In the next seven years, the Russian economy will have to switch to digital technology and digital product. The purpose of the article is to establish general recommendations to develop and implement digital competencies. The subject of the research is the set of necessary digital competencies and their ranking. To make it easier for people to adapt to the digital economy, the authors of the article conducted a survey among the chief executives of leading enterprises in Nizhnevartovsk to predict which digital competencies need to be taken into account in professional training. In addition, the research revealed additional features that a person should possess, e.g. the information consumption culture and decisiveness. The modern Russian professional education framework is setting a new educational paradigm for students and lifelong learning. This includes fundamental changes in the professional objectives of higher education. Therefore, the training must adapt to the new contextual requirements. The article provides reflections on building a profile of digital competencies for areas of higher education training that correspond to the current context and new scenario, including those that are a cross-cutting axis for other professional competencies that become relevant in the educational domain. Our research and analysis revealed areas for the further development of digital competencies, as well as three basic principles that are crucial for the successful design and advancement of new programmes in professional education. Standardized mass education in the field of digital economy is no longer relevant. Now taxonomy defines the skills that need to be included into the digital economy through a wide range of professions. This article provides a new insight into the role of competence transition from education to the labor market. To understand today’s demand for new skills and elaborate on how it might change over the next 5-10 years, we recruited employers to identify the competencies that they consider essential.

The need for developing a teacher’s digital competency requires the creation of a fundamental scientific base for the process of training teachers and their professional development to enable them to work in the context of digitization of general education. In the Covid-19 pandemic, global transformations are taking place in the field of education. All regions of Russia have switched completely into remote mode. According to Interfax, based on the research of the Higher School of Economics NRU, the Republic of Sakha (Yakutia) is the best in Russia in terms of technical equipment for teachers and schoolchildren today. This study covered 22,600 teachers in 73 regions of the country. In Yakutia 61% of teachers conduct online learning, while the average in Russia is 25%. However, the common problem across all regions is that teachers, schoolchildren and their parents lack psychological readiness for a complete transition to digital education. This explains the emerging situation of conflict, background stress, as well as frequent cases of imitative distance education and e-learning. In this regard, there is a need to discuss the problems facing education in the digitization process and the need to overcome them. This paper analyses the current situation in school education in the context of digitization and a universal transition to online learning. Graduate students of the NEFU Institute for Continuing Professional Education conducted a survey of teachers and school leaders. This was aimed at identifying attitudes towards the process of digitization of school education and ownership of ICT, and some digital competencies of teachers and educational leaders. The results confirmed the relevance of the research problem and revealed the most acute contradictions associated with the lack of digital competencies among teachers in Yakutia. The study examined modern conceptual approaches to the digitization of education, the identification of digital competencies of teachers, and the development of objective measurement tools. A digital teacher competency map is being developed, with a toolkit that integrates key competencies of the digital economy and digital competencies, together with tester program (a digital simulator) to identify the formation of: (a) a set of the teacher’s core competencies in the digital economy and (b) a set of teachers’ digital competencies. The following factors were taken into account in developing the tools: conceptual approaches in modern scientific and pedagogical research to identify, identify and assess the level of formation of digital competencies of a modern teacher; methodological substantiation of cognitive modeling of the competencies studied; assumptions of the most optimal combinations of key and digital competencies for teachers of different subject areas and levels of education; interconnection and interdependence of some professional deficits associated with a deficit of key and digital competencies.

The article presents an analysis of studies devoted to the formation of digital competence of preschool teachers at the present stage. The article substantiates the importance of the formation of digital competencies among preschool education specialists as the key and modern tools of a teacher in solving a wide range of professional tasks: the implementation of the main educational program of preschool education in a distance format, the implementation of additional educational programs, the use of digital tools in working with parents (legal representatives), as well as in the process of solving operational, everyday tasks of specialists. Applied research methods are: theoretical-analysis of pedagogical and educational literature, articles of teachers-practitioners and researchers in the field of education. The author presents his own structure of digital competence of preschool education specialists, which can be used by teachers, methodologists and managers of the preschool education system in order to determine personal deficits in the formation of digital competencies. The article presents the most accessible ways to form the digital competence of teachers and specialists of preschool education – in the format of self-education, as well as in the framework of the development of additional professional education programs. According to the results of the study, the conclusion is formulated that the formation of digital competence of a modern preschool teacher is one of the key aspects of the success of his professional activity in educational organizations and a really important component in the complex process of becoming a professional teacher who effectively uses digital tools in building a modern and effective educational process becoming a professional teacher who effectively applies digital tools in building a modern and effective educational process. From the beginning of the 21st century, digital competencies are perceived as a "requirement and right," as a "life/basic skill". The purpose of this article is to justify the creation of a blitz-survey, designed and conducted to determine the level of digital competence of students. The completed research will try to answer the question of how training in Faculty of Engineering and Technology develops the digital competence of students - future engineers, which factors influence the development and attitudes to improve this type of competence. The spectrum of components in the digital competencies is defined when developing the conceptual model of the study. The research model also reflects European documents in this area, the needs, and requirements of the labour market related to the training of engineers and the new approaches and paradigms in higher education. The questions were provisionally divided into seven sections, which also have connecting links. At this stage, the study was carried out with 280 students. The end goal of the scientific research is to suggest strategies for adapting the training of the students to the European requirements and the needs of the labour market in order to improve their employment status, their adaptiveness, and their professional development.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved; the general structure of the system of quality assurance of education at the higher educational institution level is substantiated; determined the effective use of didactic principles; new approaches to the development of content, forms and methods of professional training of specialists in the new formation; the content of professional training of future specialists is investigated, covering the set of knowledge, skills and abilities, possession of which enables to work for the chosen type of profession; The set of principles, functions and factors that influence the content of the training is outlined in the curricula and programs of higher education institutions. An analysis of the structure of training of future specialists in higher education institutions is presented, which predicts mastery of a complex of professional and personal components of a future specialist. The peculiarities of preparation of future specialists for the implementation of health-saving technologies in the educational programs offered by educational establishments have been clarified. Types of variety of industrial and research practices are shown, forms and methods of teaching are named. The content of the professional training of future specialists is characterized, the prerequisites for creating the concept of forming the future specialists' willingness to carry out innovative activity are outlined; conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of preparation of future specialists in educational establishments are explained; The basic provisions are substantiated, the observance of which ensures the training of new formation specialists for the implementation of health-saving technologies. It is noted that the capacity for self-organization is the basis of successful professional activity of the future specialist and the educational disciplines of the programs of preparation of domestic higher education institutions are observed, the study of which contributes to the formation of the competence of selforganization. The essence of the problem under consideration and the technology of its solution are revealed.

This chapter describes the digital competencies that have become essential in the workforce and how higher education institutions (HEIs) are trying to keep up in a moment in which faculty members have been acquiring digital skills alongside students. A field study was conducted with faculty from HEIs in Mexico to identify the differences between the digital skills that faculty possessed previous to the pandemic and those acquired as a result of remote work. It also analyzes the digital tools they have been provided with to perform their jobs, the training they have received, and the digital skills that they still lack to help students acquire the digital competencies demanded in the workforce. The objective is to identify areas of opportunity and create general guidelines that will help develop critical digital skills. A literature review of the most relevant aspects of digital dexterity and digital competence in higher education (HE) is presented. An analysis of the current context and how it is producing changes faster than before is also included.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world.The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems).The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions;Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual.Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

The article includes a comprehensive analysis of the specifics of the system of active learning methods and a description of its resources in the professional training of future specialists in the context of modern modernization of higher education. Based on the results of the analysis of current trends in the development of a variety of technologies and formats of training in higher education, the criteria for determining their feasibility are identified. The paper presents an overview of the significant psychological characteristics of the teacher, acting as internal determinants of successful activity based on active learning methods. Various components of students' project activity are considered. The advantages of active teaching methods in the development of professional thinking, reflection of students' experience and competencies in ensuring the productivity of their advancement in educational and professional activities are revealed. Based on the analysis of the results of empirical research, the article describes the content features of modern students ' ideas about the resources and risks of active learning methods for their role in achieving a high level of professional competence development. The psychological factors that determine the success of the use of active learning methods in professional education are identified.

The digitalization of the education system imposes certain circumstances not only on the organization of the educational process and the training of specialists in demand in the modern world, but also on the skills of a teacher in the field of information and communication technologies. Within the framework of this article, an analysis of Russian and foreign approaches to defining a set of digital competencies necessary for a modern teacher of higher education is carried out. The purpose of this study is to determine an objective diagnostic toolkit for identifying the level of digital competencies among teachers of higher institutions. Based on the analysis of Russian and foreign experience in the development of digital competence among teachers, including a higher education teacher, an internal questionnaire was developed to assess the level of formation of the necessary digital skills. Data collection was carried out through an online survey of teachers using a structured questionnaire. A survey of university teachers was conducted in order to identify the readiness to use digital technologies in the educational process. The data obtained during the survey made it possible to obtain objective information about the level of formation of digital competencies among teachers and their readiness to use digital tools and technologies in the educational process. University teachers have demonstrated high results in such competencies as the use of digital solutions for effective communication of students on academic assignments; creating your own digital resources; creation and modification of digital educational materials, inclusion of students in group work using the Internet, including online services for joint project activities; taking into account the individual characteristics and needs of students in the educational process; exchange of ideas and materials with colleagues from other educational organizations, including through cloud systems, advanced training through online training.
