The article considers the preconditions for the emergence of the phenomenon and the concept of "information culture". The purpose of article is to identify the main components of the information culture of the individual, and to analyze their relationship. The author used the methods of logical comparison, systematization and generalization, which allowed to achieve the goal of the study and draw conclusions. The high rates of scientific and technological progress, the expansion of cognitive activity of people, the emergence of new sciences, the rapid change of not only production but also social technologies, the dynamism of modern society - all these aspects became the basis for significant growth of information resources. The factors of changing the attitude to the concept of "information culture" in chronological order are given. Distinctive and similar features in the views and attitudes to the "information culture" of scientists "East" and "West" are considered. The main approaches to the definition of "information culture" are highlighted. The views of scientists on the components of information culture are listed. The expediency and importance of using the activity approach to the formation of information culture are given. The main components of information culture of personality are singled out. A brief analysis of the interaction of each component is given.

The article considers the conditions for the formation of information culture of cadets of a military educational institution in the process of teaching physics, which contribute to improving the efficiency of the educational process. The author outlined various approaches to the concept of "information culture": philosophical, informational and cultural. From the point of view of these approaches the definition of the information culture of the individual is given. The author identifies and describes the main components of the information culture of the individual. Based on this, the pedagogical conditions for the formation of information culture of cadets are formulated: the motivation of cadets to master information culture in the process of active cognitive activity in the study of physics, associated with the projection of educational tasks for the future profession; the use of problem-based learning that promotes the development of consciousness through the resolution of cognitive problems containing contradictions; the creation of a comfortable information and educational environment.

The article focuses on the importance of information culture as an integral part of professional culture of engineers, which affects the quality and safety of engineering solutions. The main two approaches to the definition of "information culture" are determined, which include an information approach when the information culture is reduced to the concept of computer or information literacy and a culturological approach when the concept "information culture" is seen as a way of human life in the information society. Development of the information culture acts as a process of harmonization of the inner world of man in the acquisition of socially significant information. The main components of information culture of engineers are highlighted, including literacy and competence in understanding the nature of information processes and relationships, humanistically oriented information value-semantic sphere, developed information reflection, creativity in information behaviour and socio-information activity. Based on a broad understanding of information culture as a qualitative characteristic of the life of a specialist in terms of receiving, transmitting, storing and using information, where universal moral values are the main priority, basic methodological approaches to forming information culture of future engineers are proposed, namely: system, personal, activity, integrative, culturological, axiological and reflexive approaches. The process of developing future engineers’ information culture in the process of professional training in higher educational institutions will be effective providing that it is based on the substantiated methodological approaches.

Введение. Обсуждаются подходы к определению понятия «информационная культура», основные направления ее формирования у студентов гуманитарных вузов, а также характеристики сформированности информационной культуры у будущих экономистов и менеджеров. Осуществляется исследование инструментов формирования информационной культуры и математической грамотности у студентов гуманитарных вузов. Цель работы – исследование инструментов формирования информационной культуры и математической грамотности у студентов гуманитарных вузов. Материал и методы. Материалом исследования послужили разработанные преподавателями кафедры информатики и математики электронные курсы, размещенные по адресу https://edu.gup.ru/ Результаты и обсуждение. Рассмотрена модель электронного курса по дисциплине «Информатика» и последовательность формирования у студентов 1-го курса информационной культуры. Представлена декомпозиция деятельности преподавателя в ходе обучения студентов. Показаны возможные внешние воздействия на систему «преподаватель – студент», используемые преподавателем ресурсы (программные средства). Процесс деятельности преподавателя на занятиях по дисциплине «Информатика» раскрыт более подробно. Показано, что деятельность преподавателя заключается, в основном, в формировании списка заданий первого и второго семестра и контроля (проверка ответов студентов на задания в ходе изучения материалов дисциплины, текущей аттестации и промежуточного контроля знаний (зачетов и экзаменов)). Заключение. Описана структура разработанного электронного курса, а также обобщены статистические данные, полученные по результатам проверки ответов студентов, подготовленные по результатам выполнения заданий. Представлены элементы электронного курса «Методы оптимальных решений». В дальнейшем планируется продолжить совершенствование структуры электронного курса с учетом современных тенденций в области цифровизации образования. Introduction. The following issues are discussed in this work: – approaches to the definition of the concept of “information culture”, the main directions for the formation of information culture among students of humanitarian higher educational institutions (universities) during the teaching of disciplines that form mathematical literacy and information culture among students (during the work of students in the following disciplines: “Informatics”, “Information Technologies in Economy”, “Information Technologies in Management”, “Mathematics”, “Mathematical Analysis”, “Probability Theory and Mathematical Statistics”, “Methods of Optimal Solutions”); – characteristics of the formation of information culture among future economists and managers (characterize the level of formation of competencies based on the results of studying the above disciplines); – tools for the formation of information culture of students of the Saint-Petersburg University of Humanities and Social Sciences (electronic courses in disciplines). Material and methods. The material of the research was electronic courses developed by teachers of the Department of Informatics and Mathematics of the St. Petersburg Humanitarian University of Trade Unions (SPbGUP). Educational materials are posted in the system of supporting the independent work of students of St. Petersburg State Unitary Enterprise at https://edu.gup.ru/. Results and discussion. The article considers the model of the electronic course in the discipline “Informatics” and the sequence of formation of 1 course of information culture among students. Conclusion. The paper describes the structure of the developed electronic course, as well as summarizes statistical data obtained from the results of checking student responses, prepared based on the results of completing tasks. In the future, it is planned to continue improving the structure of the electronic course, taking into account modern trends in the field of digitalization of education.

Today it’s not possible to deny the approach of the new epoch – the epoch of the information society. The high technologies have infiltrated the total scope of the everyday life of modern people. In 2020 our civilization confronted the new, but for a long time anticipated, challenge, - mass introduction of distant education in schools and universities. We still will have to comprehend the results of this social experiment in the nearest future. Still one fact arises no doubts: information nowadays is the product that is widely and easily (perhaps, too easily) accessible, but real knowledge remains the lot of the few, and even tend to marginalize. Forty years ago the stated problems became the issue of the studies of the Swiss philosopher Denis de Rougemont. His conclusions turn out to be more and more relevant with the acceleration of the process of culture, communications and education digitalization. His article “Information Isn’t Knowledge” has been published in Russian for the first time. The article deals with the issues of information technologies integration into the human cognitive activity, its influence on the thinking process and cultural, ethic and spiritual values formation. Denis de Rougemont step by step reveals the definition of information technologies, their application in various areas of human existence, their ability to compete with personality and the consequences of their integration in everyday life. These speculations become especially valuable in the era of the triumph for information society and global computerization.

Pedagogical activity is considered in the context of its cultural signifi cance, provides the author’s interpretation of pedagogical activities. Three main approaches to the study of structural and substantive organization of pedagogical activity-system-functional, cultural and competence are given. On the basis of systemic-functional approach comparative-comparative analysis of the structure and content of educational activities was carried out presented in the writings of some domestic authors. The article shows the relevance of studying professionally important qualities of a teacher, highlights the personality system, composable around professional-pedagogical orientation. Special attention is given to the quality of the article of the teacher as information culture. On the basis of the cultural approach the composition of professional-pedagogical culture and the place in the information culture was considered. The intrinsic features of the concept of “information culture of the teacher” are given, an attempt was made to designate its complex composition. The factors are highlighted contributing to the need for raising and resolving problems of formation of information culture of the teacher in higher educational practice.

This article deals with the issue of updating the principles of creation of e-textbooks via graphical interface. The close attention has to be paid to the transformation of the modern society where the new generation of people uses computers, smartphones and tablets not only as working tools but as the means of discovering the world as well. Therefore the graphical interface is considered the code of understanding the information environment. It is emphasised that the spread of information technologies and information transmission and processing methods have become an integral element of human thinking and perception of the world. Getting most of their information through the Internet modern people perceive process and memorize it according to the principles of the interface and programming languages. In this regard graphical interface is seen as the fundamental of the e-textbook visualization. The article presents the model description of the e-textbook “History of Ukraine” visualized as the cube. Each tier in this cube describes the cultural stratum of the epoch and shows the general dynamics of historical development. Each plane in this cube analyses the content of each problem. Studying every part, students open consistently the horizontal cube stratums and see the topics of the epoch represented by the graphical interface device. Every topic contains visualized scheme with hyperactive dates and surnames with zero traditional text with hyperlinks. The advantage of such e-textbook structure is to rise student cognitive activity due to the new principles of the educational material visualization. The e-textbook interface is intuitive; it can be updated and used to get the insight into selected topics and questions. It has means to activate the resources of human higher nervous system taking into account the individual features of students and topics they are studying. Attention is drawn to the fact that scientific progress has been made possible largely thanks to the improvement of semiotics, that is, the development of our language, especially those of its branches, as the language of symbolic logic, rather than by improving brain function.

The problem of formation of information and communicative competence of students-philologists on the basis of the basic provisions of the European educational policy also is the purpose of our research. Selection of basic (key, universal) competencies is one of the important tasks of updating the content of education. Information and communicative competence of the individual is characterized by its adaptability, free possession of verbal and nonverbal means of communication, attitude to cognitive activity, to the natural and social world, to himself.Thus, updating the content of general education is associated with the pedagogical problem of forming information and communication competence. To reveal the meaning of the concept of “information and communication competence” in the article we consider its components. After all, for our study, competence is important not only in terms of sound knowledge, but also the ability to optimally and independently respond to the emergence of non-standard situations in the process.In our opinion, information and communication competence, based on the studied sources, includes: holistic worldview and scientific worldview, which are based on understanding the unity of the basic information laws in nature and society, the possibility of their formal, mathematical description; ideas about information objects and their transformation in human practice, including with the help of information technology, hardware and software that implement these technologies; a set of general and professional knowledge and skills, social and ethical norms of human behavior in the information environment.Accordingly, we determine the characteristics of the designed educational environment, in the basis for the formation of information and communication competence of the individual. We consider this problem from the standpoint of the value-activity approach, as it allows to identify the conditions for the formation of information and communicative competence of the individual, the set of opportunities for student learning, for the manifestation and development of his abilities.Thus, communicative competence appears as a structural phenomenon that contains as components values, motives, attitudes, socio-psychological stereotypes, knowledge, skills, abilities, and the result and purpose of the educational environment is the formation of information and communicative competence, which carries “Supersubject”, general educational, general intellectual character.

The issue of the subject and objects of accounting are constantly in the center of attention of scientists and is being investigated in various aspects. At the same time the conducted researches are predominantly sustainable and don't exceed the traditional accounting concepts and ideas. It is the definition of the content of the object and the subject of accounting as a science that doesn't agree with the philosophical concept of the interaction of the subject with the object in cognitive activity process. Traditionally in accounting publications the idea of the subject is considered more meaningful than the idea of the object. At the same time the various economic resources, means, sources of their formation, etc. are included to the category of objects. Considering these comments, in the article with using the achievements of modern gnosiology, economic theory, scientific concepts of accounting an attempt is made to determine the content of its subject and objects. With this purpose the analysis of existing researches on the issues of accounting subject and objects in regard to their relationship with the categories of goods and property is done. According to the conceptual provisions of gnosiology, the phenomena and processes of economic activity in regard to accounting in the aspect of interaction of subject with the object are primary, and the acquired knowledge about them is secondary. Therefore it is logical to call the knowledge in regard to goods and property as the subject of accounting as a science. This doesn't contradict the fact that the individual phenomena and processes of economic activity in regard to their self-knowledge can be studied as an object, and the results of scientific research can be called subject when agreement with their inherent commercial properties and property relations, which in their totality form the subject of accounting as a science.
