The article studies urgent issues of development of the labor potential of engineering personnel and the role of secondary vocational education system. The consideration of the theoretical foundations of the «development of labor potential» concept became the basis for the formation of the author's vision of it as an irreversible and purposeful change in the consciousness and actions of workers, resulting in a new quality. The study of the peculiarities of the development of the labor potential of engineering personnel on the example of the Tyumen Region has shown that the system of secondary vocational education in the Region is aimed at creating conditions for reducing the existing gap between the knowledge received by students under educational programs and the knowledge required by business and the market. The revealed problems have served as a basis for formation of offers on the environment creation directed on the formation of conditions of development of labour potential of engineering personnel in the system of the intermediate vocational education of the Tyumen Region.

The importance and role of the non-profit organization "Association of colleges and technical schools of transport", which has become a collegial body representing and defending the interests of a single educational community of railway colleges and technical schools working in the interests of the country's strategic industry, are considered. Today, the Association of colleges and technical schools of transport unites more than 50 educational organizations in the system of transport secondary vocational education. The main mission of the Association of colleges and technical schools of transport has been determined — coordination and organization of the activities of educational organizations, meeting the growing requirements of the industry for the quality of training qualified specialists of secondary vocational education, promoting the interests of transport education, including in matters of legal regulation of the implementation of tasks in the field of training specialists middle management. The factors providing the relevance and viability of the system of secondary vocational education of transport education are given. The prospects of the system of sectoral secondary vocational education are noted: the ability to quickly and disciplined rebuild, to effectively respond to the challenges of the time; the cohesion of the secondary vocational education system, manifested in the work of the Association of colleges and technical schools of transport — the coordinator and leading center of railway colleges and technical schools. A separate direction in the work of industry education is shown — participation in the WorldSkills movement in the context of the associated partnership of universities with the “Agency for the Development of Professional Communities and Workers Young Professionals (WorldSkills Russia)”. The growing role of industry education in the WorldSkills Russia movement, which today is becoming a locomotive for professional education, is indicated.

Introduction. The paper describes the role of Russian transnational corporations in the development and implementation of the Adults’ Education and Vocational Education and Trainings programs in foreign countries as the promotion of Russian technologies. As the competition between the universities in the international educational markets rises, they see the increasing need for the fixation of the programs they offer onto the needs of the global companies, broadening the possibilities for the students to obtain relevant qualifications and skills, and corresponding diversification of educational programs. Among the possible directions for the increase in the educational services that are offered for export could be adults’ educational programs, vocational education and trainings. Materials and Methods. The study of the additional vocational education programs for foreign students was carried out with specialized questionnaire. 180 higher education institutions took part in the survey. The analysis of the corporate segment of additional professional education services for foreign markets was carried out on the basis of semi-formalized in-depth expert interviews. Results. Based on the collected empirical data we were able to identify main participants of the Adults’ Education and Vocational Education and Trainings export and structure and spheres of the programs as well as target countries in this market in three years’ time. It was revealed that the most successful providers of the educational programs are the universities that on the one hand offer already well developed and sought-after educational programs on the Russian Adults’ Education and Vocational Education and Trainings market, and on the other hand – already have stable partnership ties with countries that send students to undergraduate programs. Discussion and Conclusion. This study elaborates on the role of universities in promoting competitive technologies through the distribution of Adults’ Education and Vocational Education and Trainings. Mechanisms for formation and implementation of corporate training programs by universities for Russian industrial corporations are structured. Barriers for the attraction of foreign students are discussed to increase the scope of training. Results of the study can be recommended for the universities concerned with the development of the Adults’ Education and Vocational Education and Trainings sector in the international context. В современном мире процессы автоматизации проникли во все сферы деятельности человека. Управление образовательными процессами обусловлено разными архитектурами программного обеспечения для поддержки обучения в образовательной организации, практическим применением информационных технологий, которые используются для сетевого доступа к защищенным образовательным ресурсам. Внедрение автоматизации в процессы управления сложными системами значительно сокращают объем вложенных ресурсов, не только финансовых, но и ресурсов времени. Использование информационных компьютерных технологий (далее – ИКТ) в процессах для автоматизации управления образовательными организациями является одной из первоочередных задач современной системы образования. Автоматизация управления средним профессиональным образованием (далее – СПО) в Российской Федерации является актуальной темой, поскольку внедрение информационных технологий в процесс управления деятельностью СПО позволит существенно снизить затраты времени для руководящего и педагогического состава на делопроизводство, планирование и ведение документации учебного процесса за счет снижения доли рутинного труда. В статье рассмотрены особенности таких актуальных направлений в управлении СПО как анализ обеспеченности учебной литературой, занятости выпускников и учет примерных основных образовательных программ. Подчеркнута необходимость автоматизации указанных направлений в управлении СПО. In the modern world, automation processes have penetrated into all spheres of human activity. The management of educational processes is due to different software architectures to support training in an educational organization, the practical use of information technologies that are used for network access to protected educational resources. The introduction of automation in complex systems management processes significantly reduces the amount of invested resources, not only financial, but also time resources. The use of information computer technologies in processes to automate the management of educational organizations is one of the priority tasks of the modern education system. Automation of the management of secondary vocational education in the Russian Federation is a topical topic, since the introduction of information technologies in the process of managing the activities of secondary professional education will significantly reduce the time spent for the leadership and pedagogical staff on office work, planning and maintaining the documentation of the educational process by reducing the share of routine labor. The article considers the peculiarities of such topical areas in the management of srekak analysis of the availability of educational literature, the employment of graduates and the accounting of approximate basic educational programs. The need to automate these areas in the management of secondary vocational education was emphasized.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.

The article is devoted to the actual problem of formation of information -pedagogical competence for teachers of secondary vocational education (SVO). The educational organization is assessed as a basis for advanced training in the field of new information technologies. The author of the article offers a program of additional professional education (advanced training) for implementation in an educational institution, focusing on the conditions for its implementation. On the example of the introduction of the proposed model in the work of the SVO institution, conclusions are drawn about the feasibility and effectiveness of using the additional education program to increase the level of information-pedagogical competence for college and technical teachers.

Statement of the problem. The purpose of professional education is to provide managers with professional qualities which form the competence of an individual. In this context, much attention is paid to the formation of reflexive skills of future managers that contribute to understanding, awareness, analysis, and evaluation of large amount of information. The lack of universal understanding in Pedagogy of the features of the process of forming reflexive skills among future managers proves the relevance of this study. The purpose of the article is to identify the features of the process of formation of reflexive skills among future managers in the system of secondary vocational education and to analyze the results of experimental work on the implementation of the developed organizational and pedagogical conditions in the educational process. Review of the scientific literature on the problem. The analysis and synthesis of professional and educational standards, normative legal documents of secondary vocational education is carried out. The analysis of scientific works of philosophers who have studied human reflection and thinking is carried out. The works on psychology devoted to the problem of understanding the essence of the process of reflection and the formation of reflexive competence of the individual’s personality in modern society are considered. In the field of pedagogical science and practice, the analysis of scientific works devoted to the competence approach and the study of the essence of the process of forming reflexive skills is carried out. The elements of the methodology of pedagogy and the theory of pedagogical research are systematized, in particular, the concept of humanization of the educational process, the methodology of personality-oriented learning, the competence approach, the theory of reflexive activity, on the basis of which systematization of an educational process is carried out within the framework of modern tendencies and trends. Methodology (materials and methods). Based on the research of scientific works of Russian and foreign authors devoted to the development of pedagogical theory and practice in the field of vocational education and arrangement of an educational process in vocational education institutions. The analysis and synthesis of practical methods and techniques that contribute to systematization of the process of formation of reflexive skills among future managers in the Secondary Professional Education (SPE) system is carried out. The analysis of scientific literature, a survey among teachers and heads of institutions in the SPE system, allowed us to identify and justify the features of the formation of reflexive skills among future managers in the SPE system and to develop organizational conditions for the process of developing these skills. The article shows the content, features, and results of the implementation of these conditions. Research results. The article deals with current methods and techniques that provide effective professional training of management students in the system of secondary vocational education, who are able to detect and formulate professional tasks and find ways to solve them. On the basis of the philosophical understanding of reflection, the content of reflexive skills aimed at discovering meanings in their own activities and in the “teacher – student” interaction is determined. The conditions for the formation of reflexive skills in the pedagogical process are revealed: creation and implementation of the typology of reflexive tasks; creation of a dialogic context in educational activities based on construction of the process of solving educational tasks; ensuring personal acceptance of the subject of a reflexive task; filling an educational process with a reflexive component; creation and implementation of the mechanism for development of reflexive skills among future managers in the SPE system. The results of the formation of reflexive skills in the system of secondary vocational education are presented. Conclusion. As a result of the conducted research, the organizational and pedagogical conditions for the formation of reflexive skills among future managers in the SPE system were developed providing a qualitative increase in the level of formation of reflexive skills among students. Consequently, the reconstruction of the educational process in the SPE system, based on the implementation of the presented organizational and pedagogical conditions, significantly optimizes the process of forming the reflexive skills among future managers.

Recommendations for the design continuity of the content of basic General and secondary vocational education in the context of general and structural changes in the education in our country. On the basis of the comparative analysis of the Federal state educational standards for “Technology” and the Federal state educational standards of secondary professional education the foundation for the design continuity of the content of education in educational complexes “school — College” are set in the form of organizational-pedagogical conditions implemented in the context of personal-oriented approach, motivating students to continue studies in colleges. The methodists and teachers can use presented in the article missions for the organization of practical activities of students.
