Perlyna as a new strawberry (Fragaria ananassa L.) cultivar for the berries con-sumption as fresh and for freezing

Strawberry is the most spreaded small fruit crop in many countries. In Ukraine sn 2018 this crop total area was 8.3 thus. ha, among them 7.9 thus. ha fruit-bearing in all the categories of farms. The gross berries output was 62.3 thus. tons, the average yield being 7.7 t/ha. The Dutch bank «Rаdobank» carried out in April of 2016 the researches on the small fruit production in Europe and revealed that strawberry even now is the most popular small fruit crop. The strawberry Ukrainian and foreign cvs and elite forms were studied applying the methods of the primary strain inves-tigation and state strain testing in the small fruit patches planted in2012-2016 under the field conditions of the Northern part of the Ukraine’s Lisosteppe, namely: at the Institute of Horticulture NAAS of Ukraine. The varieties – standards were the Ukrainian Hercules, English Elegance, Dutch Elsanta and Italian Alba. As a result the new middle-ripening Ukraini-an cultivar Perlyna was selected as the best according to its signs. Perlyna was obtained by means of the intervarietal hybridization (cvs Present and Elsanta) sn 2004. The authors are V.V. Pavliuk, K. M. Kopan, V. H. Kopan. The berries ripe 2-3 days later than ’Elsanta’ and 2-3 days earlier than and ’Polka’. The bushes are high and vigour, not branchy, with firm high floriferous shoots and dark-green hardish leaves. Resistance to the leaves diseases is high. The berries are high marketable and large (the mass of average is 15 g, maximum 35 g), prolonged broad-conic, being ripe fully dark-red brilliant. The flesh is dense red aromatic of kind sour-sweet taste, in accordance with the multi-year data it contains 7.5 % of dry substances, 3.5 % of sugars, 0.95-1.0 % of organic acids as well as 0.440 mg of pectine substances and 45 mg of vitamin ’C ’ per 100 g of . Under the sufficient humid content the berries size exceeds that of ’Prysviata ’, ’Zenga Zengana’ and ’Polka ’. The yield is higher (18-20 t/ha) than that of the varieties ’Elsanta ’and ’Present ’ under the one-row planting ( 0.8x0.25 m). The cultivar is winter-hardy and drought- resistant. ’Perlyna’ is entered into the State Register of Plant Varieties Suitable for Dissemination in Ukraine. Certificate 181079 on the State Registration of the Plant Cultivar (December 4, 2018). Patent 190373 on the Plant Cultivar (April 12.2019).

A careful 63-year-old work on apple breeding, resulting in the creation of 54 its varieties, included in the State Register of breeding achievements admitted for use, makes it possible to speak about the ways of reduction in the time of the actual breeding process and the subsequent stages of accelerating the introduction of new varieties into production. According to the experience of the Russian Research Institute of Fruit Crop Breeding, an average of 19 years is spent from hybridization to the adoption of a variety for State trials, and from hybridization to inclusion in the State Register it is spent 27 years. The requirements for new apple varieties are changing and becoming tougher to a large extent during this period. We off er the possibility of reducing the time to create a new variety by combining in time the actual breeding process and the primary variety study. For this purpose already during the selection and transfer of biannual seedlings to the breeding orchard it is necessary to multiply and include the best seedlings on morphological features with a culture of 5 points (no more than 1 seedling per thousand selected ones) in the primary study. In this case the actual breeding process is combined with the primary study. When transferring the variety to the state trial, it is necessary to lay orchards of a small production testing of 20-40 trees of a new variety in each of the three replications. The time of single breeders is a thing of the past. To create varieties that meet high requirements of production (convenient for cultivation, highly adapted to local conditions, with a certain shape of tree crowns, with the fruits of high commodity and consumer qualities), interdisciplinary teams are needed, which include not only breeders, but also pomologists, geneticists, cytoembryologists, biochemists, physiologists, phytopathologists, and agricultural technicians. Usually years, and sometimes decades are spent on the creation of well-coordinated teams of professionals of diff erent specialties, but only such teams are able to create varieties that meet all main requirements. At Russian Research Institute of Fruit Crop Breeding such a team consists of 22 people.

Russian Research Institute of Fruit Crop Breeding (VNIISPK) is the main supplier of new apple cultivars for the middle zone of Russia. 54 zoned apple cultivars of different dates of maturing have been created at the Institute and included in the State Register of breeding achievements. The reasons of a very long period from the beginning of the breeding process (hybridization) to the wide introduction of a cultivar into broad production are considered in this pa-per. Examples of acceleration and intensification of the breeding process are given. If in 1950s at VNIISPK it took 39-49 years (43, on the average) from the hybridization to transfer a cultivar to the State Register, then in 1980s-1990s it took just 18-23 years (21, on the average). The techniques and methods of reducing this period are given in this paper. Often not less period passes from the inclusion of a cultivar in the State Register (zoning) before introduction of a cultivar in wide production. To reduce this period, it is proposed in the original institution to lay plots of small production cultivar testing of 20-30 trees in each of the 3 repetitions (60-90 trees) for each new cultivar and the control cultivar simultaneously with the transfer of a cultivar to the State Register.

The paper is devoted to the centenary of the L.P. Symyrenko Research Station of Pomology foundation. The authors have depicted the main stages of the institution formation and development and elucidated its principal scientific achievements. The history of the station began with the creation of the greatest in Russian Empire nursery farm by the outstanding Ukrainian pomologist Levko Platonovych Symyrenko near Mliiv (the now Cherkasy region). As early as in 1912 the cultivars of different plants numbered almost to 3 thousand here. On November 25, 1920 according to the decision of the Board of the People's Commissariat of Agriculture of the Ukrainian SSR the Mliiv Horticultural and Truck Gardening Research Station was created on the basis of the above mentioned nursery. Its first director was L.P. Symyrenko’s son Volodymyr Levkovych, who embodied the creative ideas of the great-grandfather, grandfather and father, realized the cause of several generations of the Symyrenkos. He was a real founder of the Ukrainian horticulture, namely: created and developed all the attributes of Ukrainian pomology, systems of research institutions and state nurseries and the State "Pomological Book". V.L. Symyrenko, professors L.M. Ro and V.P. Popov, research worker M.A. Grossheim and others were major organizers of the station. With their direct participation the departments of horticulture, vegetable growing, entomology, agricultural meteorology, phytopathology, technical processing of fruits and small fruits, agrochemistry ets. were founded and functioned by 1927 already. In 1958 the station was named after L.P. Symyrenko. In the April of 1989 on the initiative of its then director M.M. Artemenko and with the support of the scientific collective it was reorganized as the Mliiv L.P. Symyrenko Research Institute of Horticulture of the Lisosteppe of Ukraine, in 1992 in accordance with tho order of the Presidium of the Ukrainian Academy of Agrarian Sciences (UAAS) renamed as Mliiv L.P. Symyrenko Institute of Horticulture of UAAS and in 2006 as L.P. Symyrenko Institute of Pomology of UAAS. In 2017 it was reorganized as the L.P. Symyrenko Research Station of Pomology of the Institute of Horticulture of the National Academy of Agrarian Sciences (NAAS). Today, it is one of the leading scientific institutions of the NAAS system in the horticultural branch. The scientific and research works are carried out in conformity with the four scientific and technical programmes of NAAS: “Genetical Resources of Plants”, “Horticulture and Small-Fruit Growing”, “Plant Protection” and “Agrarian Economics”. The main direction of the institution research activity is the elaboration of the scientific basis of the preservation and spread of the genetic versatility of the fruit, small fruit, nuciferous and minor crops. At present more than 3,000 varieties of fruit, small fruit, nuciferous and ornamental crops are studied in the collectional plantations. That is the valuable genetic fund of Ukraine. Today 72 varieties bred by the Mliiv Research Station have been entered into the State Register of the Plant Cultivars Favourable for the Spread in Ukraine.

The article analyzes the relations between various actors in agro-industrial production during the preparation, the execution of an attack by raiders, and after the attack, designed to collect and appropriate someone else’s harvest. The article aims to identify and provide a general description of raiders’ main actions during encroachments on the crop of agricultural producers. In Ukraine, raiders encroach on successful enterprises. Due to the quality and fertility of soils and natural and climatic conditions in the agricultural sector, conscientious producers can get a high yield. It is most often attacked by raiders during harvesting, using a set of actions. The article defines the main types of such actions: the seizure of a land plot with forged documents or without them; use of physical violence; involvement in their actions of unscrupulous notaries, state registrars, corrupt judges, and officials; the conclusion of lease agreements for shares or land plots with owners who have already leased them to another bona fide tenant; forgery of court decisions remaining in the temporarily occupied territories; registration of the right to lease land plots based on forged documents; appeal to the court with a claim to the enterprise for recovery of real or allegedly existing debt. These actions do not make up an exclusive list since the raiders are continually upgrading and diversifying the ways of encroaching on the harvest. The article briefly describes both the raiders’ actions and the practices to prevent raider attacks and protection after they have been committed. The innovations of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine on Countering Raiding» dated December 5, 2019 are also presented and analyzed, in particular in terms of introducing notarization of individual transactions; coordination of the moments of state registration of ownership of a land plot, the validity of a lease agreement and the time for harvesting; coordination of information from the State Land Cadastre and the State Register of Rights to Real Estate. The need to strengthen the fight against corruption is indicated by developing proposals to increase responsibility for corruption acts by representatives of public authorities. The article points to the future search for ways to counteract the actions described in the article and other raiders’ actions during the preparation and the attack to collect and appropriate someone else's harvest and after it.

The paper is devoted to the coverage of the category of administrative procedure for the provision of public services for state registration of real rights to immovable property. The categories «stage», «administrative procedure for the provision of public services» and «stages of the administrative procedure for the provision of public services» are compared. A description of the stages of the procedure for providing public services for state registration of real property rights is given. It is emphasized that the administrative procedure for state registration of real property rights has consisted of the following stages: 1) submission of applications and documents to it includes actions such as acceptance and verification of documents submitted for state registration of rights and encumbrances; application registration, etc.; 2) consideration of the case or investigation of all circumstances related to the provision of public service; 3) making a decision on the provision of public service for state registration of real rights to immovable property; 4) making entries in the state register of rights to provide public services for state registration of real rights to immovable property; 5) issuance of documents for the provision of public services for state registration of real rights to immovable property. Attention is drawn to the fact that the main tasks of the stage of acceptance and verification of documents for public services submitted for state registration of rights and their encumbrances stage are: verification of documents on payment of administrative fees for public services and extraction from the State Register of Rights; acceptance of applications and documents required for state registration of rights; registration of the application in the database on registration of applications and inquiries; verification of documents for compliance with general requirements.

The actual task underlying the state registration of rights is the implementation of the principles of strengthening rights. These rights are a guarantee that the implementation of registration actions to recognize and confirm the occurrence, change, transfer and termination of rights in the state register of immovable property will not be subject to arbitrary interpretation. Strict observance of the principles is aimed at ensuring the inviolability of state register data as an information resource, their availability, legality and reliability. Purpose: to study the norms of law that provide for the implementation of the principles that guarantee security of real estate transactions, the responsibility of the registration authority, the legality of the information provided. According to the author, the presence of other registers containing information on real estate erodes the meaning of the state register of real estate as a single set of reliable information. Introduction of digitalization elements into the state registration of rights, i.e. the introduction of a mechanism for intelligent automated analysis of submissions makes it possible to employ a minimum number of Rosreestr (the Federal Service for State Registration, Cadastre and Cartography) employees. Methods: the research is based on methods of analysis, synthesis, description, classification and comparative legal. Results: the author analyzes the principles enshrined in not only civil legislation, but also having a doctrinal interpretation. His opinion is expressed regarding the practical significance of some of them.

More than 60 years of experience in creating apple cultivars that meet the high requirements of production, shows that breeders often do not have time to meet the increasing requirements for cultivars. This is due to the intensification of gardening and complication of fruit production technology, which imposes high requirements on breeders. The breeding strategy provides for the presence of more than 20 indicators in a new cultivar (the tree vigorousness, resistance to diseases, precocity, productivity, fruit quality, content of valuable vitamins, high marketability, etc.). In order for new cultivars to meet all the requirements, interdisciplinary teams of researchers are needed. In addition to breeders, researchers of many specialties should be included: geneticists, cytoembryologists, biochemists, physiologists, physiologists, agrotechnicians, etc. At VNIISPK, an average of 19 years is spent from hybridization to the advariant of a cultivar for state trials, and from hybridization to inclusion in the State Register it is spent 28 years. In this regard, it is necessary to reduce in time each stage of cultivar development: from the actual breeding process and primary study to the state trials. In this paper, brief economical and biological characteristics of 12 apple cultivars that are in the state trials and 2 zoned cultivars are given. From 12 to 29 years were spent to create the cultivars. A large period of time must still be spent before their inclusion in the State Register. In this regard, it is desirable to lay the gardens of a small production test of 20-40 trees of a new cultivar in each of the three repetitions together with the standard cultivars.

This paper investigates issues related to modern features of determining the status of immovable cultural heritage sites as well as the accompanying practical aspects. The paper emphasizes that listing the object of cultural heritage in the State Register of Immovable Monuments of Ukraine by the category of national or local significance shows the object's special status and should guarantee that the state, represented by the bodies of authority, will take the necessary measures for its protection and preservation. It is stated and grounded that the currently existing format of the State Register is outdated; it was formed without having considered the available positive practical experience, new challenges of modern life and achievements of the technological progress. Thereby, it is necessary to change certain provisions of the current Law of Ukraine "On protection of cultural heritage", in particular, regarding the formation of the basic terminology of the monument protection sphere and the procedure for publishing information on state registration of cultural heritage sites. In order to form and store the data of the State Register of Immovable Monuments of Ukraine, it is necessary to use modern software adapted for the specific needs, and not just use the option of archiving available text documents.

The article presents the history of creation, formation and development of the oldest horticultural institution in Russia - Russian Research Institute of Fruit Crop Breeding. For 175 years, the name of the institution has been changed many times, but its main activity - breeding of fruit crops-has remained unchanged. Currently, the Institute conducts full-scale breeding research on 15 fruit and berry crops, using classical and modern methods and techniques to create highly adaptive, competitive and environmentally sustainable cultivars. To date, 189 cultivars of fruit and berry crops have been created, of which 137 are included in the State register of breeding achievements approved for use. In 2014 the publication of the five-volume work of “Pomology” was completed, which presents a pomological description of cultivars of fruit, berry, nut and rare crops included in all regions of Russia in the State register of breeding achievements approved for use and best cultivars that are passing the state test. The Institute has three main departments of breeding and varietal agronomic practice of pome, stone and berry crops, as well as 8 laboratories. Employees of the Institute work in accordance with the program of fundamental scientific research developed by the government of the Russian Federation for 2013-2020, "State program of agricultural development for 2013-2020" - import substitution of fruit products and "Ensuring the conservation of plant genetic resources", and also actively work towards the production of healthy planting material of pure varieties for fruit and berry crops. The Institute actively works in the direction of international collaboration with major breeding institutions in Europe, Asia and North America, as well as promotes the results of its activities at annual scientific conferences and exhibitions of various ranks. The Institute is a holder of 3 Grants from the RSF and RFBR, as well as a participant in 4 International Projects: FruitBreedomics, VINQUEST, ECPGR PomeFruit_C&E, and DROUGHT. In conclusion, it is noted that the Russian Research Institute of Fruit Crop Breeding is able to set and solve important tasks in the direction of the development of domestic horticulture.
