Loinang languageis one of the languages which has not been researched, especially in Baloa Dodavillage, Pagimana sub-district, Banggai district, Central Sulawesi Province. This research focused on identifying the form of allomorph and analyzing theformation rule of allomorph in Loinang Language. The methode usedin this research is descriptive qualitative methode. The results showed that Loinang language consists of boundmorphemes such as prefix, suffix, infix, and confix. Each numbered 30 prefixes, 3 infixes, 3 suffixes, and, 13confixes as 49 pieces total affixes. Rules of formation of the appearance ofallomorph in Loinang language determined through the process of word formationor morphological processes, namely by affixation which form the class ofgrammatical categories of nouns, verbs, and adjectives. This research used a descriptive qualitative method with content analysis design. The findings revealed that there are 42 slang words categorized into different morphological processes included compound (14,28%), clipping (11,90%), blending (14,28%), affixations (16,66%), reduplicative (7,14%), backformation (2,4%), abbreviation (2,4%), conversion (4,76%), alternation (14,28%), extension (4,76%) and word manufacture (7,14%). This study demonstrated the meaning changes of the slang words that have been affected through certain morphological processes by modifying their word category. Consequently, some slang terms have preserved the original meaning despite the changes in their spelling. In the meantime, certain slang words get abbreviated or shortened and retained their original meaning. Meanwhile, some slang words change their meaning by deriving their word category. Besides, there were certain slang words that change their meaning depending on word usage.Key words: morphology, Ralph Breaks the Internet, slangAbstrak. Kata kunci: morfologi, Ralph Breaks the Internet, slang

General Election Commission's readiness in carrying out simultaneous elections is still minimal and immature, this is evidenced by the still many patches of the electoral stages due to lack of legal certainty of the Election Commission's Regulations regarding the schedule of stages and about other regulations that always change during the election stage, this creates obstacles in the implementation of the stages, as well as a lack of understanding of grassroots electoral regulations which results in the accumulation of public distrust of the election organizers. This study uses descriptive qualitative research methods using empirical facts about the 2019 election due to delays in the distribution of logistics that have an impact on the Advanced Voting. in Banggai Regency. Even though the KPU of Banggai Regency has experience in conducting simultaneous elections for regional heads of the Regent and Deputy Regent of Banggai Regency along with the Governor and Deputy Governor of Central Sulawesi, there are still logistical management failures. The need to pay attention to the legal drafting of Election Commission Regulations to be consistent and not loose so that PKPU changes do not always occur during implementation, there is a need to understand understanding of statutory regulations by stakeholders to avoid ambiguity (multi-interpretation), and election regulations have strength and legal certainty formally to regulate the mechanism and resolve all issues related to the election, the general election itself is not the task of the Commission alone so that it becomes responsible and its own obligations, but it is the government's obligation to facilitate election activities.

The purpose of this article is to elaborate adverbial derivation in Toba Batak language from the view point of generative transformational study. The data were analysed by applying modified theory with reference to Halle’s model as the main theory.  Therefore, there are six components of sets of generative transformational rules as modified theory in this study, i.e. List of Morphemes, Word Formation Rules, Filter, Orthographic Rules, Phonological Rules, and Dictionary. The method of this study is descriptive qualitative. The data were collected by using observation and interview. The collected data are voice-recordings and writings. The research findings show that adverbial derivation in Toba Batak language are done by attaching (1) prefix [par-], (2) prefix [maN-], (3) prefix [mar-], (4) affix combination [-umal-], and (5) affix combination [-umar-] to stems. The results of the affixation processes generate complex words which have new grammatical and lexical meanings. Phoneme assimilation takes place in morphological processes particularly with prefix [ma-]. The inflectional processes of attaching those affixes bring about phonological idiosyncrasy; therefore, such words must be processed in filter to generate acceptable words in Toba Batak language.
