MONITORING AND CONTROL OF FINANCIAL STABILITY AND ECONOMIC SECURITY OF AGRICULTURAL ENTERPRISES

Abstract Introduction. Food businesses are constantly experiencing financial difficulties due to untimely activity results analysis. The financial stability support program is a key objective of the agricultural enterprise. It is possible to ensure its effective functioning through the introduction of an appropriate internal control system. In today's volatile economic environment, only businesses with the proper level of competitiveness and financial sustainability can function productively. The purpose of the article is to substantiate the need and to find ways to implement monitoring and control of financial stability and economic security in the management of agricultural enterprises. Results. The purpose and the most effective means of ensuring Ukraine's food policy in the current economic conditions are determined. The stages of economic monitoring (preparatory stage, research and analysis of the obtained results) are presented. The economic monitoring scheme of financial and economic situation at the enterprise is presented. Possible types of financial condition of agrarian enterprise are described. The interdependence of the financial stability type and the concept of competitive advantages development in food industry enterprises at different stages of their life cycle are presented. The comparative assessment of the existing ways and methods of monitoring financial stability have been shown in the context of conducting an internal analysis of the agricultural enterprises financial stability. The characteristic of financial stability monitoring of agrarian enterprise production on the basis of matrix method is given. The results of the financial sustainability assessment of the enterprise «Kulindorovsky» are presented based on the matrix scheme. The conformity of the integral indicator of the enterprises financial stability type of the food industry in the Odessa region is estimated. The realization directions of the algorithm of internal systematic analysis implementation of agricultural enterprises financial stability are indicated. Conclusions. Analysis of agrarian enterprise financial stability it is advisable to carry out using the matrix algorithm. The proposed methodology will allow to anticipate possible threats to the financial activity of the agricultural enterprise. The results obtained will help to make management decisions aimed at stable activity of the enterprise. Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Introduction. The state of the modern economic environment requires the introduction of control in the management of agricultural enterprises. The control is aimed at identifying potential or existing adverse economic situations in the enterprise. The purpose of scientific research is to develop application areas of prognostic tools for monitoring and control in the management of agricultural enterprises. Results. The reason for the emergence and implementation of the control concept in the activities of agricultural enterprises is determined. It is established that the control system is characterized by recording information about past events and focus on the future. The reasons that determine the need for control are described. The role of control in the agricultural enterprise management is substantiated. The essence of control information technology in enterprise management is determined. An expert assessment of the cost structure for the implementation of the automated information system project was conducted. The approach to the choice of the automated information system is substantiated. Features and advantages of the most widespread automated information systems are described. It is proved that control is one of the most modern and effective enterprise management systems. The potential possibility of control to improve the performance of domestic agricultural enterprises has been identified. The role of control in marketing activity of agrarian business subjects in the conditions of market relations is allocated. An overview of the main control tools in the agricultural enterprises management is given. The purpose of control in the context of operational and strategic plans is outlined. Objects of analysis for formation of information base of control are allocated. The main tasks of marketing control in the agricultural enterprises activities are described. Conclusions. The integration of control and monitoring tools is necessary to obtain the desired effect in any management subsystem. Such integration has a positive effect on the economic efficiency of agricultural entities and helps to increase the level of decisions validity. The article examines the essence of the concept of “financial stability of the enterprise” and different views on its interpretation by domestic scientists. The methodical bases of an estimation of financial stability of the enterprise to which calculation and the analysis of absolute indicators and relative indicators most often belong are considered. Their explanations, formulas for calculation and normative values of these indicators are given. Theoretical aspects of the influence of factors on the provision of financial stability are also given, because this is one of the most important conditions for life, development and further stable provision of a high level of competitiveness of the enterprise. Namely, the factors that are divided into independent of the enterprise and those that directly depend on the internal situation and development of the enterprise were considered. The existing methods of analysis of financial stability of the enterprise are considered and explained. The main ones are aggregate, coefficient, margin, point, balance, integral and factorial methods, as well as the most suitable methods for determining the financial stability of the agricultural enterprise. The application of the main indicators of financial stability of an agricultural enterprise as an indicator of financial stability of the enterprise and solvency is given and substantiated. The main types of financial stability of the enterprise are also given and explained, namely the absolute type, normal, pre-crisis and crisis. The main tasks and prospects of agricultural development are determined. In addition, the main problems in the calculation of indicators and the overall assessment of the financial condition of the agricultural enterprise are identified. The issues that need urgent solution and improvement are proposed to further improve the financial stability of the agricultural enterprise. The main ones are the improvement of the legal framework of Ukraine, to improve the regulation of relations between participants in agriculture, the development of new indicators for assessing the financial condition of agricultural enterprises and revision of regulatory values of these indicators in connection with the specifics of this industry.

Introduction. The article deals with the issues of the relationship between financial sustainability of an enterprise and its level of economic security. The content of financial stability is considered. The author's definition is presented in this research. The main conditions of stability achievement are investigated. A logical scheme is presented. This scheme reflects the place of financial stability and financial security in ensuring economic security of the economic entity. The system of external and internal factors influencing financial stability and threatens financial stability and financial safety of the enterprise is considered. Purpose. The article aims to carry out the factor analysis of financial sustainability for the economic security of joint agricultural enterprises. Results. It has been established that internal factors, such as the availability of financial resources and financial position, the structure of capital, the ability of an enterprise to generate profits determine the level of its economic security and the ability to withstand the negative effects of external and internal threats. It has been substantiated the necessity to increase the financial stability with the purpose of growth of level of economic safety of the enterprise. On the basis of the conducted research, it has been proposed a matrix of risks that influence the financial stability and economic safety of the enterprise. It allows determining the probability of their manifestation and degree of influence. We have determined the economic, social, human resources, financial, organizational and economic, and innovative and production tools for improving the stability and financial security of the economic entity. The list of typical measures that have been considered in this article will allow making a plan to minimize adverse impacts and enhance financial sustainability and security.

This paper explores the comparative analysis of the financial controlling, who is a result from the common controlling concept and the financial management. In the specialized literature, financial controlling is seen as an innovative approach to financial management. It is often presented as the most promising instrument of financial diagnostics. Generally speaking, financial controlling is seen as a process of managing the company`s assets which are valued in monetary measures. The difference between the financial management and the financial controlling is that the second covers all functions of management, analysis and control of finances, aiming at maximizing their effective use and increasing the value of the enterprise. Financial controlling is often seen as a function of the common practice of financial management. Its objective is to preserve the financial stability and financial sustainability of enterprises operating in a highly aggressive business environment.

In this paper the system of factors influencing the formation of financial solvency was investigated, the financial sustainability of agricultural enterprises of Ukraine was evaluated, and an approach was developed to define and help ensure the financial sustainability of enterprises in the face of contemporary economic and market challenges. According to the research, the main principles for maintaining financial sustainability are: responsiveness to internal and external changes; governance systems; risk management; analysis of financial ratios; real assessment of the financial solvency of the enterprise; integration with the overall management system; orientation towards achieving the strategic goals of the enterprise; use of qualitative methods to inform financial decisions in the face of uncertainty and risk.

The purpose of the paper is concerned with the relevant problem of regional development – the development of methodological instruments for assessing the investment attractiveness of agricultural enterprises. The article discusses the concept of “investment attractiveness” and justifies the author’s position of its content. It has been established that the enterprise is an open system, so its appeal includes both internal and external environment, so the analysis of investment attractiveness of the enterprise is proposed to be carried out in stages, revealing its real and potential opportunities and threats at every economic level. Methodology. The analysis of existing domestic and foreign approaches to assessing the investment attractiveness of agricultural enterprises was carried out and the use of an integrated approach in conducting this investigation was argued. The algorithm of forming an integral indicator for assessing the investment attractiveness of an agricultural enterprise is substantiated. Results. The authors have proposed a methodical approach, the peculiarity of which is the construction of a matrix model for assessing the investment attractiveness of agricultural enterprises on the basis of a generalized indicator of quantitative and qualitative criteria for evaluating their production and financial position and investment potential. Methodical research instruments include mathematical methods of statistical data processing and expert evaluation using the weighing coefficient theory. Practical implications. Approbation of the methodological instruments was carried out on the example of agricultural enterprises of the Dnipropetrovsk region, as a result of which the most acceptable forms of attracting investment capital were proposed. Those companies can expect investments that have high investment attractiveness, which is 10.5% of the investigated producers. Enterprises of the first group are the most preferred for all types of investors: the largest land and labour potential, high results of economic activity. Agricultural enterprises of the second group have significant resource potential and provide 48.6% of gross output; they can be attributed to “strong middle peasants.” Agricultural enterprises with low investment attractiveness can also count on investment funds. We believe that the most acceptable form of their attraction is the creation basis of unprofitable farms of enterprises with the participation of domestic and foreign capital.

As today’s challenges require more innovations and a faster progress regionally and nationwide, the research and development products are increasingly in demand, competition is high, manufacturing relations globalize, assessing the effectiveness of the management system of achieving financial stability of engineering companies becomes especially important. The article explains why engineering companies should change from the operational management to the strategic one. It also gives the comparison of the operational and strategic management. The paper suggests the comprehensive assessment of the strategy of achieving financial stability. It is seen as a tool for regulating financial and business operations of engineering companies. The article provides the system approach to the definition of the main measures for achieving financial stability of engineering companies. It justifies functional components of the strategy such as finance, marketing, HR, production, research and development ones. The inclusion of research and development component into the strategic plans will allow reducing the expenditures of an engineering company which allow keeping competitive positions not only in the domestic market but also in the external market (competition with foreign organizations). The comprehensive assessment of the strategy of achieving financial stability of an engineering company comprises three steps: analyzing the economic and social conditions of the engineering company, evaluating the progress of the adopted strategy, and monitoring its implementation. In order to determine necessary adjustments in the strategy of achieving financial sustainability the authors propose a model of assessing the strategic financial position of an engineering company which will allow monitoring the criteria of financial components of the strategy. On the basis of the comprehensive assessment of the strategy of achieving financial sustainability of an engineering company the authors developed the matrix facilitating the identification of potential strategic approaches.

Introduction. Current economic conditions entities of Agrarian Business are characterized by instability and uncertainty. These conditions reduce the efficiency of economic activity. Agricultural enterprises can successfully manage in current business environment in case if an effective mechanism to control is constructed. It requires an adequate information security. In the information system of agricultural enterprise an accounting and analytical information plays a significant role. It is characterized in most of the cases by retrospective content. However, in the current economic conditions it is necessary to generate information not only about domestic economic conditions for agricultural enterprises, but also about a number of external factors. This information can only be obtained through strategically oriented accounting system. Purpose. The research aims to ground the necessity for developing a strategically oriented accounting system to improve management decisions in agricultural enterprises. Methods. The dialectical and systematic approaches to the study of accounting and analytical support of agricultural enterprises have been used. The abstract and logical method to justify the need to develop a strategically oriented accounting system in agricultural enterprises has been applied. Results. The accounting system is the system of information model of the system of the enterprise, which allows us to identify and process data about the facts of economic life and generate and provide information about them to users through a variety of types and formats of financial statements. With the changes in conditions of functioning of enterprises, changes of models and methods of management decisions an accounting system should be properly refined in order to meet the growing information needs of internal and external users of accounting information. As a result of the formation of market conditions there is a need to develop a proper system of accounting and analytical support implementation of the strategic objectives of the enterprise. System of strategic accounting serves as a unifying link in the information space of the enterprise. It allows integration of accounting information with data on the environment and information predictive nature. Only under such conditions accounting system can be fully implemented into the strategic management process. Perspectives. The system strategic accounting as a means of information support of management should provide an adaptation of the enterprise to the changes which occur in the environment, provide identification of critical situations, determine the main opportunities and threats and generally be a tool for maintaining economic security and sustainable development of the agricultural enterprises in dynamic market conditions.

Introduction. Due to the impact of the global financial crisis and the growth of competition in the international market, control in the enterprise management is becoming important. It provides feedback between the control and managed subsystems of the enterprise. The purpose of the research is to substantiate the effectiveness of the monitoring and control system in the agricultural enterprises management in an unstable economic environment. Results. It is established that the existing approaches to the agricultural enterprise management do not contribute to the effective implementation of monitoring and control. The number of problems in the process of agribusiness management were identified based on expert analysis. It is determined that the development of strategic management in the agricultural enterprises activities is hampered by the lack of use of appropriate monitoring and control tools. The guidelines of agrarian business entities are determined in accordance with the market concept of enterprise management. The coefficient analysis of capacity utilization and profitability of agricultural enterprises is carried out. The inconsistency of the existing approaches of agricultural enterprises management to the requirements of the market environment has been established. It is revealed that the imperfect organization of enterprise management contributes to the formation of an unstable information base of enterprise control. The operative orientation of control in the enterprise management of the agrarian sphere and neglect of strategic factors of success are determined. It is substantiated that the integration of economic monitoring and control tools in the management system contributes to the growth of enterprises economic efficiency. Conclusions. The formation of strategic goals of agricultural enterprises is based on the distorted implementation of the sustainable development concept. The presence of a significant number of factors is determined that inhibit the process of increasing the investment attractiveness level and economic efficiency of agricultural businesses.
