One of the most difficult tasks of regional vocational education systems is to provide training in accordance with the needs of the regional economy. This requires not only an analysis of the regional economy’s need for personnel by type of economic activity and level of education, but also the ability of educational institutions in the region to meet this need. This article offers a methodological approach to assessing the capabilities of a professional educational institution to provide personnel to certain sectors of the regional  economy. The materials of the Altai state University show the University’s contribution to covering the region’s personnel needs and show the potential for increasing the employment of graduates in certain sectors of the economy of the Altai territory. Measures aimed at increasing the University’s contribution to covering the region’s staffing needs are proposed.

The concept of research is based on the needs of a network of practice bases, based on the use of theories and concepts of psychology, sociology, pedagogy, social work and other humanities, the study of laws and approaches to understanding the content of interprofessional interaction.The content of the research concept is to develop a procedural model of training professionals in the social sphere to interprofessional interaction and implemented on 2 levels: theoretical-methodological and practical, each of which is represented by a set of scientific approaches.The methodological basis of the research is systematic, terminological, socio- systematic, structural-activity and synergetic, sociological, and competent methodological approaches.The result of obtaining future specialists in the social sphere of high-quality vocational education is a set of acquired in the higher educational institution acquired competences in the process of learning: educational-cognitive, interpersonal interaction, communicative, intercultural, socio-cultural and technical (skills).The structure of the content of vocational education, which includes the following components: social, psychological and pedagogical, methodical, is defined in order to determine the effectiveness of the training of future specialists in the social sphere at a higher educational establishment. Determining the role of interdisciplinary material in the classroom will help to understand the nature of the interaction between the elements of individual disciplines - linear (new knowledge serves to deepen the already acquired); the opposite (new knowledge specifies or directs the assimilated earlier information); problem (new knowledge creates conditions for solving educational problem). Correct building classes will help to understand the nature of content relationships that can be synchronous, reproductive, and promising. In practice, an interdisciplinary approach can be implemented in two main areas: the relationship between different sciences (disciplines), without violating their autonomy, uniqueness, originality; interdisciplinaryism acts as a real tool for the consolidation of sciences (disciplines), the further development of which is crucial for both science and education.The chosen integration methodological approach of the study does not exclude the trilateral structure of the marked interprofessional interaction in the form of a combination of motivational, target and implementation (executive) planes. The result of obtaining future specialists in the social sphere of high-quality professional education is a set of acquired in the process of studying in the institution of higher education competencies. This is evidenced, in particular, by the analysis of professionally important competences that, according to respondents, should be characteristic of specialists in the social sphereThe results obtained prompted us to investigate, and what, according to experts, is the basis of interprofessional interaction.

As a part of social structure, any educational institution is always changing depending on the social dynamic in a society. in the same manner, madrasah diniyah-as one of the religious educational institutions is also changing due to their environment and social aspiration. in this case, the madrasah existence seems to be depended on what and how social aspiration towards madrasah. madrasah is built and managed by society. social differences-because of difference in gender, age, level of education, and occupation-do not hinder the educational spirit of community to support madrasah diniyah. this paper tries to answer some questions dealing with their existence today. why the community still wants to conserve the existence of madrasah diniyah? how far the social aspiration to conserve and develop the madrasah diniyah as a tool of values cultivation.

Тhe relevance of the topic is due to the need to expand the financial autonomy of higher educational institutions (hereinafter referred to as the HEI) in Ukraine, the need to maximize the generation of their own cash receipts by providing paid services of the HEI, to improve the management efficiency of the HEI in a market economy. The market, with its industries, is in a state of flux. We observe how the needs of sectors of the economy for resources and the level of training of specialists are changing. There is a change in the influence of factors on economic processes, the role of the segments of the regional economy participating in economic processes is changing. The educational complex should contribute to the formation of not only the labor resource of the country. To implement in the field of education and science support of the labor resource at the required level, effectively based on the needs of the regional economy and other resources - industrial. By predetermining the priority sectors in the development of the regional economy, the educational infrastructure of Ukraine should set the vectors for the development of the labor market of the economy as a whole, and not only serve the existing infrastructure of the regional economy. To maximize the satisfaction of the needs of both consumers of educational services and the needs of the regional economy in production resources. The article formed the author's understanding of the concepts of "market", "educational service", "market of paid services that can be provided by HEI", presented the features of the market of paid services that can be provided by HEI in Ukraine, carried out an analysis of the regulatory framework for the provision of paid services by HEI, identified a generalized composition of participants, which are divided into generally recognized and proposed, and developed a road map for the introduction of paid services by HEI. After conducting research in the direction of the chosen topic, it was determined that the formation and development of the educational services market is taking place in accordance with certain global trends, namely: 1) the desire for a democratic education system, that is, the availability of education to the entire population of the country and the continuity of its stages and levels, provision of autonomy and independence to educational institutions; 2) ensuring the right to education for everyone (the opportunity and equal chances for each person to get an education in an educational institution of any type, regardless of nationality and race); 3) the significant influence of socio-economic factors on education (cultural and educational monopoly of certain ethnic minorities, paid forms of education, manifestation of chauvinism and racism); 4) an increase in the range of educational and organizational activities aimed at both satisfying diverse interests and developing the abilities of students; 5) the growth of the educational services market; 6) expanding the network of higher education and changing the social composition of the student body (becoming more democratic); 7) in the field of education management, the search for a compromise between rigid centralization and full autonomy; 8) education is becoming a priority object of funding in the developed countries of the world; 9) constant updating and adjustment of school and university educational programs; 10) a departure from the orientation towards the "average student", an increased interest in gifted children and young people, in the peculiarities of the disclosure and development of their abilities in the process and by means of education; 11) search for additional resources for the education of children with developmental disabilities, children with disabilities. According to the results of the study, the authors proposed to expand the structures characteristic of the educational services market. Insofar as the market for educational services includes many national educational systems, each of which has its own management model, structure, goals, objectives and problems, and the profit from the activities of such structures can also be expanded.

This chapter proposes a new model of managing educational institutions' activities to provide staffing needs: customer synchronized resource planning (CSRP). It describes a technology that rebuilds the learning process in order to reduce the time needed to prepare staff adequately with the competencies required by employers as requested by the economy sector. At present the development of an open system for the educational institution is being carried out. This system is able not only to create an educational program dynamically, which allows us to get the right number of specialists with the desired competencies in the minimum period, but also to rebuild the agency's management system for new tasks: to generate the necessary training materials, make changes in the timetable, and rebuild the educational portal by adding new data.

The article discusses current issues of virtualization of the network infrastructure of educational institutions. The analysis of the literature on this issue. A new approach to creating a cloud virtualization environment for the educational institution’s network infrastructure is proposed, which is based on the joint use of virtualization technologies and software-defined networks. This approach allows you to unify the process of creating a network infrastructure, scale the resources provided on demand with minimal organizational and technical costs. The data processing center of the Belarusian State University has implemented a model that includes virtual network segments. Using virtualization technologies and software-defined networks allows you to unify the process of creating network infrastructure, scale the resources provided on demand with minimal organizational and technical costs, adapt the virtual infrastructure to the requirements of a particular educational institution.

In our daily life, in society we are fulfilling a variety of roles. Teacher in educational institution has a number of roles which are performed to achieve the objectives of the educational process. In contradistinction to vocational education institutions, militarized educational institutions train staff for performance of specific tasks. The main task is to make the personnel ready for practical service. Militarized educational institutions are working on the basis of principle of one man management. Teacher in such institutions is an official with the service rank and in educational process he performs specific roles as a result of service relationship. The present paper discovers the nature of specific roles and how they effect achieving the goal in militarized educational institution.

In the current conditions of reforming the education sector in Ukraine and the difficult economic situation, the issues of cost optimization, including cost optimization in educational institutions, are becoming relevant. Therefore, the purpose of this article is to consider and identify the main areas of cost optimization in vocational education institutions. The article identifies and describes the main sources of funding for vocational education institutions and emphasizes the need to develop a comprehensive system of cost optimization to ensure the effective functioning of the educational institution. It is determined that the purpose of cost optimization in vocational education institutions is to improve the quality of education and the efficiency of institutions by efficient use of available funds. The main directions of cost optimization in these institutions and the factors that need to be considered to ensure cost optimization are described. Also, three main aspects for the organization of cost optimization, including organizational, functional, and motivational, are identified and analyzed. In addition, a general analysis of the cost management system from the standpoint of a cost-oriented approach is given, highlighted the benefits of such a system, and proposed a scheme of cost optimization in vocational education institutions from the standpoint of cost- oriented approach. It was found that the process of cost optimization in vocational education institutions is complex, diverse and requires consideration of some aspects and factors, as well as improving the current budgeting system, creating a reliable system of control and management decisions, developing and implementing reporting systems of using funds. But with the help of cost optimization it is possible to ensure the competitiveness and stability of the educational institution.

According to an article published by The Hacker News in 2006 [1] 21.549 websites defaced by Turkish hacker team, Iskorpitx. It was the largest defacement in web history. Zone-h, the largest defaced website archives [2] listing 11.107.846 websites became the victims of defacement attack. So how about educational institution websites? Are they become the target of defacement attack? In point of fact, University of Maryland, North Dakota University, Butler University, Indiana University and Arkansas State University became the victims of data breach by malicious attacker, the data breach was larger than data breach attack on Sony [3]. After analysing the data filtered from Zone-h archives, we retrieved that the defaced websites belong to educational institution in ASEAN countries; Indonesia (11.615 websites), Malaysia (3.512 websites), Singapore (312 websites), Vietnam (3.294 websites), Thailand (9.860 websites), Brunei Darussalam (30 websites), Cambodia (65 websites), LAO PDR (9 websites), Myanmar (6 websites), Philippines (978 websites) have been efaced in 2015. This paper will analyse the motive, attack methods, risks, impacts and mitigations of defacement attack in educational institutions. MECEES, OWASP and Risk IT will be used as framework. Hacked educational institutions will lead to critical risks .

The amount of public attention to skin beauty makes the industry and educational institutions in the field of beauty thrive today. UNP as an educational institution that has a Department of Cosmetology and Beauty needs to carry out continuous renewal of the science of beauty to be able to produce educators who are able to compete. Target audiences are lecturers, teachers, technicians and students of 10 UNP makeup and beauty. This activity aims to increase the knowledge and skills regarding the latest skin care so that it can follow the developments. This training is carried out with the lecture method, question and answer, demonstration, training and assignment. The material provided is 1) Viewing the theory of skin anatomy and skin care cosmetics, 2) Demonstrating skin analysis, the operation of beauty equipment (facial), 3) the practice of facial skin care according to the given job sheet. Broadly speaking, this activity runs and can add insight and skills of participants about skin care, beauty and cosmetic tools in accordance with the current development and provide opportunities to increase income by doing skin care at UNP beauty salons.

Purpose: to develop and justify methodological approaches to planning and forecasting the future needs of the agricultural sector of the regional economy in the demanded human capacity. Materials and methods. The methodological research tool is based on the strategic foresighting technologies, which includes a set of quantitative, qualitative and mixed forecasting methods. The methodology and computational and analytical tools for planning and forecasting the agricultural sector demands in highly qualified staff is based on situational, competence, systemic approaches and contributes to the transition from scenario forecasting to the “triple helix” approach. The agrarian sector of the regional economy was the object of the study. Results. The crucial issues of human capital in agriculture in Rostov region are identified and systematized. A methodology for forecasting the staffing needs of the agricultural sector, the key indicators of which are the admission quotas to agricultural educational institutions and the creation of conditions for ensuring the graduate employability has been developed. The methodology assumes not only the development of forecasting staffing in the industry for the medium and long term, but also their annual adjustment based on the real needs of agricultural producers, taking into account the competence approach, the level of investment activity in the industry and the scale of the material and technical base renewal. Conclusions. It has been proven that the key purpose of foresighting technologies is to build a promising model of human capital of the industry, taking into account the needs of agricultural producers and the capabilities of agricultural educational institutions. It is substantiated that the proposed methodology will contribute to the creation of a system of objective state regulation of higher and extended agricultural education at the regional level.
