The reduction of state subsidies, the control of expenditures by insurance companies, the introduction of ethical standards in medicine by health care institutions have increased the demand for additional investment. One of the important factors for increasing the competitiveness of private medical institutions and the sustainability of its activities is the formation of a marketing complex. In order to popularize the services of medical institutions, the main tools of the marketing communication system are used: advertising, public relations and so-called Synthetic means. Medical marketing cannot be considered as just developing good services and delivering it to customers. Medical facilities should also establish close links with existing and future clients. Marketing activities should ensure the creation of new medical services and the development of existing medical services. It is important to increase the role of the state in regulating the medical market in order to promote healthy competition among suppliers and the unwavering improvement of the quality of medical services.

The article defines the scientific and terminological problems of researching services in the field of services, the basic problems of the evaluation of services in health care organizations. On the basis of a systematic approach to the category of quality of medical services the article investigates patient satisfaction with the perceived quality of service, shows the role of consumer expectations in the evaluation of the perceived quality of services and finds that the requirements for the service in medical institutions are underestimated. On the basis of studies the authors identify behaviors of consumers of budgetary medical services organizations, develop a model of consumer activities, which differs from the existing ones that along with the economic component the model is complemented with communication components. The approbation of the authors´ model for health care services shows a characteristic pattern of consumer activity of budgetary organizations. The article highlights the factors of subjective judgment of health care consumers in assessing perceived quality. Based on the study of patient satisfaction the authors develop a hierarchical model of the perceived quality of health services, as well as the place of services defined in the model.

The article discusses various software and hardware solutions that serve to improve the provision of medical services, as well as a system for monitoring the quality of public health. The role of telemedicine as a means to improve the efficiency of medical care is revealed. The differences between classical telemedicine and mobile healthcare are significantly established. Foreign research in the field of preferences of a particular method of telemedicine is considered. Based on the considered automation tools, it is proposed to develop a model of an integrated information system, as well as a model of a monitoring system that can improve the efficiency of medical services. It is noted that the developed monitoring system will reduce the burden on medical institutions, but in the current conditions it will work in a limited format.

Статья посвящена анализу качества медицинской помощи, оказываемой населению в рамках системы обязательного медицинского страхования (ОМС), на основе мероприятий страхового надзора над медицинскими организациями. Полис ОМС гарантирует пациентам доступность, качество и своевременность предоставления медицинских услуг. Проверка качества медицинской помощи производится путем осуществления экспертиз и контроля уполномоченными органами РФ по направлениям: законности работы медицинской организации, системности оказания медицинской помощи, результативности и своевременности проводимых мероприятий в рамках оказания медицинской помощи. Таким образом, страховой надзор за медицинскими организациями осуществляется путем соблюдения объема, сроков и условий оказания медицинской помощи, контроля качества медицинской помощи фондами обязательного медицинского страхования и страховыми медицинскими организациями в соответствии с законодательством Российской Федерации. Страховой надзор над медучреждениями осуществляется в рамках ОМС и включает следующие виды страхового надзора: медико-экономический контроль, медико-экономическая экспертиза и экспертиза качества медицинской помощи. Отличительной особенностью современного состояния системы страхового надзора за качеством оказываемой медицинской помощи в системе ОМС является его совершенствование на основе анализа удовлетворенности потребителей медицинских услуг, что позволяет выявить нарушения, которые допущены при оказании медицинской помощи. Причем эти мероприятия способствуют как повышению качества обслуживания застрахованных лиц, так и улучшению репутации медицинских организаций, что серьезно влияет на решения участников программы обязательного медицинского страхования. Повышение ответственности страховых компаний становится важным элементом модернизации системы ОМС. В этой связи актуальным является обеспечение эффективной работы страховых медицинских компаний и медицинских учреждений на принципах конкурентоспособности и повышения качества медицинской помощи, реализуемое с помощью механизмов ориентации на требования потребителей медицинских услуг The article is devoted to the analysis of the quality of medical care provided to the population within the framework of the system Compulsory health insurance (CHI), based on the measures of insurance supervisory over medical organizations. The CHI guarantees patients the availability, quality and timeliness of medical services. Quality control of medical care is performed by carrying out examinations and control by the authorized bodies of the Russian Federation in the following areas: the legality of the work of a medical organization, the consistency of medical care, the effectiveness and timeliness of measures taken within the framework of medical care. Thus, insurance supervisory of medical organizations is carried out by observing the scope, terms and conditions of medical care, and monitoring the quality of medical care by mandatory medical insurance funds and insurance medical organizations in accordance with the legislation of the Russian Federation. Insurance supervisory of medical institutions is carried out within the framework of the CHI and includes the following types of insurance supervisory: medical and economic control, medical and economic expertise and examination of the quality of medical care. A distinctive feature of the current state of the system of insurance supervisory over the quality of medical care in the CHI system is its improvement based on the analysis of satisfaction of consumers of medical services, which allows you to identify violations that have been committed in the provision of medical care. Moreover, these measures contribute both to improving the quality of care for insured persons and to improving the reputation of medical organizations, which seriously affects the decisions of participants in the compulsory medical insurance program. Increasing the liability of insurance companies is becoming an important element of the modernization of the CHI system. In this regard, it is important to ensure the effective operation of medical insurance companies and medical institutions based on the principles of competitiveness and improving the quality of medical care, implemented through mechanisms of orientation to the requirements of consumers of medical services

The modern strategy for the development of health care includes as one of the priorities maximum approach of medical services to the consumer. To solve this problem in the conditions of the Navy, it is advisable to create mobile medical complexes placed on specially equipped vessels. For the full and operational medical support of the fleet forces in specified areas of the world’s ocean at different distances from the main base sites, a system of marine mobile medical complexes should be created. In peacetime the system should include hospital ships, multipurpose vessels with a hospital on board, mobile polyclinic mobile complexes and high-speed ambulance boats. During the period of danger, the possibility should be provided for the rapid re-equipment of hospital and multifunctional vessels, as well as polyclinic complexes with an increase in evacuation capacity and an increase in the volume of medical care. For medical support of an amphibious assault operation on universal amphibious ships, a quick re-equipment of the premises specially allocated during the design process to medical facilities for emergency medical assistance and evacuation of the wounded to coastal medical institutions should be provided. In wartime, for the provision of medical care and evacuation of the wounded, vessels of various purposes must be used, the projects of which contain the capabilities and algorithms for their quick conversion into sanitary transports. Variants of the main tactical and technical characteristics of vessels of various classes intended for medical support of the fleet forces are proposed. A significant problem in the operation of medical vessels is their low patient load in the inter-transit period, which leads to the disqualification of full-time medical staff and reduces the quality of the maintenance of the vessel. When forming the operational-tactical model of operation of medical vessels, special attention should be paid to the staffing algorithms and ensuring that the courts are always ready to perform their tasks.

the article analyzes the influence of cultural, social, religious, scientific and technical factors on the histori-cal development, current status and future directions of development of the architecture of medical institu-tions in Yemen. The research attempted to study the features of the work of medical institutions in Yemen. The study begins with a description of the literature on a general overview of the location, geographic sec-tions, climate and economy of the port city of Yemen. The study describes the problems and factors that influence the design of medical institutions in Yemen. The current situation demonstrates a tendency to-wards centralization of attention on the patient himself and the doctor-patient system. The hospital should create the most comfortable conditions for the patient, and the medical staff acts as consultants. That is, pa-tients should receive maximum attention, sympathy and psychological assistance. Based on this position, architectural decisions should take into account the relationship between the doctor and the patient. The ar-chitectural design of medical facilities in hot climates should be carried out taking into account the regional characteristics of the environment. The choice of a construction site for the architectural and planning organ-ization of a network of medical institutions for children and adults must be made based on the general con-ditions for the development of the city and its suburban area. The theoretical and methodological basis of the study are the provisions and conclusions of the works of domestic and foreign scientists in the field of development of the architecture of medical institutions. The research used materials from scientific seminars and conferences. In the process of research, a systematic approach and logical analysis methods were used. The scientific literature notes that the modern concept of the formation of the architectural and spatial environment of urban hospitals is associated with modern medical technologies, as well as with the increasing role of medical institutions at the present stage.

The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

During the Great Patriotic War, work of health workers not only in frontline medical institutions of different levels, but also directly on the battlefield was invaluable. Sanitary losses, especially among combat medics taking the wounded from the battlefield, were the most crucial. During the war, military hospitals were established throughout the territory of the USSR where over 22 million of wounded were treated. 85% of them returned to the Army. The role of blood transfusion stations staff who supplied front and rear medical facilities by blood and its components is invaluable. The objective of the article - to illustrate the role and importance of medical service and its part - medical institutions dealing with blood and blood components collection, storage, processing and supply to military units, hospital, performing transfusions for the wounded. Archival materials and statistical data gained from various publications, wartime and postwar, were used. The gained data confirm the invaluable role of these services in providing medical aid to the wounded and the sick during the Great Patriotic War, as well as describe reorganization and flexible tactics of the blood service staff in accordance with the Great Patriotic War periods in supplying medical service with blood and its components. Blood service staff training and management measures allowed to uninterrupted supply front and rear medical institutions with blood. Blood service in different periods of the Great Patriotic War had undergone significant management changes in the section of the donation, processing and supply of medical facilities with blood, enabling to attract huge crowds of people in the USSR to donate blood, to ensure an uninterrupted, adequate supply of troops with blood.

The article based on the consideration of the Russian legal acts regulating the provision of discounts. In the article recommendations are made in respect of paid medical services and voluntary health insurance, with provision of the example of a short marketing plan required for formal reasons of discounts. Currently, the process of providing discounts and medical insurance companies are regulated, and most of the information should be public and posted on websites of medical institutions, insurance companies and their partners, which implement insurance or paid medical services. The increasing complexity of legislation on consumer protection, health and insurance law leads to the formation of new instruments for operations that previously did not require such a formalization. Of course, this leads to an increase in operating costs, not only the cost of creating, storing and placing this information. At the same time most organizations formalize many business processes, previously considered insignificant. Scope of medical care, like no other, attracted the attention of society composed of different groups and strata, some of whom are citizens who want to take advantage of a discount clinic or insurer.

Insufficient availability of emergency medical services to the rural population is noted. The dynamics of the growth of calls to emergency medical services testifies to the fact that emergency medical institutions have taken over part of inpatient services for the provision of emergency care to patients with chronic diseases and acute colds.
