The collection of documents of the Central State Archive of the Udmurt Republic (TsGA UR) contains a selection of materials on the so-called "Multan case" - a false accusation of Udmurt peasants p. Old Multan in human sacrifice to pagan gods. Along with the official police inquiry, the Sarapul spiritual government instructed the priest John Anisimov to conduct his own investigation into the murder of the Russian peasant Konon Matyushin with the aim of "making a human blood sacrifice to the votsk pagan gods". According to the results of the investigation, in the “Note” presented, not one of the priests interviewed who had direct contact with the multants confirmed the rumors about human sacrifices in their midst. Researchers believe that the reasons for the false accusation of the Udmurts are not only rooted in the ignorance of a significant part of the population and their “ethnographic illiteracy”, they are also associated with the crisis that the Russian Empire was experiencing at the turn of the XIX - XX centuries, the government’s attempts to force the incorporation of national suburbs into the empire , unify them not only in administrative, but also in cultural aspects. The outcome of the Multan case was the victory of the progressive Russian public, science and Russian law over police-judicial arbitrariness, ignorance and prejudice, but on the accused Multans, and in general on the Udmurts, the "Multan Trial" had a huge negative impact.

Purpose The purpose of this paper is to study the differentiated impact of factors that influence the propensity to entrepreneur in a sample of people in Chile. A distinction is made between individuals that live in primary cities and secondary cities. The differentiating factors are socio‐cultural aspects (reference models – positive examples of entrepreneurs – and perception of social fear of failure) and the gender of the individual. Design/methodology/approach For the research data from the survey used in Chile by the Global Entrepreneurship Monitor for the years 2010 and 2011 were used. A logit model was used to determine the differentiated impact of the analysed factors and interactions were done using the method proposed by Corneliâen and Sonderhof (2009). Findings These showed that the fact that an individual lives in a secondary city decreases his entrepreneurship probability. The positive impact that the reference models have is weaker in women. Contrary to what was expected, the negative impact of the fear of failure perception is weaker in women. Practical implications These results have the implications to suggest focused public policies and differentiations that consider the socio‐cultural, territorial (focused in cities) and gender aspects. Originality/value The research contributes by giving empirical evidence of the existence of the negative impact of living in a secondary city and of differentiated effects of socio‐cultural factors from the gender perspective.

The purpose of the article is to review the activities of the civil governor M.M. Oreus in the service in the Vyborg (Finland) province in 1799–1804. The guarantee of an effective mechanism of admin-istration creation as for over than 200-year period of the Russian Empire existence, as for modern conditions, it was and still is the effectiveness of the government policy on the ground. Based on this key task, the most important condition for its implementation at different stages of the development of the country was the effective selection of personnel for the post of a governor. It was the governor responsible for everything happened in his province, and the government expected him to under-stand the tasks assigned to him and take definite steps to solve them. The urgent management problem in these conditions was the strength of administrative resources capable of retaining their effective power in cases of emerging extraordinary situations, including which, will be discussed in this article. Emergency situations in the border areas occurred regularly and required the ob-servance of certain administrative traditions that influenced the success of the governor's initiatives in state tasks implementation. Negative impact on the environment as a result of economic activity of man increasingly becomes the character of combined pollution of ecotoxicants, including xenobiotics of radiation and chemical nature. In animal husbandry in ecologically unfavorable regions, sorbtion-detoxication technologies based on the complex application of bioprotective substances of different origin are used to reduce the intake and accumulation of xenobiotics, to normalize the physiological state of animals and to obtain safe products. It is necessary to observe certain principles ensuring compatibility of components, a wide range of bioprotective action, efficiency and safety at their use in developing the compositions of such sorption-detoxifying complexes. The article substantiates the criteria that should be followed in creating sorption-detoxifying complexes and presents groups of drugs with different mechanisms of action (sorbents, antioxidants, immunomodulators, adaptogens and other biologically active substances) for inclusion in the formulations of combined compositions.

The article is devoted to such an important aspect of the activities of the plenipotentiaries of the State Defensive Committee during the Great Patriotic War, as conflicts of authority. Contradictions between the plenipotentiaries of the State Defensive Committee and the leaders of party, state, economic bodies at various levels, as well as between the plenipotentiaries themselves, that were expressed in the emergence of various disputes and often resulted in conflicts of authority, became commonplace in the functioning of the state power system of the USSR in the war period. Based on documents from federal (State Archive of the Russian Federation, Russian State Archive of Socio-Political History, Russian State Archive of Economics) and regional (Central State Archive of the Udmurt Republic, Center for Documentation of the Recent History of the Udmurt Republic) archives, the author considers a conflict of authority situation that developed during the Great Patriotic War in the Udmurt Autonomous Soviet Socialist Republic, which shows that historical reality is more complicated than the stereotypical manifestations of it.

The aim of the work was to present the issue of eco-efficiency, based on the PN-EN ISO 14045:2012 standard in relation to the production of fatty acid methyl esters (FAME). The ecoefficiency analysis takes into account economic and environmental aspects in the improvement of products and processes / technologies. Eco-efficiency considers the product and technology throughout the life cycle, from the construction phase, through use to decommissioning. The impact on the natural environment is assessed on the basis of: consumption of energy, materials, dust and gas emissions, waste and sewage. Total costs include: production costs, raw material costs, costs during the use phase including maintenance, repair and operating costs, product disposal or recycling. The eco-efficiency analysis is helpful in making decisions regarding the selection of a new product or designing a new technology, and enables the selection of the variant that is the most economical and has the least possible impact on the natural environment. These issues are particularly important in the case of biofuels. The rapid growth of their production and the European Union’s policy, which aims to increase the share of energy from renewable sources, cause concerns of many experts regarding the threats related to the production of biofuels, both for the environment and food security. In particular, efforts are made to minimize the amount of waste and residues by implementing the idea of a circular economy. This approach promotes the development of new technologies that are more environmentally friendly. Due to the regulations set out in the RED and RED II Directives, there is a chance that the biofuels will have a less negative impact on the environment. This results from the obligation to certify compliance with the sustainability criteria, which is carried out by voluntary systems recognized by the European Commission, such as the KZR INiG System.

The problem of increasing the efficiency of public administration is a key point that refutes or supports the methods and forms of power that are used, but only within the framework of efficiency criteria. The determining factor on this issue should be, first of all, socio-economic efficiency, that is, the universal consideration of public interests of Russian citizens. Taking into account the analysis of thematic sources on assessing the effectiveness of the public administration system, we can conclude that this category contains a combination of various results of managerial activity, both in the state and in the public sphere. The effectiveness of public authorities should take into account quantitative statistical indicators, but special attention should be paid to qualitative indicators, which should be assessed by the population of the subject of the Russian Federation. The purpose of evaluating the performance of public civil servants, heads of executive authorities is the introduction of an optimal and fair wage system both at the regional and federal levels. The article discusses the foreign experience of the CAF self-assessment model of public authorities, which is based on the selection of 9 criteria that correspond to the main areas that are taken into account when analyzing public authorities. Examples of evaluating the effectiveness of executive bodies in the Irkutsk and Kurgan regions are shown. The current and developed measure for assessing the effectiveness of the activities of executive bodies of state power and officials on the example of the Udmurt Republic is reviewed and analyzed.

Our article concentrates to the main aim – to assess the impact of emigration on an origin economy. This topic was chosen because the theoretical research has disclosed that the positive impact of emigration usually manifests through monetary transfers to a native country while the negative impact mainly emerges as a reduction in the labour force, which, in its turn, causes deterioration of a country’s demographic and economic situation. It has been found that the growing flows of emigration significantly reduce Lithuanian population and cause “brain drain”. High emigration rates also have a negative impact on Lithuanian national economy, in particular, its unemployment rate (the opposite effect). To reduce the rates of emigration from the country, Lithuania must develop and improve such ALPM’s elements as combination of work and dual vocational training, targeted selection of the industries for arrangement of an apprenticeship, manual training, dual vocational training and workplace training, segmentation of the unemployed by the indications of employment impediment, individual work with the unemployed to restore their basic skills (motivation, practice, health improvement), vocational guidance of young people (students) and early involvement of students into the labour market by combining studies and work.
