The research article examines the issues of increasing the readiness and efficiency of the functioning of a single state civil protection system (SSСPS). Ensuring implementation of state policy in the field of civil protection is carried out by the SSСPS. The main objective of the SSСPS is to ensure the readiness of the central and local executive authorities, the forces and means subordinated to them for actions aimed at preventing and responding to man-made, natural, social and military emergencies. The most difficult regime of the functioning of the SSСPS - the regime of martial law (special period) is established in the event of armed aggression or the threat of an attack on the state. A feature of this mode is in a volume that sharply grows amount of emergencies, human and material losses. The article defines the quantitative criterion (indicator) of the level of functioning of the SSСPS, which enables to evaluate the functioning of the SSСPS with the given forces, means and time of the assessment of functioning. Mathematical model allows you to calculate how much and who should formations and units in order to provide a level of performance sufficient SSСPS (adopted) level for a given time and that should be performance units to ensure recovery operation SSСPS to a specified level.

Introduction. Protecting the public during the deployment of emergencies of different levels of danger is one of the most important challenges facing the state in the context of sustainable development and national security. In view of this, the selected issues are an important aspect of public administration in the current conditions of development of Ukraine. Reformation transformations in this field require a balanced and rational approach to decision-making, while taking into account the social, economic, and political conditions specific to the country, as well as globalization processes taking place in the world. In a special period, a single state civil protection system implements a state policy on civil protection. Purpose and methods of research. The purpose of the study is to find out the nature and content of a single state civil protection system. The theoretical basis of the research is the scientific development of domestic and foreign scientists on public finance and social policy. The following methods of scientific knowledge were used in the research: induction and deduction, analysis and synthesis, comparison, generalization, associations, analogies and others. Results. Following the adoption of the Code and the approval of the Regulation on the Unified State Civil Protection System in Ukraine, a single state civil protection system was formed, which excludes duplication of one system by another, as regulated by the previous legislation, defined a number of basic tasks, components and modes of functioning. By developing a single state civil protection system as a major component of state civil protection policy, the potential for improving the governance system defined in the Unified State Civil Protection System Regulation grows. There are four modes of operation of a single state civil protection system: daily functioning; increased readiness; emergency; state of emergency. In each case, the system is assigned clear tasks to establish a secure state within the country. However, in practice, there are a number of problems, which testify to the inability to ensure the proper functioning of the unified state system of civil protection in terms of fulfilling its tasks. The most important are limited financing of modernization projects and maintenance of a working state of the centralized management system; physical deterioration of technical means and obsolescence of information processing and transmission technologies; uneven coverage of individual territories of the country, especially in rural and mountainous areas; inadequate regulation of a clear strategy for the development of a single state civil protection system. Prospects. To date, despite the adoption of the Code and the adoption of the Regulation on a single state civil protection system in Ukraine, it is still too early to speak about the final formation and full-scale functioning throughout our country. Against this background, further research into creating an effective system for managing emergencies, minimizing their consequences and finding major ways to improve emergency management systems in a single state civil protection system remains highly relevant.

The scientific article explores the issues of managing the risks of emergencies in order to improve the readiness and efficiency of the functioning of a single state civil protection system.When calculating the risks, the basic quantitative criteria take into account the probability of emergencies and the magnitude of the damage from these situations.The article presents a method for calculating the joint probability of the action of several emergency factors, taking into account the effect of accumulation of damage.

The paper deals with the development of mathematical model and numerical algorithms for solving the problem of transfer and diffusion of aerosol emissions in the atmospheric boundary layer. The model takes into account several significant parameters such as terrain relief, characteristics of underlying surface and weather-climatic factors. A series of numerical experiments were conducted based on the given model. The obtained results presented here show how these factors affect aerosol emissions spread in the atmosphere.

Modern sources of danger make new demands on the system of advanced training of managerial staff of government agencies and medical professionals whose activities are related to the organization and implementation of measures for civil protection. Improving their skills is aimed at forming readiness to perform complex tasks in a single state system of civil and its component – medical protection and involves the development of new general theoretical and special-technological and medical knowledge, expanding the range of skills and practical skills. The paper, based on logical analysis, reveals the features of professional development of government officials and medical professionals on civil protection in modern conditions, substantiated proposals to improve the process of their training. As a result of the study, the state of affairs was studied and it was argued that the optimization of improvement and professional development of government and medical specialists of the system of emergency care and disaster medicine on civil and medical protection as a functional subsystem in a single state civil protection system provides an organic combination different forms, methods and content of education, depending on the capabilities of the educational institution and the needs of the person. The above is not possible without the introduction of a rational construction of universal design during the educational process in a higher education institution, a civil defense institution. The urgency of these issues is confirmed by the course of our country for integration into the European Union, and this requires, in modern conditions, systematic improvement of the educational process and optimization of the level of professional development of these categories of personnel using the experience of developed countries. that meet world standards and requirements of today. In scientific work it is shown, that our goal is to choose the desired option from variety of alternatives (in our case different options of loading-unloading operations on the vessel) or to take decision which is the best (optimal). Classification in this case is the grounds, as taking the choice is based on choosing certain class, which can be assigned to an alternative. Stratification and rating gives us wide option to make reasonable selection, or to take a kind of decision which will be optimal for the certain moment and occasion. These methods can be used with equal strength at all stages of the processes taking place in the area of current decision making management. This refers to the object of our study of course – solution of selecting optimal option to optimize loading-unloading operation on the vessel. It goes without saying that variety of alternatives doesn’t have any structure, thus abundance of each element was never structured randomly retrieved or no consideration has been proposed, and they are not a priority and in any order. Coming out of this it’s impossible to mention which alternative is better and which is less desirable. In order to solve the task of selecting a set of alternatives successfully, it is necessary, to make structure of the given abundance of alternatives in any form.

The article addresses creation of a mathematical model for a real problem regarding time coordination of periodic train connections operated on single-track lines. The individual train connections are dispatched with a predefined tact, and their arrivals at and departures to predefined railway stations (transfer nodes) need to be coordinated one another. In addition, because the train connections are operated on single-track lines, trains that pass each other in a predefined railway stations must be also coordinated. To optimize the process, mathematical programming methods are used. The presented article includes a mathematical model of the given task, and the proposed model is tested with real data. The calculation experiments were implemented using optimization software Xpress-IVE.

We propose a mathematical model of large elastocreep deformations. As part of the constructed mathematical model the problem of deformation of the material in the vicinity of microdefect was solved. Integro-differential dependence of external pressure from irreversible deformations and displacements was obtained. The laws of loading material from vector displacements were calculated. We have shown that the monotonous laws of deformation can lead to non-monotonous stress changes.

The paper is devoted to the simulation of the test complex designed for energy-efficient load testing of induction machines by the method of mutual load with the exchange of electrical energy through the network. It is noted that for other similar test schemes, the mathematical model will have a slightly different form, but it will be identical in terms of asynchronous machines, network and frequency converter. The compiled mathematical model of the test complex allows studying the variable parameters of the system in all elements of the test scheme in static and dynamic modes of operation as well. The synthesized mathematical model can be used to determine the parameters of the equipment in the designed test complexes if the parameters of the test and load machines are known. The results of simulation of the test complex for the given parameters of the test and load induction machines are obtained.

One of the promising areas of processing poultry and livestock waste is anaerobic digestion, which helps to prevent pollution of the natural environment, as well as to receive processing products such as gaseous fuel, biogas and highly effective biofertilizer. The use of plants for the production of biological gas as alternative sources of energy is largely determined by its design characteristics and the worked out technological regimes. The study was conducted with the aim of obtaining data on the effect of the main parameters of the biogas plant and the heat exchanger-agitator on the quality of its operation. This paper considers the thermal processes taking place in the biogas plant in which the mixing device and the heating element are combined into one unit, which allows heating and maintaining the given temperature regime more evenly due to the rotation of the heat exchanger and the transfer of biomass heat throughout the whole volume of the methane. As a result of theoretical studies of the processes of heat exchange and heat transfer taking place in the biogas plant, a mathematical model has been obtained that allows determining the distribution of the temperature of the biomass throughout the entire volume of the methane. It is established that the theoretical temperature homogeneity of the stirred medium is achieved by combining the heat exchanger and the mixing device into one unit, the design and technological parameters of which characterize the intensity of the forced motion of fermentable manure, while changing the value of thermal conductivity.

As an industry norm, the nozzle local loads are considered to be local and are not considered in foundation design. Presently, this norm is under debate. One opinion is some percent of these loads are to be considered to be transferred to the foundation. The horizontal forces on the foundation are more critical than vertical forces. Attempt has been made to understand the system and create a model which will represent the system to a good approximation. A mathematical model is developed to demonstrate the actual system. It is a stiffness system consisting of equipment, nozzle junction, and connected piping. The connected pipes are heated sequentially to generate nozzle loads in axial and out plane directions. Steady-state thermal loads are calculated for the given system stiffness. Governing parameters are identified and altered to note the effect. The governing parameters identified are equipment diameter (D), nozzle location on equipment (x), and nozzle diameter (d). The effect is studied for pressure range (20–120 bar) and temperature (100–400 °C). The results of percentage loads transferred with respect to the governing parameters are plotted. It is observed that nozzle loads in axial directions are transferred to the foundation almost 100%, whereas out plane loads are absorbed by the system to a greater extent. Further study is required to investigate combined effects of all such nozzle loads for single equipment. The results may be refined for different materials and effect of nozzle reinforcement.
