In reality, not a few teachers who have been certified as educators are less competent in teaching the field of study. Many teachers are also able to master the subject matter, but they have difficult to present the material. This research applied a qualitative method using a case study design. It was carried out in the State Madrasah schools of Salahutu District, Central Maluku Regency. This research was conducted from August to 02 November 2017. The subjects of this study were 3 Arabic teachers, two principals and 6 class students totaling 12 informants. The personality’s competence of Arabic language teachers is relatively good compared to their pedagogical competence. The lacks of training, facilities, and rewards have caused the low educational competence of teachers. Their personal competence is due to strict supervision and their commitment to building the ummah as followers of religion and not because of their profession as teachers. Students are motivated to learn Arabic due to the motivation is given by the teacher, the mu'amalah is good between teachers and students, and there is a continuous and rigorous evaluation.

One part of the subjects of national education is Islamic education. As for the grouping of Islamic teachings in the form of subjects in Madrasah ranging from Madrasah Ibtidaiyah (MI), Madrasah Tsanawiyah (MTs), and Madrasah Aliyah (MA), there are subjects devoted to religious specialization. At the level of Madrasah Aliyah (MA), the specialization of the Religious sciences was developed in the form of study-specific subjects and there were also subjects that served as supporters such as the subjects of Islamic Cultural History. In this paper, the author analyzes the student manual for the subjects of Islamic Culture History class XI (Scientific Approach Curriculum 2013) using an analytical study approach in terms of the order of subject matter in the book and the double movement hermeneutics study approach ala Fazlur Rahman. The results of this study explain that the SKI subjects have been elaborated with clear and detailed indicators, but the subject matter of the SKI has not provided an analysis description for the development of scientific insights of students in answering the actual problems, for example, the plurality that characterizes the Indonesian nation. Therefore, the SKI study must involve Fazlur Rahman's hermeneutic analysis and Nietzsche's critical history analysis to read past phenomena to build on current progress in accordance with the mandate of National Education System Law No. 20 of 2003.

Efficient and successful teaching of demonstrative geometry in the senior high school requires on the part of the teacher much more than a knowledge of the subject matter. The young person who goes into the geometry classroom after leaving college with honors in mathematics is not necessarily a good teacher. Unless he has been forewarned in one way or another, he is likely to resort to the lecture method which his professors have used in college and then find to his surprise that his pupils have learned little. He may have taken courses in which he studied the general laws of learning as applied to pupils of high school age, but even so he will have difficulty in translating his knowledge to fit the specific requirements of the classroom. Part of his training may have been to observe the work of a highly efficient, successful, and artistic teacher whom he may try to imitate. He will find, however, that he has not been keen enough to grasp the meaning and purpose of many of the techniques. Not knowing beforehand how a group of pupils will react to a given situation, he fails to see when and how the experienced teacher has avoided pitfalls by introducing many details of development not necessarily needed in the finished product but indispensable to the learning process. Before he can become adept in preparing a course of study or planning his everyday lessons, he needs to know what difficulties pupils will have with the many component tasks which when integrated fulfill the desired aim. A teacher can plan a skillful development only when he has reached a point where he can predict within reasonable limits what the reactions of a group of pupils will be.

Learning is a system that aims to help the learning process of students, which contains a series of events that are designed, arranged in such a way as to influence and support the learning process of students (Firdaus, 2012). According to Nasution (2000) the learning process is an interaction / process of communication between the teacher and students and between students and students. Intertwined communication should be reciprocal communication created in such a way, so that the message conveyed in the form of the subject matter will be effective and efficient. Students as the subject of learning must play an active role in learning. the activeness of students is assessed from their role in learning, such as asking questions, answering questions, giving responses and others. In addition, the activeness of students is a form of independent learning, namely students trying to learn everything about their own will and ability / business, so that in this case the teacher only acts as a mentor, motivator and facilitator. Therefore, the teacher needs to create an atmosphere of learning that can foster an attitude of collaboration between students and other students. The main problem in learning in formal education (school) today is the low absorption of students. The learning process to this day is still dominated by teachers and does not provide access for students to develop independently through discovery in the process of thinking. According to Dimyati and Mudjiono (2002) the dominance of teachers in the learning process causes students to be passively involved, students are more waiting for the presentation of the teacher rather than looking for and finding their own knowledge, skills and attitudes they need during the learning process. Therefore, it is necessary to apply new learning strategies that can make students actively participate in learning. One active learning strategy developed by Silberman (2011) is true or false active learning strategies. The learning steps in the true or false active learning strategy will activate students from the beginning of learning which will stimulate students to think and motivate students to play an active role in learning activities so that the teacher does not dominate the learning process. This strategy is marked by the teacher making statements that are in accordance with the subject matter, half right and the other half wrong. Then students discuss in their groups to state whether the statement is true or false. By discussing students can exchange opinions. According to Silberman (2011) by listening to various opinions, students will be challenged to think. our brain will do a better learning process if we discuss information with other people. When the learning process is passive, the brain cannot store information properly. In answering questions, students are required to give reasons why they answer correctly and why they answer wrongly. This is so that students do not guess when answering and will make students better understand the material. Then the results of the group discussion will be presented in front of the class, students are given the opportunity to ask questions, answer questions and respond or give opinions. This will activate students more in learning and can train students' courage. According to Silberman (2011), learning activities carried out with the activities of students themselves will cause a knowledge to be more meaningful and can last a long time in memory of students so that the learning outcomes achieved will be better. Based on the results of the study obtained values from the first and second cycles in a row - according (77.33%), and (80.00%).
