Accessible city environment: the participation of mass media in the salvation of the problem

Понятие «доступная (городская) среда» - это социальное явление, направленное на создание и улучшение условий для всех маломобильных групп населения, включая людей с инвалидностью. В настоящее время люди с ограниченными возможностями активно вовлечены в процесс массовой коммуникации. СМИ как отражают, так и во многом формируют ценностные ориентации общества, в том числе и отношение населения к проблеме инвалидов. Инициаторами формирования доступной среды могут стать представители власти, негосударственные организации и отдельные заинтересованные лица. Говоря о доступной среде, следует учитывать все категории населения, испытывающие временные или постоянные трудности при самостоятельном передвижении или ориентировании в пространстве. В работе рассматривается роль СМИ и их вклад в формирование доступной среды и равного общества для всех граждан. Актуальность проблемы доступной среды, как и любого другого аспекта социальной жизни, определяется присутствием и развитием данной темы в средствах массовой информации. Наше исследование заключается в анализе материалов СМИ по заявленной тематике и влиянии журналистики на аудиторию в вопросах, касающихся создания безбарьерной среды и отношения к инвалидам. The notion of accessible (barrier-free) environment is a social one aimed at the creation and improvement of the conditions for all low-moblity groups of population including disabled people. At present time these groups of population are actively involved in the process of mass communication. Mass media both reflect and form values of society including the attitude to the problems of invalids. The formation of accessible environment can be initiated by the authorities, independent organizations or certain interested people. Talking about this problem, we must take into account all the categories of population having temporary or permanent difficulties with self-transportation or spatial orientation. In present work we study the role and impact of mass media in formation of accessible environment and society of equal rights and opportunities. The relevance of this problem as well as other aspects of social life is defined by the presence and development of this subject in mass media. Our research is aimed at analysis of mass media publications on the declared subject and their influence on the readership in the issues which refer the creation of barrier-free environment and the attitude to invalids in general.

The research was aimed to 1) to research house wife’s behavior in using mass media as information,   2) study of  factors that related to house wife’s behavior in using mass media. The data were collected in August 2009 at Pondok Besi dan Berkas. Sample number in this research were 40 people was taken by simple random method.  In explaining the first purposes were use the descriptive analysis, and the second purpose was analyzed with Spearman Rank correlation test. The information which was gained from mass media especially the things related to entertainment, health, and religion could be helpful for daily life both for their personal and social life. The result of statistical analysis showed that the formal education, number of working hour, household income, their perception on information and attitude to living change, were apparently related to using mass media.Key words: mass communication, house wife’ behavior, fisherman

Currently, the barrier-free environment establishment in transport (including in the metro system) is one of the most urgent tasks. When retrofitting existing metro stations for access by disabled people and other people with limited mobility in a dense urban development of the historical center, it will inevitably arise the need to build additional concourse and related premises in historical buildings and cultural heritage sites. For St. Petersburg, this topic is especially important, given the specific structure of the city’s historical center and the location peculiarities of central metro stations. This article examines and briefly analyzes the building metro concourse experience in historical buildings and cultural heritage sites in Leningrad (on the example of the St. Petersburg metro stations «Mayakovskva», «Nevsky Prospekt» / «Gostiny Dvor») and Prague (on the example of the Prague metro stations «I.P. Pavlova» and «Karlovo namesti»). The investigated Prague projects experience is the most relevant in relation to the modern providing a barrier-free environment challenges that St. Petersburg metro faced. The article also provides a cementing overview (for stabilizing the preserved object’s soil and foundations, including Jet Grouting) and their use peculiarities in the existing historical development. One of the options proposed by the authors to provide access for disabled people and other people with limited mobility to the Ploschad Vosstaniya metro station is considered. This option was prepared in the course of pre-design studies on organizing access for disabled people and other people with limited mobility to 11 Kirovsko-Vyborgskaya line stations of the St. Petersburg metro in 2019–2020.

Objective: Formation of an effective mechanism for the creation or gradual redistribution of resources to ensure a universal barrier-free environment not only among disabled people (of all categories), but among representatives of people with limited mobility (PLM), through interim solutions and the adoption of compensatory programs (measures). Based on finding the optimal balance of costs and benefits, in cases of lack of technical or material capabilities associated with improving the development or design of an accessible environment. Methods: The main tools of analysis and management are used: Pareto diagram, cause-effect diagram (Ishikawa), goal setting, structuring, dynamic changes, etc. Results: A variant of the mechanism for the implementation of the step-by-step creation of a universal barrier- free environment is presented not only among disabled people (of all categories), but among PLM. It has been established that if the existing infrastructure facilities of the passenger complex, before their reconstruction or overhaul, cannot be fully adapted to the needs of disabled people, then the introduction of a comprehensive program (roadmap), compensating measures, interim solutions allows minimizing or eliminating the company’s costs. Practical importance: On the example of the obtained algorithm (sequence) of organizing the process to ensure the accessibility of the environment of the passenger complex of the Oktyabrskaya Railway, the principle of phased implementation of the Convention on the Rights of Persons with Disabilities on Russian Railways, which is universal, is shown. Formalized solutions should help improve the quality of service, reduce costs and increase customer focus on the Russian Railways network.

Abstract: Barriers make an environment unsafe and cause a high level of difficulty to the user. But more importantly, barriers cause space to be out of reach, denying disabled people the opportunity of participation in various spheres of life. This ranges from education, economic, social, cultural, and other activities. Many studies have focused on the disabilities study but less research has been devoted to the specific area such as railway transport facilities. Thus, this study was done with the objective to ascertain the extent to which a railway transport facility in Ludhiana city of Punjab is barrier free for the disabled.: A pretested questionnaire (Access Survey and Audit Checklist) was used, designed by the Rehabilitation Council of India and Samarthya National Center for Promotion of Barrier Free Environment for Disabled Persons was modified according to our study environment. Various aspects of study domains were scored according to their importance of usage as described by disabled people interviewed before the commencement of the study.: It was found in the study that disable friendliness of the railway transport facility remains a largely unrealized goal in Ludhiana city to date. The score obtained by the railway station of Ludhiana city was 41 and its disable friendliness was graded as average. The railway transport facility was far from being satisfactory than to be called barrier free. This loss of opportunity is not only a loss for the person concerned but also a loss for society, which misses out on their contribution.: Simply put, a barrier causes exclusion and its removal is necessary for ensuring inclusion and participation of all in society.

Accessibility can be refer as the "ability to access" and benefit from some system or entity. The concept access facilities focuses on enabling barrier free environment for persons with disabilities, or enabling access through the use of assistive technology brings overall development in accessibility and benefits to everyone. All human beings are physically disabled for some time in their lives. But those who remain healthy and without disability all their lives are very few. Thus, public buildings should be accessible and barrier-free to both able body and disabled population as well. Persons with disability find it difficult to gain access into and operate freely without assistance in many public buildings in India. This publication is an attempt to provide information an inventory of facilities required for disabled people in public places.It is an observational study covered the identification and ascertaining the functional state of access facilities available including schools etc. A total of 10 such public buildings samples were observed. The results show that major facilities required by disabled people are lacking in many public places. Some of the access facilities identified in few public buildings are in poor state of operation. However, absence of such key facilities restricts the activities of normal population as well as physical disability people. Hence, they cannot work freely in such environment and become productive as tax-paying members of the nation. Due to shortfall or perhaps total neglect in provision of such access facilities, the movement, competence and talents are being restricted for the disabled population. Hence, equal opportunity and non-discrimination brings good equation for every citizen in this developing country constitute a barrier free environment for the development of their abilities. At last, the society at large is deprived of the abilities and talents in people with disabilities.

Introduction. Modern mass media plays essential part in universal process of socialization, when a person gains personal awareness of their culture and social order. The stated process of socialization develops perception, thinking and behavior of every person. Theory of modeling tells us how a person masters new models of behavior depicted by means of mass communication.  Another prominent form of socialization is acquisition of the behavior which demands team communication principles from a person. The theory of social expectation proves a person observing social state, norms, roles and control through the social life and groups of people depicted by the media. Aim and tasks. The main purpose of the article is to study the media in the formation of existing stereotypes in society. Results. Mass media, mirror reflecting modernity, develop knowledge of gender equality and the system in masses. Gender stereotype can be defined as peculiar means of relation between journalistic creativity and reader (text creation and its reading), sign system that facilitates mutual understanding. Gender stereotypes can be reviewed as a means of cognition and relation between sexes, which are based on images and discourse. Formation of gender stereotypes is determined by social and demographic factors, among which age and marital peculiarities between sexes, as well as education, intellect, urbanization prevail. In media gender stereotypes are characterized by dynamic, as they represent product of correlation of creative act and perception. In addition, research conducted by us is very interesting, the aim of which was to list and distinguish certain tendencies in Georgian TV commercials. From 200 interviewed respondent, aged 20-30 years, majority reckon that in commercials dominated by female, the addressee’s appearance, her marital status are emphasized. In commercials intended for men, the main emphasis is drawn to power, strength and courage. Peculiarity of such type of exposure is the use of associative comparisons and psychological characterization connected with masculine stereotypes. Conclusions. Therefore, gender stereotypes are often widespread and superstitious opinions on woman and man’s abilities, features, social behavior and social functions. Lack of information concerning gender issues partly determines existence of stereotypes. Potentially, the press can play an important part in establishing gender equality. The objective of modern journalism is to break existing stereotypes, develop modern techniques and forms of evaluation and apply them in journalistic activities. As the main function of journalism is to transfer important and progressive ideas to the society, considering the time and era, including modern notion of gender and gender relations.

Man has always tried  to determine  and tamper the image of woman and especially her identity is manipulated and orchestrated. Whenever a woman is spoken of, it is always in the relation to man; she is presented as a wife , mother, daughter and even as a lover but never as a woman  a human being- a separate entity. Her entire life is idealized and her fundamental rights and especially her behaviour is engineered by the adherents of patriarchal society. Commenting  on the Man-woman relationship in a marital bond Simone de Beauvoir wrote in her epoch-making book entitled The Second Sex(1949): "It has been said that marriage diminishes man,  which is often true , but almost always it annihilates women". Feminist movement advocates the equal rights and equal opportunities for women. The true spirit of feminism is into look at women and men as human beings. There should not be gender bias or discrimination in familial and social life. To secure gender justice and gender equity is the key aspects of feminist movement. In India, women writers have come forward to voice their feminist approach to life and the patriarchal family set up. They believe that the very notion of gender is not only biotic and biologic episode but it has a social construction.

This article discusses the conditions, reasons and factors of characterization of religious style as a functional style in the field of linguistics. In addition, religious style and its main peculiarities, its importance in the social life, and the functional features of religious style are highlighted in the article. As a result of our investigation, the following results were obtained: a) the increase in the need for the creation and significance of religious language, particularly religious texts has been scientifically proved; b) the possibility of religious texts to represent the thoughts of the people, culture and world outlook has been verified; c) the specificity of religious language, religious texts has been revealed; d) the development of religious style as a functional style has been grounded.

The problem of the discrimination of people with disabilities remains being an urgent social problem. Misunderstanding of the meaning of this problem by others results in a situation when invalid’s level of life cannot be equal to a healthy person’s level of life. This article raises the issue of ableism in order to explore the idea of barrier-free environment integration. The results of a social survey are demonstrating a good level of respondent’s awareness concerning this problem and their will to participate in a discussion and taking of measures for the integration of a barrier-free environment with the intention to raise the invalid’s level of life.
