Improving the efficiency of the automotive industry largely depends on the innovation activity of the region and the country as a whole. This implies the need to form a high-quality national innovation system. It should include large-scale R&D, fundamental and applied industry research with substantial finan-cial investments in the development and implementation of innovative technologies, and all activities in this area should be based on a competent innovation policy. Due to the current political instability, potential sanc-tions measures by the United States and the West, the unstable economic situation of business, due to re-strictions due to COVID-19 (lack of demand, large losses, insufficient resource base), such a system cannot be created only by the efforts of market structures. Thus, state participation in regulating the development and support of knowledge-intensive enterprises is relevant today.

The article considers the problems and factors affecting the introduction of digital innovative technologies in the industry. Machine-building industries in developed countries are becoming more flexible, technologically equipped and digitalized. The prospects for applying digital innovations are undeniable, but when it comes to implementing digitalization projects for industrial enterprises, a number of problems arise. Due to the fact that digital innovations are concentrated in Large companies in the United States and Europe, Russia, due to its backwardness in this direction, is experiencing serious difficulties in developing and implementing innovations. These problems are part of a failed innovation policy that has led to a decline in innovation activity and lagging behind some of the world's leading countries. One of the complex criteria for evaluating innovation policy and the results obtained is the Bloomberg Innovation Index, whose growth rates are unsatisfactory for solving national digitalization programs. The article shows the reasons for Russia's lag, and suggests measures to resolve the accumulated problems.

Under the megatrend, we mean large-scale technological, economic, social, political changes that occur slowly, but in the long run, when they are rooted, they substantially and permanently affect most of the processes in society. Such relative stability in the trajectory of the main forces of change can predict some elements of medium and long-term future changes. The article investigates such megatrends of the development of global innovation networks as the structural nature of the global innovation system, the development of systemic interconnections in the field of innovation, the interaction of national innovation systems and global, the internationalization of innovation activity, and the paradigm of "open innovation". The methodological principles and structural elements of the concept of the national innovation system are determined in the paper, the connection of national innovation systems with the phenomenon of internationalization of the innovation sphere is explored. The theoretical principles of the phenomenon of internationalization of innovation activity are investigated, as well as the preconditions for the emergence of the concept of "open innovation" and its current trends have been established. The concept of open innovation is an important precondition for the emergence and functioning of global innovation networks. The paper analyzes the genesis and specificity of the phenomenon of global innovation networks, outlines their structure and dynamics. It has been determined that global innovation networks play an important role in the development of the modern world economy, as they stimulate international cooperation in the innovation sphere, transfer of knowledge to the world economy and general scientific and technological development and growth of world production.

The main aim of the research was to develop cognitive instruments that allow justification of decisions in national innovation policy. In the theoretical part of research fundamentals of national innovation policies of EU-members and Ukraine were compared to reveal factors that can accelerate innovation development. In the empirical part of research the analysis of innovation capability of Ukrainian enterprises was conducted based on financial, statistic and management reports and it confirmed that companies systematically conducted innovation activities, reached higher levels of innovation potential, innovative business opportunities and margin of economic security and, consequently, have more innovative capacities for innovation of all types. The formation of cognitive analytical base allowed the application of scenario modelling at the level of public management of innovation activity. Cognitive modelling approach was justified firstly by increased volatility in economic conditions of modern realities of crisis in the national economy, and secondly high-cost and risky innovations, fast diffusion of information resources during the introduction of innovation processes, and thirdly, the presence of the mutual influence of objects of national innovation system.

Abstract This article presents the main elements of the creation of the pro-innovation policy as a new public policy. For understanding this kind of policy we should analyse the structural and functional aspects this public policy. The main concept of structural description pro-innovation policy is a National Innovation System. NIS is being analysed as a sub-functional part of the political system as a whole. This sub-functional political system should also have social and institutional connections. Furthermore, pro-innovation activity is connected with the market, state, and social aspects. The pro-innovation policy and system must be based on social endogenous resources, needs, and possibilities. These are the basic factors for legitimisation and participation, which are crucial elements for the effective implementation of the pro-innovation policy.

This paper examines how a sectoral innovation system evolves over time and what the underlying factors derive from the development of automotive industry in Thailand which is presented as a case example. Since 1960's, the government policies and the development of liberal investment climate have been a push for the influx of large-scale foreign direct investments (FDI) in Thailand. Automotive industry has also been targeted as a major assembly base of foreign carmakers while the local suppliers were mostly slow and passive learners. In the late- 1990's, foreign carmakers began acting as "lead" firms to invest in R&D and related activities. This induced positive coevolution in other actors, especially the first-tier foreign suppliers and some local suppliers, in the sectoral innovation systems which, in turn, became stronger, more coherent and product-specific. According to Thailand Automotive Institute (TAI), the production volume is expected to grow to two million units by 2015 which would bring Thailand to be on the top-ten list of the largest auto-producers in the world. This research paper has implications on the concept of sectoral innovation system, corporate technology strategies and government technology and innovation policies.

The economic competitiveness of biobased industries is discussed by comparing the South relative to other regions of the United States and biomass as a feedstock source relative to fossil fuels such as coal and petroleum. An estimate of the biomass resource base is provided. Estimated changes in the agricultural sector over time resulting from the development of a large-scale biobased industry are reported, and a study on the potential to produce electricity from biomass compared with coal in the southern United States is reviewed. A biobased industry can increase net farm income and enhance economic development and job creation.

Abstract Issues of innovation and technology transfer are framed by a broad legislation and financial schemes at the European and national level. In context of the strategy Europe 2020 and the initiative Innovation Union, the mutual interconnection between the new knowledge creation and its economic valuation is important for competitiveness of the economy. Innovation systems are characterized by a large scale of different actors and dynamic interactions between them. The intensity of the innovation activity of enterprises is mostly influenced by the level of their legal awareness and by the ability to utilize the innovation mechanisms and opportunities for transfer of knowledge, modern technologies and practices. The paper characterizes selected legal and financial mechanisms and points out the possibilities and problems related to their implementation in economic sphere, particularly in the agrifood sector. At the beginning, the authors describe the key aspects of the innovation policy and technology transfer in the EU and Slovakia. Next parts of the paper are focused on the issue of legal institutes concerning the industrial property and on the financial instruments for the period 2014-2020 emphasizing the innovative ones and possibilities of their combination. In the final part, the authors point out the barriers and possibilities in innovation implementation and in the process of transfer of technologies and knowledge to economic sphere.

The article examines transformational trends characteristic of the current stage of development of subjects of the transport and logistics sector, in particular enterprises of the railway transport. It is established that digital innovations are now considered as a key factor for successful adaptation of entities to new business conditions, the introduction of which in the activities of enterprises contributes to the optimization of processes, sustainable development of business entities and the establishment of their effective communication with stakeholders. It is emphasized that the acceleration of technological progress and the reduction of the innovation life cycle requires increasing the pace and, accordingly, the cost of research activities, which in the conditions of limited own resources of the enterprise creates the need to find new approaches to the organization of innovation activities and involve other economic entities in the innovation process. The article analyzes the current state and trends in the development of railway transport enterprises, the peculiarities of the impact of digitalization on changing the principles of their management and transforming the innovative environment of railway industry enterprises. It is established that against the background of the development of the digital economy, drastic changes are also taking place in the innovative environment of railway transport enterprises, associated with the large-scale penetration of digital technologies into their activities, the deepening of Global Innovation Partnership and cooperation based on the development of digital ecosystems, the strengthening of cross-functionality and convergence of elements of the innovation system, the transition from mass standardized production to the development of customized products and services. The features of the formation of open and closed innovation systems according to such criteria as the type of innovation environment, features of interaction of subjects of innovation activity, the duration of the innovation cycle, the type of innovation and the role of the consumer in the innovation process are studied. Attention is focused on the expediency of forming open innovative systems at railway transport enterprises, which are characterized by the use of not only their own, but also external ideas, technologies, ways to enter the market, etc.

Increasing importance of innovative development has resulted in the need for more in-depth study of its nature, content and forms of interaction between the participants of this process, find ways to improve its effectiveness. It becomes obvious that the formation of the country on the path of high-quality development is impossible without a systematic and well-calibrated state support of innovation activity of enterprises. With the development of the domestic economy enterprise is faced with a vast array of problems to solve on their own that it can not. That is why you need a balanced and effective innovation infrastructure aimed at supporting, encouraging and developing entrepreneurship. Innovative firms are actively conducting research and development, making a significant contribution to the process of innovation, technological renewal of production. Orientation government policy to improve the status of science and education, encouraging companies involved in knowledge-intensive production, export promotion of high-tech products, will create the foundations of a fundamentally new model of economic growth for Russia. Enhancing the development dimension of innovation activity of enterprises in the short to medium term posluzhitbazisom for laying the foundation of an efficient economy. The article analyzed the micro-level innovation system, the basic ways of organizing innovation activities of enterprises, analyzed the organizational structure of the organizations associated with the development and implementation of innovations, the main problems faced by the enterprises of this sector, due to the need for state support of innovative activity at the micro level, by creating market-oriented innovation infrastructure, determined the nature, objectives and components of the innovation infrastructure, considered aspects needed to build an effective infrastructure.

As of now, the mineral resource complex (MRC) is playing a crucial role in the Russian economy. In a situation when the resource base is becoming problematic and the economy of knowledge begins to hold sway, the stability and competitiveness of the complex will depend on innovative technological development in many ways. The factor that is becoming ever more crucial for the MRC is the use of new knowledge and technologies: the rights to results of intellectual work, technologies that allow extraction and economic exploitation of scarce and hard-to-reach resources. The conducted analysis has revealed that the Russian MRC currently demonstrates low innovation activity and lacks new technologies conducive to efficient technical and economic implementation of numerous new projects. Development and widespread introduction of domestic innovative technologies, equipment and materials are becoming the concerns of vital importance. Considering the role of MRC in the Russian economy, growing complexity of the resource base, sanctions from a number of states, the current situation in the innovative sphere may hardly be accepted as satisfactory. The indicators of the economic development testify to the existing discrepancy between the role of MRC in the Russian economy and the results of innovation policy of domestic extracting companies
