The relevance of this research is determined by the fact that the formation of an effective mechanism for the functioning of the insurance market is impossible without not only institutional changes, but also more significant support from the state. Effective supervision of the insurance market is now more necessary than ever, but it is also more challenging than ever before. The article reviews the problems facing the system of state regulation of the insurance market and ways to overcome them.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. The paper is devoted to the investigation of the current state and trends of the insurance market in Ukraine. A number of indicators characterizing the state of insurance market development, such as: the number of insurance companies engaged in risky types of insurance and life insurance; volume and dynamics of gross insurance bonuses and insurance payments; dynamics of the number of concluded agreements on voluntary and compulsory types of insurance, as well as reinsurance agreements; volume and dynamics of assets and insurance reserves of domestic insurance companies are analyzed in this scientific paper. Comparative analysis of the above mentioned indicators with similar indicators of foreign countries is carried out. It is defined that the insurance market of Ukraine lags far behind the countries of Europe, the USA, China, Japan and other developed countries. The reason for such low development is the difficult economic situation in the country caused by such factors as the change of power in 2015, the occupation of part of the territory by the Russian Federation, which shattered the previously unstable economy. Although the economic situation in the country has stabilized in recent years, this is not enough for the insurance market to reach the level of developed economies. The investigation results are presented in the form of tables and graphical interpretations. The factors of positive and negative influence on the development of domestic insurance market are determined and characterized. The main factor influencing the insurance market and ensuring its stability is the control of measures increasing the level of the population insurance culture and the reliability of insurance companies. Such measures will increase the demand for insurance services, insurers will be interested in doing their best and these factors will result in financial market stabilization. This effect will be achieved if the state and insurance companies act in coordinated manner, i.e. if the state provides the insurance market with regulatory framework with unobtrusive supervision, and insurers perform their work honestly and conscientiously. A number of recommendations for the development of domestic insurance companies and the market in general are developed. The main measures are to attract capital not only from European countries, making the insurance market more attractive, but to develop the health insurance, as medicine is quite expensive and the income is low, as well as to introduce the new insurance products due to the development of all industries.

An urgent task in the field of public administration of non-banking financial services markets is to improve the regulation of the insurance market. On the example of the insurance services market, the problems of the functioning of the financial market regulation system are highlighted. Suggestions for its improvement are presented to increase the competitiveness of these markets. The development of the Ukrainian insurance market after 2015 to the present has a positive trend, which indicates the effectiveness and managerial ability of the state regulation system. The indicators of the state of the insurance market of Ukraine in comparison with similar indicators of such markets in the countries of the European Union are considered. The dynamics of concentration of the insurance market of Ukraine over the past 15 years has been analyzed. The main trends in the development of competition in this financial sphere have been identified. The necessity of state regulation of the concentration of the insurance market is substantiated. Views on the methodology and tools used in the study of the concentration and competitiveness of the insurance market are presented. Suggestions for improving the methods are given. It is shown that from 2012 to 2019 the Herfindahl - Hirschman index for risky types of insurance and for the insurance market as a whole has been increasing. It is established that according to the gradation of financial market concentration levels using the Herfindahl - Hirschman index, the insurance market of Ukraine corresponds to the degree of low concentration. According to the value of the Herfindahl - Hirschman indicator, the concentration of the life insurance market during 2003 – 2019, with the exception of 2015, is moderate. But the total share of gross insurance premiums collected by the three largest insurance companies in 2017 – 2019 exceeded 50 % of all gross insurance premiums. According to the Ukrainian law, such a market is considered a monopoly. It is shown that when analyzing the state and development of the insurance market of Ukraine, it is advisable to supplement the values of the Herfindahl - Hirschman index with corrective coefficients that take into account regional characteristics of the market, types of insurance, additional indicators of its functioning efficiency. Measures are proposed to accelerate the development of the insurance market of Ukraine by improving its regulation system.

The national branch of the hunting economy is an integral part of the national economy of the state and plays one of the important roles in the use and conservation of natural resources, which is the necessary condition for further development of the state. It should be noted that during the investigation period the development of the hunting industry is unsatisfactory and is characterized by high level of losses of many hunting farms and low number of hunted animal species. This encourages many national scientists to find the ways to improve the functioning of this area of national economy. Many national researchers, particularly: V. Bondarenko, G. Govda, P. Khoyetsky, R. Novikov, Y. Muravyov, A. Volokh, A. Bashta, V. Burmas, I. Delegan, V. Myronenko, O. Protsiv, I. Sheremeta and others devoted their investigations to the problems and prospects of the development of this field, as well as to the organizational-economic and normative-legal aspects of its functioning, problems of hunting reformation and its state regulation. Most of these researches point out that national hunting industry requires reformation taking into account the successful experience of neighboring European countries. The current state of hunting economy of Ukraine is analyzed in this paper. The main economic indicators of this industry such as: change in the national hunting areas during the investigation period and their distribution among the users of different forms of ownership, the number of full-time employees of the industry and hunters, as well as the number of hunting animal species – the main resource of the hunting economy are considered. The sources of monetary income of hunting farms are given and analyzed. During the process of investigation of the current state of hunting industry, it is determined that its functioning is influenced by many negative factors, causing the loss of many domestic hunting farms. While assessing the current state of the hunting industry of Ukraine, it is found that in order to find the ways for the improvement of this industry efficiency, the comprehensive monitoring of its current state, as well as system investigation of the problems hindering its development are required.

The article gives an overview of current export trends and analyzes the main directions of state regulation of export activity in Ukraine and in the world. To determine the priorities of state regulation of export activities, the experience of leading exporting countries: China, the USA, Germany, Japan, France, and Great Britain are analyzed. The current state of export in Ukraine is described. Today, the state in the field of export activities does not provide business entities with sufficient support to reorient their markets. The main gaps in the regulatory and legislative framework in this area are identified, namely, the process of reorientation of the Ukrainian market to the requirements of the EU and problems related to currency restrictions of the NBU. The importance of overcoming the imperfection of state legislation in the field of foreign economic activity is emphasized. The directions of state regulation of high-tech export activities through a system of financial and non-financial government instruments are proposed. It is proposed to draw attention to the experience of countries that have recently become EU members, but have positive export experience. Among the main measures introduced by them, one can distinguish: reduction of customs duties in accordance with the requirements of the WTO; introduction of protection policies for vulnerable sectors of the economy; the adoption of the structural reorganization of the units responsible for the export activities of the state.

Determining the current state of the insurance market in Ukraine and identifying promising areas for its development. Analysis of the current state of the insurance market is based on methods of analysis and synthesis, induction and deduction. The study of prospects for the development of the insurance services market is based on the methodology of scientific abstraction. The current state of the insurance market is taken into consideration and the dynamics of its development are analyzed. It was found that the current state of the domestic insurance market in its institutional and functional characteristics does not fully meet the trends of the global insurance market. It is substantiated that the functioning of a powerful market of insurance services is an important source of accumulation of funds for their further investment in the state economy. Emphasis is placed on systematizing the function of the insurance services market. The analysis of the main indicators of the insurance services market is carried out. It is established that the indicators of the insurance services market development are insufficient and do not meet the needs of the national economy. The reasons for the decrease in the number of insurance companies in the insurance services market of Ukraine are revealed. insurance companies with foreign capital. It is determined that the reasons for the low level of insurance propagation are the low level of public confidence in insurance companies, lack of awareness of Ukrainians in the insurance sector, and their low capital. The result of the analysis of the state of the insurance services market for 2014-2019 indicates that in general its unsatisfactory condition, which is confirmed by low values of indicators. Reduced number of insurance companies operating in the insurance market, the lack of a unified state strategy for the development of the insurance market in the country, the instability of the economic situation in the country and low confidence in insurers among the population negatively affect the development of the insurance market in Ukraine. The main problems of the insurance services market of Ukraine and prospects of its development were determined. The need to develop an effective and comprehensive strategy at the state level for the development of the national market of insurance services and suggested ways to solve the problems of the modern market of insurance services in Ukraine. The article analyses the evolution and current state of the insurance market of the Republic of Belarus. The content and structure of the insurance market are characterized. The role of infrastructure links in the development of the external environment of the Belarusian insurance market is shown. It determines the promising directions of integration into the international insurance market. The main approaches to the system of state regulation of the insurance market and its compliance with international standards are analysed. The systematization of legal acts regulating relations in the insurance sector is carried out. The requirements for the formation of the authorized capital and conditions for the transfer of risks to reinsurance are justified. The analysis of differences in the level of insurance development among individual insurance companies in the Republic of Belarus, the structure of insurance premiums and payments is carried out. It is shown that insurance development depends on the effectiveness of the national economy development. The factors influencing changes in key performance indicators of the insurance market are identified. The necessity of activation of integration processes in the insurance sector is proved. The issues of assessment and monitoring of decision implementation of the EEU bodies in the national insurance legislation of the Republic of Belarus and selected country members of the EEU are considered. The main recommendations on the formation of the functioning mechanism of the unified insurance environment on the territory of the EEU are given. Drivers of the Belarusian insurance market development are defined.The article will be of interest to specialists engaged in studying the issues of state regulation of insurance activities as well as to state supervisory authorities when developing a set of measures for the development of the common insurance environment of the EEU and developing a strategy for the insurance industry development for the upcoming five-year period.

Civil society organizations can play an important role in the process of solving the significant social and economic problems at both the local and national levels. However, their contribution depends significantly on the environment in which they are functioning and on the current state of organizing of their finances. The current state of organizing and functioning of civil society finances depends on the state regulation process in this sphere. It is important that the state regulatory activity is carried out on the certain methodology. This article is devoted to the study of the basics of it. The purpose of the paper is to reveal the methodological basis of state regulation of civil society finances. The paper provides a comprehensive study of the methodological basis of state regulation of civil society finances in accordance with the generalized scheme of methodology of any activity. The main characteristics of state activity in the field of civil society finance regulation (features of state regulatory activity in the field of civil society finance, its principles, conditions and norms), logical structure of state regulatory activity in civil society finance (subjects, object of state regulatory activity, its forms, methods, means, results and consequences), as well as its time structure (phases, stages, stages) are studied. On the basis of the carried out research the author's scheme of methodological bases of the state regulation of finances of the civil society is formed. Implementation of the state regulation of civil society finances in accordance with the elements of the proposed scheme is important, because it has a great impact on the results and consequences for the population, the state, business and business structures and for the civil society itself.

The article provides in-depth theoretical and methodological fundamentals, methodological approaches and develops practical guidelines how to increase competitive ability of the agricultural sector of the Ukrainian economy. It also provides economic essence of the competitive ability of the agricultural sector, defines methodological approach as to diagnosing a general level of competitive ability of the agricultural sector, aimed at analyzing intersectoral and intrasectoral competitiveness of the economic sector. The article analyzes current state of the competitiveness determinants of the agricultural sector of Ukraine, analyzes its general competitive ability in inter- and intrasectoral dimensions. It provides recommendations as to improving system for the state regulation of developing competitiveness of the agricultural market. Suggested sectoral and structural matrix of the state regulation of developing agricultural sector competitiveness of the domestic economy allows us to segregate priority directions of the state regulation so to contribute to competitiveness increase based on sectoral and segment approaches. The article justifies perspective transformations of organizational and legal forms of management of agrarian products manufacturers, which contribute to establishment of competitive structure of the agricultural sector of the Ukrainian economy and increase of its competitiveness level in general.
