Introduction. Designing a competitive mechanism for public purchase of social services including those from private providers is indispensable for assuring the high quality of provided services and the reasonable use of budget funds. However, much as this task has been seen as an important and urgent and justified in program documents, only a miserable portion of public funds is being allocated to purchase of social services from private providers. Purpose. The goal of our research is to determine the problems with the financial mechanism of purchasing social services from non-government providers that are faced by local governments in Ukraine. Methods. In the process of preparing this article, the methods of data collection and systematization, abstraction, observation, analysis, and comparison were applied. Results. Our study proves that a significant factor impeding the development of social services outsourcing is the mechanism of social services financing, in particular the practice of their valuation. Our findings revealed the following main problems with setting tariffs for social services that are publicly purchased from private providers: a tolerance for increasing costs of service providers; the inability to include income of service providers in tariff calculations; added complexity with access to the social services market for business entities under Simplified System of Taxation, Accounting and Reporting; lack of possibility to include Single Tax in the tariff, as it is only allowed to include VAT; and the application of different approaches to budgeting for social services sourced from non-governmental entities and the communal and governmental structures. It is also worth adding that the existing methodological guidelines on social services valuation are rather complicated to use. Thus, the flawed mechanism of private social service provider financing results in that only 171 out of 2 725 service providers, or 6.3% of the total, are legal entities under the private form of ownership. The mechanism of financing social services from local budgets could be improved by introducing fixed tariffs for social services with possibility of their adjustment by means of certain coefficients. Discussion. In future research, it would be feasible to focus on elaborating a detailed conceptual framework for setting social services tariffs, validating their base component and identifying additional elements, as well as defining the scope of application for such a mechanism.

Religiously affiliated providers of social services are becoming increasingly important in the transformation of social welfare policy in the United States. This article focuses on governance issues and challenges facing these small service providers. Using perspectives from the organization and management literatures and examples from prior research, the article makes three general observations. First, predictable patterns of governance exist, depending on the types of structural relationships religiously affiliated agencies have with their religious bases. Second, governance will be affected by particular characteristics of both small and religious organizations. Third, growth presents critical challenges to the ability of these providers to maintain their indigenous religious cultures. Hypotheses are offered to stimulate further research in each of these areas.

Purpose The purpose of this paper is to gain the perspectives from social service providers that are a key component in focused deterrence programs. All focused deterrence/pulling levers programs have at least two essential elements: first, the message to the target population that reoffending will be met with swift and certain punishment, and second that social service providers are available to assist in their transition to a law-abiding lifestyle. Design/methodology/approach A case study approach was used to gather qualitative data with open-ended interviews of social service providers that participated in Operation RASOR, a modified focused deterrence initiative that identified cross-jurisdictional, chronic offenders across three cities in New England. Findings The results showed that many providers were unable, and sometimes unwilling, to participate in the strategy due to their lack of awareness of what focused deterrence strategies encompass, participant eligibility restrictions, and lack of funding. These findings may impact the success of focused deterrence programs. Research limitations/implications Future research should include a larger sample from programs operating in different cities. The importance of the social services component of focused deterrence strategies and their capability of serving clients within those programs needs further examination for the integrity of these programs to adequately serve the participants. Originality/value The perceptions from social service providers on the program elements and ability to provide necessary services to the targeted offenders have never been examined. This study aids in expanding the literature on focused deterrence programs. It can also inform law enforcement agencies on the services that are most needed by the target population and the importance of coordinating their initiatives with service providers.

Abstract Introduction: A certain degree of stress is present in everyone’s life and young people are not an exception. Most of them show a certain degree of resilience and can cope with stressful situations without any difficulties, however there is a group of youth who live in toxic environments and need help. If there is a risk of failure due to the intensity of stressors; external formal and informal support have a great role to play as they have the potential to prevent negative developmental outcomes. Purpose: The authors’ intention was to make a review of available literature on the current issues of resilience research with a focus on the importance of protective factors in young people’s lives – especially when they are exposed to adversity. An emphasis is placed on the vital role of social support to individuals provided by schools as well as social services. Methods: In the presented literature review, multiple formal search methods including hand searching of key journals; electronic searching of journal databases and subject specific websites; reference scanning; and citation tracking were used. Conclusion: Individuals commonly demonstrate some level of resilience, yet most of them are able to deal with stressful situations without any harm. On the other hand, if the adversity is too high, the presence of social support provided by their social environment is important. In this context, good relationships in general and sufficient external protective factors provided by their social environment (schools, school psychologists, institutional social and health service providers) are important.

In contemporary South Africa, partnerships between service providers in government, non-governmental organisations, the private sector and community based organisations have been identified as a means to strengthen communities and the sustainability of social services. However, the unequal power relations that exists between and within these organisations often leads to fragmentation, duplication, and lack of coordination of social services. Using Fowler’s (1998) conceptualisation of authentic partnerships, this qualitative phase of a larger study explored the challenges of building authentic partnerships in Bhambayi, a predominantly informal settlement in KwaZulu-Natal, South Africa. Individual interviews and a focus group held with nine service providers revealed that intraorganisational challenges, cross-boundary and inter-organisational relations as well as political influences were obstacles to the development of authentic partnerships. The article suggests that open communication, clarity of roles and mutual trust between service providers is vital.

The issues related to the management of financial resources of territorial communities, financial independence of local governments and forming of efficient financial-investment policy to secure the balanced development of local communities and territories become of utmost importance in conditions of financial decentralization and administrative-territorial reform in Ukraine. The problem issues concerning the forming of financial-investment maintenance of local governance directly impact the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population at the level stipulated by national standards. The forming of financial-investment maintenance of local governance is revealed to be directly influencing the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population. The expansion of local governments’ competences and granting them greater independence are substantiated to be requiring more responsibility in the financial-investment policy implementation on the local level, forming of conditions to perform the economic activity, and develop businesses by all economic entities, and promoting favorable investment climate in the region. Based on the analysis of approaches to the definition of the nature of “financial maintenance” and “investment maintenance” in the context of the peculiarities of local governments’ activity, the paper suggests understanding the “financial-investment maintenance of local governance” as a set of opportunities and activities on distribution and use of financial resources and territories’ resources for the creation of conditions necessary for the efficient functioning of local governments and realization of their competences.

Abstract Purpose This study describes an interdiscursive evidence-based priority setting process with pregnant and parenting adolescents and their services providers. Methods A mixed methods literature review identified studies reporting on perinatal outcomes and experiences of adolescents during pregnancy to 12 months post-partum published in Canada after 2000. We also calculated relative risks for common perinatal risk factors and outcomes for adolescents compared to adult populations from 2012 to 2017 based on data from a provincial database of maternal and newborn outcomes. Two trained peer researchers identified outcomes most relevant to their peers. We shared syntheses results with four service providers and 13 adolescent mothers accessing services at a community service organization, who identified and prioritized their areas of concern. We repeated the process for the identified priority issue and expanded upon it through semi-structured interviews. Results Adolescent mothers face higher rates of poverty, abuse, anxiety and depression than do adult mothers. Adolescents prioritized the experience of judgment in perinatal health and social services, particularly as it contributed to them being identified as a child protection risk. Secondary priorities included loss of social support and inaccessibility of community resources. The experience of judgment in adolescent perinatal health literature was summarized around: being invisible, seen as incapable and seen as a risk. Adolescent mothers adapted these categories, emphasizing organizational and social barriers. Conclusions Young marginalized women are disproportionately affected by inequities in perinatal outcomes, yet their perspectives are rarely centered in efforts to address these inequities. This research addresses health inequities by presenting a robust, transparent and participatory approach to priority setting as a way to better represent the perspectives of those who carry the greatest burden of health inequities in evidence syntheses. In our work, marginalized adolescent parents adapted published literature around the experience and consequences of social stigma on perinatal outcomes, shifting our understanding of root causes and possible solutions.

This study investigates current research trends in co-production studies and discusses conceptual approaches. The conceptual paper contains studies on co-production in the field of public administration. This study identifies significant gaps in the field of study by systematically examining 32 co-production research works. The study’s contributions include (1) defining two common characteristics of co-production, (2) classifying three forms of co-production by end-users, and (3) discovering that the aims and performance of co-production are more effective for service providers when the strategy is citizen-centric. Future research should (1) concentrate on the reasons for co-production failures or successes, (2) identify additional barriers to co-production in service production, (3) investigate influences on service providers as well as structural impacts on the co-production process, and (4) provide practical assessments of co-production research.

This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

Recent years have seen the rapid development and integration of the Internet of Things (IoT) and cloud computing. The market is providing various consumer-oriented smart IoT devices; the mainstream cloud service providers are building their software stacks to support IoT services. With this emerging trend even growing, the security of such smart IoT cloud systems has drawn much research attention in recent years. To better understand the emerging consumer-oriented smart IoT cloud systems for practical engineers and new researchers, this article presents a review of the most recent research efforts on existing, real, already deployed consumer-oriented IoT cloud applications in the past five years using typical case studies. Specifically, we first present a general model for the IoT cloud ecosystem. Then, using the model, we review and summarize recent, representative research works on emerging smart IoT cloud system security using 10 detailed case studies, with the aim that the case studies together provide insights into the insecurity of current emerging IoT cloud systems. We further present a systematic approach to conduct a security analysis for IoT cloud systems. Based on the proposed security analysis approach, we review and suggest potential security risk mitigation methods to protect IoT cloud systems. We also discuss future research challenges for the IoT cloud security area.
