Tujuan penelitian ini adalah: (1) untuk mengetahui dan menganalisis penerapan prinsip-prinsip good governance dengan variabel akuntabilitas, transparansi, partisipasi, efektivitas dan efisiensi serta kepastian hukum memiliki pengaruh terhadap kinerja variabel dalam Ditlantas Polda Sulawesi Selatan dan (2) untuk mengetahui dan menganalisis tentang prinsip-prinsip Good Governance yang paling berpengaruh terhadap kinerja Penerbitan Surat Keterangan Tes Keterampilan Pengemudi (SKUKP) Ditlantas Polda Sulawesi Selatan. Penelitian ini dilakukan di Subdirektorat Kependudukan Ditlantas Polda Sulawesi Selatan dengan jumlah populasi 133 responden (metode sensus). Analisis data yang digunakan adalah deskriptif untuk menjelaskan gambaran responden dan deskripsi penelitian, sedangkan untuk menganalisis data kuantitatif menggunakan analisis Regresi Berganda. Penelitian ini mengkaji tentang prinsip-prinsip good governance yang berpengaruh terhadap kinerja personel Polri di Subdit Ditlantas Polda Sulawesi Selatan. Hasil penelitian menunjukkan bahwa nilai rata-rata R, R2 memberikan pengaruh yang signifikan. Korelasi regresi untuk variabel akuntabilitas (X1), transparansi (X2), partisipasi (X3), efektivitas dan efisiensi (X4) dan kepastian hukum (X5) serta konstanta koefisien regresi juga berpengaruh signifikan. Dan variabel akuntabilitas dominan (X1) berpengaruh terhadap kinerja pegawai, setelah dilakukan pengujian dengan uji F dan uji t yang menunjukkan pengaruh yang signifikan. The purposes of this study are: (1) to determine and analyze the application of the principles of good governance with the variables of accountability, transparency, participation, effectiveness and efficiency as well as legal certainty have an influence on the performance of variables in the Ditlantas Polda South Sulawesi and (2) to find out and analyze about the principles of Good Governance that most influence the performance of the Issuance of Certificate of Driver Skill Test (SKUKP) Ditlantas Polda South Sulawesi. This research was conducted at the Regident Sub-Directorate of Ditlantas Polda South Sulawesi with a total population of 133 respondents (census method). Analysis of the data used is descriptive to explain the respondent's description and description of the research, while to analyze quantitative data using Multiple Regression analysis. This study examines the principles of good governance that affect the performance of Polri personnel in the Regident Sub-Directorate of the Ditlantas Polda South Sulawesi. The results showed that the average value of R, R2 gave a significant effect. Regression correlations for the variables of accountability (X1), transparency (X2), participation (X3), effectiveness and efficiency (X4) and legal certainty (X5) as well as regression coefficient constants also have a significant effect. And the dominant accountability variable (X1) has an effect on personnel performance, after testing with the F-test and t-test which shows a significant effect.

There is a prevalent assumption in South Africa that Parliament is guided by the ideals of democracy, accountability, transparency and accessibility. However, there are still gaps and challenges as far as theoversight role of Parliament is concerned, despite the presence of committees that have been established to oversee the executive and relevant structures of government, government activities and public finances. There is widespread maladministration and misuse of government expenditure in government departments. This paper investigates the oversight role of parliamentary committees to determine their relative influence on accountability and democracy in the execution of functions by public functionaries. The aim of the paper is to provide an understanding into inherent problems in the oversight role of Parliament in the democratic dispensation in South Africa, which seems not to have been given serious attention in the academia, considering the pivotal role Parliament plays in the lives of citizens of the country. These oversight committees have selectively held Senior Executives or Ministers accountable for their ineffectiveness, misuse of government expenditure and maladministration. This could be attributed to the fact that oversight in South Africa does not seem to be properly understood and implemented as it should be. Moreover, the influence of the majoritarian authority of the ruling party in committees seems to be colluding with the executive. Failure to take action against cases of omission brings questions on the effectiveness and efficiency of the oversight role of Parliament. The adverse consequence is the delay in the provision of good quality services to poor communities. This paper employed the theoretical approach as a method of data collection. Conclusions have been drawn that the shortcomings of the parliamentary committees compromise accountability and good governance in service delivery.

<p>The objective of this review is to analyze the contribution of human resource management (HRM) in creating good governance in the organizations. A theoretical framework concerning the characteristics of good governance and the contribution of human resource management based on those characteristics were developed. The relationship between human resource management and creating good governance in the organizations, which is based on social, ethical, democratic, and economic basis, involves some important aspects concerning people management aspects such as participation, consensus orientation, accountability, transparency, responsiveness, effectiveness and efficiency, equity and inclusiveness, and following the laws and regulations. The integration of characteristics of good governance with possible approaches and practices of HRM leads to developing a model which underpins the contribution of HRM to create and practice good governance in the organizations. Based on this model, propositions and recommendations for future research on this theme are presented.</p>

This research is a research and development on Arabic extensive reading materials using storybooks based on bilingual parallel text. The purposes of this research are to find out the steps in developing Arabic extensive reading materials using storybook based on bilingual parallel text for MA NU Miftahul Falah students and to find out the feasibility of the storybooks and the students responses. This research is a type of research and development. This study uses Richey and Kleins’ model but with some modifications, the stages of this research are: Planning, which is the activity of making a product plan that will be made for a specific purpose. This stage begins with a needs analysis carried out through research and literature study. Production, which is the activity of making products based on the designs that have been made. Evaluation, namely the activity of testing and assessing how high the product has met predetermined specifications. The results of the study, namely the average validity of the storybook that has been developed with all evaluation aspects is 3.49 so it is classified as valid. The evaluation results also show that the product is suitable for use, and the average value of student responses is 84.2 and is in the very good category. Further research needs to be done to determine the effectiveness and efficiency of the product with a wider sample

Research in the writing of this law is to use the method of normative legal writing with properties that provide exposure deskrepsi study or overview of the implementation of Principles of Good Governance in Financial Management System In Indonesia and find How to Achieve Financial Management To Become Principles of Good Governance .. The law Primary use is legal action that the Minister of Home Affairs Number 21 Year 2011 concerning the Second Amendment of the Regulation of the Minister of Home Affairs Number 13 Year 2006 on guidelines for financial management, and secondary legal materials in the form of books and literature. After all the ingredients of the literature and research material collected then the materials are then processed and analyzed.According to this thesis and research results show that: First, the minimal prerequisites for achieving good governance is transparency, accountability, participation, legal empowerment, effectiveness and efficiency, and fairness. Second, implementation has Good Governance in Local Financial Management of renewal has always done.

<div><p class="Authors"><em>Transparency in South Sulawesi Provincial Government has been applied in efforts to achieve good governance. The problems of this research are; (1) how to transparency in local governance, (2) what factors inhibiting transparency in local governance, and (3) what is the right strategy is used in implementing the transparency of the regional administration. This study aims to: 1) describe the transparency in local governance, 2) analyze the factors that become an obstacle to transparency in local governance, and 3) to apply the right strategy in the transparency of the regional administration. The study found that transparency in governance has been run as expected in the areas of budget, staffing, procurement of goods and services. Human resources mentality of corruption, overlapping rules, the financial system is weak, weak law enforcement and a tolerant society are all factors that become an obstacle to transparency in local governance. Transparency strategy is appropriate intensive use in implementing the transparency of the regional administration. Through this model of good governance transparency can be realized as a solution to overcome the problems of the dynamics of government activity that is not transparent and minimize the factors inhibiting the realization of good governance transparency.</em><em></em></p></div>

This paper aims to trace M. Saleh Lahade's notion on the concept of rural development in South Sulawesi in the 1950s. Used historical method which includes several phases, namely: heuristics, criticism, interpretation and historiography. The result reveals the fact that M. Saleh Lahade's ideas were based on the physical environment and severe human settlement were damaged, the stagnation of the economy and the occurrence of stagnation in social life as a result of prolonged armed conflict. The concepts offered are based on falsafah and local wisdom that has long been developed, such as the spirit to act when finding something that is broken, the spirit of never giving up, the spirit of honesty, the spirit of independence (to maradeka), and the spirit of building harmony in people's lives. To develop his ideas M. Saleh Lahade used the concept of cluster units. Through this approach, rural service units are built in one mini cluster to create effectiveness and efficiency in public services. In addition, it also encourages the creation of a better physical and social environment, a more secure public health, and faster economic wheels.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

In general, the (sub)principles of properness have (in most countries) the longest history of the six principles of good governance. These principles were developed because the traditional formal approaches to legality were too narrow for adequate control of the government. These principles were often developed by the judiciary as unwritten principles, as well as by the ombudsman or as policy principles in policy papers. Several of these principles have been codified in the laws of different countries. In many countries, the process of codification of unwritten norms is at a different stage, but the foundations of these principles are often comparable. Different courts developed a rather sophisticated way of protecting the rights of individuals: sometimes by developing unwritten principles or by having a more extensive interpretation of the law. The lines of development of the principles of properness were illegality, irrationality, and then impropriety. The following step was the specification of (sub)principles, such as equality, legal certainty, carefulness, and motivation. Each of these categories was specified by means of a principles-based approach and a rights-based review. This development sometimes went faster under the influence of international human rights treaties. However, the innovation of judicial review went through by formal and material principles. In the principles of properness, we distinguish the following elements: formal carefulness (hearing as part of natural justice), abuse of power (abuse of discretion), rationality (substantial carefulness), proportionality, legal certainty, legitimate expectations, and equality and reasoning.

The term Good Governance (an-Nizam al-Siyasah) is an Islamic concept in the implementation of good governance according to the Qur'an and Hadith. This concept was re-emerged by UNDP in 1990 which was implemented by Umar bin Abdul Aziz during the Umayyad dynasty, in balancing a synergistic and constructive relationship between the state, the private sector and society, through the principles of good governance applied by Umar bin Abdul Aziz: 1. tawhid, 2. Trust, 3. Deliberation, 4. Justice and Law Enforcement, 5. Equality, 6. Brotherhood, 7. Human Rights (HAM), 8. Effective and Efficient, 9. Social Supervision. Umar bin Abd Aziz's principles of good governance are in line with Islamic values, such as: Allah as the highest caliph, trustworthiness, deliberation, justice, equality, brotherhood, human rights, and commanding good and evil. In comparison, UNDP and LAN Good Governance have the following principles: participation, law enforcement, transparency, equality, responsiveness, effectiveness, professionalism, supervision. The principles of good governance of Umar bin Abdul Aziz associated with maqasid sharia are; the principle of tawhid according to maqasid shari'ah in the field of muhafazah ad-din (maintaining religion), the principle of trustworthiness and effectiveness and efficiency, including the category of muhafazah al-mal (protection of property). The application of deliberation, including the category of muhafazah al-aql (preservation of reason) and brotherhood is included in the category of muhafazah al-nasl (maintaining offspring). Human Rights (HAM) are included in the category of muhafazah al-nafs (protecting the soul). in line with the maqasid shari'ah al-Syatibi. If tawhid is connected with Imam Malik's istislahi theory, then this principle includes daruriyyah (principle), while justice and law enforcement, deliberation, trust, equality, brotherhood are included in the hajiyyah category. effective, efficient, social supervision is included in the category of taksiniyah. Then how is good governance implemented and how is it related to UNDP good governance. This is the study of this treatise as material to add to the treasures of knowledge in the state Abstrak: Istilah Good Governance (an-Nizam al-Siyasah) merupakan konsep Islam dalam pelaksanaan tata kelola pemerintahan yang baik sesuai al-Qur’an dan Hadits. Konsep ini dimunculkan kembali oleh UNDP pada 1990 yang pernah dilaksanakan Umar bin Abdul Aziz pada masa dinasti Umayyah, dalam menyeimbangkan hubungan yang sinergis dan konstruktif antara negara, sektor swasta dan masyarakat, melalui  prinsip  good governance yang diterapkan Umar bin Abdul Aziz: 1. tawhid, 2. Amanah, 3. Musyawarah, 4. Keadilan dan Penegakan Hukum, 5. Persamaan, 6. Persaudaraan, 7. Hak Asasi Manusia (HAM), 8. Efektif dan Efisien, 9. Pengawasan Sosial. Prinsip-prinsip Good governance Umar bin Abd Aziz  sejalan dengan tata nilai Islam, seperti: Allah sebagai khalifah tertinggi, amanah, musyawarah, keadilan, persamaan, persaudaraan, HAM, dan amar makruf nahi munkar.  Sebagai bandingannya adalah Good Governance UNDP dan LAN memiliki prinsip sebagai berikut: partisipasi, penegakan hukum, transparansi, kesetaraan, daya tanggap, efektif, profesionalisme, pengawasan. Prinsip-prinsip good governance Umar bin Abdul Aziz diakaikan dengan maqasid syariah adalah; prinsip tawhid sesuai maqasid syari’ah bidang muhafazah ad-din (menjaga agama), prinsip amanah dan efektif serta efisien termasuk ketagori muhafazah al-mal (penjagaan harta). Penerapan musyawarah, termasuk kategori muhafazah al-aql (penjagaan akal) dan persaudaraan  termasuk kategori muhafazah al-nasl (menjaga keturunan). Hak Asasi Manusia (HAM) termasuk kategori muhafazah al-nafs (menjaga jiwa). sejalan dengan maqasid syari’ah al-Syatibi. Jika dihubungkan  tawhid  dengan teori  istislahi Imam Malik maka prinsip ini termasuk daruriyyah (pokok), sementara keadilan dan penegakan hukum, musyawarah, amanah, persamaan, persaudaraan termasuk tingkatan kategori hajiyyah. efektif, efisien, pengawasan sosial termasuk kategori taksiniyah. Lalu bagaimanakah good governance ini diterapkan dan bagaimana hubungannya dengan good governance UNDP. The application of the principles of good governance is not only limited to ministries and government agencies or central and regional government levels. The application of good governance needs to be extended to non-governmental social institutions such as children's social welfare institutions. Sejati Orphanage of Muhammadiyah Rappang is one of the social welfare institutions of children in South Sulawesi, founded by H. ismail Ambo Mariama since 1950 as a form of social concern for the massacre known as the 40,000 victims in December 1949 in South Sulawesi. This research aims to determine the level of participation and application of the principles of good governance in the orphanage. This research uses quantitative descriptive method by describing the two variables using the Likert scale and examining the relationship between the two variables using linear regression analysis. Samples is 30 was taken from 150 populations. The results show that the level of participation and application of the principles of good governance are included in the excellent category. While the level of participation influences 42.2 percent of the application of the principles of good governance. This shows that the application of the principles of good governance in social institutions is easier compared to other institutions.
