The problem of communication is addressed in a virtual platform, in a communication space: forum, within the platform of the Virtual University System, of the University of Guadalajara, called Metacampus. The objective of the study was: To observe how social life is carried out from the interaction through a virtual medium, in the field of use of information technologies IV. In the methodological work, a mixed paradigm was used, to know what the development of activities is like having as a focus of study: interactive communication, identifying elements of a virtual learning environment. The methodology that was followed to measure the sample was due to the facilities that were presented for being an advisor on the subject of Use of Information Technology, with a sample of 60 students, which results in a representative sample with a level of confidence significant. The results of the analysis of the information worked on the subject Use of Information Technology IV are presented. A significant participation of the participants could be observed, with 590 messages, of which 475 corresponded to students, and 115 from advisers. A trend of Descriptive type messages was identified.

One of the factors that determines the current lifestyle is technology, which persistently draws the world into competition for new means and practices. As the subject of these processes, our contemporary not only takes an active part in them, but also reflexes a lot about his/her own impact. Although technology is ambivalent and multivector in its development, the humanitarian role of protecting the history of human experience, as well as creating the updated versions of cultural practices is not alien to it. Inspired by the broad interpretation of the writing practices proposed by J. Derrida, the author of the article shows how important it is for the understanding of technology not to be overloaded with alarmism. Information technologies have a democratizing effect on social life by offering new tools and formats for the writing. In particular, they support on a personal level the freedom of self-realization, while on a public scale — sociocultural diversity and interaction.

Vilnius Business College prepared a plan of particular switchover from proprietary software in computer laboratories to open source software. This paper analyses the results of a two-stage survey of students’ opinion about open source software and problems that can occur when using such programs.The changes in students opinion are discussed and results of our surveys are compared with the results of an analogous survey in Lithuanian schools.

The article raises questions about the need to introduce information technologies into the criminal justice of the Kyrgyz Republic in the context of digital transformation. The author believes that the goal of criminal proceedings for the implementation of the concept of legal informatization in the Kyrgyz Republic is the introduction of digital technologies in criminal proceedings, increasing its transparency, reducing the time frame of the criminal process, as well as optimizing the cost of paperwork and providing access to the case materials online. The use of digitalization as a new stage of information technology in criminal proceedings makes it possible to significantly improve the quality and efficiency of criminal proceedings, as well as facilitate the work of law enforcement officers, contributing to the formation of an independent information personality, teach them to make the right decisions and effectively use information resources. The main essence and role of information technology is the provision, storage, processing and perception of information and its accounting. The object of the research is a set of public relations regarding the informatization of criminal proceedings in the context of the introduction of digital technologies. The subject of the research is the norms of criminal procedure legislation on the implementation of electronic justice in Kyrgyzstan. The author came to the conclusion that the demand in making procedural decisions by the subject of a criminal investigation now makes it possible to present digital products (judicial acts) in electronic format and neutralize corruption components, increase greater confidence in the judiciary, ensuring the transparency of legal proceedings. With the help of digital technologies, information processes are rationalized, automated systems for making electronic court decisions are being introduced.

The conclusion begins with a summary of the conclusions of the preceding chapters. Most generally, uses of Roman information technologies, even ones that are broadly similar to each other, manifest enough difference in detail to discourage their extension or combination. This is both a cause and an effect of the close focus of both users and designers on extremely specific use-contexts. It then goes on to suggest several contexts for the application and/or extension of its findings. First, a fine-grained understanding of information storage, use, and transfer lends itself to integration with modern theoretical understandings of the economy and of power. Information structures are important “institutions” that give shape to particular economies. Information technology may also have served as a brake on the conversion of the high intensity of absolute imperial rule to “a wide scope of actual mastery over the conduct of the subject population.” Second, there is evidence both that the use of information technology changed radically after the end point of this study (c. 300 CE) and for the roots of the difference in a variety of external historical circumstances.

The relevance of the topic is dictated by the inconsistency of the contemporary education system. On the one hand, the pedagogical community defends traditional teaching methods. On the other hand, there is a need to implement new methods that meet the current generation’s interests and worldview. The purpose of the present study is to identify the possibility of using constructivist elements in pedagogical activity, which are elements of the subject-to-subject paradigm of education. The need to implement elements of constructivism in educational activities is determined by the peculiarities of contemporary social life, in which the main role in the formation of everyday reality is played by virtual digital reality and information technologies. The conducted analysis was based on the studies directly related to the field of education and pedagogy, as well as works on philosophy, sociology, and psychology that explore the problems of education in present-day developments. The analysis of the contemporary educational system and the concept of constructivism in education are presented based on the conducted work. Study materials can be used to analyze and solve debatable issues of contemporary education and pedagogy.

The urgency of the material stated in the given work is caused by necessity of search of the ways of optimization and automation of projecting process of the subject modular structure which is expedient to produce on integration bases, accounting problems of the coordinated teaching of subjects of various cycles of preparation of the future specialists. In the paper information-mathematical bases of projecting of the subject modular structure are covered on the basis of integration of scientific knowledge, the place of information technologies at realization of such projecting is determined. Recommendations as for the choice of tools for its realization are offered.

Now, the cause of inefficient management in many enterprises of Ukraine is the insufficient use of information technology. Despite the active support of the sector by the state, the problems of studying and speeding up information flows, development and implementation of information and software systems for automation of management, lack of vision of the prospect IT implementation in managers and, as a consequence, reduction of management mobility, etc. are not fully resolved. The effectiveness of managing the settlement territories depends to a great extent on the completeness and reliability of the initial information used in making decisions on its strategic and operational development. The required information is measured by thousands of indicators that characterize the quantitative and qualitative state of the elements of the environment of the settlement and is collected, accumulated and processed by various branch bodies of state and local authorities. Using e-government tools will provide a significant improvement in service quality individuals and legal entities and increasing openness, transparency and efficiency of the activity of state and local self-government bodies. In addition, the introduction of e-government is a basic prerequisite for building an efficient digital economy and digital market in Ukraine. It is the generalization of electronic registers that will make it possible to make an effective management decision. The purpose of the scientific article is to identify the directions, mechanisms for improving the efficiency of management and control, case study and the influence of the information and communication technologies use on the management systems at the state and local levels. Methodology. The study of the subject area, theoretical foundations of information technology in the management of Vinnytsia areas of improvement; identifying tools and methods for implementing information systems in greening management. The subject of the study is the impact of information technology on improving the effectiveness of control and management decisions. Based on the analysis of information and communication technologies in management local authorities and experience of foreign countries in the area of urban improvement, areas of research to improve management and control are identified. Result of the research. It is determined that the use of information technologies in public administration contributes to the formation of an open democratic society, which will guarantee the observance of the constitutional rights of citizens, to participate in public life, to make appropriate decisions by public authorities and local self-government bodies. The use of e-government tools will significantly improve the quality of service for individuals and legal entities and increase the openness, transparency and efficiency of the activity of public authorities and local self-government bodies.
