This article discusses issues related to the need for constant formation and improvement of economic knowledge of labor resources. The main directions of development of financial literacy of employees of an enterprise (organization) are given. The position of improving the special economic knowledge of civil servants, in particular, employees of the departments of the electronic safety and industrial complex is substantiated. In the course of the study, it is concluded that the economic training of any category of labor resources is one of the main factors in increasing the level of economic potential of any state as a whole.

The article analyzes the approaches to the interpretation of the concept of differentiation. The own interpretation of the concept of differentiation of development of branches as process of development of the enterprises on indicators of efficiency of use of actives, own capital, labor resources, efficiency of manufacture and possibility of creation of new kinds of production is offered. The components of the processing industry of the agro-industrial complex of Vinnytsia region are studied and the main ones are determined. The main factors influencing the development of differentiation of enterprises of the processing industry of the agricultural sector are analyzed. The analysis on the basic financial indicators of activity of the processing enterprises of agrarian sector of Vinnytsia region depending on the size of the organizations is carried out. Prospects for the privatization of distilleries in Ukraine are highlighted. The possibility of product differentiation at the enterprises of agro-industrial complex processing with orientation on creation of new productions is substantiated. The low level of management of distilleries was confirmed and the prospects of privatization of these organizations in accordance with the current legislation were outlined. It is determined that the main promising area of sectoral differentiation of the processing industry of the agro-industrial complex is the formation of sugar, meat processing, agricultural and alcohol industries on the basis of raw materials - production of biofuels (biogas, bioethanol). These studies show that the developed areas of differentiation of processing enterprises will avoid the practice of concealing profits at enterprises, increase revenues to the state budget from the alcohol industry; achieve growth in foreign investment. Improving the management of enterprises in the agro-industrial processing industry will contribute to the growth of the gross regional product and the profitability of production in the processing sectors of the agricultural sector. This will increase the energy independence of the region, reduce energy costs of distilleries, improve the environmental condition of water resources in the region, reduce greenhouse gas emissions and provide the livestock industry with protein feed.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

The authors propose an approach to quantifying the potential and intellectual capital of agro-industrial companies. When evaluating the activities of these companies, it is necessary to take into account their impact on the environment. The use of such an universal indicator of the effectiveness of activities as a change in the company’s potential will allow taking into account the environmental consequences for the region and territory of the company’s economic performance. The paper identifies problems of assessing the potential and intellectual capital of companies. It is proposed to get an assessment of the economic potential of an agro- industrial complex company based on an analytical determination of the probable market price of this company. To do this, the authors suggest using a modified revenue approach to business valuation. Quantitative assessment of economic potential will allow evaluating the company’s intellectual capital as a whole, as well as the components of intellectual capital (human capital, structural capital, and client capital). The proposed approach suggests that when evaluating the company’s potential, the sum of the net present values of the most preferred projects and the potential residual value of this entity at the end of the project planning period should be taken into account.

The article agnowledges that Morshyn and Truskavets balneological resorts are important components of the health-improving, recreational and economic potential of the Lviv region. Every year in Morshyn and Truskavets, some 300,000 Ukrainian and foreign holidaymakers come to Ukraine, contributing to the economic development of the studied resorts in the region. The article sheds light on the main features of these resorts. The main factors of attractiveness of the cities of Morshyn and Truskavets are analyzed. It is shown that the cost of permits in sanatorium and boarding houses of these resorts is highly dependent on the period of the year. At the resorts the most expensive trips are found in the summer and winter. They are especially expensive during New Year’s and Christmas holidays, when there is the largest flow of tourists. The cheapest trips are in the fall and from the middle of January to the beginning of April. When selecting between Morshyn and Truskavets, visitors pay attention to the specialization of resorts, estimate the cost of living, assess additional facilities, which include entertainment, medical and SPA procedures, etc. Transport accessibility of the sanatoriums, hotels or villas is an important issue, which is often emphasized during the decision making by tourists as well as the possibility of obtaining complete information about the entire assortment of services provided in the resorts. In the article, an important point is the difference in the composition of water consumed by visitors with a healing purpose. Both Morshyn and Truskavets are marked by unique mineral springs with a healing effect. In the territory of two resorts for public use pump rooms for the consumption of mineral water have been constructed. In Morshyn, own pump rooms have sanatoria Morshynsky and Kiev plus, and in Truskavets – sanatoria Rixos Prykarpattya, Carpathians, Pearl of the Carpathians, Shakhtar, Moldova, Vernigore, Forest song, Almaz, Crystal, Dnipro-Beskid, Polonin and Geneva. Accommodation establishments that operate today in the abovementioned resorts of the Lviv region are investigated. A SWOT-analysis of the balneological resorts development in the city of Morshyn and Truskavets was conducted.

The paper investigates the strengthening of intraregional differentiation of the development of territorial communities in Ukraine under the influence of decentralization reform and administrative-territorial reform. The types of asymmetries of territorial communities’ development are identified, among them: organizational, functional, social, budgetary, institutional. The conducted analysis of organizational asymmetries related to the formation of territorial communities has made it possible to identify significant gaps by number and area of ??the united territorial communities (UTCs). The capacity and the size of the population of community are interrelated, because the large communities have greater opportunities for business development due to the availability of labor resources and the ability to hold infrastructure objects and institutions of communal property. Instead, small-scale UTCs are usually financially feasible only if they have budget-generating companies. Unfortunately, the creation of a significant part of UTCs has taken place without taking into account the capacity requirements and contrary to the requirements of the methodology in order to obtain additional authority and resources. As a result of violations, there were problems of the possibility of further functioning of newly formed territorial communities. Among the UTCs created during the years of reform, there is a strong differentiation by level of their financial capacity. The ratio between the minimum and maximum values of own revenues of UTCs’ budgets per inhabitant (asymmetric scale) is about 40 times. The distribution of UTCs’ revenues depending on the population size are analyzed and it is found out that with each subsequent year of power decentralization reforms the territorial communities with higher financial capacity were formed. The lack of sufficient economic potential for UTCs’ development is confirmed to be the reason of low level of financial capacity of their overwhelming majority. Attention is drawn to the necessity of leveling the risk of increasing differentiation and the gap between UTCs and territories that have not gone through the process of unification. The measures for overcoming intraregional development differentiations are proposed, among which is the necessity to adhere to certain criteria concerning population size, share of transfers in income, share of managerial expenses while the formation of a UTC; maximum use of endogenous factors of territorial communities’ development; elimination of conflict situations between the center and the periphery when planning the development of the territory, etc.
