Ecogeomorphological analysis of irrigated lands located in the eastern part of the Kur-Araz lowland, the current state of the area, the factors that played a role in the formation of this situation were noted in the topic. Also, several solutions are shown in terms of sustainable balanced development of the area in question. It is known that against the background of intensive use of lands, the morphological forecasts of soils for future periods are not positive.

After the establishment of diplomatic relations, Russia and South Korea have passed a difficult way of developing mutual understanding and a certain degree of mutual trust and practical actions. Their relationships have evolved from great optimism to pragmatic and balanced development and the current state characterized in the anniversary year by the slogan “Be friends. Trust. Act”. The republic of Korea has achieved almost all the goals set during the normalization of relations and received huge profits from the cooperation with Russia. Conversely, Russia has not achieved most of the goals and objectives set 30 years ago.

To assess the production capacity of a construction and installation organization, the actual volume of work performed for a certain period and planned indicators for the use of certain resources are used. Since the state of production facilities depends not only on the production program, but also on the current state of labor resources, the actual task is to choose the most effective criteria for planning and evaluating the production capacity of a construction and installation organization. In formulating the criteria, the author was guided by the theory, allowing to establish the relationship between the production capacity of building-assembling organizations and production program and capabilities assessment and planning of production capacity for the coefficients of their extensive and intensive use. The study made it possible to form a system of indicators for planning and evaluating the production capacity of a construction and installation organization. The purpose of forming a system of indicators for planning and evaluating production capacities is to take into account in the calculations not only the actual and planned volumes of construction and installation works, but also indicators that reflect the current state of labor resources. The study revealed that through the formation of a system of evaluation indicators, taking into account the impact on production capacity of quantitative and qualitative factors expressed in the structure of labor resources, their qualifications on the one hand, as well as the rhythm and load of the construction and installation organization on the other hand.

The article is a result of an analytical research on development of relations between the city and suburban area. An attempt to define main factors that may be included into a future strategy of balanced development and to avoid a number of problems in the organization of group forms of settlement in the big cities' influence zone. The decentralization processes in the governance system constitute the social and economic potential for creation of a system of common interests in development, and not for destruction of both cities and suburban area. The research materials analyze the current state of affairs of urban planning activities in Ukraine, in particular, peculiarities of regional planning, using three largest cities and their suburbs as case studies. A number of negative trends have been discovered in the relations between the city and suburban area, that need to be resolved during the subsequent stages of designing to take into account the changes in the management system – decentralization and development of territorial communities that will be interacting with the city on systemic positions.

This article examines the current state and prospects for the development of financial decentralization in Ukraine. The author identifies the main contradiction of financial decentralization in Ukraine, which lies in the strong centralization of financial planning, budget administration, fiscal and control powers, and a high degree of decentralization of the actual costs of local governments. This contradiction generates significant risks and is due to the peculiarity of the system of delegation of rights and responsibilities within the framework of the national budgetary system of Ukraine. It is concluded that in order to neutralize the existing risks, financial decentralization in Ukraine should be carried out in such a way that the state authorities retain their real levers of influence on public finances, actively control the local government in terms of the use of financial resources; suppress the attempts of the regions to expand their powers in the field of financial management; create conditions for the balanced development of the regions by redistributing financial flows, using the tools of strategic state planning and public administration.

The article examines the current state and prospects for the introduction and implementation the innovations in the non-banking financial sector of Ukraine, which is considered as an independent systemic financial innovation in the domestic financial market. On the basis of analysis of the main trends of the non-banking financial sector, four main stages have been identified: 1991-1999 - the period of formation on the basis of the creation of new financial institutions and the use of new financial instruments, operations and technologies; 2000-2008 - the stage of extensive innovative development; 2009-2013 - post-crisis recovery; 2014 and to date - the transition to an intensive use of innovations. The main challenges hampering the implementation of financial innovations include the following ones: insufficient level of capitalization of financial institutions; imperfect legislative and regulatory framework; low level of inclusiveness of financial services; lack of managerial mechanisms for the implementation of financial innovations; insufficient level of supervision of the non-bank financial institution activities in the field of the use of financial innovations. The main types of perspective financial innovations are determined, and it is substantiated that the main directions of solving existing problems are the following: higher capital requirements, solvency and liquidity of financial institutions; ensuring efficient functioning of an extensive network of non-bank financial institutions and stimulating regional diffusion of financial innovations; increasing the level of corporate governance; improving the regulation systems of the non-bank financial institution activities in the field of using financial innovations based on the implementation the best European practices.

The article deals with the granulometric composition of irrigated-meadow-gray soils (Irrigic Calcisols). Along with the granulometric composition, the ratio of sand, dust and silt fractions was taken into account. The results of the analysis show that the uneven distribution of dependent silt particles supplied with irrigation water causes a variety in the granulometric composition of irrigated soils. At the same time, the differences in the granulometric composition of irrigated lands and raw soils were identified, and the reasons were studied.

Arabic and Islamic studies, whether of the Abbasid or later periods, suffer from the lack of reliable editions of fundamental resources such as al-Ṭabarī’sTārīkh al-rusul wa-l-mulūk, al-Masʿūdī’sMurūj al-dhahab wa-maʿādin al-jawhar, Abū l-Faraj al-Iṣbahānī’sKitāb al-Aghānī, and others, despite a long history of scholarly interest in, and intensive use of these particular texts. The appearance in 2009 of the new edition of theFihristof Ibn al-Nadīm (d. 380/990) by Ayman Fuʾād Sayyid (hereafterafs) provides an opportunity to reflect on this general problem by considering the historical progress made in the editing and contextualization of this text that is central to the understanding of Abbasid history and letters and to nearly all the intellectual traditions that had arisen in the Islamic world by the fourth/tenth century. As will become clear, the complex history of scholarship on theFihristis an object lesson on the problem of failing adequately to take into account the work of earlier editors and scholars, made particularly difficult in this case by linguistic barriers and limited access to widely scattered publications. The following remarks attempt to reviewafs’s edition of theFihrist, to compare the views ofafs, the Russian scholar Valeriy V. Polosin, and others regarding the context and background of theFihrist, and to give an overview of the current state of knowledge about Ibn al-Nadīm and theFihrist. It will be argued that, beyond reliably publishing the contents of the earliest extant manuscript of theFihrist, substantial emendations to the text are required to produce a reliable edition of the work. An evaluation ofafs’s emendations to the text is followed by a number of additional proposed emendations.

In 2018, the South Korean government began promoting a “livelihood-improving” social overhead capital policy based on the concepts of an inclusive city, smart shrinkage, and the balanced development of metropolitan and provincial cities. Based on a review of the extant literature and relevant policies from South Korea, this study explores this policy’s implementation and makes some suggestions for its sustainability. This study compares the current state of South Korea’s urban facilities’ and the balance of their supply between metropolitan and provincial cities. To discern which type of facility central and local governments should prioritize, this study conducts a stepwise regression analysis and identifies which preexisting facilities influence the facility type proposed by the current policy. Results show that South Korea’s living infrastructure is well distributed among metropolitan and provincial cities. However, urban planning shows little consideration for minimizing the distance between facilities and residential zones. In terms of facility types, the supply of education and local community facilities was adequate throughout the country, while culture and art facilities were inadequate. In metropolitan cities, the supply of sports and leisure facilities was insufficient.
