Based on the study of the area that has lost the city-forming function, the principles and models for the reconstruction of the object, which has a unique cultural and historical basis and structure built into the town-planning framework of the city, have been developed. Attention is drawn to the lack of policies and adequate renovation programs for industrial areas that are in a devastating state. The result of randomness of the development of the territory by random functions, which lasted for decades, refl ects the state of stagnation in solving global issues of urban planning and regulation. The uniqueness of the object of reconstruction as a carrier of cultural meanings and an important transport and communication hub is revealed. This provision leads the authors to conclude that it is necessary to consider actions to preserve and use sign architecture as an imperative.

The article covers the main points of the town-planning history of Karasubazar, the city of the Crimean khanate, and, most importantly, offers a graphic reconstruction of its master plan for the last quarter of the 18th century, the final stage of the state’s existence. Reconstruction of the historical topography of the late medieval city was carried out for the first time on the basis of three types of sources – written, cartographic, and archaeological. All the basic elements of the city’s historical topography as well as the plan of quarterly residential development and a network of streets are reconstructed. Characteristic features of the location of the quarters inhabited by the Greek, Armenian and Jewish population among the main population of the Tatar inhabitants are revealed. City mosques, bathhouses, fountains supplying the citizens with water, hotels-caravanserais, shopping malls, and production workshops are localized. It is found out that Karasubazar was the second largest settlement in the state, its capital Bakhchisarai being the largest one. By the final stage of the Crimean khanate’s existence the area of the urban development of Karasubazar was 109.0 hectares

The work is devoted to the town-planning heritage of Livadia. For the first time, relying on the graphic design sources of the 1860s and the turn of the XIX - XX centuries, the history of the formation of the ensemble of the new and second after Oreanda imperial residence in the Crimea is revealed. The content and characteristics of the imperial private order in post-reform Russia are considered. The central place is occupied by the design of the ensemble, its functional structure and boundaries, the architectural and spatial development of the territories, the principles of planning and development the issues of park construction and the use of the naturallandscape. In the era of historicism and national romanticism, a new trend in the arrangement of the privatelife of Russian monarchs was the appeal to the examples and traditions of the Russian aristocratic manor. The estate of Livadia, with the established complex of a noble manor, was bought by Alexander II from the heirs of Count L.S. Pototsky and presented to the Empress Maria Alexandrovna. The subject of the study is the town-planning transformation aimed at adapting and further developing the ensemble in order to accommodate the royal famty, the court the retinue, and the extensive system of services.Livadia reconstruction can be divided into two stages. The first is connected with the most intensive transformations of the environment carried out in 1862-1866 undertheleadership of I.A. Monighetti. The architect proposed the concept of a dispersed system of resettlement and placement of new building complexes outside the front of the estate core - auxiliary household military and other services of the residence. An integral part of the plan was road construction and development of infrastructure along with new sections of territories within the boundaries ofland ownershipThe second stage of active construction in Livadia occurred in 1869 - the beginning of the 1880s, and it was mainty directed to social programs. It was the erection of the second church of the estate in the midst of settlement complexes for personnel of the residence services; school for 120 people, etc. The principles of park construction extended to each of the peripheral sections and complexes. The system of water supp^ along with the engineering and technical support service of the estate and surrounding settlements were created. Livadia resembled a city-residence and a city-garden.For the first time the general plans of Livadia that reveal the scale of architectural transformations during the period of possession of the royal family are published.

Abstract: The current advancement in technology of Unmanned Aerial Vehicles (UAV)/ drones has potential use in various sides of urban life, including in the Town planning sector. Compared with other alternatives for surveying, Drones could potentially provide a more proficient and cost-effective, adaptable, and exact information gathering instrument for planners. Presently, however, government regulations on the use of Drones in India, especially in town planning sector, are not precisely defined with a general focus on safety rather than stimulating technology towards a more efficient system. Town planners and surveyors need flexible, realistic; drone regulations that will deal with the complex issues related to the urban use of UAVs, to take the maximum possible public benefit from the use of this technology in Town planning. In this report current use of UAVs in different Urban Planning sectors are discussed.

The subject of this research is the inner structure of urban planning regulations. It is a known fact that urban planning regulations were introduces into practice in 2004 due to acceptance of the new revision of the Town Planning Code. Currently, there has accumulated the traditional practice of their usage as the means of urban development management. Therefore, the analysis of inner structure of urban planning regulations and identification of patterns and interdependencies becomes a relevant task in both, theoretical and practical aspects. The authors come to the conclusion that at this point have formed the two ways of comprising urban planning regulations: activity and object. The first one is based on listing the types of permitted use as types of activity; and the second one leans on listing the types of objects that can be created within the framework of the types of permitted use. The authors also conduct a frequency analysis of the types of permitted use contained in urban planning regulations. It is demonstrated that most of the types of permitted use is characteristic to the social and business urban planning zones, and the least of them for recreational and urban planning zones, as well as special purpose zones. The author underlines that the variety of the types of permitted use inversely relates to the level of rigidity of administrative regulation.

City master plans assumed a central role in urban planning in Brazil with the promulgation of a new constitution in 1988 and the passage of enacting legislation in 2001. Citizen participation became an important part of this new urban planning framework. In contrast to some of Brazil’s other democratic experiments, participation in urban planning has been received critically or with only cautious optimism. A comparison of two participatory forums in Santo André, São Paulo, shows that established patterns of administrative power can decisively influence the participation of the public in city planning. Differences in the executive structures of the two institutions enabled one of them but not the other to foster open-ended deliberation on policies with members of disadvantaged groups. The study suggests that participation might be enhanced by reserving executive positions for civil society participants, including the public at all stages of policy development, choosing participants largely from disadvantaged groups, and keeping the forum small.

The title of this text, From the Book of Madness and Atrocity, published here for the first time, indicates its generic and stylistic specificity, its fragmentary, incomplete character. It suggests that this text is part of a greater whole, still incomplete, or one that cannot be grasped. In this sense Śreniowski refers to the topos of inexpressibility of the Holocaust experience. The text is reflective in character, full of metaphor, and its modernist style does not shun pathos. Thus we have here meditations emanating a poetic aura, not a report or an account of events. The author emphasises the desperate loneliness of the dying, their solitude, the incommensurability of the ghetto experience and that of the occupation, and the lack of a common fate of the Jews and the Poles (“A Deserted Town in a Living Capital”; “A Town within a Town”; “And the Capital? A Capital, in which the town of a death is dying . . . ? Well, the Capital is living a normal life. Under the occupation, indeed . . . .”).

The aim of the publication is to determine the prerequisites of and to elaborate on the foundations of the Exclusion Zone reintegration in order to address the issue of rational development of urban-planning documentation complex regarding the legitimacy of said territory exploitation. It is established that for the implementation of the «Radioactive waste management strategy» the production complex «Vector» is being constructed on the Exclusion Zone territory; a powerful park of renewable energy generation is being created to implement the «Chornobyl - a Territory of Change» strategy; a Chornobyl Radiation-Ecological Biosphere Reserve was established to support and increase the barrier function of the zone; in order to promote the Safe Chornobyl brand-name, the tourist traffic is being increased and the conditions for the visitors are improving. In the absence of developed and approved city planning documentation, the listed above causes the problem of legitimacy and rationality of the exclusion zone territory use. The paper for the first time raises the question of the need to elaborate the concept of functional planning of the Chornobyl NPP exclusion zone territory and the development of the design-planning complex (urban planning documentation): from the territory.
