Today, most research objects are complex objects, both from an engineering and technical point of view, and from the point of view of the integrated nature of the results of economic activity. Currently, an integrated approach to the study of objects of expertise is becoming increasingly relevant, which is interesting both in theoretical and methodological aspects, since it expands the possibilities of expert research, and its results increase the reliability of the evidence obtained [3]. When deciding on the appointment of a comprehensive examination, the investigator, prosecutor, investigator judge, the court shall determine which expert specialties are necessary for its conduct. The integration task solved with the help of a comprehensive expertise differs from the task of monoexpertise in the following: it is solved only by complexation knowledge of various specialties, its solution lies in the zone of the adjacent field of knowledge. It is at a higher level of generalized knowledge in comparison with the tasks of comprehensive expert specialties [4]. Complexity requires the presence of logical connections between conclusions, when the next conclusion logically follows from the previous one and depends on it. Moreover, the truth of the next conclusion should depend on the truth of the previous one [1]. Currently, some forensic examinations need to be considered as a transitional form from several monoexpertises, each of which is based on one expert specialty, to a more complex related field of knowledge and the related expert specialty based on it. The transition to higher-level monoexpertise is a way of developing related subject areas of expert knowledge and creating new types of expert specialties. The creation of this kind of scientific foundations and relevant expert specialties removes the problem of the procedural regulation of relations arising from the commission of a comprehensive examination. In the case of the appointment of such examinations to the investigator or the court, it is sufficient to know that such a category of expertise exists and what its capabilities are. The person of a comprehensive examination, along with a commission of experts, can also be a separate expert as a carrier of special knowledge, not only in one, but also in different, including related, fields of knowledge. The epistemological nature of complexity is preserved. The above allows you to separate the one-person comprehensive expertise from the commission comprehensive expertise.

In the latest years, the term knowledge management popped up frequently in government and private sector meetings. They expanded the horizon of the term and involved it in intensive discussions. This study, dive through the meaning of the term knowledge management and its effect on the performance of the government sector along with its impact and aspects on their performance , specifically in Dubai and from their managers point of view. The method of analytical descriptive is the one being conducted in this study to fulfill the research needs, thus make it easier to apply in the empirical studies through the framework drawn integrated approach. Following the lead of the Cronbach’s Alpha value, this study will use the questionnaire to gather the required data. In order to predict the OP, the multiple linear regression analysis was used basing on the factors KG, KSR and KST. As the result showed with 49.6% of the total variance in Model favored that the KG, KSR and KST were the main predictors of the OP.

The two-part series of articles reveals the purpose of the research as determining the place of the concept of strategizing of a Foreign Member of the Russian Academy of Sciences — Academician, Doctor of Economics, Professor V. L. Kvint in the system of economic research of strategies abroad, in the USSR and modern Russia on the basis of the description of the content and systematization of the basic concepts of strategizing and a review of foreign and domestic regional economic research, as well as the author’s identification of the key characteristics of this scientific school of strategy.The object of the research is the theory of strategies abroad, in the USSR and modern Russia. The subject of the research is the concept of V L. Kvint’s strategizing in the system of economic research on strategy.The methodological tools include techniques and methods of system analysis, comparative analysis, logical analysis, principles of the dialectical-materialistic method of cognition and an integrated approach to the characterization of economic research, methods of generalization and concretization The description of the study uses a historical approach and a temporary generalization based on the key milestones in the development of economic research on the theory of strategy and the methodology and practice of strategizing.As the results of the second article in the series, the author’s characteristics are presented and the role of V. L. Kvint’s concept of strategizing in the system of economic research is determined. The article shows the practice of strategizing the academic school of science of V. L. Kvint as a matrix organizational structure, which indicates its complex hierarchical content and horizontal-vertical relationships between key elements. It is concluded that it is neoclassical and non-classical (atypical) in the sciences of strategy, since, on the one hand, the theory of strategy of V. L. Kvint is a new classical theory, where the classics become part of the modern science of strategy, at the same time, on the other hand, due to its characteristics such as novelty, relevance, universality, practice-oriented, simplicity, uniqueness and interdisciplinarity, it is not burdened with the cumbersome constructions of classical strategy studies, which are rejected, especially from the point of view of the practice of formal strategies and other documents.

Introduction: The right to health is one of the most important human rights and its proper exercising allows for the exercise of other rights. One of the guarantees of this right is the safe natural environment, which, on the one hand, allows to maintain the health at the proper level without worsening it, and, on the other hand, to improve and prevent negative consequences concerning it. The proper state of the natural environment is reflected through the relevant qualitative characteristics of each of the natural resources that are included in it, and in aggregate, reflected in the corresponding natural interactions between them. The aim: The study is aimed at inquiring into the right to health and importance of the safe natural environment in order to provide it. Materials and methods: Statutory regulation and scientific positions of scholars in the field of the above-mentioned issue are studied in this article. The study analyzes generalized information from scientific journals by means of scientific methods from a medical and legal point of view. This article is based on dialectical, comparative, analytic, synthetic and comprehensive research methods. Within the framework of the systematic approach, as well as analysis and synthesis, the concept of the right to health and its place in the provision of the safe natural environment is researched. Review: The right to health is regarded as a person’s awareness of the existence of appropriate ways, means and conditions that enable them to take care of their physical and psychological state by carrying out appropriate actions or refraining from doing so, thereby preventing or eliminating negative consequences that may threaten or do threaten their proper state of health. Along with others, the safe natural environment is a prerequisite that allows their full enjoyment of the right to health. Conclusions: The guarantee of the right to health must be based on an integrated approach in understanding the nature of the factors, their interconnection and impact on each other in providing it. The safe natural environment is a prime element when implementing the outlined opportunity. Failure to comply with its proper condition, both directly and indirectly, affects its other components while implementing it. The level of its safety is determined by the proper qualitative state of natural resources, their interconnection and impact on human health. Ensuring the safety of the natural environment, both directly and indirectly, means creating requisite conditions for exercising the right to health.

Abstract. The article discusses the emergence of a functional literacy construct and the rediscovery of illiteracy in industrialized countries during the second half of the 20th century. It offers a short explanation of how the construct evolved over time. In addition, it explores how functional (il)literacy is conceived differently by research discourses of cognitive and neural studies, on the one hand, and by prescriptive and normative international policy documents and adult education, on the other hand. Furthermore, it analyses how literacy skills surveys such as the Level One Study (leo.) or the PIAAC may help to bridge the gap between cognitive and more practical and educational approaches to literacy, the goal being to place the functional illiteracy (FI) construct within its existing scale levels. It also sheds more light on the way in which FI can be perceived in terms of different cognitive processes and underlying components of reading. By building on the previous work of other authors and previous definitions, the article brings together different views of FI and offers a perspective for a needed operational definition of the concept, which would be an appropriate reference point for future educational, political, and scientific utilization.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Symbolic behaviours such as language, music, drawing, dance, etc. are unique to humans and are found universally in every culture on earth1. These behaviours operate in different cognitive domains, but they are commonly characterised as linear sequences of symbols2,3. One of the most prominent features of language is hierarchical structure4, which is also found in music5,6 and mathematics7. Current research attempts to address whether hierarchical structure exists in drawing. When we draw complex objects, such as a face, we draw part by part in a hierarchical manner guided by visual semantic knowledge8. More specifically, we predicted how hierarchical structure emerges in drawing as follows. Although the drawing order of the constituent parts composing the target object is different amongst individuals, some parts will be drawn in succession consistently, thereby forming chunks. These chunks of parts would then be further integrated with other chunks into superordinate chunks, while showing differential affinity amongst chunks. The integration of chunks to an even higher chunk level repeats until finally reaching the full object. We analysed the order of drawing strokes of twenty-two complex objects by twenty-five young healthy adult participants with a cluster analysis9 and demonstrated reasonable hierarchical structures. The results suggest that drawing involves a linear production of symbols with a hierarchical structure. From an evolutionary point of view, we argue that ancient engravings and paintings manifest Homo sapiens’ capability for hierarchical symbolic cognition.

The article is devoted to the analysis of the system object from the point of view of design from design, sociocultural and philosophical positions. The authors systematize the definitions of a system object of design proposed in the 1960–1980s by theorists and practitioners, art historians, cultural experts and philosophers from different countries, including Russia, which allows a comprehensive understanding of the phenomenon of design culture. This article is devoted to the characteristic properties of the system object in design. They were considered and analyzed on the example of the «Absheron» design-program when designing of agricultural village). This concept was developed at the All-Union Scientific Research Institute of Technical Aesthetics (VNIITE) in 1983. Using the same example, the features of the approach to designing a system object in design was observed not only as a separate product, but as a sociocultural situation that constantly changes at each design stage.


Dreyfus argues that there is a basic methodological difference between the natural sciences and the social sciences, a difference that derives from the different goals and practices of each. He goes on to argue that being a realist about natural entities is compatible with pluralism or, as he calls it, “plural realism.” If intelligibility is always grounded in our practices, Dreyfus points out, then there is no point of view from which one can ask about or provide an answer to the one true nature of ultimate reality. But that is consistent with believing that the natural sciences can still reveal the way the world is independent of our theories and practices.
