The article analyzes the peculiarities of the formation and development of the system of out-of-school institutions of scientific and technical direction in Ukraine as the institutions of pupils’ leisure organization; in retrospect, the network of regional stations for young technicians describes the forms of group work on children’s and students’ technical creativity, focused on solving the challenges of time and the demands of the younger generation. On the basis of generalization of sources of historical experience, the ideological, functional, educational, and production value of additional educational services in out-of-school institutions is revealed. These kinds of services are essential for modern society and are directed on comprehensive harmonious development, preparation for life, and pupils’ professional realization by means of scientific and technical creativity It is established that the current state of extracurricular education development is based on the spiritual experience of generations and the idea of ‘child-centeredness,’ aimed at the development of scientific and technical creativity in the global context. The significance and semantic peculiarity of the group work on technical modeling as the link that is decisive for the pupils’ further choice of the profile of education and primary pre-professional orientation is substantiated. The best experience of out-of-school education institutions, the uniqueness of their structure, and the importance of highly qualified staff are considered; some regional features and specifics of the organization of scientific and technical creativity in the activity of out-of-school educational institutions are found out. The principles of coordination of activity of institutions of a scientific and technical direction, bases of realization of educational partnership at the level of the country in the form of carrying out of organizational and mass actions on various profiles of activity are outlined; the new course of reforming out-of-school educational institutions is focused on building internal quality assurance of educational services through structure, indicators, and criteria.

Contemporary educational processes have to be in tune with the increasing global tendencies. All the world countries strive to unite under the umbrella term “global village”, which implies interconnected and almost unified political, economic, cultural, juridical and even educational spheres of life.  Special grave challenges are faced by contemporary post-Soviet countries. They have to undergo the post-communist era, to struggle for the survival via radical correctional policy and to interweave globally oriented as well as capitalistically oriented strategies. The greatest challenge is posed to the educational sphere. Many post-Soviet higher educational institutions strive to join the European Higher Education Area. The given institutions try to interflow for the genuine overcoming of the existed “insurmountable” barriers. They consolidate collaboration and cooperation on different research and educational programs. Many newly-created joint projects appear and “play a key role in creating the rightful architecture of modern society. A central point in this process is the enquiry to identify… most urgent problems in national educational systems”(Pourtskhvanidze, 2016), to determine the strategies of functioning in multilingual society and to create a universal educational model of post-communist area via finding a balance between national and worldly. The given paper presents innovative university projects, which belong to two different worlds: the highly developed capitalistic world (Italian international project “Linguaggi e attività Produttive”) and post-Soviet “capitalistically-directed” space (Georgian-Ukrainian “DIMTEGU”). “Linguaggi e attività Produttive” and “DIMTEGU” have different nature and individual ways of development. However, both of them present innovative mechanisms of the preservation of multiculturalism and plurilingualism. The promotion of multiculturalism, facilitation of the preservation of plurilingualism, introduction of multilingual teacher education, development of appropriate curricula and teaching materials, suggestion of the fruitful ways of the adaptation to the global challenges  – these are the major issues of our paper and crucial problems of today’s educational world.

The global informatization of modern society, development of telecommunication, communicular and information technologies - on the one hand and the powerful challenges to all humanity in the form of epidemics (coronavirus infection COVID-19, bird flu, various forms of pneumatic and hepatitis), natural and man-made disasters, military and political conflicts, wars - from the second, determine significant changes in priority forms of educational process, and distance learning (DL), in these conditions, becomes the only possible option for providing quality educational services with minimal financial expenses for its organization.

The relevance of this topic is due to the burning issues and challenges of today, namely, a detailed review of the organization and functioning of out-of-school educational institutions during quarantine. Given the fact that currently the entire system of education is undergoing a period of fast adaptation to work in the newly created information educational environment, the system of out-of-school education does not stand aside and quickly progresses its developments in this direction. The article presents the results of the analysis of organization of institutions of out-of-school education during the transition to the provision of educational services using remote technologies in Ukraine under severe quarantine restrictions. The stages passed by all participants of the educational process are clarified and considered in detail, including the mechanisms used by pedagogical workers in establishing communication with pupils, parental community and administration. A number of normative documents was identified as critical for the sphere under consideration, for they regulated the work of out-of-school educational institutions during the period of mass transition to the distance form of providing educational services. The mechanism of realization of the newly introduced legislative documents by out-of-school educational institutions is reviewed. The main digital resources used by out-of-school teachers for the organization of distance learning are highlighted. The issue of organizing the work of the administration for the transition to a remote form of educational services provision is described in detail. The mechanism that provides generalization of information about students’ feedback is analyzed. The work of the psychological service regarding the possible consequences and negative impact of digitalization of learning on the major categories of participants (teachers, students, parents, state officers) is considered and analyzed. The author points out and highlights the positive and negative aspects of the impact of the introduction of distance learning in selectives and creativity clubs on its members and personnel. The current state of readiness of out-of-school educational institutions for work in near-to-critical or crisis-based conditions is generalized and described. A number of identified issues requires further investigation into the possibility of providing educational services by corresponding educational institutions with the help of distance learning technologies and ICTs.

The new paradigm of education development actualizes the problem of the formation of highly qualified teaching staff who masterfully mastered communicative competence, which is based on communicative skills. In the face of growing competition in the higher education market, effective communications management is becoming increasingly important. Among the various ways to attract consumers of educational services to study at higher educational institutions, communications are becoming more and more relevant - one of the most important components of the activities of higher educational institutions, provides the process of transferring the necessary information about the range of educational services to consumers. The main participants in the educational services market are: the state represented by executive authorities at different levels, higher education institutions, organizations and enterprises, households, and individual citizens.

The relevance of this article is to study the market of educational services for preschool children, since education is the fundamental beginning, the Foundation of human socialization and the most important means of cultural communication between generations. In relation to the modern period of Russian education development, it is a close attention and control to all areas of educational activity, as well as a duty to the continuous development of each educational institution, including the modern specifics in the field of manage0ment, using a marketing approach. The purpose of the study is to investigate the practice of educational services consumption, using a marketing approach. Research methods: an online survey was used as a research method, which allows us most effectively to investigate the quality and specifics of educational services provided. Research results: the article examines the market of educational services for preschoolers, describes the quality of services offered in the view of consumers. Practices of educational services consumption are investigated. The novelty and originality of the research lies in the fact that the market of educational services was studied for the first time using a marketing approach. It shows that producers of additional educational services primarily focus on the cost of services in their advertising messages, and most educational centers use information about highly qualified teaching staff. It determines that the future of promoting educational services on the Internet belongs to social networks. The main semantic units of competitive advantages of educational institutions stated in the advertising message are identified: training program; cost; qualified personnel; individual approach; unique additional offer. The article shows that the choice of additional classes is extremely limited and does not meet the needs of modern parents. It is determined that choosing additional classes, following things are important for parents: strengthening the child's health, the appearance of new acquaintances, which directly affects the socialization of the child in society. It is shown that fewer students attend foreign language classes and music classes. There are quite interesting and rare wishes of parents for narrow specializations: gymnastics, theater Studio, classes with a speech therapist, social sections. It is revealed that the highest level of satisfaction the following characteristics of educational services showed: the location of the institution; the schedule; the result of a child's development after attending; the attitude of teachers to children. Practical significance: the data Obtained in this work can be used in marketing, social psychology, pedagogy, and age psychology.

The relevance of the study is conditioned by the fact that at the present time, due to the changes in political, social and economic spheres of Russian society, special demands are required for a future expert, a graduate of a higher school. Most scholars are inclined to believe that modern society requires the rethinking of higher education development concepts, the provision of the focus on a competent combination of education, research and an individual upbringing process. Upbringing work at the university has repeatedly been the subject of pedagogical research, but at the same time, the problems related to the specifics of student upbringing achievement to the level of aspiration for self-education through the use of modern educational technologies remain insufficiently studied. The article clarifies the concepts of "self-education", "tutor support" within the paradigm of education by creating the conditions for the self-actualization of an individual, humanization and democratization of the teacher's and trainees' relations learning among themselves; they describe the stages of experimental work on the implementation of the Pedagogical Support Program for students in order to introduce them to self-education. The following methods were used in the study: theoretical methods (the analysis of psychological, pedagogical literature, mass study and generalization of advanced pedagogical experience, pedagogical modeling) and empirical methods (pedagogical observation, conversation, questioning, interviewing and testing). The obtained materials of the study can be of interest both for educators of higher educational institutions, and for the experts in secondary vocational education and the teachers of educational centers.

Learning is useful in solving the problems facing educational institutions and consumer needs. Learning is expected to meet the complexities of the human personality as the integrity of national education goals. Learning system is expected to improve the intellectual and spiritual competence of learners. This policy should be used as a basis for the development of education in this country.</p><p><br /><strong>Abstrak</strong></p><p>Pelayanan pendidikan berkualitas menjadi tantangan pengembangan pendidikan di Indonesia. Pendidikan yang berkualitas akan menghasilkan sumber daya manusia yang berkualitas pula. Imbasnya banyak lembaga pendidikan menawarkan sistem pembelajaran yang integrasi. Hal ini menjadi kebijakan dalam merespons kebutuhan konsumen di era globalisasi dan era teknologi. Pembelajaran ini berguna dalam memecahkan masalah yang dihadapi lembaga pendidikan dan kebutuhan konsumen. Pembelajaran ini diharapkan menjawab kompleksitas keutuhan kepribadian manusia sebagai tujuan pendidikan nasional. Sistem pembelajaran diharapkan dapat meningkatkan kompetensi intelektual dan spiritual peserta didik. Kebijakan inilah yang harus dijadikan dasar pengembangan pendidikan di negeri ini.</p>

AbstractCollaborative learning in the form of group work is becoming increasingly significant in education since interpersonal skills count in modern society. However, teachers often get overwhelmed by the logistics involved in conducting any group work. Valid support for executing and managing such activities in a timely and informed manner becomes imperative. This research introduces an intelligent system focusing on group formation which consists of a parameter setting module and the group member visualization panel where the results of the created group are shown to the user and can be graded. The system supports teachers by applying algorithms to actual learning log data thereby simplifying the group formation process and saving time for them. A pilot study in a primary school mathematics class proved to have a positive effect on students’ engagement and affections while participating in group activities based on the system-generated groups, thus providing empirical evidence to the practice of Computer-Supported Collaborative Learning (CSCL) systems.

 The author singles out and characterizes  periods of the development of out-of-school education in Ukraine (second half of the XX – beginning of the XXI century) – the period of the Soviet time (1952–1990) and the period of  Ukraine as an independent state (1991–2014), the differences of which are determined by socio-political and socio-economic condition of the country. The publication identifies the main types of out-of-school institutions, the content, forms and methods of out-of-school education in each of the mentioned periods of its development.The author concludes that despite all the socio-political and  historical difficulties, the system of out-of-school education in Ukraine (1952-2014) had positive trends in the formation of this component of continuous  learning and in the direct impact on the individual.Key words: out-of-school education, development of out-of-school education, periods of development of out-of-school education, content of out-of-school education, forms of organization of out-of-school education, methods of out-of-school education, out-of-chool institution.

The changes in the procedure for providing paid educational services by budget educational institutions, approved by the decree of the Government of the Russian Federation No. 1441 of September 15, 2020 for the period up to December 31, 2026, which entered into force on January 1, 2021, are considered. A comparative analysis of the previously valid and newly approved rules for the provision of paid educational services, which should be guided by medical educational institutions in the next five years, is carried out. The article analyzes the procedure for obtaining targeted education, its implementation in medical educational institutions, and the features of further employment of graduates.
