Problem setting. Structural reforms in the healthcare system, medical institutions autonomization and radical change in their financing model, necessitate continuous improvement of methodological and organizational approaches to the training of modern specialists in the field of healthcare organization and management. Recent research and publications analysis. Conceptual, terminological and practical aspects for the formation of the leadership professional competence are considered in the numerous works by foreign and domestic scientists. T. Kravtsova, K. Khomenko, M. Mruha and others considered the peculiarities of educational approaches to the formation of professional competence for medical staff. Management capital in the healthcare system was studied by V. Borsch. The information support model for the formation of the leadership professional competence in the healthcare field was proposed by L. Lishtaba. Highlighting previously unsettled parts of the general problem. Despite the significant scientific achievements of the scholars, there is still no comprehensive research, concerning the development of a universal model for the formation of the leadership professional competence in the healthcare system integrated by levels and forms of education. Paper main body. The model for the formation of the leadership professional competence in the healthcare field could be considered from the philosophical and socio-economic point of view. The philosophical aspect of the model reflects a dialectical set of forms and methods for influencing the formation of knowledge, skills and abilities, as well as the leaders’ capability to act effectively and to achieve results in the healthcare management. The socio-economic aspect of the model means that it is always specified by certain socio-economic conditions of society development, the requirements of the market environment for the leadership professional qualities, and the healthcare system features. The model is implemented through a mechanism, the core of which being the state personnel policy in the healthcare field. Legal, economic and administrative methods of state influence are the means for its implementation, while educational and professional programs of postgraduate education and continuing professional development programs in the healthcare are the implementation forms. The objects of the model are organizational, legal, economic, educational, value-personal subsystems (elements) of the system of formation and development of the leadership professional competence in the healthcare field. Conclusions and perspectives for further research. Having considered the conceptual apparatus of the system of formation and development of the leadership professional competence in the healthcare field, we can form an idea of its scientific (abstract) structural and functional model. Filling each abstract element of the mechanism for the model implementation with specific content could be the next important step of scientific research.

Background: One of important subject in the operations' management fields is partitioning matter that was investigated in the study. This topic has recently received more attention from researchers of the healthcare management systems' field. This subject is important because planning about improvement of the healthcare system structure is considered as one of the most important management problems in each society. The goal of solving this problem was to district a society into several areas, so that each area can cover its  health services completely. Methods: This fundamental-applied study was conducted based on the Genetic optimization algorithm, particle swarm, and differential evolution to improve the current structures with regard to the existing health structure in Iran. Moreover, the health system strategic model was applied to categorize the population regions into 10 partitions. According to nature of the investigated problem, the objective function is maximizing the equilibrium amount in each district. The constraints included exclusive assignment and not-existing unusual assignment. Unusual assignment is defined as existence of no contiguity and holes in partitions. Results: According to the obtained results, the particle swarm algorithm had the most efficiency, while differential evolution had the lowest efficiency. However, the stated constraints were satisfied completely in all algorithms, which represented appropriate efficiency of the modified algorithm in the generation solutions. Conclusion: The results obtained from solving this problem can be used as a useful tool in improving the existing healthcare system in Iran.

The purpose of this article is to study the share of women involved in healthcare management at various levels. Results: The women engaged in top management are 28%. The share of women at the middle level of management is nearly twice larger (53.4%). In operational management such as the management of healthcare establishments, women’s participation is 36%. Conclusion: Women’s representation in the management of the healthcare system in Bulgaria (35.9%) falls behind European countries’ indicators (41%). Bulgaria is applying a gender equality policy but a lot remains to be done.

The exit of nurses from the Irish healthcare system is a growing concern especially coupled with the ageing population of Ireland. The article explores the many reasons nurses are leaving the country: mainly the disrespect by management, unfair compensation and the shortage of staff leading to professionals being overworked and eventually experiencing burnout. For many professionals, it has become an issue of their own physical and mental well-being. There are a few recommendations discussed to solve the issue of nurses, which includes a strong push to change perspectives of management and a change of policy by the government. These include retraining healthcare management, an emphasis on hiring and retaining nurses by increasing incentives and making the workload easier to carry.

Comprehensive analysis of scientific studies of national and foreign scientists showed that the problem of the teachers’ professional development improvement has been represented in theoretical and practical philosophical, psychological and pedagogical science. The analysis of development of the postgraduate education tendencies, life-long professional education of adult learners, long-term scientific and pedagogical experience have revealed the relevance of research in the improving of the teachers professional development. This research has been appropriated by the increased requirements for postgraduate education and traditional approaches to the development of the teachers’ professional competences and by the necessity to cope with the existing stereotypes, changing attitudes and approaches to the teachers’ professional growth.The aim of the research is to identify the spheres of improvement for the professional development of teachers in the system of postgraduate education.The interpretation of the teachers’ professional development has been defined as an increase of their professional competence in the result of practical experience and prolonged purposeful and coordinated self-education in the conditions of formal, non-formal and informal adult education.The main directions of improvement of Ukrainian teachers’ professional development in our in-service teacher training include: 1) systematic implementation of educational innovation in postgraduate education content; 2) development of the blended forms of teacher training for providing educational possibilities for various special optional courses, trainings and seminars on full-time training conferences, consultations, participation in online conferences, electronic forums, chats on the distance remote basis; 3) creation of a system of the various modular courses and teacher trainings, which provides a clear definition, diagnosis and monitoring of professional competence components, based on a modular educational technology and which is one of the modern innovations in adult education; 4) development of partnership subject-subject interaction in in-service training, where the participants of training activities are oriented to the professional development, personal and professional growth.The results of studies have stated that a comprehensive personal training for teachers should be oriented to the development of their willingness to increase the effectiveness of the professional activities. In the further researches we consider the necessity of studying and generalization of international and national databases on the teachers’ continuous professional development.

Personalized Medicine (PM) is an emerging concept in the modern healthcare system and can play a vital role in modern healthcare management. If this concept can be adopted and implemented in a proper manner, the entire healthcare system will attain an elevated dimension. However, there exist many difficulties in adopting personalized healthcare system. An attempt has been made in this paper to present the data obtained through survey that has been conducted amongst a group of medical practitioners and a group of patients. The data collected have then been analysed by resorting to statistical techniques. The study shows that despite many personalized medicines have been discovered for use, it is difficult to adopt the personalized medicare system due to lack of adequate infrastructures, healthcare record system, communication among the medical doctors and genomic researchers, awareness and encouragement of common people, proper training of medical doctors, and confidentiality of the patients.

The development of teacher's creative potential is a continuous pedagogical process, constant movement and self-development, in which the system of postgraduate pedagogical education plays the most important role.The article highlights special role that teachers of Ukrainian language and literature play in shaping culture of speech, linguistic flair, and literary tastes of young Ukrainian citizens. The importance of developing creative potential of teachers in the system of postgraduate pedagogical education is revealed. On the basis of the analysis of philosophical, psychological and pedagogical literature, we have determined organizational and pedagogical conditions, suggested an experimental structural and functional model for the development of creative potential of teachers of Ukrainian language and literature in the system of postgraduate pedagogical education. The conclusion is drawn about the integrity, sustainability and dynamics of the experimental model. It is pointed out that the development of spiritual and creative potential, training pedagogical skills require awareness of oneself as a subject of self- development in the created educational environment, which is oriented on positive emotional background, innovative and traditional methods and forms of work, actualization of self-educational potential and success.

Abstract Background Mitochondrial diseases are difficult to diagnose and treat. Recent advances in genetic diagnostics and more effective treatment options can improve patient diagnosis and prognosis, but patients with mitochondrial disease typically experience delays in diagnosis and treatment. Here, we describe a unique collaborative practice model among physicians and scientists in Spain focused on identifying TK2 deficiency (TK2d), an ultra-rare mitochondrial DNA depletion and deletions syndrome. Main Body This collaboration spans research and clinical care, including laboratory scientists, adult and pediatric neuromuscular clinicians, geneticists, and pathologists, and has resulted in diagnosis and consolidation of care for patients with TK2d. The incidence of TK2d is not known; however, the first clinical cases of TK2d were reported in 2001, and only ~ 107 unique cases had been reported as of 2018. This unique collaboration in Spain has led to the diagnosis of more than 30 patients with genetically confirmed TK2d across different regions of the country. Research affiliate centers have led investigative treatment with nucleosides based on understanding of TK2d clinical manifestations and disease mechanisms, which resulted in successful treatment of a TK2d mouse model with nucleotide therapy in 2010. Only 1 year later, this collaboration enabled rapid adoption of treatment with pyrimidine nucleotides (and later, nucleosides) under compassionate use. Success in TK2d diagnosis and treatment in Spain is attributable to two important factors: Spain’s fully public national healthcare system, and the designation in 2015 of major National Reference Centers for Neuromuscular Disorders (CSURs). CSUR networking and dissemination facilitated development of a collaborative care network for TK2d disease, wherein participants share information and protocols to request approval from the Ministry of Health to initiate nucleoside therapy. Data have recently been collected in a retrospective study conducted under a Good Clinical Practice–compliant protocol to support development of a new therapeutic approach for TK2d, a progressive disease with no approved therapies. Conclusions The Spanish experience in diagnosis and treatment of TK2d is a model for the diagnosis and development of new treatments for very rare diseases within an existing healthcare system.

Abstract. The article considers the need to introduce the latest computer technologies into the educational process to contribute to the formation and provision of professional competencies of applicants of education studying the specialty “Accounting and Taxation.” Modern information technologies used in the educational space are considered an essential factor in the interaction between teacher and students. Distance education flexibility, i.e., the ability to study individually, choosing the time, place, and tempo of learning, are precisely the advantages, which are considered while organizing the educational process. The task of academic staff is to provide the students with maximum opportunities to remotely process the proposed material and perform all control exercises conveniently in compliance with the requirements for specific tasks. Distance education can be used as the main form of education for preparing students of the second level of education studying at the specialty “Accounting and Taxation”. To investigate the information support of professional competencies of applicants of education studying at “Accounting and Taxation”, we analyzed the practical experience of bachelors and masters studying the following accounting disciplines at Lesya Ukrainka Volyn National University with the use of distance education methods: “Managerial Accounting”, “Forensic accounting expertise”, “Accounting in foreign countries”, “Accounting and Taxation of international transactions”, “Accounting in enterprise management”, “Applied econometrics”, “International standards of accounting and financial reporting”, “Financial reporting consolidation”.  The educational material allocation and access to it took place using standard software tools. The type of courses and features of the work organization depends on the format of a course chosen at its creation and adjustment stage. During the development of distance learning courses in the modern educational space, more attention is paid to the information environment service – “Moodle”.

Today, in the field of healthcare of the leading countries of the world there is a technological breakthrough due to the use of modern electronic systems. Thanks to the use of medical electronic technologies, it is possible to improve the quality of medical and pharmaceutical care for all segments of the population. The eHealth system provides opportunities for direct participation of patients in their health, which involves organization of a healthy lifestyle and disease prevention. The aim of the study was to analyze the experience of implementation of mobile medical applications and electronic medical systems within eHealth in the healthcare systems of the leading countries of the world and Ukraine. Materials and Methods of the Ministry of Health of Ukraine, FDA, WHO, NHS, ABI Research and other open information databases and statistical agencies were used in the work. The analytical, comparative and generalization of scientific information methods were chosen for the research. Results and Discussion. Modern reformation and further development of the healthcare system of Ukraine provides for the introduction of not only government programs of reimbursement, but also the introduction of electronic information systems, mobile applications for medical, pharmaceutical workers and patients at all stages of medical and pharmaceutical care. The integrated implementation of eHealth determines availability of the necessary healthcare management information system, which should have the following components: registers of medical institutions, services, doctors, patients, diagnosis coding system and electronic medical documentation (electronic medical records and prescriptions). Currently, 1472 medical institutions, 24506 doctors and 21068249 patients have joined eHealth in Ukraine. Conclusions. It has been determined that information electronic technologies allow not only to reduce government spending on the healthcare, but also to achieve a reduction in the number of errors in prescriptions, visits to doctors without the necessary needs and decrease the total number of deaths. The introduction of electronic technologies, in particular mobile applications for the national healthcare system in Ukraine should be controlled by state authorities and independent international organizations on the control and development of information electronic systems.
