This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. The waste bank is an alternative waste management in Indonesia. The waste Bank in Gunung Kidul Regency, Yogyakarta is one of the waste banks that has been established and is active until now. The method used to determine the generation and composition of waste is SNI 19-3964-1994. In addition, research data are obtained by observing and interviewing directly in the field, then analyzed by quantitative descriptive. The results showed the average rate of waste generation in Gunung Kidul Regency was 0.48 kg / person / day. The highest composition of waste in Gunung Kidul Regency is organic waste, which is 77.61%, while non-organic waste is 22.39%. At present, the Waste Bank in Gunung Kidul Regency is able to reduce waste by 0.86% with a total of 6,423 m3 / year reduced waste. The benefits of the existence of a waste bank, among others, are in the field of waste management, in terms of economic and social aspects. The potential for waste recycling is 17.49% from 22.39% of the total non-organic waste.

Abstract This paper aims to describe women’s role with active participation in waste management within their communities. The environmental awareness education of citizens combined with the application of the ‘4Rs’ principle (reduce, reuse, recycle, and replant) is necessary to develop waste banks to resolve the issue of waste. Waste bank management is predicted to be the best solution for the municipal waste management and increases the public’s awareness of recycling household waste as a waste management strategy. An increase in awareness begins at the community level. Women can be as social capital in community with the capacity to move the community through their active role in waste management activities. This study considered citizens in Karang Resik, Tasikmalaya, West Java, Indonesia and used the emancipatory participation methods of counselling, educating, and training. The results showed that the presence of a waste bank educated residents to be disciplined in managing their waste and provided extra income from waste collection. Moreover, it strengthened the social cohesion for women within the community. This study shows that local female administrators in family welfare empowerment programmes can be used as role models for other women and can provide a significant impact on waste management.

The research objective with the title "Analysis of the Role of Waste Banks to Improve the Creative Economy of the Community (Study at the Pamulang Garbage Bank) wants to know and describe the role of waste banks in an effort to improve the community's economy. Research with the object of the Ketumbar waste bank which is located at RW 18 Banda Baru Pamulang, South Tangerang uses a descriptive qualitative approach to explain the existing phenomena or symptoms. The waste bank has a big enough role in dealing with waste problems that have not yet been handled effectively and efficiently. It is hoped that the presence of a waste bank will be able to contribute to reducing the volume of waste as well as improving the creative economy of the community. The research, which uses researchers as its instrument, by conducting data collection techniques through interviews and document studies, determines the coordinator of the Benda Baru waste bank and his three teams as the key informants, which are the primary sources of information. The results show that the role of the waste bank has been able to improve the creative economy of the community but has not been optimal because what has been done is only as a container, the distributor has returned to the stall, has not yet reached the recycling development process so as to produce competitive production if marketed because it is constrained by the craftsmen who have creative power and marketing the creations of used goods craftsmen. This is because people still look down on used goods even though they have been recycled and the government's attention is not yet optimal in opening distribution channels for creative waste products. So the role of the new garbage nk plays a role as an intermediary for the community with used goods collectors stalls.

Garbage is a big problem in Medan City. Therefore, this study aims to find out how the role of government in empowering the community through waste management. In this study, data collection techniques were carried out through interviews, observation, and literature study. The analysis technique used is an interactive qualitative. Qualitative data analysis is carried out interactively and continues continuously until it is complete so that the data is already saturated. The results showed that the government did not have a special program for the development of this garbage bank. When the government has not optimally developed future development plans, the community will also feel pessimistic and unsure of the existence of this garbage bank. The community is less interested in getting involved in this garbage bank. The community felt that the training they had received was only knowledge and did not have a great opportunity to be developed. This relates to the statement that one of the obstacles in implementing community empowerment is the rejection of the community itself because the community does not have confidence.

The problem of waste in Batu City can threaten tourism sector in this city. The Waste Management System Program is held by the Environment Agency (DLH) Batu City seems to be unable to access waste problems in the upstream sector, particularly  household waste from residential settlements. This lack capacity of the program followed up by DLH by organizing a waste bank program through the establishment of the Community Waste Bank (KBS) Kartini Sejati which coordinated around 60 waste banks in Batu City to be involved in waste management.This study aims to explain the involvement of KBS Kartini Sejati in waste management in co-production and the obstacles faced by it. The concept of co-production refer to an alternative concept in the implementation of public services where implementation focuses on the dominant role of the community, while the government or other parties such as the private sector are only facilitators. This research  use qualitative method by utilizing data from observations, interviews and documentation. The results of this study indicate that KBS Kartini Sejati in several of its activities which include training in waste management, waste management, and "Sapu Bersih Sanpah Nyemplung Kali" (Saberpungli) have applied the principles of co-production. It is due to those activities have implemented six co-production principles, namely the development of community capacity, mutually beneficial relationships between actors, network development, the government as a facilitator and catalyst, and the community as an important asset in implementing services. However, in its implementation, the waste bank program still has several obstacles such as the limitations of the budgetary resources, the decreasing level of public awareness to be active in waste banks, and the lack of innovation in waste managementKeywords: Co-production; waste management, waste bank

  Garbage is one of the problems in Indonesia. Waste production in Indonesia always increases every year. Efforts should be made to reduce waste, one of which is by establishing a waste bank. The garbage bank has benefits for environmental sustainability, economy, and community empowerment. Kanci Bersinar Garbage Bank is one form of realization of environmental stewardship. Bank Sampah Kanci Bersinar is located in Kanci village 2 Salamkanci Magelang. However, the activities of the garbage bank have not fully gone smoothly. One obstacle in running a garbage bank is the factor of public awareness about the important role of the waste bank. Optimization efforts need to be done so that the activities of the garbage bank are in line with expectations. Optimization efforts are carried out by the University of Muhammadiyah Magelang through the Dedicated Community Services program. The optimization of the waste bank is carried out through the activities of caring for waste, creating a nutrition garden in the environment of the waste bank and making an application for waste bank management. Through the efforts to optimize the garbage bank, the Team has been able to increase public awareness about the role of the garbage bank and can improve the management of the waste bank in carrying out its activities. Produksi sampah di Indonesia selalu meningkat setiap tahunnya. Perlu dilakukan upaya untuk pengurangan sampah salah satunya dengan mendirikan bank sampah. Bank sampah memiliki manfaat bagi kelestarian lingkungan, ekonomi, hingga pemberdayaan masyarakat. Bank Sampah Kanci Bersinar merupakan salah satu bentuk realisasi kepedulian terhadap lingkungan. Bank Sampah Kanci Bersinar terletak di Dusun Kanci 2 Salamkanci Magelang. Namun, kegiatan bank sampah belum sepenuhnya berjalan lancar. Salah satu kendala dalam menjalankan bank sampah adalah faktor kesadaran masyarakat mengenai peran penting bank sampah. Perlu dilakukan upaya optimalisasi agar kegiatan bank sampah sesuai dengan harapan. Upaya Optimalisasi dilakukan oleh Universitas Muhammadiyah Magelang melalui program Pengabdian Pada Masyarakat Terpadu. Optimalisasi bank sampah dilakukan melalui kegiatan sosialisasi peduli sampah, membuat kebun gizi di lingkungan bank sampah dan membuat aplikasi pengelolaan bank sampah. Melalui upaya optimalisasi bank sampah yang telah dilakukan dapat meningkatkan kesadaran masyarakat mengenai peran bank sampah dan dapat meningkatkan pengelolaan bank sampah dalam melaksanakan kegiatannya. Efforts to reduce of waste generated by the community requires awareness, participation and cooperation among stakeholders. Denpasar Government implement strategies to manage waste handling and hygiene can be handled in each region. This step requires the integration between the systems of waste management, legal framework and clear support to be able to walk well, effectively and efficiently. On one hand, the management of solid waste management, especially those involving real role of the community, not separated from the support of government, private sector and society itself.  This study was designed using descriptive analysis of qualitative and interpretative. Data was obtained through data collection techniques. Interpretative with reference to the theory and frame of mind, in order to obtain an understanding of the data in accordance with the purpose of research. Data that have been collected from questioner lets further processed and analyzed by using Likert scale and then draw conclusions, resulting descriptive data to observe the household waste management system based Waste Bank in East Denpasar District. In principle, it was observed that the principle of the 3R (reduce, reuce, and recycle) has been applied substantially in the management of household waste bins bank based in East Denpasar District involving the community. The role of the community looked to their participation in the environmental clean-up activities, including composting, bio-pore and willingness to be come a member of waste bank. The results showed that (1) the perception of the community in the management of household waste is categorized as good with an average score of 3,83 (2) community participation in the management of household waste bank-based garbage in both categories with an average score of 3,68,  then used as a basis in determining strategies for the management of household waste bank based in East Denpasar District.

The role of the Waste Bank became important with the issuance of Government Regulation (PP) No. 8 of 2012 concerning Management of Household Waste and Household-Like Waste. The Semamung village waste bank is a waste bank that is still active and productive compared to other waste banks in Sumbawa. Therefore, this study aims to determine community participation and the factors that influence the level of community participation in Semamung Village, Sumbawa Regency in waste bank management. The data collection technique used purposive sampling technique with qualitative methods. Based on the results of research that has been carried out in Semamung Village, from about 478 Heads of Families (KK), only about 18 households are still active in participating in the Friends of Semamung Village Waste Bank and the factors that influence community participation in the Semamung Village Friends Waste Bank program are the number of family members, gender, age difference, and low socialization carried out by the management of the Semamung Village Friends Waste Bank. This study concludes that the participation of the Semamung Village community in the Friends Waste Bank program is still relatively very low.

Inorganic waste management through Malang Waste Bank (BSM) is expected to reduce the risk of Dengue Hemorrhagic Fever (DHF). However, the number of neighborhood groups (RT) which become BSM participant varies. The problem is whether or not this variation will result in different entomology of mosquito larvae indexes. The purpose of this study is to prove the role of inorganic waste management to the risk of DHF transmission. Longitudinal survey was conducted weekly for 4 months in 2013 in six villages with the highest dengue cases in the city of Malang. Villages were classified into 3 types of membership of Malang Waste Bank (BSM). The result shows that the number of controllable containers is more than disposable container. Kruskal Wallis test mentions that the House Index (HI), Breteau Index (BI), Container Index (CI), and Density Index (DI) of the three villages are significantly different (p <0.05), while MI is not different. MI is related to all of mosquito larvae entomological indexes except with HI. Therefore, it can be concluded that the level of cleanliness of an area (MI) can be an indicator of the high index of mosquito larvae entomological indexes.
