This paper investigates the government-led maker movement in Shenzhen, China by deploying Michel de Certeau’s concepts of “strategy” and “tactics”. While there is a growing body of literature surrounding the maker movement, the discrepancy between the maker movement presented in urban policies and its participants’ actual practices is underexplored. Situating the exploration in the Chinese context, this article looks into how state intervention shapes the maker movement and actors’ participation. This work starts with considerations of political economy to demonstrate how the “Make with Shenzhen” campaign as a strategy fits into the government’s creative city agenda. It then draws upon the findings of a longitudinal ethnographic study to illuminate how discourses, institutions and apparatuses are tactically appropriated by individuals to mobilize symbolic, monetary, social and political resources to serve their interests. We argue that these tactical practices can potentially lead to meaningful changes in the city of Shenzhen and the everyday life of its people. By juxtaposing the strategy of the “Make with Shenzhen” campaign with the tactical practices surrounding it, this study offers insight into the challenges and possibilities brought about by the city-wide learning and making in the Chinese context.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

The maker movement has evoked interest for its role in breaking down barriers to STEM learning. However, few empirical studies document how youth are supported over time in STEM-rich making projects or their outcomes. This longitudinal critical ethnographic study traces the development of 41 youth maker projects in two community-centered making programs. Building a conceptual argument for an equity-oriented culture of making, the authors discuss the ways in which making with and in community opened opportunities for youth to project their communities’ rich culture knowledge and wisdom onto their making while also troubling and negotiating the historicized injustices they experience. The authors also discuss how community engagement legitimized a practice of co-making, which supported equity-oriented goals and outcomes.

<p><em>Today’s fashion is an important part of the lifestyle and influence in many aspects of life including influential in global economic that the development should be considered. Bandung as a creative city supported by enterprising creative industries and communities is a suitable habitat in the development of the fashion mode that has significant impact on the development of the creative economy in the city of Bandung. Based on the Government Work Report Bandung (LKPJ AMJ) in 2012, the growth of creative industries has decreased. Fashion needs to be developed starting from human resources, the manufacturing process of mode, distribution of works / fashion products, activities in the networking community, the container activities of urban communities to engage in communal and urban public recreation in the creative space. Therefore, the existence of Bandung Fashion Hub as a center of fashion in Bandung is indispensable. Of these issues, the design problem is to what extent the expression of space and forms that can be imaged expression of fashion stakeholder interaction and how to express creatively through fashion symbol of the city which can be a recreational space in the city of Bandung. The method used is a method of planning and designing architecture namely by processing the data and information (concept of) for creating design concept (concept for design) through the process of programming, design criteria and performance of a design concept. Expressive design approach by using the meaning of the symbol, the idea of space, form that expose the material so that it can express the character of fashion events and characters of Bandung as a creative city. Therefore the design of Bandung Fashion Hub aims to facilitate all activities related to the character of the activities of fashion stakeholders including forecasting activities, show off, market and shop. Fashion hub as a place to meet and communicate between communities and the media as well as with fashion activists in general and also as a place of education and information (forecasting), promotion (market), exhibitions (show off) and recreation for the community so as to enhance the growth of creative industries in Bandung.</em></p><p><em> </em></p><p><strong><em>Keywords:</em></strong><em> Bandung, Creative City, Creative Industry, Expressive Design, Fashion, Hub </em></p>

In this paper I explore tensions and conflicts over poverty reduction and urban development in Kigali, Rwanda’s capital in terms of theories of performativity. On one hand, motorcycle taxis offer large numbers of young men good livelihoods – reflecting the government of Rwanda’s stated commitment to poverty reduction, especially amongst youth; on the other, motorcycle taxi drivers suffer harassment at the hands of city authorities and police, who are keen to eradicate motorcycle taxis from the urban scene altogether. I interpret this tension as a conflict over the appropriate performance of development in the city; I argue that in pursuit of urban development, the city itself becomes an image, projected in order to attract the investment which will give body to the simulated spectacle that Kigali present. Conflicts between the city and motorcycle taxi drivers erupt because motorcycle taxis cannot perform to the aesthetic standards of the new Kigali. In conclusion, I suggest that the rendition of Kigali’s development as image has broader lessons for studies of development in general. Specifically, these conflicts expose the operation of images and their performance as political resources, conferring intelligibility and legitimacy in the spectacle of national development.

this article discusses public service innovations carried out by local governments to increase public trust in the government. The locus of this research is in the city of Bandung, West Java Province, one of the UNESCO creative city networks. The purpose of this paper is to analyze the innovation of public services carried out by the government to serve the public in creating and innovating so that public trust in the government increases. The research method uses a qualitative method with an inductive approach. Data obtained through interviews, observation and documentation. The results of this study indicate that the regional government of Bandung City creates service innovations in the form of facilities to support the creation and innovation of the community, although there are some things that still need to be addressed. The relationship between the government and the community is closer. The role of local government in serving the community to support the potential of community creation and innovation is very important. Keywords: community; creation; government; innovation; service

 KPPN Medan II is one of the government organization units at the Ministry of Finance. Where leaders and employees who work at KPPN Medan II always carry out official trips between cities and outside the city. With these conditions, making SPPD documents experiencing the intensity of official travel activities carried out by employees of KPPN Medan II can be said frequently. So that in making SPPD in KPPN Medan II is still using the manual method that is recording through Microsoft Word which in the sense is less effective and efficient. In naming employees who get official assignments, officers manually entering employee data that receives official travel letters are prone to being lost because data is manually written. The web-based SPPD application is built by applying this prototyping method which is expected to facilitate SPPD KPPN Medan II management officers in making SPPD that is effective, efficient, accurate, time-saving, and not prone to losing SPPD data of KPPN Medan II employees who will has made official trips due to the existence of a special database to accommodate all SPPD files.

The fast urbanization in many regions of the world has generated a high competition between cities. In the race for investments and for international presence, some cities have increasingly resorting to the territorial marketing techniques like city branding. One of the strategies of recent years has been to use of creativity and / or labeling of creative city for the promotion of its destination. This phenomenon raises a question whether the city branding programs have worked in accordance with the cultural industries of the territory or if such labels influence the thought of tourists and locals. This paper begins by placing a consideration of the UNESCO Creative Cities Network (UCCN) and the strategies of the Territorial Marketing Program of the city of Lyon in France, Only Lyon. It also raises the question the perception of the target public to each of the current actions through semi-structured interviews which were applied between May and August 2015. Finally, I will try to open a discussion the brand positioning adopted by the city of Lyon

ResumenEn este trabajo analizamos las relaciones entre tomas de tierras y Estado, en elAlto Valle de Río Negro en Argentina. En un contexto general de especulacióninmobiliaria, por la que se encarecen los precios de alquileres y terrenos, y depolíticas de vivienda selectivas y acotadas, los sectores populares acceden aun espacio en la ciudad mediante tomas de tierras. Frente a estos conflictos,el Estado, en sus diferentes niveles y poderes, despliega una forma deintervención basada en la criminalización de las luchas por tierra y vivienda.Al mismo tiempo, el poder ejecutivo nacional crea la Secretaría de Acceso alHábitat, para posibilitar la intervención política orientada a la regularizaciónde los asentamientos. In a general context of real estatespeculation, where rents and land prices are expensive, and a policy ofselective and limited housing, popular sectors can have access to a spacein the city through land occupation. In front of these conflicts, the Statein its different levels and powers, displays a form of intervention basedon the criminalization of struggles for land and housing. At the sametime, the national executive creates the Secretariat of Access to Habitat,oriented to allow political intervention for the regularization of settlements.However, this intervention tends to re-register the housing problems in thepolitical arena, reducing it to a conflict “between parties” and eluding theresponsibility of the State.From a qualitative methodological approach, we selected as empirical referencethe case of the settlement of Villa Obrera in Fiske, Menuco (GeneralRoca). ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts
