Abstrak: Penelitian tentang madrasah diniyah telah banyak dilakukan oleh para ahli, namun dari sekian penelitian itu masih parsial, yakni penelitian yang hanya menurut satu perspektif. Oleh karena itu, penelitian ini mencoba melihat madrasah diniyah menurut beberapa perspektif, antara lain: perspektif ideologis filosofis, historis, politik, manajemen, dan metodologis. Penelitian tentang madrasah diniyah multi perspektif ini bertujuan untuk menegaskan bahwa madrasah diniyah sebagai lembaga pendidikan dapat dilihat menurut berbagai perspektif yang sejalan dengan perkembangan dunia ilmu (scientific view). Penelitian ini diperoleh hasil antara lain: (1) penyelenggaraan pendidikan madrasah diniyah sebagai lembaga pendidikan Islam memiliki landasan ideologis filosofis yang bersumber dari al-Qur’an dan Hadits; (2) madrasah diniyah memiliki akar sejarahnya sendiri yang sejalan dengan sejarah Islam dan muslim di Indonesia; (3) madrasah diniyah memiliki posisi strategis secara politik; (4) untuk meningkatkan kualitas, secara manajemen madrasah diniyah perlu mendapatkan perhatian yang serius dari stakeholders pendidikan agar madrasah diniyah semakin fungsional bagi bangsa negara; dan (5) peningkatan sumber daya manusia madrasah diniyah sangat dibutuhkan guna meningkatkan mutu pendidikan madrasah diniyah utamanya dalam pembelajaran sehingga terlaksana pembelajaran yang kontekstual.   Kata Kunci: Madrasah Diniyah   Abstract: Research on madrasah diniyah has been done by many experts, but the research is still partial, ie research which only according to one perspective. Therefore, this research tries to look at madrasah diniyah according to several perspectives, among others: philosophical, historical, political, management, and methodological perspective. Multi perspective research on madrasah diniyah aims to emphasize that madrasah diniyah as an educational institution can be seen according to various perspectives that are in line with the development of science world (scientific view). This study obtained results include: (1) the implementation of madrasah diniyah as an Islamic educational institution has a philosophical ideological foundation derived from the Qur'an and Hadith; (2) madrasah diniyah has its own historical roots in line with the history of Islam and Muslims in Indonesia; (3) madrasah diniyah has a strategic political position; (4) to improve the quality, madrasah diniyah management needs to get serious attention from education stakeholders to make madrasah diniyah more functional for nation state; and (5) the improvement of human resources of madrasah diniyah is needed to improve the quality of madrasah diniyah education especially in learning so that the contextual learning is done.   Keywords: Madrasah Diniyah

Abstract This study intends to explain the portrait of educational institutions fostered by Muslimat Education Foundation (YPM) NU in Kediri Regency, and try to describe the effectiveness of Muslimat NU in Kediri Regency in improving quality. This study seeks to describe in depth the problems in accordance with the data obtained in the field and on the interpretation of researchers. Muslimat NU is one of the organizations of many organizations in the community. Muslimat NU is a community organization and is an autonomous body of Nahdlatul Ulama whose task is helping to implement policies on women members. Among YPM's work programs in order to improve the quality of education in the district of Kediri are improving the quality of Al-Qur'an Kindergarten and play group, including on managerial aspects, facilities and infrastructure, administration, curriculum and Human Resources (teachers, managers and employees). Penelitian ini berusaha untuk mendeskripsikan secara mendalam tentang permasalahan-permasalahan tersebut sesuai dengan data yang diperoleh di lapangan dan atas penafsiran peneliti. Muslimat NU merupakan salah satu organisasi dari sekian banyak organisasi yang ada di masyarakat. Muslimat NU adalah organisasi masyarakat dan merupakan badan otonom Nahdlatul Ulama yang bertugas membantu melaksankan kebijakan pada anggota perempuan. Diantara program kerja YPM dalam rangka meningkatkan mutu pendidikan yang ada di kabupaten Kediri adalah; Peningkatan kualitas Taman Kanak-Kanak dan Taman Pendidikan Al-Qur'an, di antaranya pada aspek manajerial, sarana dan prasarana, administrasi, kurikulum dan Sumber Daya Manusia (guru, pengelola dan karyawan). The nuclear project greatly influenced the history of Russia. The nuclear industry, emerged as a result of the project implementation, has accumulated enormous expertise of successfully solving serious scientific and industrial challenges in the shortest possible time and with the most efficient concentration of financial, material and labour resources. However, the study materials of quite an extensive history of the project never addressed the human resources. Until recently, matters of staff were considered secondary to the most studied scientific, technical, military and strategic factors of the project. The disproportion explains why the author addres­ses the topic of staff and staff policy in nuclear industry. Chronological work is devoted to the period between 1942, when the order of the State Defence Committee “On the Organization of Work with Uranium” was adopted, giving rise to the project, and the end of the 1950s, when the main results were achieved in key areas of state policy in the field of nuclear weapons development. The author studies the evolution of staff policy of the project, i.e. methods, principles, problems and achievements of “nuclear” recruitment. The article shows originality of social and demographic quantity and quality of the staff. The social group formed as a result of external management is suggested to be considered as a special social professional and territorial community of corporate type. The author describes the characteristics of the community, the specific features of its organization and existence.

Eksistensi sebuah lembaga pendidikan terletak pada kualitas sumberdaya manusia yang dihasilkan oleh lembaga tersebut, karena pada hakikatnya berdirinya lembaga pendidikan bertujuan untuk meningkatkan kualitas sumberdaya manusia. Kajian ini difokuskan pada supervisi kepala madrasah berbasis penilaian kinerja sebagai upaya peningkatan proesionalitas guru madrasah. Tujuan penelitian ini adalah untuk membantu para guru dan pegawai di lingkungan madrasah dalam melakukan pekerjaan secara efektif dan efisien. Penelitian ini merupakan library research. Teknik pengumpulan datanya menggunakan studi dokumenter, sedangkan analisis datanya menggunakan analisis isi. Hasil penelitian ini menunjukkan bahwa dalam lembaga pendidikan, penilaian kinerja merupakan sistem formal yang digunakan untuk menilai kinerja secara periodik, dan hasilnya dapat digunakan untuk pengambilan keputusan dalam rangka pengembangan, pemberian reward, perencanaan, pemberian kompensasi dan motivasi. Hasil penilaian kinerja kepala madrasah diharapkan dapat bermanfaat untuk menentukan berbagai kebijakan yang terkait dengan peningkatan mutu. Penilaian kinerja kepala madrasah merupakan acuan bagi pengambil kebijakan atau pemangku kepentingan untuk menetapkan pengembangan karir, periodeisasi dan pengembangan keprofesian berkelanjutan. Bagi kepala madrasah, penilaian kinerja kepala madrasah merupakan acuan untuk mengetahui unsur?unsur apa saja yang harus dilakukan oleh kepala madrasah untuk memperbaiki kualitas kerjanya. Kata Kunci: penilaian kinerja, profesionalitas guru, supervisi kepala madrasah The existence of an institution of education lies in the quality of human resources produced by it, since the establishment of an educational institution basically enhances human resources. The study was focused on the madrasah’s performance-based headmaster as an effort to increase the teacher's prosthesis. This research aimed to assist teachers and school staff in doing work effectively and efficiently. The study used qualitative literature with its data-collecting systems using documenter studies, while its analysis used content analysis. The results of this study in performance assessment institutions were formal systems used to assess performance periodically, and the results could be used for decision-making in terms of development, reward, planning, compensation and motivation. The madrasah's performance assessment was expected to be useful in determining the various policies associated with improvement. The madrasah's performance assessment was a model for policymakers or stakeholders to establish career development, periodical and sustainable development. For the headmaster, the performance assessment of the headmaster was a reference to knowing what elements the headmaster should do to improve his quality of work.

<p>Education is a significant factor in building civilization. A civilization or a country will advance rapidly when its education system gives such a significant contribution to the development of Human Resources. The advancement of a nation determined by the extent of the educational institution which has succeeded in building its human being into a superior human being to be a dignified world citizen. Hindu civilization dramatically emphasizes the importance of education. In the history of <em>Sanatana Dharma</em>, training gets an enormous portion along with the building of the concept of <em>gurukula</em>, where teachers and <em>sisya</em> are living together in an educational institution. Moreover, when the West has not found an established educational system, India has built the world's earliest university Thaksashila or Taxila with a highly developed teaching system. But the progress of civilization in the past has not always been well inherited in the next era. Currently, Hindus, especially in Indonesia, are faced with Hindu-based education that can answer global challenges. Not only prosecuted to build superior human resources but educational institutions required to master technology as a worldwide phenomenon. Hindu educational institutions were requested to be capable of becoming a modern <em>gurukula</em> as well as capable of realizing superior human resources. Therefore, to answer the requirements of global challenges, students in gurukula must be able to overcome the language barrier. They have to be able to communicate well in English. Hence, the EFL(English as Foreign Language) Teaching becomes an essential part of the Hindu Gurukula Modern system.</p>

Education is a government effort to educate the people of Indonesia, as mandated in the opening of the Constitution 1945, Human resources education is an important factor for the success of an education that must be managed with the most, because with the management of human resources education this educational institution can produce quality graduatesto realize the quality of the college graduates are required a qualified HR lecturer through the management of human resources in the University of Kutai Kartanegara. Human Resource Management (MSDM) is managing recruitment, selection, awarding, efforts to maintain assessment and promotion of personnel to gain the welfare or sanction of the institutions. The research objectives are: (1) to describe the mechanism of HR recruitment. 2 To describe the efforts to increase HR capability. (3) to describe the HR career level. (4) to describe the welfare of human resources. (5) to describe the process of termination or termination of human resources at Kutai Kartanegara University. This method of research uses a case study method with a qualitative approach. Data collection techniques are conducted with; Interviews, observations, photography, and documentation. Data was analyzed by the interactive model Milles Huberman (1994), namely; Data collection, data reduction, display data, and conclusion. Data validity checks are conducted to test credibility, transferability, dependability and confirmability. The results of the study found (1) Therecruitment of resources lecturer in education and teaching is determined by the quality of lecturers. (2) Improving the resource capability of lecturers measured through performance. 3 Career Enhancement lecturer conducted with the implementation of college followers (4) Lecturers get guaranteed income, based on the performance report of lecturers (5) dismissal and sanctions system and award based monitoring, performance of lecturers using a written record system.

The quality of education of a nation is largely determined by the quality of human resources both educators and educational staff. Therefore, it is a necessity for every educational institution to improve the quality of teaching staff. Efforts to increase or develop it lead to one meeting point that is so that the school towards the ideals expected by all existing stakeholders. This study uses a qualitative approach to the type of case study, which research is carried out at Sunan Giri Islamic Middle School. Data collection is done using techniques: interviews, observation, and documentation. While the data obtained were analyzed through several stages namely: Condensation, data display, and verification of conclusions as well as checking the validity of the data. The process of developing human resources both educators and education personnel has been going well, but there are still shortages here and there both in terms of implementation and evaluation of the results of the development.

Abstract: This study discusses the history of fatwas on Muslim-Non-Muslim relations issued by the Bahthul Masa'il Institute (LBM) of Nahdlatul Ulama from 1926 to 2019. This research is a type of qualitative research focused on studying LBM written materials. The perspective used is the Study of Religion with a theoretical analysis from Joachim Wach regarding the forms of expression of religious experience, especially in the sociological form. This study finds that, historically, NU issued fatwas by considering such sociological aspects that taghayyur (law change) method is used in law enforcement. By adhering to this principle, NU has formulated fatwas to maintain Muslim-non-Muslim relations under the umbrella of the Unitary State of the Republic of Indonesia. In this regard, NU argues that non-Muslims in Indonesia cannot be categorized in terms of the infidel in the nation-state because non-Muslim citizens in the nation-state context are not second-class citizens as contained in the concept of infidel with various types. The implication is the increasing quality of inter-religious relations that are increasingly harmonious in a plural society.الملخص :تناقش هذه الدراسة تاريخ الفتاوى حول العلاقات بين المسلمين وغير المسلمين الصادرة عن معهد بهتول المسائل (LBM)  لتابع لنهضة العلماء من عام  1926 إلى عام  2019. هذا البحث هو نوع من البحث النوعي الذي يركز على دراسة المواد المكتوبة من قبل  LBM. المنظور المستخدم هو دراسة الدين مع تحليل نظري من Joachim Wachفيما يتعلق بأشكال التعبير عن التجربة الدينية ، وخاصة في الشكل الاجتماعي. توصلت هذه الدراسة إلى أنه تاريخياً ، أصدرت جامعة النيل فتاوى من خلال النظر في الجوانب الاجتماعية ، وبالتالي استخدام طريقة التغايور )تغيير القانون  (في إنفاذ القانون. بالالتزام بهذا المبدأ ، قامت NU بصياغة فتاوى للحفاظ على العلاقات بين المسلمين وغير المسلمين تحت مظلة الدولة الموحدة لجمهورية إندونيسيا. في هذا الصدد ، يجادل NU بأنه لا يمكن تصنيف غير المسلمين في إندونيسيا من حيث الكفار في الدولة القومية لأن المواطنين غير المسلمين في سياق الدولة القومية ليسوا مواطنين من الدرجة الثانية كما هو وارد في مفهوم الكفر. بأنواع مختلفة. المعنى الضمني هو الجودة المتزايدة للعلاقات بين الأديان التي تزداد انسجامًا في مجتمع تعددي.Abstrak: Penelitian ini membahas riwayat fatwa hubungan Muslim-Non-Muslim yang dikeluarkan oleh Lembaga Bahthul Masa'il (LBM) Nahdlatul Ulama dari tahun 1926 hingga 2019. Penelitian ini merupakan jenis penelitian kualitatif yang difokuskan untuk mengkaji bahan tertulis LBM. Perspektif yang digunakan adalah kajian agama dengan analisis teori dari Joachim Wach mengenai bentuk-bentuk ekspresi pengalaman beragama, terutama dalam bentuk sosiologis. Studi ini menemukan bahwa dalam sejarahnya, NU mengeluarkan fatwa dengan mempertimbangkan aspek sosiologis, sehingga memakai metode taghayyur (perubahan hukum) dalam penegakan hukum. Dengan berpegang pada prinsip ini, NU telah merumuskan fatwa-fatwa untuk menjaga hubungan Muslim-non-Muslim di bawah payung Negara Kesatuan Republik Indonesia. Dalam kaitan ini, NU berpendapat bahwa non-Muslim di Indonesia tidak dapat dikategorikan dalam istilah kafir dalam negara-bangsa karena warga negara non-Muslim dalam konteks negara-bangsa bukanlah warga kelas dua sebagaimana termuat dalam konsep kafir dengan berbagai jenisnya. Implikasinya adalah meningkatnya kualitas hubungan antar umat beragama yang semakin harmonis di masyarakat plural.

<p><strong><em></em></strong><em>The study of the history of Islamic education in Indonesia is a study that should continue to be able to give ibrah for development and improvement of the quality of education. This dynamics is the metamorphosis, a process towards perfection. Based on a historical perspective, Islamic educational institution found that Indonesia is still experiencing a metamorphosis is less perfect. This indicates that the Islamic educational institutions should hold first settled towards perfect metamorphosis, a process that ushers in the institution of Islamic institutions on excellence and advancement. This paper attempts, identify the metamorphosis of the Islamic educational institutions as well as find aspects of the imperfections of the process metamorfosisnya. The results of this paper will, be insightful while discourse and early action to improve the image and quality of the institutions of Islam.</em></p>

The head of the madrasa is a leader who has a big responsibility to be able to improve the quality of education in an educational institution. The quality of the institution's education will be able to improve if the head of the madrasa is able to carry out tasks and work properly in accordance with the principal functions of leadership. The leadership function that must be possessed by the head of the madrasa includes Idealism, intellectual, caring and charisma. Improving the quality of education is one of the efforts that can be made to develop human resources for national development. Quality education institutions can be seen from three things, namely input (resources owned), process and output (graduates). Therefore from formal education in schools it is expected that students can develop optimally all the potential that exists in them. So that the school will be able to print graduates who have competency and have high competitiveness.

The proposed article considers the need to recognize the economic utility and social value of human resources, the development of which requires investment in comparison with other types of economic resources. The urgency of solving the problem of functioning of higher education system is dictated by the need to apply new approaches to the management of an educational institution. Successful companies focus their efforts on creating and developing a management system for educational institutions designed to work effectively with intellectual resources that are becoming less used today. All these circumstances explain the emergence of a special interest of scientists and practitioners in the management of intellectual capital and the effectiveness of the knowledge process. In this regard, there is a need for constant updating and change, which means that knowledge is always innovative. At the same time, the most interesting are the ways of transforming universities into a new type of organization focused on meeting the needs of the market, making a profit, developing innovative technologies, supporting high-tech research projects and managing them. Close interaction of business corporations with the University community, forms a diversified financial base, develops contacts with business, society and the state, and encourages the widespread use of initiative and support for innovation in the scientific and educational environment. The new conceptual approach has enriched the practice with progressive methods and technologies for managing people in a complex innovative environment. The priorities were flexible forms of labor use, continuous improvement of the quality of human resources, new approaches to organizing and stimulating labor, and addressing cultural and ethical factors of labor productivity and quality of life. The main components of scientific novelty are the regulation and mutual influence of the functioning infrastructure and the applied methodology of higher education.
