scholarly journals COMPARATIVE ANALYSIS OF PROGRAM SUBJECT AREAS FOR TRAINING INFORMATION TECHNOLOGY MANAGERS IN UKRAINE AND THE UNITED STATES

The article presents a comparative analysis of information technology and management subject areas in Ukraine and the US over the past 25 years. Special attention is given to the program subject areas under which universities can train specialists in IT management, a branch at the intersection of IT and management. In particular, the article traces transformations in the Cabinet of Ministers’ decrees on these fields of study, and details the amendments introduced into the classification of qualification levels, fields of study and subject areas in compliance with Decrees № 325 dated 1994, № 507 dated 1997, № 1719 dated 13.12.2006, № 787 dated 27.08.2010, and № 266 dated 2015. The article also outlines the higher education standards on IT and management developed on the basis of active Decree № 266 and other regulations. Further, it identifies the specifics of professional training of managers and IT specialists in the US. In particular, it outlines the Guiding Principles and Standards for Business Accreditation by the Association to Advance Collegiate Schools of Business, and the Computing Curricula Guidelines jointly developed by the Association for Computing Machinery and the Computer Society of the Institute for Electrical and Electronic Engineers. Finally, the article correlates computing-related study areas in Ukraine and the US, and shows that reforms in IT and management fields of study are still in progress in Ukraine. The author concludes that while IT components in management subject areas are quite comparable in Ukraine and the US, the weight of business ones in IT subject areas is much smaller in Ukraine, which sidelines the professional training of IT managers in these subject areas. The author stresses the prospects of further analysis of the IT management programs available in Ukraine as well as the opportunities of incorporating the US experience to develop professional training of IT managers in the universities of Ukraine. The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

Abstract Over the past decade in the world there has significantly increased the process of globalization, which resulted in high demand for the profession of a translator. For future interpreters it is important to be well informed, to know innovations of the sector, which they have chosen as the major. Therefore, the translator should be able to search for information, and critically evaluate it. The article deals with the analysis of the application of modern information technology in the future translators training at the universities of the EU countries. The analysis of scientific and pedagogical literature that investigated aspects of information technology training of future translators at the universities has been made. The most widespread of information technologies that are applied during the translators’ training process have been defined, the possibilities of their application have been grounded. Countries, cities, universities of European Union where such training is carried out have been pointed out. Also it should be mentioned that the characteristic feature of interpreters' higher education in Europe is that the training program tend to a specialization profile. Their main types are: full program of higher education and independent graduate programs of specialized nature. The skills development of using computer technology makes an important contribution towards improving the quality of education during the professional activity. The change and correction of programs in accordance with the development of information technologies, informatization process, professional translators' interests are carried out in education systems. In the process of professional training there are used the methods that are aimed at the intensification of the processes of self-education and self-development. An important provision of the Bologna process is the focus of higher education establishments on educational results: knowledge and skills of the graduates should be applied and practically used.

The use of the communication and information technology tools can aid students in their lab work to add more flexibility to the accessibility and providing of up-to-date higher education allowing students accessing knowledge anytime, anywhere which will facilitate the lifelong learning and provide accessibility to the curriculum and other students' resources from anywhere at any time. Laboratory work by students in the information technology and engineering fields of study is a must requirement in all accreditation agencies and targeted employment places. This chapter demonstrates a project based learning technique that has been integrated with ordinary classes in computer network courses. The tools used in this study concentrates on the modeling and simulation of different aspect of computer networking that highlight different skills needed to any computer network engineer.

Problem and goal. In the context of digitalization of school education and update of requirements of Federal State Education Standards to implementation of project and research activities of school children the relevance of development of professional training of bachelors of pedagogical education in higher education institutions is substantiated. Methodology. As a summary and systematization of the accumulated practical experience of project-based teaching as well as its scientific and methodological analysis, training of bachelors of pedagogical education for project and research activities based on cross-subject interaction is described. Results. The examples for training of future teachers in project and research activities by use of cross-subject interaction in higher education institution are provided. Conclusion. The need to develop bachelors of pedagogical education - future teachers - in fundamental, technological skills to solve subject and cross-subject tasks using means of digitalization and digital educational resources in the context of professional interaction between subject teachers and computer science teacher is proved.

The article presents a comparative analysis of the educational and professional program "Informatics" of the first (bachelor's) level of higher education in the field of knowledge 12 "Information Technology", specialty 122 "Computer Science", which is implemented at the Faculty of Computer Science and Cybernetics Taras Shevchenko National University of Kyiv with educational and professional programs of the same level and specialties of other institutions of higher education in Ukraine. During the analysis, they were compared with the approved standard of the first (bachelor's) level of higher education in the specialty 122 "Computer Science". In order to conduct a comparative analysis, the authors developed and completed a educational program database. The result of the study is checking the educational program for completeness, that is lack of competencies that are not provided by any discipline and sufficiency, that is the lack of disciplines that do not provide any competence. The ratio of competencies and disciplines in different programs in a common specialty is analyzed.

The use of Information Technology (IT) in higher education is said to be useful if its application is in accordance with the vision and mission of the organization. Academic information system audit is a method of assessing or assessing academic information systems to ensure that the governance and management functions of the information system are implemented properly. Unimal is a university that has implemented information technology in its operational processes. In achieving the organization's vision, the use of IT in the organization must always be monitored so that the services provided to users can be maximized, including by conducting an audit process to identify the level of IT maturity so that IT management can find solutions from processes that are considered less than optimal. This study aims to measure the level of capability of Unimal Academic Information Technology using COBIT 5 Domain APO (Align, Plan, and Organise) in the APO01, APO02, APO04 and APO11 processes. The focus of the research is also based on the need for priority processes in the Malikussaleh University environment and research related to the APO domain has not been carried out. The purpose of this study in general is to analyze Academic Information Technology using the COBIT 5 framework in the APO domain at the Malikussaleh University, as well as to provide solutions for improving academic information technology and IT implementation at the Malikussaleh University.

The paper is concerns problems of professionalization HR-experts in USA. Information on structure of professional organizations in the ­ eld of HR practices and ways to outreach HR-experts are described. Of special interest is the assessment of HR-experts performance, undertaken on the basis of Friedson’s model. Of interest is also description of methods, HR-experts currently use to assess their own performance and speci­ cs of professional training. As the authors show, the need for entry control to the profession in terms of certi­ cation or acquiring higher education I relatively weak. The very fact of low entry barrier for HR practices may relate to low recognition of signi­ cance of HR-activities by public and business community. Despite the claims of the US HR-experts that they enjoy some autonomy of operation, in fact they tend to consider their work as being intrinsically controllable by their professional organization.

This study examined students’ perception on the integration of Information Technology (IT) in Ghanaian distance Education, and provided a comparative analysis of the levels of integration among public universities in Ghana. The research was conducted at the distance learning centres of the 4 major public universities, namely: University of Ghana (UG), University of Cape Coast (UCC), University of Education, Winneba (UEW) and Kwame Nkrumah University of Science and Technology (KNUST). Questionnaires were used to collect data from a sample of 297 students, using a cluster sampling technique and the data were analysed using One-Way ANOVA and chi-square statistics. The study showed that although computer literacy among distance learners was high, technology integration was low and varied among the institutions. Smart phones were the major internet access devices. The online learning tools for self-efficacy were vital to IT integration. Based on the gathered results, recommendations such as implementing a robust national IT infrastructure, among others, were provided for reflection by higher education institutions offering distance education in Ghana.

Abstract The article deals with peculiarities of undergraduate and postgraduate linguistic courses at Lancaster University. It has been stated that the latter is considered to be one of the best higher education institutions both in the UK and worldwide. Being a relatively new higher education institution (founded in 1964), it can already boast its academic reputation. According to data of British surveys it has been found out that Lancaster University is extremely popular among students. Speaking about linguistic achievements it should be mentioned that Lancaster University’s linguistic centre, spanning four generations of researchers, has been recently awarded The Queen’s Anniversary Prize for Higher and Further Education. It has been revealed that degree programmes at Lancaster University are flexible and provide students with the opportunity to master a wide range of subject areas to complement their main specialism as well as numerous optional modules selected to satisfy various education needs and inclinations of students. Teaching approach at the University is research-driven and research stimulated, that is why much curriculum time is dedicated to carrying out research projects. Students are significantly motivated towards self-study as most of study time (81–89 %) is dedicated to independent learning. Lectures, seminars and similar are given only 11–19 %. Positive aspects of British experience in professional training of future linguists have been outlined.
