The article is devoted to the analysis of the origins of the method of profiling the identity of an unknown criminal. The development of the application of the possibilities of profiling the personality of a criminal and the practice of its application in the activities of law enforcement agencies in the investigation of crimes are investigated. Based on the concept of profiling, as from English. Profile is an integrated crime prevention technique by highlighting the characteristics of persons who committed a crime or are preparing to make it on the basis of psychological, criminological, criminalistic and sociological knowledge; a set of methods and techniques for assessing and predicting human behavior based on the analysis of the most informative signs, forensic portrait of a person, characteristics of appearance, non-verbal and verbal behavior, location, etc. We noted that there is a lot of research by foreign and Ukrainian scientists on the problems of using profiling technology, but not enough attention has been paid to the history of the practice of applying the profiling method. The main names of scientists and the features of their teachings were listed in the abstract, as the stages of development of the introduction of the profiling method in the practice of disclosing and investigating crimes by law enforcement agencies. We said that now the technology of the profiling method is not used as a mandatory measure in the investigation and disclosure of crimes. There are fundamentals of such activities, but it is too early to talk about the widespread use of profiling. At the same time, it can be noted that profiling was successfully used in the disclosure of some resonant crimes related to serial killings. We agreed with individual authors that research on forensic profiling and the behavioral aspects of crimes in Ukraine are in the early stages of development. We noted that since profiling is a young science, it is constantly evolving, and its fields of application are expanding. Today, profiling techniques are used in the field of preventive medicine to correct and prevent the emergence of diseases of psychosomatic etiology. There is also the so-called family profiling, with the help of which specialists try to help family members in solving their family problems. In addition to forensic, criminal and criminological, there is aviation, anti-terrorist, research, psychological, information security profiling, typological. Also, transport, hotel business profiling, personnel, banking and the like. We concluded that profiling technology is a universal comprehensive and modern tool that is advisable to use in law enforcement agencies in investigative, operational, personnel and administrative activities, etc. The history of its development is only gaining momentum. However, today, in law enforcement agencies, not only the profiling technique is not widely used. They do not use this term at all.

This method allows you to track the change in value and determine how to correctly understand the “public order” today. Revealing the concept, ambiguity arises in understanding this category, in connection with which the most applicable approach is currently determined for use in practice by law enforcement agencies.

The article discusses the problematic issues of the historical preconditions for the formation of the system of criminalistics knowledge. Analyzed the scientific works of scientists and practitioners of law enforcement agencies regarding the system of criminalistics knowledge and criminalistics science. The importance of taking into account the historical period regarding the formation of the structure and system of criminalistics knowledge is emphasized. Systematization of criminalistics knowledge took place in several stages. Thus, one of the first to summarize and classify criminalistics knowledge was Hans Gross. Similarly, SM Tregubov and RA Reiss attempted to form a system of criminalistics knowledge in their scientific works. A. I. Vinberg and B. M. Shaver in their work argued for the need to distinguish in criminalistics science of the general and special part. In certain historical periods, different views were proposed on the formation of a system of criminalistics knowledge, which is associated with the historical development of society at that time, the state of scientific research on the detection, detection and investigation of criminal offenses. Depending on the historical stages, practitioners and scientists offered their own system of criminalistics knowledge and criminalistic science.

Profiling (English Profile-profile) - profile, outline, outline, draw in profile - an integrated crime prevention technique by highlighting the characteristics of persons who have committed a crime or are preparing to commit it on the basis of psychological, criminological, criminalistic and sociological knowledge; a set of methods and techniques for assessing and predicting human behavior based on the analysis of the most informative signs, forensic portrait of a person, characteristics of appearance, non-verbal and verbal behavior, location and the like. Specialists who collect, process data, analyze and obtain an image are called profilers. Today, in law enforcement agencies, not only the profiling technique is not widely used. They do not use this term at all. It is noted that the effectiveness of the profiler depends primarily on its communicative abilities, the ability to verbal and non-verbal means to read the information that the interlocutor provides. Verbal means include language and speech, and non-verbal means the appearance of the interlocutor, facial expressions, timbre, tone, voice intonation, gestures, poses. Both groups of means are used in communication, and non-verbal ones are less dependent on the conscious control of a person. Thus, profiling is used not only to search for unknown criminals, but also to prevent illegal actions. The use of profiling as a component of law enforcement has positive and negative aspects. In Ukraine, profiling is only just beginning to be introduced into the activities of law enforcement agencies, so the further development of this problem taking into account foreign experience is relevant. The content of the use of profiling, the types and main areas of profiling are highlighted. A specific example of a model of a forensic portrait of a person is given. The article contains a number of recommendations for achieving practical results.

The purpose of this study is to analyze the formation and prerequisites for the development of psychological service in law enforcement agencies, as well as to generalize the problems that face the modern psychological service. We analyze psychological and pedagogical literature and present main stages of the development of psychological service in law enforcement agencies in Russia and abroad. We consider the works and studies of scientists who have had a significant impact, as well as contributing to the creation of psychological services in law enforcement agencies. We note the specifics of the activities of psychologists of various law enforcement agencies abroad and in Russian psychological services. We consider the current state of psychological service in law enforcement agencies, and also identify the main problems facing psychological services in the modern period, requiring the search for effective solutions. The elements that make up the success of the work of the psychological service are emphasized. The main purpose of the psychological service, its role and the dependence of the process of increasing the success of functioning are determined. The definition of a psychological service functioning in law enforcement agencies is given. The current state of the psychological service in Russia and abroad is characterized. The most important and most significant events that influenced the formation of the system of training specialists in the field of professional activity are noted. The historical method and the analysis of the literature allowed us to identify works that largely determined the directions of research, both in military and legal psychology and pedagogy, which in many ways became the basis for the creation of psychological services.

The author’s intent is to record his knowledge from 20 years of experience in law enforcement peacekeeping and crisis management, and share them with those interested in the topic.The elaboration of the theory of law enforcement peacekeeping and civilian crises management as well as its practical implementation have not received the necessary attention in recent years, although there are more than ten thousand law enforcement officials deeply involved in this activity around the world.The history of the participation of Hungarian law enforcement organizations in peacekeeping and crises management is quite short; in fact, we have been involved in this activity only since 1989. A few books were published covering the individual stories of law enforcement peacekeepers, but a comprehensive study of the area and a written document on practical experiences are missing.


Regardless of quality education, alteration of conservative era into modernization and escalating the streamers of gender equality, women are still standing at the verge of being victim of cruelty, injustice, malice, forced marriages, sexual violence and hatred. The law enforcement agencies themselves become part of exploiting women’s rights, co-modifying them and reinforcing the stereotype in this patriarchal society. When discussing the fate of women it matters less whether they are the women of East or West. Culture change, place change, traditions and values change, but the thing that never change is the behavior of community towards women. However, women are going to become abandoned or protagonist, it depends upon the inner courage of women. For an instance, women become helpless and start feeling them as the caged birds that can never flew independently. On the other hand, some women refuse to become the part of darkness and decide to become spark in nightfall. Moreover, Pakistan is land of tremendous examples about such women. Since the dawn history of human beings, subjugation towards the identity of women’s status has been observed in different communities and cultures. Additionally, this subjugation is deeply rooted and exists on a large scale in Pakistani society. Therefore, this proposed study is the splendid reflection of this acrimonious datum by ascertaining our point of view with the bounteous examples from the stories of “Burnt Shadows”, “Broken Verses” and “Home Fire” by Kamila Shamsie. This study will be a milestone for presenting the women’s condition in Pakistan and clearing the depiction that in developing countries like Pakistan, women are only victims of cruelty. For this purpose, Marxist’s interpellation theory was used to enlighten the feminist, race and language analysis by using the primary and secondary sources for data collection. Results concluded on the basis detailed analysis of all the novels explain that the systematic flow in the lives of women that is hidden in the generosity of world that can rampant the prestige of humanity up to great extent.

The article examines the organizational and functional problems of the State Bureau of Investigation and suggests ways to solve them. The article analyzes the works of scientists who are devoted to the analysis of the law enforcement system of Ukraine. The paper also proposes the structure of a new law enforcement agency. The paper provides a comparative analysis of the structure and functions of the State Bureau of Investigation with other bodies of pre-trial investigation and operational-search activities of Ukraine. The experience of creation and functioning of similar law enforcement agencies in other countries of the world is considered. Attention is focused on the history of the implementation of a specialized law enforcement agency. The article proposes to improve the subject and subject jurisdiction of the State Bureau of Investigation. The author has formulated his own vision of solving the problems of the organization and functioning of the State Bureau of Investigation, taking into account international experience in organizing such law enforcement agencies and on the basis of constitutional principles according to which other pre-trial investigation bodies operate. It is proposed to amend the provisions of clause 1 of part 1 of article 5 of the Law of Ukraine "On the State Bureau of Investigation" so that those crimes that are committed by officials directly during the performance of their official duties are under investigation and it is concluded that the following improvement of the organizational and functional aspects of the activities of the State Bureau investigations based on the principles of legality, fairness, reasonableness and the rule of law will guarantee a stable law enforcement system, and hence a stable investment climate and a stable economic situation in the country.

The article discusses the phenomenon of the “Black badman” in the context of Quentin Tarantino’s film Django Unchained. A brief outline of the history of Black folktales provides the parameters for the rise of violent tales and tales of violent men, such as Railroad Bill or Stagolee. As an outlaw, Django represents a counterimage to the threat of Black violence that was used to justify not only the racist brutality of lynching, but also the establishment of law enforcement agencies in the American South. By alluding to the legend of Bras Coupé, Tarantino provides a historic lineage for Django, while his use of the “blaxploitation” aesthetic highlights the viability of the Black badman figure for a contemporary America. As a badman, Django is not simply a personification of resistance to White racial domination, but a veritable superhero for a future that one might be tempted to call “post-racial.”

The article deals with the peculiar features of the formation, legitimization and development of administrative, judicial and military structures of the West Ukrainian People’s Republic (ZUNR) in the territory of the southern and central parts of the modern Ternopil region in November – December 1918. Particular attention is paid to the characteristics of the transfer of power by the Austrian administration to the Ukrainian side in the city of Tarnopol (modern Ternopil) – this example is important because, unlike in Lviv, the city mostly managed to preserve the peaceful coexistence of Ukrainian, Polish and Jewish people during the revolutionary events. The study also examines the formation of local administrative structures and law enforcement agencies, such as the Zbarazh, Chortkiv and Berezhany counties, in the context of significant militarization of society, and the deployment of the Ukrainian‑Polish war in Eastern Galicia in 1918–1919. An analysis of the formation of the ZUNR structures in the Ternopil region, in November – December 1918, makes it possible to observe state-building processes in rural areas, at the level of counties and one of the largest cities of Galicia – Tarnopol. Thus, attention is drawn to such issues on the history of ZUNR, which are virtually absent in contemporary Ukrainian and Polish historiography. Studying the creation of administrative structures, the article examines the attitude of the local Polish and Jewish population to building a local national administrative apparatus by the Ukrainians. The cases of involvement of representatives of other peoples who inhabited the territory of Ternopil region to the power vertical of the Western Ukrainian state were emphasized.

Unlike traditional types of crime, such as murder or theft, that have a long history, cybercrime is a relatively young phenomenon and a new one that emerged with the advent of the Internet. It should be noted that the very nature of the Internet is quite favourable for committing crimes. Its properties such as globality, cross-border nature, the anonymity of users, wide audience coverage, distribution of main network nodes, and their interchangeability create advantages for cybercriminals who use the Internet at all stages of crime and also allow them to effectively hide from law enforcement agencies. An important aspect of cybercrime that contributes to its spread and hinders the fight against it is the subculture of cybercriminals. This subculture needs to be given special attention, so this issue is discussed in detail in the article. Therefore, the purpose of the article was to analyse cybercrime as one of the youngest types of crime in the modern world. The history of the emergence of cybercrime and cyber-security was considered, the types of cybercrime were characterized, and the functions of cybercrime were analysed.
