COST OPTIMIZATION IN VOCATIONAL EDUCATION INSTITUTIONS

In the current conditions of reforming the education sector in Ukraine and the difficult economic situation, the issues of cost optimization, including cost optimization in educational institutions, are becoming relevant. Therefore, the purpose of this article is to consider and identify the main areas of cost optimization in vocational education institutions. The article identifies and describes the main sources of funding for vocational education institutions and emphasizes the need to develop a comprehensive system of cost optimization to ensure the effective functioning of the educational institution. It is determined that the purpose of cost optimization in vocational education institutions is to improve the quality of education and the efficiency of institutions by efficient use of available funds. The main directions of cost optimization in these institutions and the factors that need to be considered to ensure cost optimization are described. Also, three main aspects for the organization of cost optimization, including organizational, functional, and motivational, are identified and analyzed. In addition, a general analysis of the cost management system from the standpoint of a cost-oriented approach is given, highlighted the benefits of such a system, and proposed a scheme of cost optimization in vocational education institutions from the standpoint of cost- oriented approach. It was found that the process of cost optimization in vocational education institutions is complex, diverse and requires consideration of some aspects and factors, as well as improving the current budgeting system, creating a reliable system of control and management decisions, developing and implementing reporting systems of using funds. But with the help of cost optimization it is possible to ensure the competitiveness and stability of the educational institution.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools

A qualidade de vida dentro do ambiente organizacional não tem refletido de forma positiva para as pessoas com deficiência, pois além de suas características comuns, portam outras que as limitam a executar tarefas que são simples para as demais. Nesse sentido, o estudo tem como objetivo geral analisar a qualidade de vida no trabalho das pessoas com deficiência em instituição de ensino privado. A pesquisa tem caráter qualitativo, descritiva e comparativa. Os dados foram coletados por meio de entrevista semiestruturada, participaram da pesquisa três instituições públicas de ensino e uma instituição privada de ensino. Os principais achados foram que nas instituições públicas de ensino não haviam pessoas com deficiência, não podendo assim analisar a qualidade de vida dos mesmos nessas instituições. Já na instituição privadas existem pessoas com deficiência, ter esse tipo de colaborador é de iniciativa da organização e não somente pelo fato de existirem leis que as obrigam ter uma percentagem desse tipo de colaborador. Esse tipo de colaborador é tratado como os demais colaboradores, desde a etapa de recrutamento e seleção até a avaliação de desempenho. Porém, os mesmos sofrem preconceitos de alunos e colaboradores da própria instituições de ensino. Para que isso diminuía, são propostas ações internas de conscientização.  The quality of life within the organizational environment has not reflected positively on people with disabilities, because in addition to their common characteristics, they carry others that limit them to perform tasks that are simple for others. In this sense, the study aims to analyze the quality of life at work of people with disabilities in private school. The research has qualitative, descriptive and comparative character. Data were collected through semi-structured interviews. Three public educational institutions and one private educational institution participated in the research. The main findings were that in public educational institutions there were no people with disabilities, so they could not analyze their quality of life in these institutions. In the private institution there are people with disabilities, having this type of employee is the initiative of the organization and not only because there are laws that require them to have a percentage of this type of employee. This type of employee is treated like other employees, from the recruitment and selection stage to the performance evaluation. However, they suffer prejudice from students and employees of the educational institutions themselves. To reduce this, internal awareness actions are proposed.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. Abstract This study intends to explain the portrait of educational institutions fostered by Muslimat Education Foundation (YPM) NU in Kediri Regency, and try to describe the effectiveness of Muslimat NU in Kediri Regency in improving quality. This study seeks to describe in depth the problems in accordance with the data obtained in the field and on the interpretation of researchers. Muslimat NU is one of the organizations of many organizations in the community. Muslimat NU is a community organization and is an autonomous body of Nahdlatul Ulama whose task is helping to implement policies on women members. Among YPM's work programs in order to improve the quality of education in the district of Kediri are improving the quality of Al-Qur'an Kindergarten and play group, including on managerial aspects, facilities and infrastructure, administration, curriculum and Human Resources (teachers, managers and employees). The experience of the Federal Agency for Railway Transport (Roszheldor) conducting annual training courses for the heads of educational institutions of secondary vocational education and heads of state universities of railways supervising their work, organized by the Training and Methodological Center for Education in Railway Transport, considered. The main issues and problems that were discussed from September 13 to 16, 2021 at the courses “Improving the quality of secondary vocational education in the field of railway transport: prospects and ways of development”, held on the basis of the Emperor Alexander I St. Petersburg State Transport University.The topical issues, the study of which is devoted to the event: the results of the work of educational institutions of secondary vocational education of Roszheldor; interaction of educational organizations of Roszheldor with the main employer — JSC Russian Railways; educational and methodological support of basic professional educational programs of secondary vocational education; new organizational and methodological mechanisms in the system of secondary vocational education through Federal educational and methodological association; introduction of technological innovations into secondary vocational education in railway transport through professional skill con-tests; WorldSkills championships; informational, organizational, scientific and methodological resources for solving problems of training mid-level specialists for railway transport.

Relevance. The article discusses the problems of the transition of universities to a distance learning format. The transfer of universities to a remote format due to the spread of the COVID-19 virus allowed students to continue to receive training, which varied significantly due to technologies, the choice of which was determined by the current capabilities of educational institutions. The article analyzes the result of a study of the attitude and assessment of teachers and students organizing and conducting training outside the educational institution with the use of distance technologies. The purpose of the study is to identify the features of teaching and learning in a distance format in higher education during the spread of a new coronavirus infection. The objectives of the study are to identify factors that have influenced the quality of the implementation of educational programs in full in the electronic information and educational environment. The results of the study. A serious influence of the distance learning format on the quality of the teacher-student interaction was revealed (it has significantly decreased), which is undoubtedly one of the factors that reduce studentsʼ motivation to learn. For many respondents, distance learning and teaching was the first experience of a distance learning format, and therefore the attitude towards it is rather complicated. A significant scatter in the format of the classes, their completeness and content within the framework of distance learning, the low proportion of the teaching staff prepared for its implementation, and the generally low level of technical, methodological and legal support show that the majority of Russian universities are not ready to introduce distance learning. The transition to an online training format caused the majority of respondents discomfort and negative emotional experiences.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

Educational institutions in which there is an educational process, have a function not only in the aspect of developing science, but also have a mission to improve the quality of personality through good character. In this position, the teacher has a role in instilling inclusive values (tasamuh) in the learning process that can be applied in everyday life as well as the process in developing the potential of their students. Each educational institution or each teacher will have different tasamuh values in each habituation or teaching. Get used to communicating with others using the language of unity, namely Indonesian, helping each other, not blaming others, especially fellow Muslims, especially other religions, and respecting different principles and respecting others. This study focuses on the views of Islamic Education teachers about the concept of tasamuh and the actualization of the tasamuh attitude of Islamic Education teachers in the learning process at SMK NU Lamongan, MTs Putra Putri Lamongan, SD NU Banat-Banin Lamongan. This study uses a qualitative research method with a phenomenological approach. This study shows that teachers play a role in developing tolerant attitudes to students in the school environment, social groups and even the community, through habituation and learning Islamic Education. The teacher's perspective on inclusive attitudes also plays a role in shaping the personality of students to be more open and respect all differences.

One of the most important elements of the management system of an educational institution is the accounting of income and expenses for educational programs (OP) and the calculation of the cost of educational and other services. Modern educational institutions are tasked with improving the quality of educational services and increasing their effectiveness. To solve it, the boundaries of their financial and economic independence are expanded. Currently, universities are changing their form of ownership and can be non-profit societies. The change in the system of financing universities involves the development of new mechanisms for managing an educational institution. In these conditions, it becomes inevitable to create and master new accounting systems in educational institutions, which are aimed at ensuring the tasks of effective management of the university. First of all, this applies to the management accounting system. The cost of services rendered is the sum of the university's expenses in monetary form for the implementation of educational and other services. Expanding the financial independence of universities involves the formation of reliable information about the income and expenses of the university in order to manage them. The purpose of this study is to identify the problems of accounting for income and expenses in educational institutions. The implementation of the research goal is facilitated by the use of methods of comparative analysis, synthesis, and graphical method for visualizing the results obtained. The development of the system of management accounting of income and expenses in educational institutions is focused on the formation of an effective system of information and analytical support, which involves the development of methods for accounting of income and expenses, the organization of the system of internal control of income and expenses, determining the features of management reporting of income and expenses. A methodology for income accounting has been developed that reflects the specifics of the activities of educational institutions, combines the calculation of the main income indicators, their reflection on accounts and in the registers of management accounting, and allows you to form the actual indicators of income and expenses. The optimal method of management accounting of expenses is justified, within the framework of which the classification features of the grouping of expenses are proposed, the order of consolidated accounting and the formation of management accounting registers is determined. The method of accounting for expenses will allow you to specify the directions of expenses in the context of activities, sources of funding, structural divisions, individual programs and activities.

Abstract: The term management has many meanings, management is directing / leading something of effort through planning, organizing, coordinating and controlling human resources and materials aimed at achieving predetermined goals. In the science of management there is the concept of problem solving that is placed in the workplace, namely the P-D-C-A approach as a process of solving problems with a continuous and systematic pattern. While management can also be defined as a process of organizing and utilizing the resources of the organization through the cooperation of members to achieve organizational goals effectively and efficiently. The practice of organizing education can be analogous to the production process in a company (industry). It's just that the products produced by educational institutions in the form of services. Therefore educational institutions can be said as service companies. From this perspective, the quality and quality of services (services) produced is a measure of the quality of an educational institution. Namely the extent of customer satisfaction with the services produced. What is meant by customers here are internal customers, namely teachers and other education personnel, and external customers, namely students and related parties outside the educational institution. Thus, schools are said to be of good quality if they are able to provide services according to or even exceed the expectations of teachers, employees, students, and other related parties such as parents, funders, the government or the world of work of users of graduates.
