching. The proposed solution allows for a greater improvement in the quality of spectral fusion, while being able to identify the same spatial details for most pan-sharpening methods and is mainly dedicated to Intensity-Hue-Saturation based methods for which the following improvements in spectral quality were achieved: about 30% for the urbanized area and about 15% for the non-urbanized area.

AbstractWe present a detailed comparison between high resolution observations of a quiet solar region and simulated spectra in several 3-D snapshots of a realistic radiation-hydrodynamical simulation of the solar atmosphere. We find excellent agreement between the two data sets, thus providing strong support to the realism of the simulations, and confirming the high quality of the instrumentation. We propose that spatially resolved spectral data can be employed as a complementary tool to more classic analysis for investigating the hotly debated topic of solar abundances.

Recent technical improvements in macromolecular X-ray crystallography have significantly improved the resolution limit of protein structures. However, examples of high-resolution structure determination are still limited. In this study, the X-ray crystal structure of bovine H-protein, a component of the glycine cleavage system, was determined at 0.88 Å resolution. This is the first ultrahigh-resolution structure of an H-protein. The data were collected using synchrotron radiation. Because of limitations of the hardware, especially the dynamic range of the CCD detector, three data sets (high-, medium- and low-resolution data sets) were measured in order to obtain a complete set of data. To improve the quality of the merged data, the reference data set was optimized for merging and the merged data were assessed by comparing merging statistics andRfactors against the final model and the number of visualized H atoms. In addition, the advantages of merging three data sets were evaluated. The omission of low-resolution reflections had an adverse effect on visualization of H atoms in hydrogen-omit maps. Visualization of hydrogen electron density is a good indicator for assessing the quality of high-resolution X-ray diffraction data.

Using different cross-country data sets and simple econometric techniques we study public attitudes towards the police. More positive attitudes are more likely to emerge in the countries that have better functioning democratic institutions, less prone to corruption but enjoy more transparent and accountable police activity. This has a stronger impact on the public opinion (trust and attitudes) than objective crime rates or density of policemen. Citizens tend to trust more in those (policemen) with whom they share common values and can have some control over. The latter is a function of democracy. In authoritarian countries — “police states” — this tendency may not work directly. When we move from semi-authoritarian countries to openly authoritarian ones the trust in the police measured by surveys can also rise. As a result, the trust appears to be U-shaped along the quality of government axis. This phenomenon can be explained with two simple facts. First, publicly spread information concerning police activity in authoritarian countries is strongly controlled; second, the police itself is better controlled by authoritarian regimes which are afraid of dangerous (for them) erosion of this institution.

AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

This study aimed to describe in depth between the link of school policy and the school quality improvement. The method in this study is a qualitative method using the case study presented descriptively. This research was conducted at SMA Negeri 2 Babat Tomat Kabupaten Musi Banyuasin. Based on this study it was found that the First, free school policy can help the economy / ease the burden of school costs to be incurred by the parents. Second, the policy constraints of the application for free school educa-tion at SMAN 2 Babat Toman is not very effective, so that the students' interest is not increasing, infrastructure is one of the obstacles in the implementation of free school education, how the quality of schools will be increased if it is not supported by facilities and complete infrastructure. Third, the quality of school education free SMAN 2 Babat Toman already realized well with regard to input, input turns unselected maximum, that is the students. Fourth, the implementation of free school education in Banyuasin, the quality of school SMAN 2 Babat Toman Muba Sumsel was not increased. This means that the implementation for free school education quality of school SMAN 2 Babat Toman was not increased.Keywords : free schools, school quality, case studies

: Latent fingerprints are unintentional finger skin impressions left as ridge patterns at crime scenes. A major challenge in latent fingerprint forensics is the poor quality of the lifted image from the crime scene. Forensics investigators are in permanent search of novel outbreaks of the effective technologies to capture and process low quality image. The accuracy of the results depends upon the quality of the image captured in the beginning, metrics used to assess the quality and thereafter level of enhancement required. The low quality of the image collected by low quality scanners, unstructured background noise, poor ridge quality, overlapping structured noise result in detection of false minutiae and hence reduce the recognition rate. Traditionally, Image segmentation and enhancement is partially done manually using help of highly skilled experts. Using automated systems for this work, differently challenging quality of images can be investigated faster. This survey amplifies the comparative study of various segmentation techniques available for latent fingerprint forensics.

Hazards to roadways and travelers can be drastically different because hazards are largely dependent on the regional environment and climate. This paper describes the development of a qualitative method for assessing infrastructure importance and hazard exposure for rural highway segments in Hawai‘i under different conditions. Multiple indicators of roadway importance are considered, including traffic volume, population served, accessibility, connectivity, reliability, land use, and roadway connection to critical infrastructures, such as hospitals and police stations. The method of evaluating roadway hazards and importance can be tailored to fit different regional hazard scenarios. It assimilates data from diverse sources to estimate risks of disruption. A case study for Highway HI83 in Hawai‘i, which is exposed to multiple hazards, is conducted. Weakening of the road by coastal erosion, inundation from sea level rise, and rockfall hazards require adaptation solutions. By analyzing the risk of disruption to highway segments, adaptation approaches can be prioritized. Using readily available geographic information system data sets for the exposure and impacts of potential hazards, this method could be adapted not only for emergency management but also for planning, design, and engineering of resilient highways.

Background: Cell detection and counting is of essential importance in evaluating the quality of early-stage embryo. Full automation of this process remains a challenging task due to different cell size, shape, the presence of incomplete cell boundaries, partially or fully overlapping cells. Moreover, the algorithm to be developed should process a large number of image data of different quality in a reasonable amount of time. Methods: Multi-focus image fusion approach based on deep learning U-Net architecture is proposed in the paper, which allows reducing the amount of data up to 7 times without losing spectral information required for embryo enhancement in the microscopic image. Results: The experiment includes the visual and quantitative analysis by estimating the image similarity metrics and processing times, which is compared to the results achieved by two wellknown techniques—Inverse Laplacian Pyramid Transform and Enhanced Correlation Coefficient Maximization. Conclusion: Comparatively, the image fusion time is substantially improved for different image resolutions, whilst ensuring the high quality of the fused image.
