Subject. The article discusses the taxation of interest income from deposits and bonds in the Russian Federation from perspectives of individual investors and the State, classification of people’s income into active and passive. Objectives. We outline actions to adjust the fiscal policy on personal income tax to unify the taxation and stimulate the innovating activity of individuals. Methods. The study is based on methods of logic and comparative analysis. Results. Tactically, payers of interest income are now bound to inform taxpayers on accrued interest income, and the need to qualify coupons of government, municipal and corporate bonds for relief. The strategic result is determined as the need to qualify active and passive income. Conclusions and Relevance. The findings can be an agenda of the State Duma of the Russian Federation and promulgated in the Tax Code of the Russian Federation.

The article is devoted to the qualitative assessment of the state of the oil and gas industry in the Russian Federation based on the context of administrative-territorial units. It was realized that the data provided by different sources differs due to the variation in the calculation methods used, and the lack of detailed regional reports from foreign agencies shows the novelty of the research. In the current research the projection of administrative borders on the territory of oil and gas-geological zoning is used. To determine the degree of the dependence of regional economies from the oil and gas industry, current data about the state of the mineral resource base in the subjects of the Russian Federation were compared with the geography of the location of processing enterprises. On the basis of the obtained materials, the classification of oil and gas-bearing territories is carried out.

The market of one of the most basic participants of the market of housing and communal services – credit organizations is considered. A statistical analysis of mortgage housing lending in Russia was carried out, the classification of the regions of the Russian Federation according to two groups of indicators was carried out: according to the indicators of the housing and communal services market and indicators of the level of socio-economic development of regions by cluster analysis methods and it was shown that not all regions (36 regions) correspond to their levels of groups according to two groups of indicators. The reasons for the development of regions according to the state of development of the housing and communal services market are revealed.

The article considers the dynamics of workers according to various criteria, including gender charac-teristics, by level of education. The dynamics of the unemployed, including in the context of education, was analyzed.

The article analyzes the results of implementation of the project “Precarity of employment in the Russian Federation: the state and directions of reduction”. The development of foreign and Russian studies of precarious employment has been systematized, and the contribution of the Russian scientists who have been at the forefront of studying this problem is shown. The specifics of the manifestation and spread of employment precarity in Russia is disclosed. There is analyzed the contribution of the Project to the development of research and practical measures for reduction of instable employment. The article considers the organizational, technical and socio-economic characteristics of precarious employment, its forced character for employees, contradicting interests of the employed, the capital and the bourgeois state in identifying and regulating precarious employment. The relationship between the instability of modern societies and the instability of employment is shown. It is substantiated that a special theory of precarious employment is being formed in Russia, due to the specifics of the emergence and development of the Russian capitalism. There are presented the practical results of the Project consisting in development of new indicators for its identification, segmentation of the Russian labor market depending on the prevalence of signs of employment precarity. A quantitative estimation of the extent of precarious employment in Russia has been carried out. There have been studied its characteristics on Internet platforms and the skills of workers demanded by employers under the conditions of precarious employment. The author proposes amendments to the Russian labor legislation aimed at legal regulation of new non-standard forms of employment and bringing them out of the “shadow”. There are proposed directions for a further research on precarious employment in Russia: development of a national program for reducing instability and increasing efficiency of employment, classification of its forms, and a roadmap for government actions to reduce precarious employment.

In the article, the authors analyze the components of the forensic characteristics of intentional infliction of serious harm to human health. Special attention is paid to such categories as the identity of the suspect (accused) and the victim, as well as the method of committing the crime. In particular, the authors give their own classification of ways of committing a crime based on the mechanism of causing harm to the health of the victim. The article analyzes the concept of «victimhood» and points out demographic, social, psychological and other significant elements of the victim's characteristics. The author's position is supported by an analysis of statistical data on the state of crime on the territory of the Russian Federation and individual subjects of the Russian Federation, materials of investigative and judicial practice in specific criminal cases. In addition, the authors pointed out the applied nature of the forensic characteristics of specific elements of crimes, since it can be used by the preliminary investigation bodies and bodies engaged in operational search activities when planning appropriate measures to identify, suppress and investigate crimes against the person.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
