This study examined students’ perception on the integration of Information Technology (IT) in Ghanaian distance Education, and provided a comparative analysis of the levels of integration among public universities in Ghana. The research was conducted at the distance learning centres of the 4 major public universities, namely: University of Ghana (UG), University of Cape Coast (UCC), University of Education, Winneba (UEW) and Kwame Nkrumah University of Science and Technology (KNUST). Questionnaires were used to collect data from a sample of 297 students, using a cluster sampling technique and the data were analysed using One-Way ANOVA and chi-square statistics. The study showed that although computer literacy among distance learners was high, technology integration was low and varied among the institutions. Smart phones were the major internet access devices. The online learning tools for self-efficacy were vital to IT integration. Based on the gathered results, recommendations such as implementing a robust national IT infrastructure, among others, were provided for reflection by higher education institutions offering distance education in Ghana.

Las reflexiones de este trabajo buscan analizar el impacto de las tecnologías de la información y comunicación (TIC) en la educación superior, especialmente en la educación superior a distancia (ESaD) en su fase virtual, en las universidades públicas mexicanas de la zona centro sur del país, en el contexto de la universidad latinoamericana. No obstante se estudia el comportamiento de las condiciones económicas, sociales y culturales, los actores y sujetos sociales que tienen que  ver con esta modalidad educativa, pese a prever distintos escenarios como hipótesis de realidades para un futuro probable y deseable. Realmente se ofrecen más argumentos para fortalecer la explicación de un escenario probable, posible y deseable para imaginar la vida universitaria en ese tiempo. Como escenario central dela ESaDen las universidades mexicanas en la sociedad del conocimiento, se observa lo siguiente: no obstante habrá una fuerte oferta de cursos de ESaD por grandes universidades extranjeras y nacionales, las universidades públicas estatales no todas alcanzarán una globalización educativa interactiva para el fortalecimiento de sus funciones sustantivas. Debido a sus grandes limitaciones de inversión en infraestructura electrónica y de capacitación docente, se contará con una Universidad Nacional de Educación a Distancia exprofesa  para apoyar a las universidades pequeñas y con dificultades de financiamiento para la incorporación de programas académicos virtuales. Palabras clave: Educación a distancia, información, tecnología y comunicación, universidad virtual, planeamiento, previsión y globalización educativa. Summary The reflections of this paper analyzes the impact of information technology and communication (ICT) in higher education, especially in higher education distance (ESADE) in virtual stage in Mexican public universities of the south central region of the country, in the context of Latin American university. However studies the behavior of the economic, social and cultural, social actors and subjects that deal with this type of education, despite the hypothesis predict different scenarios for future realities probable and desirable. Actually provide more arguments to strengthen the explanation of a likely scenario, possible and desirable to imagine college life at that time. As the center stage of the ESAD in Mexican universities in the knowledge society, there is the following: however there will be a strong offering courses ESADE large foreign and domestic universities, the state's public universities do not all reach an interactive educational globalization strengthening its substantive functions. Due to its large investment in infrastructure constraints and teacher training electronically, there will be a National University of Distance Education especially for it to support small universities and funding difficulties for the integration of virtual academic programs.Keywords: Distance education, information technology and communication, virtual university, planning, forecasting and educational globalization.

Abstract In many countries, open and distance education is perceived as a way to meet the growing need for higher education. This paper explores the development of online and distance education in three countries that are still a white spot on the landscape of international distance education research although they have implemented elaborated distance education systems: Turkey, Russia and Saudi-Arabia. In order to understand the current state of distance education systems in the three countries, their respective systems are described from a historical perspective, compared in regard to their organization, important institutions for open and distance education and current developments. This comparative analysis directs the focus on little investigated education systems and contributes to an enhanced understanding of their past, present, and future.

Mobile learning and connecting development and trends are widely discussed globally. Literature evidences exist confirming mobile learning and its impact on higher education. Mobile learning opportunities can be one option for higher education institutions to reach a dispersed population of the Maldives. Although readiness of mobile learning has been analysed in several counties and contexts, this contributes as the first research on this subject in the Maldives. Therefore this article is intended to find out students' readiness for mobile learning (mLearning) in the higher education institutes of Maldives. Basic readiness and mobile usage readiness of students from three different higher education institutions contributed to the research. A total of 343 institutional students enrolled in flexible delivery programs responded to the online questionnaire survey. Considering the level of programs, cluster sampling technique was used in shaping the sample of the research. Data was analysed using descriptive statistics and SPSS to interpret the findings on student readiness for mobile learning. The findings indicated that the students were confident in using mobile and other mobile devices in daily activities. Also, findings indicated that majority of students were confident with the basic and advanced mobile skills of mobile learning.

The study assessed how students and course tutors on distance education programmes of the College of DistanceEducation, University of Cape Coast appraised their study centre coordinators’ performance in terms of humanrelations, behaviour, organising teaching and learning facilities; and handling complaints. This type of appraisal,where students and tutors representing customers and subordinates respectively, is usually referred to as the360-feedback method in human resource management. Concurrent embedded study design from the pragmatists’epistemic approach was adopted for the study. Simple random and purposive sampling technique were respectivelyused to sample 1228 final year students and 217 course tutors from 53 study centres; and five coordinators from eachof the three Zones across the ten regions of Ghana for triangulation purposes. Data was analysed with descriptivestatistics, independent t-test and a one-way between-groups analysis of variance. The study found that coordinators’behavior and human relations were rated higher as compared to complaints handling and organising study centreactivities. This was blamed on lack of capacity to address most of students and tutors challenges; and teaching loadof coordinators. It was recommended that the management of College of Distance Education should increase thecapacity of coordinators for district and regional study centres as well as the Zones in terms of resources andtechnology to be able to take immediate steps to solve students and tutors’ complaints.

Background. Studies in developed countries have revealed an association of different magnitudes between watching television and the risk of being overweight and obese among reproductive age women. Even so, there is no evidence of such an association in the context of the Ethiopian population. Hence, the study aimed to assess the association between watching television with overweight and obesity in a nationally representative sample of Ethiopian women. Methods. A cross-sectional study was conducted by using secondary data analysis from 2016 Ethiopia demographic and health survey among women aged from 15 to 49 years. The samples were selected using a two-stage stratified cluster sampling technique. A total of 10,074 women were included in the analysis. The outcome variables were both overweight and obesity, whereas the main exposure variable was the frequency of watching television. Multivariate logistic regression analysis was performed for adjusting potential confounders. Adjusted odds ratio (AOR) with 95% confidence intervals was used to declare a statistically significant association. Results. The study found that watching television at least once a week was significantly associated with both overweight (AOR: 1.79; 95% CI: 1.20–2.73) and obesity (AOR: 3.76; 95% CI: 2.04–6.95). The study also divulged that the odds of overweight were higher among women aged 25–39 years (AOR: 2.17; 95% CI: 1.25–3.77) and 40–49 years (AOR: 2.69; 95% CI: 1.45–5.00), urban residents (AOR: 1.76; 95% CI:1.17–2.65), attended higher education (AOR:2.11; 95% CI: 1.22–3.65), and richest in the wealth index (AOR: 2.83; 95% CI:1.71–4.68). Similarly, the odds of obesity were higher among women aged 25–39 years and 40–49 years, attended higher education, and the richest in wealth index. Conclusions. The results from this study demonstrated that watching television at least once a week is associated with obesity among reproductive age women in Ethiopia. Therefore, a social behavioral change communication campaign needs to be taken to improve awareness regarding the harmful consequences of watching television for long hours. Further research studies should be conducted among men and adolescents to determine whether this positive association exists among that target population as well.

Spain is currently experiencing a difficult economic situation, and in recent years a significant change has been observed in the behavior of the demand for educational programs as a result of this situation. Recent studies reveal a change in student demand that does not have the same effect on all academic institutions. Bearing this behavior in mind, the present study focuses on providing an overview of the situation of the Spanish distance education university system over a six-year period, from the 2007/08 to the 2011/12 academic year, analyzing the different variables that influence the demand and new enrollment in official degree programs. We also conduct a comparative analysis of the patterns these variables follow depending on the methodology applied by the different universities examined in our study, making a distinction between classroom and distance education universities.

Abstract: To run the Tri Dharma of Higher Education, lecturers must at all times be able to access and update information quickly. Thus the lecturer will not miss the latest knowledge and information from students or from the general public. Without mastering information, the lecturer will look passive and "telmi" (late thinking). Especially in this highly competitive information technology era, information becomes very important so that lecturers continuously develop and deepen their knowledge. To meet the information needs of lecturers, it is needed a mechanism for access to information and information availability. Access to information requires the availability of infrastructure (telecommunications, electricity) and devices (hardware and software) as well as mastering the use of computers (computer literacy). the problem that often arises now is that there are several attitudes of lecturers in terms of finding information. There are among lecturers who are always actively seeking and finding various information. Meanwhile there are also lecturers who are passive, in the sense that said lecturer there is no desire in finding new information and knowledge, but it is enough to hold the knowledge as it is. Akses terhadap informasi membutuhkan ketersediaan infrastruktur (telekomunikasi, listrik) dan perangkat (hardware dan software) serta penguasaan penggunaan komputer (literasi komputer). persoalan yang sering muncul sekarang adalah bahwa terdapat beberapa sikap dosen dalam  hal mencari informasi. Ada di antara dosen yang senantiasa aktif mencari dan menemukan berbagai informasi. Sementara itu ada juga dosen yang pasif, dalam arti kata dosen tersebut tidak ada keinginan dalam mencari informasi dan pengetahuan baru, tetapi cukup memadakan pengetahuan apa adanya. Bagaimana pun situasinya harus dikatakan bahwa setiap dosen tidak mungkin alpa dengan informasi, karena informasi itu adalah kebutuhan akademik dan kebutuhan ilmiah. Nowadays, education has become more complex than before. The need for knowledge, understanding, and passion among societies had caused an increase in education demand. To prepare a better and higher-level quality of education, the Ministry of Higher Education had played vital roles to enhance their services and efficiency levels. Nevertheless, the trend of budget allocation for operating expenditure in education sectors had shown a decline for the past three years, starting from the year 2016 until 2018 (Ministry of Higher Education, 2018). Since the budget allocation was cut off, public universities in Malaysia were encouraged to seek their own funds. One of the alternatives implemented by public universities was fund seeking through waqf collection. Through waqf, it assists public universities to support their needs especially for financial sustainability in the future. Respondents totaling 398 people comprising of various societies in Ipoh, Perak participated in this survey. A simple random sampling technique was employed to measure the social culture, understanding, awareness level, religiosity, marketing methods and willingness to contribute to Waqf education. Pearson correlation was used to measure the relationship between the variables. The results indicated insignificant relationships between awareness and willingness to contribute to waqf education. Furthermore, the findings also explained that the social culture, understanding, religiosity, and marketing methods are the significant determinants in influencing the willingness to contribute to Waqf education. The findings from this study could benefit the Ministry of Higher Education itself, relevant government agencies and policymakers to promote Waqf as an alternative to generating income for education sectors in Malaysia.

The article presents a comparative analysis of information technology and management subject areas in Ukraine and the US over the past 25 years. Special attention is given to the program subject areas under which universities can train specialists in IT management, a branch at the intersection of IT and management. In particular, the article traces transformations in the Cabinet of Ministers’ decrees on these fields of study, and details the amendments introduced into the classification of qualification levels, fields of study and subject areas in compliance with Decrees № 325 dated 1994, № 507 dated 1997, № 1719 dated 13.12.2006, № 787 dated 27.08.2010, and № 266 dated 2015. The article also outlines the higher education standards on IT and management developed on the basis of active Decree № 266 and other regulations. Further, it identifies the specifics of professional training of managers and IT specialists in the US. In particular, it outlines the Guiding Principles and Standards for Business Accreditation by the Association to Advance Collegiate Schools of Business, and the Computing Curricula Guidelines jointly developed by the Association for Computing Machinery and the Computer Society of the Institute for Electrical and Electronic Engineers. Finally, the article correlates computing-related study areas in Ukraine and the US, and shows that reforms in IT and management fields of study are still in progress in Ukraine. The author concludes that while IT components in management subject areas are quite comparable in Ukraine and the US, the weight of business ones in IT subject areas is much smaller in Ukraine, which sidelines the professional training of IT managers in these subject areas. The author stresses the prospects of further analysis of the IT management programs available in Ukraine as well as the opportunities of incorporating the US experience to develop professional training of IT managers in the universities of Ukraine. This study is an ex-post facto, with a population of 1,045 students. Research sample of 204 students, which is determined by random cluster sampling technique. To determine the minimum sample size used Solvin formulas. The results showed that most of the students of SMPN in Tapin district has been using information technology in learning IPS that as many as 127 respondents (62.25%) in the medium category. Use of information technology is used as a media / learning aids (57.35%) and as a learning resource (68.63%). Student motivation in the category were as many as 140 students (68.63%) and the achievement of social studies are also in the category of being a total of 143 students (70.10%). The analysis showed that there is a significant relationship between the use of information technology and the learning achievement IPS (r = 0.752, p <0.05), between the students' motivation and academic achievement IPS (r = 0.604, p <0.05) and collectively cooperation between the utilization of information technology and student motivation and academic achievement IPS (r12y = 0.691, p <0.05).Keywords: Utilization of Information Technology, Learning Motivation, Achievement IPS
