<p>Quality educational services to the challenge of pen-education development in Indonesia. Quality education will produce quality human resources as well. Impact many institutions offer learning system integration. It becomes a policy in response to the needs of consumers in an era of globalization and technology era. Learning is useful in solving the problems facing educational institutions and consumer needs. Learning is expected to meet the complexities of the human personality as the integrity of national education goals. Learning system is expected to improve the intellectual and spiritual competence of learners. This policy should be used as a basis for the development of education in this country.</p><p><br /><strong>Abstrak</strong></p><p>Pelayanan pendidikan berkualitas menjadi tantangan pengembangan pendidikan di Indonesia. Pendidikan yang berkualitas akan menghasilkan sumber daya manusia yang berkualitas pula. Imbasnya banyak lembaga pendidikan menawarkan sistem pembelajaran yang integrasi. Hal ini menjadi kebijakan dalam merespons kebutuhan konsumen di era globalisasi dan era teknologi. Pembelajaran ini berguna dalam memecahkan masalah yang dihadapi lembaga pendidikan dan kebutuhan konsumen. Pembelajaran ini diharapkan menjawab kompleksitas keutuhan kepribadian manusia sebagai tujuan pendidikan nasional. Sistem pembelajaran diharapkan dapat meningkatkan kompetensi intelektual dan spiritual peserta didik. Kebijakan inilah yang harus dijadikan dasar pengembangan pendidikan di negeri ini.</p>

Marketing of educational services is a strategy undertaken by the agency in improving human resources are in an institution, with the aim to improve the image of the institution of quality education and can compete with other educational institutions, as well as able to boost high competitiveness. This also shows that competition in the world of education is unavoidable, seeing that many educational institutions have been abandoned by their customers so that in recent years there have been mergers between educational institutions. Besides, the ability of administrators is a prerequisite in maintaining and improving educational institutions. Based on this, there are several problems that must be achieved by Islamic educational institutions, especially schools to market the services of these educational institutions with the aim of Islamic educational institutions being more widely known among the public as consumers of educational services.

Character education is a vital instrument in determining the progress of a nation. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. School of Communication (Sekom) is a place for educational institutions of the Indonesian Navy'sNational Army which has the duty to educate and prepare human resources in the field of communication.In providing Morse gesture learning material, the instructors still use the media in the form of a Morseknock tool manually, the news is received and recorded by other students with a sheet of paper or abook. There are ideas or ideas from the author to combine the Morse signal method using computermedia in its implementation. The design of this study was carried out to provide an overview of thesystem to be created. The flow of news delivery is news that is processed in the server and then sentusing the computer as a server automatically so that it will come out in the form of morse audio after theprocess begins and then is received by students using a computer as a client and the results of studentanswers will be automatically saved into the server, after saving the teacher can retrieve the resultsdirectly typing students who automatically have a value that is managed in the server. The assessmentsystem is automatically processed in the server by means of a comparison between the news sent by theteacher with the results typed by students.Keywords: Morse, Server and client.

This paper attempts to investigate madrasah in line with the 5 year momentum of madrasa (2004-2009) coincided with the enactment of the National Education System Act No. 20 of 2003. Hence, this is to portray the madrasa after the birth of the Act. Madrasah has a clear position that is equal to that of public schools. Madrasah can be viewed from five elements, such as, namely, access, quality, relevance and competitiveness, and management and governance. Further this also describes the demands that the  madrasa have to be more active in self-portraying as the best educational institutions with competitive advantages, and being able to build an extensive network. In this regard, Madrasa must first be able to overcome some common problems, such as lack of human resources, lack of infrastructure, limited funds, traditional management, and so forth.

It is necessary for Islamic educational institutions to have the power of changing themselves to be able to take part in determining the ideal and success of national education. Precisely, today, Islamic educational sys­tem is perceived weak and powerless in the dynamic of social changes have been occurring in the society. Even, this situation, it is frequently assumed as the burden of national education. Why can it be so? Aren't Islamic educational providers are also referring to the only one Law, that is, Law Number 20 year 2003 regarding National Educational System? What is wrong with Islamic education ? How is the quality of human resources of these providers? This article tries to answer those questions. This article also deals with analogue of Islamic Education as a subsystem of national education with family system in Islam. Fam­ily is a system. Child is a subsystem of the family. The more the child is matured and independent the better his/her family is.

The purpose of the article is to trace the path of national education from Kiev Rus to the Soviet Union. The task is to summarize the key events and key concepts in the history of the formation of education in Ukraine through the prism of language picture of the world of the Ukrainian people, as language reflects all problems of the nation at each historical stage of its development. Our study is relevant in terms of reformation of Ukrainian education and appropriate processes: the accession of Ukraine to the Bologna Process in 2005, implementation of the Law of Ukraine “On Higher Education” (2014), discussion of the draft of the new Law of Ukraine “On education”. The research is based on the analyses of the following texts: “Ukrainian Encyclopedia”, which presents the history of education in close connection with the general history of Ukraine, “History of Education in Ukraine” by S. Siropolko, “Ukrainian small encyclopedia”, ed. prof. J. Onatskyi, “Encyclopedia of History of Ukraine”. We have classified the language means of education representation into several thematic groups taking into account the time, geographical and political features of the country in each period. They include types of educational institutions of different levels, forms of authority and funding sources of educational institutions; education authorities; stages of education development; education regulations; cultural and educational organizations and their periodicals; student organizations and their periodicals.

Education as a learning activity or teaching and learning process can occur both inside and outside, as an educational activity can take place in the family, as well as in official educational institutions, activities or institutions are able to instill and make Islam as the basis for implementing education. The strategy implemented in facing the development of science and technology is the motivation of students' creativity towards the development of science and technology itself where Islamic values become a source of reference, educating skills, utilizing science and technology products, creating a strong link between religion and science and relationships with scientists who hold science and technology authority in their respective fields, Instill broad attitudes and insights into the future of humanity through the ability to interpret religious teachings. One of the priorities of national education development in relation to the development of the quality of human resources is related to improving the quality of each type and level of education so the existence of Islamic education in the face of the development of science and technology needs to be developed policies that emphasize improving the quality of human resources, intellectual intelligence, emotional intelligence, and spiritual intelligence.

The process of reforming national education involves solving a number of overdue problems, among which an urgent issue of equal access to quality education still remains. Providing high-quality educational services to learners regardless of their social status, locality of residence, financial capacity, and other concomitant factors are a social and humanitarian task of the state.The introduction of the inclusive education system is an integral part of the functioning of the reference schools. The success of this process depends on the implementation of a number of systemic tasks, among which the following are the priorities: convenient location of the educational institution for the transportation of children from different settlements; provision of qualified pedagogical staff with appropriate training for working with children with special needs as well as staff units of correctional educators; presence of the modern level of material and technical support in accordance with the needs of children with special needs (meeting the requirements for the architectural accessibility of the premises of the educational institution); ensuring equal access to quality education for all persons, including those with special educational needs; creation of a single  information space  for the organization of distance learning for children with special needs; collection of reliable statistics to provide up-to-date information on reference schools and the organization of inclusive education for further analysis and adoption of sound management decisions based on it; bringing to a wide range of users of educational services, parents, communities of OTG, public organizations of positive experience of work of basic educational institutions; Disclosure of information about inclusive classes, forms and methods of training in them; monitoring of the functioning of the reference schools.
