Banda Aceh has uttered a local institution which was named Balee Inong that was managed by Gampong society (village) especially for woman. Balee Inong has to realize the role of civil society; including tackling the issue of juvenile delinquency, but not specifically institution for handles the issue of juvenile delinquency. One of the problems of juvenile delinquency preventive efforts can be done through education. Based on background of study above, this paper attempts to reveal how is Balee Inong’s effort in instilling the values of education for adolescents who have problems of juvenile delinquency in the district of Ulee Kareng-Banda Aceh? How is Balee Inong’s role in instilling the value of education to mothers in order to fortify and overcome the impact of deviant behavior as well as to educate their children? The theory used in this paper is the Local Institutions by Esman and Uphoff and Social Control Theory. The results showed that the role of women's centers Ceurih to make efforts to handle the problems of juvenile delinquency, carried out through educational patterns or increased capacity and using two methods, the first: through a direct approach, namely the efforts leading to the problems and issues being faced by adolescents; second: through the indirect approach, which attempts to do leads to a skill or capacity-building approach adolescence. Efforts and the roles are not limited to teenagers, but also performed on their mother, in order to fortify and overcome the impact of deviant behavior. Efforts and roles performed are: first, the increase in capacity can be made directly associated with social issues that are occurring with women's expectations of Balee Inong Ceurih can address the problem of juvenile delinquency; second, the majority of programs other capacity building undertaken by Balee Inong Ceurih, actually indirectly also directs women can fortify and tackling deviant behavior. Juvenile delinquency is a symptom of social and has raised concerns among parents in particular and society in general. These forms of behavior such as child delinquency abuse of narcotic and psychotropic drugs, free sex, fights among teenagers of the village, street racing, began to adorn the Balinese order changes gradually. These symptoms seem to always just show itself as an actual problem that is typical in each period of time and therefore be interesting to be examined. Community structure that changes caused by pressure or offered options that ultimately became plural and multicultural Bali. Resolution of the problem certainly must be associated with a Balinese local wisdom itself. The problem is formulated: (1) why the theory of social control is the most appropriate theory used to cope with children's Misbehavior in Bali?; (2) How the pattern of juvenile delinquency prevention in Bali with the use of local wisdom? The approach used in this study is the non doctrinal approach (socio-legal approach). In principle the socio-legal study is the study of the law, based on social sciences methodology in the broad sense. This research included in aggregate research tradition between qualitative research and quantitative research is often known for its mix of research, with the perspective approach to Criminology. (1) the theory of social control, as compared to the theory of social disorganization theories of deviant behavior in criminology, social control theory most appropriate use in tackling child because, while a strong social bonds between the children with peers, peer group, parents, school teachers, community leaders, religious figures, children undoubtedly will not do deviate behavior. Although his theory of social control in the West but its implementation against children in Bali is more focused than the other theories are, of course, the addition of the elements contained in the theory of social control, such as Attachment, Commitment, Involvement, and Belief, is associated with the local wisdom Balinese people strongly support the strengthening of social control theory; (2) the pattern of juvenile delinquency prevention in General to use the model of non-penal and penal. The pattern of non penal in tackling child delinquency through local wisdom like tri hita karana, tri kaya parisudha, tri tat twam asi, and others, the Balinese social control can prevent or cope with a minimum of child delinquency in Bali.

Purpose – This study aims to examine the impact of news frames associated with traditional media and with Twitter discourse on social issues. Design/methodology/approach – Using semantic network analysis, it identifies the role of new alternative channels as well as discussing ways of understanding and consuming news content in the changing media environment. Additionally, it focuses on the dominant Twitter communicators who rank high in betweenness centrality. Findings – The results confirmed that traditional news media tend to superficially describe main events and media strikes without comment. They tended to consciously or unconsciously favor media corporations by engendering anxiety and conflict or by restraining reports on the rationales of the strike. Twitter discourse, on the contrary, positively represents the striker's arguments and frequently reveals support of the strike. Research limitations/implications – The data set of this study was specialized, not generalized. However, the findings extend literature relating to the role of journalism and alternative channel. For example, this study indicated that the change of media environment has reinforced partiality of news, including both traditional and alternative channels. Practical implications – The findings imply that the advent of new media does not purely represent a laymen's voice and rather tends to strengthen the partiality of media, including both traditional and new media, beyond selective exposure on content of the receiver. Originality/value – By clarifying the influence of alternative channels, this study suggests the counterpart of traditional journalism in the near future.

In recent years there has been considerable analysis of how the media create images of crime. The relationship between child abuse and the media has also been subject to greater scrutiny. This article examines the role of one newspaper in a child protection case. The part played by the newspaper in the court case led to an examination of the language used by the media in their representations of children. The researchers found that a child may be objectified in language even when the child’s gender is previously identified. The ‘gender slippage’ may in extreme cases lead to the ‘textual abuse’ of children, where child abuse is rewritten to lessen the impact on the reader. The authors conclude that the actions of journalists and the language they use require more critical analysis.

A reanalysis of self-reported delinquency data from the Richmond Youth Survey indicates that social control theory has only limited explanatory power. The analysis confirms a prediction of strain theory, although strain theory, too, has limited explanatory power. The impact of Hirschi's Causes of Delinquency may have been due as much to its ideological appeal as to the strength of the evidence that it presented in support of social control theory.

This article examines the impact of physical training on crime among juvenile convicts, namely, how physical activity, a set of physical exercises and much more can affect the behavior of juvenile convicts and, directly, contribute to their correction. Proper physical education of minor children is a powerful factor in preventing and deterring crime. The urgency of the need to involve adolescents in active sports is important in order to develop the values of physical education and improve the form and orientation of the promotion of physical education and sports in order to minimize juvenile delinquency.

The article is devoted the analysis of possibilities of the specific subculture of a teenager in police activity. The identified psychological characteristics of puberty, defined the characteristics of the adolescent subculture, graffiti is considered as an element of the subculture of the teen, identified the need to study adolescent subculture, including graffiti by police officers working directly with minors. During the questionnaire survey identified areas that need more focus for training: 1)about the peculiarities of the psychology of teenagers and the impact of crises on his behavior; 2) about modern teenage subculture, including criminal, sources of its formation and measures; 3) the mechanisms of formation of deviant behavior in adolescents;4) the interaction with public and state organizations (Ministry of education, Ministry of Health and so on). The analysis allows us to understand the role of knowledge about the subculture of teenage for police officers working directly with minors. This knowledge can tell him how to behave, what methods to use when communicating with the child.

Family resilience consists of three things, namely physical, social, and psychological resilience. So, the application of this resilience pattern will lead to interactions between family members, so that happiness or family crises can emerge, such as juvenile delinquency. Thus the researcher is interested in comparing Elly Risman's thoughts and the concept of Islamic marriage. The focus of the studies examined in this article are: 1) What is the Pattern of Family Resilience to Prevent Juvenile Delinquency According to Elly Risman? 2) What is the pattern of family resilience to prevent juvenile delinquency according to the concept of an Islamic marriage? 3) How is the comparison between Elly Risman's thoughts and the concept of Islamic marriage in the pattern of family resilience to prevent juvenile delinquency? In this study, the authors took normative legal research. Based on the results and conclusions of research conducted by researchers, among others: 1) the concept of family resilience according to Elly Risman includes tips for being able to adapt and survive, factors of weakening family resilience, the impact of weakening family resilience, and efforts to maintain the family. 2) the concept of family resilience according to Islamic marriage includes the urgency of having a family, family goals, family wisdom, rights and obligations of family members, factors needed in family resilience as well as managing conflict and building family resilience. 3) The comparison of Elly Risman's thoughts and the concept of Islamic marriage in family resilience includes, Elly Risman's view on family resilience puts forward feelings that have an impact on psychology and family resilience that will have an impact on children's growth. Elly Risman also revealed the important role of parents in childcare. Whereas in the concept of Islamic marriage, it includes considering the purpose of having a family, prioritizing the rights and obligations of family members, and paying attention to equality.

According to various sources, the increase in juvenile delinquency rates is very concerning. Prevention of risky behavior in adolescents is needed, because adolescence was a period where someone was looking for identity. Through Posyandu activities, teenagers have a place to get knowledge about various things, looking for solutions to problems related to health and so on. Based on information from the village midwife who is responsible for the existence and sustainability of the Youth Posyandu in Dawung Village, Palang District, Posyandu activities are increasingly passive. because of the decreasing interest of teenagers to attend every event that was initiated and held. Of the 517 teenagers who were targeted by the Youth Posyandu, only 50 (9.6%) attended the activity every month, And of the 50 teenagers who attended, when invited to discuss, they focused on the cellphone or gadget that was being held. Through this activity the researcher wants to optimize the role of youth cadres through increasing knowledge with training and interactive discussions with youth Posyandu cadres about juvenile delinquency as the impact of negative anticipation of the development of Information technology, as an effort to prevent the increasing risk behavior in adolescents.
