The article examines the social processes accompanying implementation of the policy «active aging» in the Russian social and labor spheres. The basic concepts of «active aging» are briefl y introduced and possible social mechanisms of its application are discussed in the first section of the article. Special importance is given to the analysis of social rights which form the basis for different models of the development of public welfare and the population’s quality of life. In the second section, author’s version of studying the perception and assessment structures by the population of the implemented reforms of the State are proposed on the basis of the paradigm of constructivism in the social sciences and the theory of symbolic power by P. Bourdieu. In the third section the results of an empirical analysis of a set of semi-structured interviews with the main subjects of the social and labor spheres and the texts of citizens’ appeals to government bodies are presented. In conclusion, the symbolic struggle around the perception of the «active aging» policy in Russia is interpreted. The authors conclude that a new surge in social assistance programs for the elderly and an increase in passivity in their work behavior are expected.

Medicine, working at the level of the subtle, causal sphere of a person, where the roots of all his diseases lie and are revealed. This way of solving, the author believes, bears the maximum healing effect for the body on all levels of its multidimensionality – substance, information, energy.

Population policy on aging involves many forms of active aging, the most important of which are employment, social and cultural inclusion, volunteering and improvement of basic living conditions such as health care, adequate housing, and affordable transportation. Today, many European countries are facing the challenges of population aging, including Serbia, where the importance of active aging is still insufficiently recognized by society and key decision makers. The aim of this paper is to highlight the possibilities for promoting active aging through the inclusion of the elderly population in the cultural life of the city of Novi Sad, which faces the mentioned problem and lacks appropriate measures for the inclusion of the elderly population in the social and cultural life of the city. In addition, the aim of the study is to examine the attitudes of the cultural institutions regarding the possibility of adapting cultural contents to this target group, as well as for their inclusion in the realization of cultural contents. To achieve this, in-depth interviews were conducted with employees of the selected cultural institutions of the city. The obtained results will serve as the basis for the decision makers to define proposals of concrete actions to encourage active aging through the cultural contents of the city.

The article is devoted to the problems of budget support of active aging processes and sustainability of public finances of Ukraine. This problem is urgent because of the accelerating pace of demographic aging, cross-country migration, limited budgetary resources, which in their totality increase the burden on the younger generation, create financial risks for the government and households. This problem remains out of research focus in spite of the rising need to increase budget expenditures, maintain the long-term sustainability of public finances, enforce new regulatory measures on the labor market and the health care system, provide social and educational services, and reduce the poverty among the elderly. New approaches to citizen support should be in line with the European norms, which, in their totality, contribute to the active longevity of the population, reduction of the tax burden, relief of the pressure on the next generations and continuity between generations. The financial support of social services provided to the elderly is analyzed, with identifying its problematic aspects. In order to improve approaches to financing social services, a Matrix of Choice of Social Services for Active Aging and Forms of Financing is constructed. To expand the sources of funding for active aging processes, it is proposed to introduce co-financing of selected social projects by government and businesses. It is substantiated that the Sustainable Development Goals, as well as the provisions of the Active Aging Strategy, should be consistent and taken into consideration in formulating social and budgetary policies that need to be based on the targets of the Active Aging Index. In order to implement the budget mechanism “money goes after a person”, aimed to enhance the targeting of social assistance programs, amendments to the Budget Code of Ukraine, the Economic Code of Ukraine, the Laws of Ukraine “On social services”, “On improving the accessibility and quality of health care in rural areas” are proposed. Recommendations on using the compensatory mechanisms to enhance the ability of the government to provide the adequate financial support for active aging without breaking the sustainability of public finances are elaborated.
