The modern period of socioeconomic development in Latin America determines the need for a significant improvement in the quality of training. On the one hand, this is due to scientific and technological progress, the consequences of which are manifested in almost all areas of people's professional and social activity, including the educational field, on the other hand, with comprehensive research that ensures the creation, application and dissemination of knowledge in the social field. Economic space where innovation becomes a systemic phenomenon. Of great importance is the fact that scientific and technological progress not only poses new requirements for the person himself, but also for the higher professional education system. The contradiction that has arisen between the increasing volume of information and the crisis in the didactic methods of training specialists requires a transition towards fundamentally new technologies of vocational training. The need to change the priorities of professional training in the direction of the development of heuristic and creative thinking, the formation of the individual as a subject of self-development, the mastery of the tools for the management of their own educational activities is increasingly evident. An increase in the applied component of training, a change in the emphasis on the independence of educational work, a certain state in educational standards, allows to form a system of generalized knowledge, skills and abilities that can be transferred from one area to another and act as an integral basis for professional development, highlighting specialized professional skills that are capable of responding adequately to ongoing changes, making decisions independently and putting them into practice in the process of mastering new technologies and professions.

The article considers the urgent problem of modern higher pedagogical education related to the formation and development of professional competencies of a future teacher. The purpose of the article is to identify, on the basis of analysis of federal state educational standards of higher education, as well as own pedagogical experience of the professional competencies of a future history teacher, which are necessary to improve the quality of teacher training in the process of educational and extracurricular work at a university. The article presents various interpretations of the concept of professional competencies of a teacher presented by both domestic and foreign researchers. Based on the analysis of professional tasks and activities declared in the Federal State Educational Standard of Higher Professional Education and Higher Professional Education (2011, 2014, 2016, 2018). Five professional competencies of a history teacher have been identified. They are included in the curricula and working curricula for the disciplines of the subject preparation of the bachelor's degree (profile History and Social Studies): Methods of teaching and upbringing in historical education, Use of information and communication technologies in teaching history, Game technologies in teaching and upbringing, "Pedagogical workshops" as additional to the general professional competencies contained in the federal state educational standard of higher education. The formation of professional competencies of future history teachers is carried out as part of the students' academic work, and their development and practical application in the process of extracurricular work. The professional competencies of the teacher are characterized by his level of professional training, his attitude to work, to himself and affect the effectiveness of the implementation of educational and educational work in school.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The article deals with structural compounds of lecturer's rhetorical culture, its role in forming of professionaly oriented person. Lecturer's cultural and language literacy forms a style of pedagogical communication, a culture of his speaking behavior, and that exerts influence on learning process, on forming students' skills, on their personalities. The theoretical bases of diagnostics and determination of the results of the formation of professional competencies of language training lecturer`s for foreign citizens as the actual pedagogical problem in universities of technical profile were investigated and substantiated. In the conditions of socio-economic changes in Ukraine, the improvement of higher professional education system, in the process of introducing new requirements and standards of education, there are significant transformations in the system "lecturer-to-student". Changes in the first place concern perception of lecturer, the system of role expectations regarding the leading qualities of the lecturer changes. Strengthening the attention to the issues of diagnosing the level of proficiency of language training lecturers of professional competences, as a modern trend requires not only scientifically based tools for continuous measurement, analysis and improvement of evaluation of educational results of students' professional training, but also a new look at the system of pedagogical diagnostics. System diagnostics based on a competent approach should become a key and crosscutting component of monitoring the quality of vocational training of language training specialists in universities of technical profile.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

This paper examines the features of organizing a case study when teaching General English to non-linguistic students. A case study is widely used in modern higher professional education for teaching a variety of disciplines. Its popularity is associated with the high requirements of employers to graduates and the wide possibilities which this technology suggests in terms of general professional competencies formation. The use of the case study allows the teacher to transform a student from a passive recipient of information into an active subject. A case study has also proven itself efficient in teaching foreign languages. The author clarifies the concept of a case in relation to General English teaching, describes situations and problems that can be used to construct cases. Also, the place of this type of educational work in the curriculum is determined, and the rationale for the use of a case study at the concluding lessons of a lexical theme is given. The paper offers recommendations for choosing the volume and structure of such cases. Special attention is given to the selection of the media for the case material presentation. The experience of the practical application of the case study with students doing the course of General English allows the author to formulate methodological recommendations for case development and modeling. Such stages as formulating a problem, selecting a situation, processing and formatting the text, planning a procedure for conducting the case, evaluating students’ contribution, and reflecting on the results are suggested. The paper outlines a general scheme for a case study class where three main stages are distinguished (pre-text, text, and post-text), and a description of various types of student activities for each of them is given. In conclusion, the author confirms the supposition that a case study might be effectively applied in General English teaching.

The study of the principles and approaches to the organization of self-educational activities in a university, the determination of its place in the process of professional training is one of the relevant topics of psychological, pedagogical and methodological research in the modern Russian scientific field. At the same time, such an aspect of the problem being studied as the development and justification of a complex set of factors contributing to the efficient organization of the self-educational activities of university students in the face of changing requirements of state standards and the development of modern professional education requires additional research. The article presents the results of a theoretical study of factors contributing to the efficiency of self-educational activities of university students. The first factor determining the efficiency of the self-educational activities of university students is the integrative nature of educational tasks. Students' self-educational activity, based on this approach, demonstrates efficiency when observing the following provisions: setting goals that involve an independent search for contradictions and identifying ways to solve them; development of a strategy of self-educational activity, taking into account the personality characteristics of the student and the level of his/her training; the goals of self-educational activities should be formulated in such a way that their achievement requires the student to use the full range of competencies acquired in the process of mastering individual academic disciplines: social, communicative and specialized; a clear structuring of the types and levels of integration in the curriculum of self-educational activities on the basis of gradually complicated problem-oriented tasks of the activity; providing the student with the right to choose the means and the algorithm for achieving the goal, taking into account his personal potential. The second factor contributing to the efficient flow of self-educational activities of university students is the formation of their motivation-value attitude to this type of activity through the development of motivation for professionalism, abilities and achievements. The authors consider the motivational component of the structure of self-educational activity as a key, giving rise to the entire learning process. The third factor that determines the efficient development of the skills of self-educational activities of university students is the use of telecommunication technologies, aimed at developing critical thinking and activating mental abilities. The authors believe that the described factors are basic and should be subjected to a more detailed analysis, which will become the basis for substantiating the set of pedagogical conditions for organizing this type of educational work.

The article presents the results of a questionnaire survey of RGSAI students with and without disabilities, devoted to the peculiarities of their relationships with their parents. In the microsocial environment of students, the questions about significant others ("role models"), the characteristics of the relationships and the meaningful features of students' communication with their parents are analyzed. The opinions of students with preserved health and students with different types of disabilities are compared; both age dynamics of responses and opinions of students of various faculties (theater, music, fine arts) are considered. The study involved 167 students of The RGSAI, 98 of them with preserved health and 69 with disabilities. The results were processed using the methods of mathematical statistics. It is shown that psychological support from parents of students with disabilities is an important socio-psychological resource that affects the success of their higher professional education. It was found that the nature of relationships with parents is markedly different for students with disabilities and students with preserved health. The content features of changes in parental position at different stages of students' education are reviewed: from parents' encouragement of life success to their performance of compensatory supporting function. There are four generalized objections that characterize the specifics of parental attitude, which allowe to determine the uniqueness of parental position depending on the state of health and the direction of students' professional training. Analysis of the thematic features of interpersonal communication between students and their parents indicates the high involvement of parents of students with disabilities in educational activities, as well as in socio-psychological relations of students with teachers and fellow students. Such parental involvement is regarded as a kind of "social capital" of a student with disabilities.

The article suggests that professional training of highly qualified personnel for the fashion and beauty industry should take into account a comprehensive study of the methodology of creativity in a range of areas that would-be specialists can be engaged in. The methodology of creativity is also implemented in the creation of fashionable clothing designs and the processes of their establishment in the fashion industry. The authors consider it plausible to teach disciplines focusing on consumer modeling and finding entrepreneurial comprehensive solutions to organizational and economic problems typical of the fashion industry.
