Introduction. The innovative development of domestic seaports is an important factor for the economic revival of Ukraine through improving the efficiency and competitiveness of Ukrainian export goods and improving technology. Purpose of the article is to carry out a comprehensive assessment of the innovative development of the economic potential of Ukraine's most powerful seaports in order to adequately evaluate the implementation of their innovative development strategy. Results: The article analyzes the activity of economic entities - the largest ports in the following sequence: a general analysis of the economic potential of the major seaports of Ukraine for the period 2014-2018 by major economic indicators and identifies trends in their development; staff activity analysis; analysis of the financial state of development. The results of the study revealed that privatized enterprises have always been increasing the cost of innovation. Thus, the activation of innovative activity has a direct dependence on the efficiency of the implementation of privatization processes. The author determines that the directions of development of strategies of innovative development of seaports of Ukraine should be: attraction of greater volume of private capital and investments in new objects and equipment with the purpose of expansion of capacities of cargo handling, in particular, in concession; ensuring the creation of new competitive positions in the context of integrating innovation in the use of smart technologies; active participation in international organizations in order to create conditions for transboundary carriage of goods and to bring standards of operation of seaports in compliance with European requirements.

Introduction. The task of efficient utilization of the potential of maritime navigation is a priority, since it is one of the levers of development of the Ukrainian economy. The highest rates of economic growth were achieved by those countries which, in the first phase, without even having such a cargo base in Ukraine, concentrated their efforts on the development of seaports and related economic spheres, including transport service. The purpose of the article is to carry out a comprehensive assessment of the economic potential of Ukrainian seaports in terms of innovative opportunities. Results. According to the results of the research, it is determined that the national system of seaports of Ukraine is formed by 18 production units located on the whole coast of the country. The author analyzes the structure of cargo maritime transport, identifies key factors of success of seaports, examines the structure of the maritime trade market, evaluates the design capacity and utilization of domestic seaports for the period 2014-2018, identifies priority areas for innovative development of seaports of Ukraine: attracting more capital investments in new facilities and equipment in order to expand cargo handling capacities, in particular in concession; ensuring the creation of new competitive positions in the context of integrating innovation in the use of smart technologies; active participation in international organizations in order to create conditions for transboundary movements of cargoes and to bring standards of operation of seaports in compliance with European requirements.

The article deals with the problem of the transformation of maritime ports' property institutes, the relevance of which is confirmed in the program documents of the Government: the National transport strategy of Ukraine for the period up to 2030, the Agreement on the coalition of deputy factions «European Ukraine», the requirements of the International Monetary Fund.The purpose of the article is to investigate the impact of the transformation of the ports of Ukraine ownership on the efficiency of their activities, the peculiarities of various forms of public-private partnership (concessions, privatization, lease) for the development of stevedoring campaigns.On the basis of statistical data of general, import and export volumes of cargo handling at sea ports of Ukraine, the dynamics and calculated proportion of stevedoring companies of state, private and leasehold ownership in the period 2015-2018 have been formed. It has been proved that privatization processes help to increase the effectiveness of the stevedoring campaigns.In accordance with the Law of Ukraine dated January 18, 2018, No. 2269-VIII «On Privatization of State and Communal Property», the option of privatization of stevedoring campaigns as objects of large privatization in an auction with conditions is considered (auction, the winner of which is not only the bidder who offered the largest price, but also the one who agreed to accept additional privatization conditions).The most progressive form of operation of stevedoring campaigns is the lease of berths with their subsequent concession. However, there are three reservations: the impossibility of transferring a single port to a single company by concession, without thereby violating the rights of all other tenants and investors; politicization of the process of transferring objects to a concession; the advantage will be large foreign companies that are already leasing complexes. It is necessary to carefully approach the process of transformation of property institutions, to take into account the cost, size, volumes and range of goods processed by the stevedoring campaign.

The study was targeted at developing a methodology for constructing a macroeconomic performance index at a provincial level for the first time in Vietnam based on 4 groups of measurements: (i) Economic indicators; (ii) oriented economic indicators; (iii) socio-economic indicators; and (iv) economic - social – institutional indicators. Applying the methodology to the 2011 - 2015 empirical data of all provinces in Vietnam, the research shows that the socio-economic development strategy implemented by those provinces did not provide balanced outcomes between growth and social objectives, sustainability and inclusiveness. Many provinces focused on economic growth at the cost of structural change, equality and institutional transformation. In contrast, many provinces were successful in improving equality but not growth. Those facts threaten the long-term development objectives of the provinces.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.

The article defines that for the successful implementation of an innovative project and the introduction of a new product into production it is necessary to use advanced technologies and modern software, which is an integral part of successful innovation by taking into account the life cycle of innovations. It is proposed to consider the general potential of the enterprise through its main components, namely: production and technological, scientific and technical, financial and economic, personnel and actual innovation potential. Base for the introduction of technological innovations LLC "ALLIANCE- PARTNER", which provides a wide range of support and consulting services, services in the employment market, tourism, insurance, translation and more. To form a model of innovative development of the enterprise, it is advisable to establish the following key aspects: the system of value creation through the model of cooperation with partners and suppliers; creating a value chain; technological platform; infrastructure, determine the cost of supply, the cost of activities for customers and for the enterprise as a whole. The system of factors of influence on formation of model of strategic innovative development of the enterprise is offered. The expediency of the cost of the complex of technological equipment, which is 6800.0 thousand UAH, is economically calculated. Given the fact that the company plans to receive funds under the program of socio-economic development of Sumy region, the evaluation of the effectiveness of the innovation project, the purchase of technological equipment, it is determined that the payback period of the project is 3 years 10 months. In terms of net present value (NPV), the project under study is profitable. The project profitability index (PI) meets the requirements for a positive decision on project implementation> 1.0. The internal rate of return of the project (IRR) also has a positive value of 22% because it exceeds the discount rate.

Introduction. Article reviews the current state and key aspects of financial policy in higher education and it’s innovative development in Ukraine. Through education institutions achieved increase of social standards, needs and increase welfare, increase the competitiveness of the state as a whole. Purpose. The purpose of this paper is to determine the characteristics of the development strategy of financial policy of innovative development of higher education and finding ways to improve its implementation. Results. The article deals with the importance of an innovative approach to the development of financial strategy in higher education. The ways to improve the effectiveness of the financial policy of innovative development of higher education are defined. Today an important form of state regulation of the economy is macroeconomic planning and forecasting. Conclusion. Innovative development of higher education is the foundation of economic growth of the economy and improvement of social standards. The financial policy of the state in this area is aimed, ultimately, to ensure the welfare of all members of society. Achieving high rates of innovation in the field of higher education facilities by building efficient system of economic mechanisms of financing. Important direct result of providing innovative educational services not only to order the state or the employer, but also on the personal needs of citizens in their development. The level of education is a key factor the ability of the workforce to adapt to new conditions, increase overall efficiency, etc.

This presentation will focus on the issue of the privatization of water. The privatization of water is currently being facilitated by the growth of trade liberalization and the free trade policies of international organizations like the IMF and World Bank. It is also growing due to the neoliberal policies of states and because of the increasing power of the private sector (including well- funded lobby and special interest groups) over the policies of governments. The principal arguments and viewpoints of those who both support and oppose the privatization of water will be examined and evaluated. In particular, arguments concerning the cost and accessibility of water for people will be studied. The effects and implications of privatization in highly diverse communities in both developed and developing countries will be discussed. An example from the community of Cochabamba in Bolivia will be analyzed, showing many of the drawbacks that can come with the privatization of water. This presentation will argue that water is a precious resource which ought not to be treated as a commodity. Instead, it should be treated as a human right that no individual or corporation should make a monetary profit from. Governments ought to provide safe drinking water for their citizens, rather than leaving this duty to the private sector as is happening in many parts of the world.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

Events in independent Zimbabwe have confounded pundits on the left and the right who assumed that African resistance to settler colonial rule was more revolutionary than nationalistic. How can the rather unexpected direction of political and economic change in Zimbabwe since April 1980 be understood? The Zimbabwe African National Union (Patriotic Front) Government of Prime Minister Robert Mugabe has committed itself to redress the severe social inequities of the past, but has decided, at least at the outset, to reach its goals through a prudent rather than a doctrinaire approach. What factors explain the current development strategy? Does the apparent accommodation of Z.A.N.U. (P.F.) with private capital signal a dangerous divergence from the stated goal of building socialism? Or does it represent an awakening to the idea that economic production, even if organised on capitalist lines, is a prerequisite of development in Africa?
