The problem of the values of Ukrainian society is one of the most important and debatable problems in modern scientific discourse. This is due to the transition of our state from the traditional model of the state, in which there is authoritarianism, secrecy, to a socially oriented society and a democratic, open state.Accordingly, there is a change in values, which is an integral part of the existence of any society and state. To replace the Soviet system of declaration of surrogatecollective, paternalistic values, which existed for several decades, a new system is formed, which provides a clear orientation of Ukrainians to European values, the significant achievements of the Ukrainian people, the moral recovery of society, increasing values and culture of civil society. Honor and dignity of Ukrainians, which is an indispensable basis for the development of moral culture of society.The purpose and objectives of the article. Based on the achievements of modern science and philosophy, to analyze the essence of the moral culture of the people, the place of human dignity and its importance in moral culture; to characterize and classify the main factors of dignity formation in the moral culture of the people. The research methodology is complex and is based on philosophical-anthropological and philosophical-cultural analysis of the problems of formation of moral culture of the Ukrainian people and its structural element - human dignity. Research results.The most important, synthetic, integral consequence of human development is moral culture. Moral culture is the level of assimilation by an individual or a group of people of existing moral values in society, the degree of their involvement in the moral aspects of activity, a measure of personal moral development. Practical and spiritual factors include, first of all, ethnic stereotypes specific to a certain people (traditions, customs, rituals, typical traits of character and behavior, dominant emotions, folk crafts, entertainment, games), as well as historical memory, established symbols, folk shrines. Historical memory, preserving every page of life, the people’s struggle for social, political and national rights at all stages of its development, serves as a solid foundation on which national self-consciousness is successfully formed.Institutional factors are important for the formation of dignity in the moral culture of the people. These include nation- and state-building activities of public authorities, national elite, political parties, religious and public organizations. If the state creates conditions in society for the assimilation of the historical and cultural experience accumulated by the nation, it contributes to the education of national self-esteem, ie awareness of community members of their belonging to the nation, their duty to the community of like-minded people. Conclusions. Summarizing the results of the study, we can formulate the following conclusions. Human dignity in the moral culture of the Ukrainian people is the result of the interaction of a combination of many factors that determine its structure and content. The process of its formation is quite long, complex and contradictory. This is due to the fact that it is human dignity that provides the spiritual, ideological foundation for the functioning of national communities, contributing to the development of promising guidelines for the development of the nation and the state.

Human dignity is the basis of human rights. From the four dimensions of dignity - the status subjectionis, the status negativus, the status positivus and the status activus - both form and content of human rights can be justified. The form as subjective rights is necessary so that man is treated as a subject and not as a mere object (status subjectionis). In terms of content, human rights protect not only freedom from the state (status negativus), freedom through the state (status positivus), but also the freedom of the individual to participate in the establishment of public authorities (status activus). In addition: human dignity itself is a human right.

The article comprehends the ideological-political, historiosophical beliefs of Ulas Samchuk, the author’s vision and understanding of Ukraine, projections of national identity and the specifics of their translation into the writer’s artistic texts. It is noted that his literary works as spiritual and aesthetic organisms necessarily combine knowledge of geopolitics, internal attitudes and beliefs, the author’s will, translated within the chosen style of presentation. The priority for the writer is the initial foundations of artistic thinking, which depend on the success of the search for Ukraine and ukrainism. The material for their creation became details, pictures, facts that belonged to thewriter’s memory, the ideological meaning was determined by the thinking of the utopian politician, and the content — by the imagination of the patriot — exile. It is noted that in consideration of the European (in geographical terms) origin of Ukraine, its future, according to Ulas Samchuk, is certainly connected with Europe. It is important to awaken the national consciousness and human dignity of Ukrainians in order to obtain the freedom. The writer considers the Khutor as a form of preserving the national identity of Ukrainian people, the centre of the state world of Ukraine and the type of a person whose traits in the gradation of social values are decisive. Ulas Samchuk comprehends the role of a person of art in history, society, and notes that a humanistic personality with a certain lifestyle is the spiritual guide of the people. The vast majority of Ulas Samchuk’s political and ideological beliefs is represented in his prose works by appropriately organized means of artistic speech.

The author examines the reasons for the aggression of the Germans during the Great Patriotic War, analyzes the materials of the State Archive of the Krasnodar Territory, relating to the time of the occupation of the city of Krasnodar by Nazi Germany, cites the facts of torture and mockery of the residents of the city by the "masters of new life". The author also pays attention to the appearance of collaboration in the Cossack environment and reveals the reasons for this phenomenon, gives examples of the worthy contribution of the Kuban Cossack formations to the Great Victory, and considers it necessary to collect and preserve the truth about the war, to remember the indomitable spirit of the people, to form a sense of patriotism among young people, to preserve historical memory and historical consciousness.

Abstract In a perspective of a long-awaited and postponed revision of the Romanian Constitution, we consider that it is necessary to reanalyze the name of the state power, given to public authorities (legislative, executive and judicial), opposite the quality of the Romanian people's sole proprietor of power in the state. Under this aspect, the current constitution materializes an obvious normative indecision and inconsistency of terminology of the constituent Legislator.Also, in the legal doctrine of the field, although there are numerous and remarkable scientific works of constitutional law, he subject, as a rule, is bypassed, and the power of the people and the powers of the state are analyzed As if the first consecration would not exclude the other, And the recognition of the latter would not question the existence of the former

Budget organizations are created by public authorities, they are non-profit organizations whose activities are related to the provision of various types of services. They are financed by the state budget on the basis of financing plans of higher-level organizations. The main goal of budget organizations is the implementation of socio-cultural, managerial, scientific and technical projects, non-commercial in nature, which and funded by the state budget. The article describes the peculiarities of accounting in budget organizations and analyzes the implementation of an individual financing plan, provides a vertical analysis of the remuneration of key staff of an enterprise, along with the analysis of the number and quality of the staff and its movement in a budget organization. The purpose of the research is to determine the features of accounting and analysis of wages and salaries in budget organizations. To achieve this goal, the tasks were set to determine, on the basis of the analysis, the degree of supply of high-qualified specialists in budget organization; if an organization’s human resources are used effectively and efficiently; to identify the urgent problems in labor accounting and analysis of wages; to develop the main ways to improve accounting processes and increase the efficiency of the use of labor resources in budget organizations. Various research methods were used such as comparative, statistical methods and a structural analysis. In the context of globalization of the economy, the effective and rational use of personnel has a direct impact on the well-being of the people, labor productivity of employees of enterprises of all forms of ownership, including budget organizations. The article proposes the methodology to assess the effectiveness of labor resources within each structural unit, as well as for each employee personally by applying such methods as questioning, testing, appraisal interviews and others. The problems of accounting and analysis at enterprises in the context of international financial reporting standards are currently relevant, consequently it is necessary to work further to improve the organization of accounting and analysis of staff remuneration in budget organizations.

The author addresses the problems of the correlation between the national and the global (universal) in the cultural identity of Russia, as well as the interaction of tradition and modernization in the development of all spheres of Russian society. The article presents the position of the founders of the ideology of Slavophilism — A.S. Khomyakov, I.V. Kireevsky and J. F. Samarin. In the conditions of Russian autocracy in the middle of the 19th century Slavophiles demonstrated double civil courage, opposing their point of view to the state conservatism and state modernization. The attitude of Slavophile thinkers to the reforms of Peter the Great as a turning point in the history of Russian society and state, as well as in the formation of national selfconsciousness is shown. There were disagreements between Slavophiles in assessing the state of pre-Petrine Russia. However, the most important negative consequence of Peter's reforms and uncritical borrowing of the Western enlightenment was seen by all Slavophile authors as a split in Russia's cultural identity: the separation of educated society from the people and separation of the state from society. The Slavophiles associated the bridging of this gap with two factors. Firstly, with a revival of the Russian Enlightenment based on a synthesis of the national spiritual tradition and the universal achievements of Western civilization. Secondly, with the implementation of social and political reforms “from above”, first of all — with the abolition of serfdom.

The problem of people's control, the importance of which is indisputable for the implementation of environmental rights in the state, is one of the most complex, significant and fundamental issues in the theory of state and law. Theoretical understanding and development of practical recommendations for solving this problem is a necessary condition for effective scientific management of social processes. Discovering the essence of the concept of "people's control" as a fundamentally new legal category for domestic science, as well as solving a number of other problems of theory and practice of such control requires a thorough study of its formation as a separate independent legal institution and approval and improvement of its forms. It should be noted that the control of the people is one of the types of public control, which consists in monitoring citizens over the activities of public authorities, their officials, as well as analysis and verification of these activities, aimed at preventing, detecting and stopping actions that cause violations and legitimate human interests, including environmental. In addition, control is an important factor in the formation of civil society and the element that ensures the relationship between government and the people, which in turn is a necessary condition for building a democratic and legal state. Thus, it can be noted that all the mentioned authors consider only certain areas of people's control, bypassing such an important factor as recognizing it as a separate independent legal institution that has an important impact on the implementation of rights, including environmental. The actualization of this provision is especially intensified in view of the fact that the process of institutionalization of civil society is underway in Ukraine, and the turbulent events of political life give it certain impulses. Thus, the importance of people's control in various spheres of state and public activity, including environmental, is not in doubt, and its level corresponds to the development of democracy, civil society institutions, their impact on public authorities. Public control is designed to increase the responsibility of the state to citizens for its decisions and for the achievement of state obligations, as well as to ensure the proper exercise of rights and freedoms, including environmental.

The article examines the problems of cultural heritage, which occupies a special place in the Kazakh worldview, the historical and philosophical analysis of this topic is a requirement of modern science. This is determined by spiritual, social, political and ideological factors. By cultural heritage, we mean spiritual values such as cultural traditions, stable standards of perception and behavior, moral norms, stereotypes of thinking, political, legal and philosophical ideas, aesthetic concepts. It is these traditions that constitute the historical roots of the modern life of the people and reflect its essence. Every society has a culture formed as a result of centuries of human development. Culture as the main form of dissemination of social experience contributes to the vitality of society in history and always preserves the experience of previous generations. At the same time, the peculiarity of culture is that it is a public memory. Culture is a historical memory that always provides constant spiritual, moral and intellectual qualities to the surrounding human environment. In this case, culture is a collection of heritage information that is formed, preserved and disseminated by humanity. Historical and philosophical study of cultural heritage strengthens spiritual culture. It is important for Kazakhstan to update the philosophy based on national cultural values.

One of the main guarantees of building a sovereign and independent, democratic, social, legal state is to ensure the rights andfreedoms of the people in it.The purpose of the article is to establish the role of public administration in ensuring human rights and freedoms, as well as todetermine the main directions of improving the mechanism of work of public authorities on this issue.The role of public administration in ensuring human rights and freedoms and the problem of the need to reform it in Ukraine arestudied in the article. A comparative analysis of the model of public administration using international experience has been done. Waysto improve the domestic model of public administration in ensuring human rights and freedoms based on the experience of Germanyare proposed.Nowadays, the issue of ensuring human rights and freedoms is relevant not only in Ukraine but also in international practice. Thekey actor in the sphere of public administration is the state, represented by public authorities, which carry out their administrative acti -vities aimed at ensuring human rights and freedoms. Not surprisingly, Article 3 of the Constitution of Ukraine enshrines the provisionthat human rights and freedoms and their guarantees determine the content and direction of the state. However, today public administrationin Ukraine is characterized by inefficiency and frequent violations of the law. The relevance of the topic of this study is due tothe need to improve the model of public administration in Ukraine, as a key activity of public authorities to ensure human rights andfreedoms.Analysis of the functioning of public administration to ensure human rights and freedoms should be carried out with the definitionof “public administration”, due to the fact that in the legal field there is no definition of this concept. In our opinion, the following definitionof public administration should be given – it is a set of organizational and legal components of the management of public autho -rities.So, today there is a question about the effectiveness of such activities in Ukraine. Therefore, public administration bodies, usingthe experience of foreign countries, must reform the modern model of public administration, which will fully ensure human rights andfreedoms and will be their guarantee.

The subject of this research is the cultivation in younger generation of respect to folk culture as a foundation of uniqueness and self-identification of the people. An intrinsic element of folk culture, along with the folksong and folkdance, is the memory of historical events as the basis for the development of folklore. Having analyzed the events of the late XX – early XXI centuries, the conclusion is made on inadmissibility of nullification of panhuman values and separate acts as crimes against humanity. Thus, it is suggested to view the culture of preservation of historical memory as an essential element in cultivation of folk culture. The author establishes correlation between the development of cultural diversity of ethnoses, peoples, nationalities and nations populating the Russian Federation and the formation of the unified national idea of the state. The result of analysis of the events related to violation of the provisions of the Nuremberg Tribunal Verdict on recognition of Nazi collaborators as freedom fighters in separate European states, led to realization of the need to cultivate the culture of preservation of historical memory and refrain the younger generation from overrating the outcome of World War II. Emphasis is made on the need to develop culture of working with the archival data as the foundation for preservation of historical memory of the population of modern Russia.
