Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. This research described the public policy implementation Mayor's Regulation of Tebing Tinggi City Number: 501/195 of 2018 through model of Van Meter and Van Horn concerning to the Relocation Merchants in Pasar Kain and Pasar Induk Market Tebing Tinggi. This research method applied the qualitative approach and descriptive analysis. To gain data and information some informant included the Head of the Trade Office, Merchants, Members of Legislative and the local non-governmental organizations were selected. According to the research and discussion, there were results of the implementation of the Pasar Kain merchant relocation policy. It show that the standards and policy objectives were adequate of clear and realistic to be implemented. The utilization of available resources was not used optimally, communication between organizations was adequate. In the beginning there are many miscommunications between merchants and the relocation team, the characteristics of the implementing organization were consistent despite the many conflicts of interest and internal conflicts among the social, economic and political environment.  In the initially, there were many social conflicts, the involvement of political elites and decrease income of merchants after being relocated. The attitude of the implementers was also quite consistent in supporting the policy. The implementation of the Pasar merchant relocation policy has not been optimal because the stalls have not been completely occupied.

The implementation of public policy is one of the activities in a public policy process that determines whether a policy is in contact with the public interest and can be accepted by the public. Implementation of the Regional Scholarship Program for Lamandau Regency Students based on the Regulations of the Regent of Lamandau Number. 24 of 2013. The scholarship program in the Lamandau Regency area has been in place since 2009 and this program was carried out by the Education and Culture Office of Lamndau Regency. This program aims to help students from Lamandau Regency to accelerate the lecture process and to improve human resources. This study uses a qualitative approach, data collection obtained from interviews, observation, and documentation. And using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. In this study the author uses the Geogre C. Edward III policy implementation model with 4 (four) variables, namely communication, resources, position and bureaucratic structure. Based on the results of the research based on communication variables, it is still not optimal. The lack of socialization from the Dinas to students who will receive scholarship assistance, for resources such as the number of staff, facilities and infrastructure is sufficient. As for the inhibiting factors for this program, the delay in channeling funds from the company as donors and students is still lacking pay attention to systematics, and the requirements set by the Education and Culture Office of Lamandau Regency.

Public policy implementation problem is a kind of common phenomenon. It needs to consider the influence of the correlation factors in order to analyze the obstacle factors of policy implementation. The policy implementation is the very important link and extremely complexly in the process of the policy implementation. It is very significant to analyze the factors in the process of policy implementation, it can help us to understand the public decision-making. In the current, there are many problems in local government public policy implementation, those problems have affected the implementation of national public policy and the healthy development of society, Through the research of the northeast local governments public policy implementation ability, several suggestions can be given in order to enhance the implementation ability.

Badan Pertanahan Nasional (BPN) Kabupaten Ogan Ilir pada tahun 2018 menargetkan 5400 sertifikat tanah diterbitkan melalui implementasi percepatan Pendaftaran Tanah Sistematis Lengkap (PTSL). Namun realitas menunjukkan BPN hanya mampu menerbitkan tanah sebanyak 27, 39% atau 1951 sertifikat. Kebijakan PTSL diluncurkan untuk mengantisipasi masih banyak tanah yang belum disertifikatkan di berbagai wilayah di Indonesia, termasuk di wilayah Kabupaten Ogan Ilir. Melalui metode penelitian kualitatif deskriptif dengan wawancara mendalam kepada informan terpilih dan observasi lapangan,  serta dengan metode analisis triangulasi, diperoleh hasil penelitian bahwa implementasi kebijakan percepatan PTSL secara umum telah berjalan sesuai dengan standar operasional prosedur (SOP) namun dukungan anggaran belum maksimal,  kuantitas petugas PTSL yang masih sedikit dan kualitas yang masih rendah, masyarakat kurang peduli dan masih enggan mendaftarkan tanahnya dengan alasan lamban, lama dan mahal serta tingkat kesulitan yang berbeda-beda dalam proses pengukuran tanah/lahan. Temuan penelitian ini merekomendasikan kepada BPN bahwa implementasi kebijakan PTSL akan dapat berjalan dengan optimal bila didukung anggaran yang memadai, aparat yang cukup dan berkualitas serta pelayanan yang berkualitas.   Kata kunci:  implementasi kebijakan,  pendaftaran tanah sistematis lengkap, BPN, Ogan Ilir

Indonesia in May 2018 was again shocked by the act of terrorism in the form of an explosion that occurred in urban areas on three Surabaya churches carried out by one family, the next action was an explosion in the North Surabaya Police Resort City with a suicide bombing involving one family as well. This fact is an indicator that the nation must re-evaluate the country's defence, which is carried out by the people. The perpetrators have been living with the community all this time but have escaped our mutual attention. Terrorism and radicalism cases also continue to thrive among universities, both state and private, especially those in urban areas. Therefore, it is necessary to re-examine how the implementation of state defence which has been carried out in higher education. In this study the method used is descriptive phenomenological quality and the theory used is the theory of public policy implementation George Edward III. The results of the study show that communication between stake holders is still running independently and has not been integrated and coordinated optimally, the resources used are still carried out individually which results in ineffective and inefficient, disposition (authority) regarding state defence still has its own perceptions between agencies, the bureaucratic structure also has not shown the achievement of effective and efficient goals.

Based on the Implementation of the Covid-19 Prevention and Control Policy by the Minahasa Regency BPBD, the policy implementation model is more directed to the Public Policy Implementation Model proposed by Grindle. Policies have clear objectives as a form of policy value orientation. The objectives of policy implementation are formulated into specific action programs and projects that are designed and financed. The program is implemented according to plan. The implementation of a policy or program is – broadly speaking – influenced by the content and the context of implementation. Overall the policy implementation is evaluated by measuring program outcomes based on policy objectives. The results of this qualitative study prove that the legal basis is binding on policies in the prevention and control of Covid-19 BPBD Minahasa Regency.

This study examines how NPO/NGO-related themes and theories are incorporated into public administration education in South Korea. By analyzing NPO/NGO-related courses in selected public administration programs, this research breaks down their curricula into major categories from the public administration and policy standpoints. This study found that civil society constitutes the public administration environment on the macro-level, while NPO/NGOs are key actors in the participatory governance and contracting-out on the micro-level. From the public policy standpoint, the advocacy function of NPO/NGOs took the central role in the public policy formation stage, while their service delivery function was highlighted in the public policy implementation stage. South Korean PA education is evaluated to take a top-down-style approach in embracing the roles of NPO/NGOs in the public policy implementation process. This study contributes to strengthening ties between PA education and NPO/NGO education and practices.

Policy implementation is one of the main elements of public policy to ensure that policy is successful in resolving all concerns and promoting the efforts made by the organization as a policy implementer. The implementation of public policies can be influenced by several factors, such as limited budget and human resources, lack of socialization, low commitment of authorized officials, including supervision and sanctions that have not been implemented properly. There are many models of public policy implementation, but policy implementation is still ineffective, especially in environmental policies. Some studies have been performed on the development of a policy implementation model with a range of methods and principles, three of them are policy implementation models developed by Van Horn-Van Meter; Grindle; Mazmanian and Sabatier. Those three methods are used respectively according to the existing conditions with different levels of achievement. The objective of this article is to assess the best model of policy implementation related to Acid Mine Drainage management policy of coal mining operations in Indonesia through a comparative study review. The results of the analysis show that the model developed by Mazmanian Sabatier is the most appropriate model to implement the policy of Acid Mine Drainage in Indonesia.
